Description

1. The Tarlac State University through Special Budget intends to apply the sum of Three Million Four HundredSixty-Six Thousand One Hundred Six Pesos and 34/100 (Php 3,466,106.34) being the Approved Budget for theContract (ABC) to payment of the project: Refurbishment and Extension of M.I.S Office, Main Campus Libraryand CET Library (Rebid) Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Tarlac State University now invites contractors registered with PhilGEPS and have a valid PhilippineContractors Accreditation Board (PCAB) license of at least Size Range Small B, Category C & D to apply forthe Refurbishment and Extension of M.I.S Office, Main Campus Library and CET Library (Rebid). Completion ofthe work is required within One Hundred Eighty (180) Calendar Days from receipt of the Notice to Proceed.

Bidders should have completed within five (5) years from the date of submission and receipt of bids a contractsimilar to the Project, with at least 50% of the cost of the ABC.

3. Bidding will be conducted through open competitive bidding procedures using discretionary “pass/fail”criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184,otherwise known as the “Government Procurement Reform Act.”

Bidding is restricted to Filipino citizens/sole proprietorship, partnership, or organizations with at least sixtypercent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens ororganizations of the country the laws or regulations of which grant similar rights or privileges to Filipinocitizens, pursuant to RA 5183 and subject to Commonwealth Act 138. Interested bidders should be enrolled inthe Electronic Filing Payment System (EFPS) program of the Bureau of Internal Revenue (BIR) pursuant toExecutive Order No. 398, RR 3-2005, and must be registered under the Philippine Government ElectronicProcurement System (PhilGEPS).

4. Interested bidders may obtain further information from the Tarlac State University and inspect the BiddingDocuments at the address given below from Tuesday to Friday 8:00 a.m. to 5:00 p.m.

A complete set of Bidding Documents may be purchased by interested Bidders starting June 13, 2019 to July3, 2019, 10:00 a.m., from the address below and upon payment of a non-refundable fee for the BiddingDocuments in the amount of Php 5,000.00.

It may also be downloaded free of charge from the website of the Philippine Government ElectronicProcurement System (PhilGEPS) provided that Bidders shall pay the non-refundable fee for the BiddingDocuments not later that the submission of their bids.

5. The Tarlac State University will hold a Pre-Bid Conference on June 21, 2019, 10:00 a.m., at the BusinessCenter-Audio Visual room, 3rd Floor, Business Center Bldg., Tarlac State University, Tarlac C ity, which shallbe open to all interested parties.

6. Bids must be delivered to the address below on or before July 3, 2019, 10:00 a.m. all Bids must beaccompanied by a bid security in any of the acceptable forms and in the amount stated in ITB C lause 18.

Bid opening shall be on July 3, 2019, 10:00 a.m., at the Business Center-Audio Visual room, 3rd Floor,Business Center Bldg., Tarlac State University, Tarlac C ity. Bids will be opened in the presence of the Bidder’srepresentatives who choose to attend at the address stated below. Late bids shall not be accepted.

9. The Tarlac State University reserves the right to accept or reject any bid, to annul the bidding process, andto reject all bids at any time prior to contract award, without thereby incurring any liability to the affectedbidder or bidders.
