Sub: E-Tender for Printing, Supply and Scanning of OMR Sheets/ Answer Books OMR Flaps scanning for the Exams - 2016

The Board hereby invites Tenders for Printing, Supply and Scanning of OMR sheets which includes data feeding if any also, of approx. 10 lacs OMR sheets in respect of approx. 20 lacs Candidates likely to appear at different examinations in the year 2016. Estimated value of above cited work will be of Rs. 40 Lacs.

The Board hereby invites Tenders for Scanning of Answer Book Flaps and prepairing award which includes data feeding if any also, of approx. 20 lacs OMR Flaps likely to appear at different examinations in the year 2016.

The firms established outside Rajasthan State and does not have any branch office in Rajasthan State need only to apply for this tender. The Tenders of the firms of Rajasthan or having any branch in Rajasthan shall not be considered

2) Any of the bidders fails to physically submit the Banker’s cheque/Demand Draft for Tender Fee, Bid Security, and RISL Processing Fee up to prescribed time, its BID shall not be accepted. The Banker’s Cheque/Demand Draft for Bidding document fee and Bid Security should be drawn in favour of “Secretary, Board of Secondary Education Rajasthan” Payable at ” Ajmer and RISL Processing Fee in favour of “Managing Director, RajComp info Services Ltd .” Payable at “Jaipur” form any Scheduled Commercial Bank

3) To Participate in online bidding process, Bidders must procure a Digital Signature Certificate (Type III) as per Information Technology Act-2000 using which they can digitally sign their electronics bids, Bidders can procure the same from any CCA approved certifying agency, i.e. TCS, safecrypt, Ncode etc. Bidders who already have a valid Digital Signature Certificate (DSC) need not procure a new DSC. Also, bidders must register on http://eproc.rajasthan.gov.in (bidders already registered on http://eproc.rajasthan.gov.in before 30-09-2011 must register again)

4) BSER will not be responsible for delay in online submission due to any reason (internet connectivity, slow process power fail, virus, uploading delay etc. whatsoever reason thereof shall not be acceptable). For this, bidders are requested to upload the complete bid well advance in time so as to avoid 11th hour issues like slow speed; choking of web site due to heavy load or any other unforeseen problems.

5) Bidders are also advised to refer “Bidders Manual Kit” available at eProc website for further details about the e-Tendering process.

6) Training for the Bidders on the usage of e-Tendering System (eProcurement) is also being arranged by DoIT&C on a regular basis. Bidders interested for training may contact e-Procurement Cell, DoIT&C for booking the training slot. 7) The Procuring entity reserves the complete right to cancel the bid process and reject any or all of the Bids.

8) No contractual obligation whatsoever shall arise form the biiding document/bidding process unless and until a formal contract is signed and executed between the procuring entity and the successful bidder.

9) Procurement entity disclaims any factual/ or other errors in the bidding document (the onus is purely on the individual bidders to verify such information) and the information provided therein are intended only to help the bidders to prepare a logical bid-proposal.

10) The provisions of RTPPA Act, 2012 and Rules thereto shall be applicable for this procurement. Furthermore, in case of any inconsistency in any of the provisions of this bidding document with the RTPP Act, 2012 and Rules thereto, the later shall prevail.

Detailed Specification of OMR sheet & the work

1. OMR SHEET: -

A -Sheet Size

8.5” x 11.5” on Cut Sheet Stationary in two detachable parts with perforation for foil and counterfoil. After printing of Roll no.’s. OMR sheets may be cut for scanning in sizes given as above. B -Paper

100 GSM high brightness Maplitho paper.

2. Printing and supply of OMR Sheets -

(a) Printing of Roll No. on foil and counter foil.

(b) Printing of Subject name, Subject paper code, Maximum Marks, Centre & School Code, Sheets no., Continuous page no, Identity code.

(c) All printed sheets are to be arranged School-wise, Subject-wise, Paper-Wise/ Examiner-wise.

(d) All OMR sheets shall be given detaching individually and side margin duly removed.

