The length of the primary water barriers (the dike rings) in the Rijnmond and Drechtsteden is 516 km. A rise in mean high water (MHW) necessitates dike reinforcement. To make the effects clear we make first of all a distinction between unbuild and built dikes. The unbuild dikes have a length of 405 km and can be further broken down into grass dikes , park dikes, paved dikes and infra-dikes. The distinction between grass dikes and park dikes is the presence of plants and paths. Infra-dikes can be defined by serving as important regional roads.

The built dikes have a length of 111 km and can be broken down into one- and two-sided built dikes, office-dikes and dikes with historically valuable buildings. The latter category is determined by the presence of monuments and protected town- and cityscapes.

The qualitative distinction is also relevant for calculating the cost of dike reinforcement and elevation. Unbuild dikes can be more easily raised than built dikes. Raising both sides of built dikes with historic buildings -such as the Voorstraat in Dordrecht- required complex and expensive constructions. The costs shown here are civil charges as indicated in the Annex plus additional costs concerning urban interventions ( as included in the integration report).
