Convention on the Rights of Persons with Disabilities

Article 30: Participation in cultural life, recreation, leisure and sport

1. States Parties recognize the right of persons with disabilities to take part on an equal basis with others in cultural life, and shall take all appropriate measures to ensure that persons with disabilities (…)

(c) Enjoy access to places for cultural performances or services, such as theatres, museums, cinemas, libraries and tourism services, and, as far as possible, enjoy access to monuments and sites of national cultural importance. (…)

(c) To ensure that persons with disabilities have access to sporting, recreational and tourism venues;

‘Components’ to make accessible in the tourism realm

Venues (hotels, museums, monuments, tourist information booths / offices, etc.)

Touristic external areas (beaches, woods, parks, panoramic points, etc.)

Itineraries (within an archeological site, or a natural site, etc.)

Mobility (means of transportation to reach a touristic destination and to move around it, roads and connection systems, waiting areas and other infrastructure)

Info/comm (websites dedicated to tourist attractions, leaflets with information and directions, tourist guides, posters in relevant locations, audio/video/tactile guides in museums or other sites, signposting within attractions

Focus on human resources in the tourism industry

Education and capacity-building to improve:» Attitude: capacity to interact with persons with disabilities, to

include them in the activities, to be respectful, to listen to them, to respond to their needs, etc.

» Communication skills: capacity to use the appropriate language, to use sign language if needed, to use different means of communication (written, graphic, Easy to understand, etc.)

» Preparedness: capacity to react in case of medical needs, to provide daily care if needed, to respond to Critical situations with persons with intellectual impairments for instance, etc.

Positive initiatives in Dakar, SenegalHI programme to increase access to employment for persons with disabilities since 2014 including:- apprenticeships, skills training, start own business- inclusive workplace policy to improving access into

and around the office building, as well as accessible toilets and other facilities

- Partnership with Dakar’s largest bus operator:- wider choice of transport options: more buses with

ramps and priority seats; bus operator staff training,

- reducing their owns barriers to employment àemployed 25 of staff with disabilities to sell tickets

A few recommendationsà Removing the barriers to safe and accessible mobility, focusing on the built environment, vehicles and people

üEnsure that the inclusion of persons with disabilities is a systematic, cross-cutting objective.

üFacilitate the participation of all groups represented in the city, including persons with disabilities, their representative organisations.

üPromote a safe and accessible urban environment based on Universal Design Principles.

üPlan for multimodal transportation system to allow people to choose from a variety of transportation.

üIn order to increase the offer of accessible transport services, organise trainings and information sharing.

A unique digital platform to exchange info and services for persons with special needsWhat?- A digital platform of comprehensive resources (information, solutions

and services, free and paid) to assist persons with special needs and those around them in their daily lives, and around the world. An HI project.

- Encourage innovation and new solutions to respond to the needs of persons in particular situations – solutions built jointly together by these persons, their helpers or families, and suppliers

Why?- Growing number of persons with temporary and permanent

impairments. We all can be affected at some point in our lives.- Patchwork and partial answers on the web à Hizy aims to bring

evertyhing together in one place (info and services)

Where? Launched in Octobre 2017, with a focus on France. Then extension towards other francophone countries then beyond in next 2 years