(e) All sheets shall be given, arranging them examiner-wise (LAGGIWISE), for Practical and Theory separately, in a transparent plastic cover (plastic -

packing). There will be mention of subject as well as paper-wise detail on individual plastic cover. Sessional marks OMR sheets shall be arranged and packed as per above method, School-wise, giving detail of School name, school code, District name & District code.

(f) Controls of Award Blank. 3. Work of OMR Scanning

(a) Envelope of OMR Sheets received from Examiners (Theory & Practical) will be entered in computer to be installed by the firm using its operator & machine, using specific software programme as desired by The Board. This software should also be able to give pendency report at any time as and when desired.

(b) Firm officials will open the OMR Envelopes. (c) Scanning of filled up OMR sheets for data feeding. (d) Printing, checking, editing and updation of the data. (e) Data feeding (if any) and verification of that data which may come as

traditional way shall have to be done by the firm and no extra payment shall be made in this regard to the firm. Before feeding in marks, which are received in traditional way, their subject code and paper code may be verified by the I.T. & C. Section of the Board, immediately after opening of envelope.

(f) After updating on the basis of corrected and verified check list, 100% correct data shall be supplied to the Board on CD/DVD as required for result processing.

Detailed Specification of OMR Answer Books Flaps & Work

1. OMR Answer BookS Flaps : -

A -Flap Size

8.5” x 3.5” on Cut Sheet Stationary in three detachable parts with two perforation for Rollno and Marks. First Flap cut from Answer Book by invigilator on exam center having Roll No. Barcode & Some other information of Student and the Second Flap cut from Answer Book by Examiner at the time of evaluation of Answer Book, having barcode & total marks obtained by the student.. B -Paper

100-105 GSM high brightness Maplitho paper.

C - Approx quantity of OMR Answer-Books Flaps

OMR Answer book flap having roll no etc aprox. 60 lacs & Marks obtained by student flap aprox 60 lacs.

4. Work of OMR Answer Book Flaps Scanning

(a) The firm will provide stickers to be pasted on the envelopes containing Flaps of Roll No. and Marks Flaps

(b) The Stickers will indicate packet no. Sub.Name, Sub.Code, Class and indication to use it for Rollno / Marks Flaps for every 200/300 Answer Books on e packet will be prepared.

(c) The Board will provide after examination and receipt of the Answer Books, one envelope containing of Roll No. Flaps for each 200/300 Answer Books.

(d) The Board will provide the packet received from examiner containing Marks Flaps.

(e) Envelope of Roll No. flaps received from exam centers will be scanned by the firm using its operator and OMR Scanner and prepare data according to roll no flaps. The firm should ensure that all the data of roll no. flaps are scanned by OMR Scanner and then resolve all errors of scanning.

(f) Envelope of Marks obtained by student flaps received from examiner will be scanned by the firm using its operator and OMR Scanner and prepare data according to Marks obtained by student flaps . The firm should ensure that all the data of Marks obtained by

student flaps are scanned by OMR Scanner and than resolve all errors of scanning.

(g) The Firm may have to scan the barcodes thru hand held barcode reader, if the bar codes are not scanned by OMR Scanner.

(h) After scanning both the parts of flaps, the firm match both flaps on barcode, resolve all the errors and prepare the awards containing actual roll no, sub code, paper,class and marks

(i) The OMR Sheets received from examiner will be scanned by the firm using its operator and OMR Scanner and prepare data according to OMR Sheets and than resolve all errors of scanning.

(j) After making award data from both flaps the firm should match the data with OMR Sheets prepare data and resolve all errors.

(k) The firm will carryout changes till all the marks are finally updated in the computer.

(l) Firm officials will open the OMR Flaps , OMR Sheets Envelopes. (m) Printing, checking, editing and updation of the data. (n) Data feeding (if any) and verification of that data which may come

as traditional way shall have to be done by the firm and no extra payment shall be made in this regard to the firm. Before feeding in marks, which are received in traditional way, their subject code and paper code may be verified by the I.T. & C. Section of the Board, immediately after opening of envelope.

(o) After updating on the basis of corrected and verified check list, 100% correct data shall be supplied to the Board on CD/DVD as required for result processing.

Terms and Conditions for Printing, Supply and Scann ing of OMR Sheets / OMR

Answer Book Flaps for the Exams (Main & Supplementa ry) - 2016

The following main points may please be kept in view while submitting rates for Printing and Scanning of OMR sheets: -

1. The Firm-Capacity & experience

(a) The firm should have ISO-27001 certification. The certificate should have been issued before the publication of this tender.

(b) The firm must have own 3 OMR Scanners Minimum and capacity to increase upto 5 OMR Scanners. Firm should attached bill copy of OMR Scanners.

(c) The firm must have capacity to scan minimum 90,000 – 120000 OMR Sheets per day.

(d) The firm should have at least Six Bar code Reader.

(e) The firm must have an experience of scanning of OMR award sheets of examination of continue three year of any two Education Board or University or similar Govt. Institution Minimum 5,00,000 OMR Sheets data should have been scanned.

(f) The firm will have to submit a certificate along with the tender form the concerning higher authority of the respective Board / University that ‘the firm has successfully and efficiently completed their jobs maintaining full secrecy and within the time schedules. The firm is quite reliable and capable of performing the examination jobs through OMR technology.

(g) The firm should mention the year of their establishment, staff, strength (i.e. system analysts, technocrats etc.) along-with the configuration of the system and -computing machines, Scanners installed at their center with back up facilities available with them. All information is to be given in the Performa given in technical bid along with proof of ownership of the machines.

(h) The firm should submit a declaration certificate on its letter head with the technical bid that, it does not have any office/branch office in the State of Rajasthan and also that it shall not engage professional (skilled / non –skilled) and labour of Rajasthan State to perform the jobs assigned for this tender.

(i) The Board will not be provide any hardware / software during the scanning and preparation of award process. Only Working Space & Electricity provided by the Board.

2. OMR Sheets

(a) OMR Sheets shall be required as per number of candidates given below. Number of candidates in a sheet will depend on the design and a sheet may include 30 candidates.

(b) OMR Sheets are to be printed on the continuous computer sheet of paper, as per size and other property specifications mentioned in Annexure 'B'. Please enclose five sample of OMR Sheet.

(c) Each sheet should be quality-wise fit for scanning & must have holding system so that proper scanning is carried out.

(d) After laboratory test of the OMR sheet (paper), discrepancy, if any, like grammage, brightness and other is found, then the double of the cost saved by the firm by using paper of lower grammage/other discrepancy and amount of full testing fees will be charged from the firm.

(e) The firm should mention the year of their establishment, staff, strength (i.e. system analysts, technocrats etc.) along-with the configuration of the system and -computing machines, Scanners installed at their center with back up facilities available with them. All information is to be given in the Performa given in technical bid.

(f) The Board may provide previous years blank OMR sheet if any, to the firm for printing of award blank and scanning work. The Board shall pay the firm only scanning charges for those OMR sheets.

4 The probable number of candidates for supplementary examinations-2016 shall be about 10% of the figure of the main examination-2016. The number of candidates may increase / decrease as per registration for all exams-2016.

5 Earnest Money :- (A) Tender must be accompanied by an earnest money of Rs. 80,000/ without which tender will not be considered. The amount of earnest money should be deposited in cash/demand draft only in favour of Secretary, Board of Secondary Education, Rajasthan, Ajmer.

(B) The earnest money will be refunded to unsuccessful Tenderer after the final acceptance and agreement of the tender. In the case of successful Tenderer, it will be treated as a part of security money on his request.The Tenderer will have to submit invariably Sales Tax registration number. and Sales Tax Registration certificate.

5. Agreement & Security Money: - (A) Successful Tenderer will have to submit his agreement within 15 days (on Rs.

1000/- Non-Judicial Stamp Paper) in the prescribed form and deposit security amounting to 5% (or required by Board) of the Total cost of the work allotted, for the due performance of the contract.

(B) Only the successful Tenderer is require to deposit the amount of security deposit in term of Cash or Draft.

(C) The security money will be returned after two months of completion of the agreed contract and final payment. The Board on such security amount will pay no interest.

(D) The contractor shall pay the expenses of completing and stamping the agreement. If the successful Tenderer fails to deposit security or execute agreement within the prescribed period such failure will be treated as a breach of terms and conditions and will result in the forfeiture of the earnest money.

(E) The security amount shall be forfeited if the Tenderer quote lower rates wrongly and/ or the work is found not acceptable.

6. (a) The Secretary reserves the right of entrusting the work to any firm and is not bound to entrust the job to the lowest Tenderer.

(b) The Secretary may distribute the processing work to different computing centers and it would not be necessary that the work of all the examinations be assigned to single firm only.

7. After issuance of work order the schedule of work, time period for execution shall be as under:

10. Penalty :- A penalty of Rs. 5,000/- Per day shall be charged, as compared to time given above for any sort of delay at the end of computer firm.

11. (A) Data feeding through scanning shall be done at the Board premises. Board shall provide space for installation and power supply free of charge. After correction 100% correct data on CD as required. The firm has to supply converted data of all examinations on CD in required format and language without any extra cost.

(B) Scanning No. Should be printed on each sheet / each Flaps by the scanner.

12. The contract may be terminated at any time due to failure to data feeding through scanning or the work being found unsatisfactory by the board, and as a result, the security amount deposited by the firm will be forfeited and the work allotted would be withdrawn. The Secretary reserves the right to get the work executed from other firm at the risk and cost of the firm which was given contract.

13. The firm will have to produce the bills to the Board for payment as under:

i) Printing and Supply of OMR sheet:- a. 80% Amount of printing of OMR Sheet with Roll Numbers, on its supply. b. 20% of the total Amount, after laboratory test of OMR Sheets Paper.

ii) Work of OMR Scanning:- c. 60% of the amount of work including scanning of OMR Sheet and its editing,

on supply of the data on C.D. iii) Work of OMR Answer Book Flaps Scanning:- a. 50% Amount of Scanning of OMR Answer Book Flaps having Roll No. is

finished , on its supply on CD to Board. b. 50% Amount of Scanning of OMR Answer Book Flaps having Roll No. and 50%

amount of Scanning of OMR Answer Book flaps having Marks is finished and match with roll no. flaps data and generate awards , on its supply on CD to Board.

c. 50% Amount of Scanning of OMR Answer Book Flaps having marks after

declaration of all Exam Result

d. 40% of total the amount of OMR Sheet Scanning, after declaration of all Exam Result.

Note : Payment will be made on the basis of number of sheets printed and scanned. No advance payment shall be made .

14. Any controversy or claim arising out of or breach thereof will be settled by the Secretary of the Board. The decision of the Secretary will be final and binding. In case of any dispute, all legal proceeding shall be lodged in courts situated in Ajmer only.

15. Deductions for Mistakes

A. Minor Mistakes :-

Marks for individual Roll No. Wrongly scanned will be treated as a minor mistake and Rs. 10/- will be deducted for each such mistake.

B. Major Mistakes :-

1. Marks of all the Roll Nos. of one OMR sheet or subject / paper code scanned wrongly will be treated as a major mistake.

2. Duplicate Award serial no treated as Major Mistake.

Rs. 500/- will be deducted for each such major mist ake.

16. Inspection of firm by the inspection committee may be carried out whenever necessary.

17. The contractor shall not assign or sublet his contract or any substantial part thereof to any other agency.

18. The terms & conditions not specifically mentioned above, shall be as per The Rajasthan Transparency in Public Procurement Rule, 2013 of Govt. of Rajasthan.

19. If a Tenderer imposes conditions which are in addition to or in conflict with the conditions mentioned herein, his tender is liable to summary rejection. In any case none of such conditions will be deemed to have been accepted unless specifically mentioned in the letter of acceptance of tender issued by the Board.

20. The Board would review Contract after completion of one year work of the firm. Extension of the work for the subsequent year would be given only when service rendered by the firm is found satisfactory. The firm should be agreed to the additional terms and conditions arise while the extension is granted.

21. Maximum of 1% (of total OMR Sheet) wastage is acceptable. In case of more then this wastage, the deduction shall be made for the additional wastage from the firm's payment based on cost of OMR sheet supply.

22. Leakage of Secracy In case of any leakage / mishandling of Confidential / record fact(s) security money

deposited by the said firm will be forfeited and the firm can be black listed. The final decision in this regard will be taken by the Chairman of the Board.
