•The review will build on the improvements and developments that have already been achieved.

•Like everyone else, in this economic climate, it is important that we make best use of our collective resources.

•Current local and national drivers have created the opportunity to fundamentally review how we create the best outcomes possible for children and young people.

Why them / us?•The review is about the best use of our collective resources to deliver better outcomes for children and young people.

•We realise that there are benefits in sharing information, buildings, and resources between public and voluntary services.

•Education Social Workers and staff from the Connexions Service have separate specialist skills, but work with the same children and young people, often in the same places and with similar objectives.

•The partnership with Bolton Lads & Girls Club through their ‘Pathways to Success’ project will add both capacity and expertise to this work.

•More partners and services will become involved as we understand who is best placed to deliver specific support and interventions.

Why do it at all?•We want better outcomes for children and young people.

•Young People are telling us that they need better advice and guidance.

(Research Report No DCSF-RR072, DCSF 2009)

•We need to increase capacity (there is always more demand for services).

•We want to enhance the quality of support provided.

•We want staff to be able to spend more time working directly with the young people that they are supporting.

•If we work together, we can achieve far more with what we have, and reduce costs

•It makes sense.

•The review is a structured way of looking at services that support children and young people through school, training and employment.

•It will look at information around need and demand both now and in the future.

•It will be informed by people who receive services and those who provide services.

•It will look at current ways of working, resources, issues and identify opportunities for improvements.

•It is a method with a proven track record......it works.

What?

What will it feel like?

•It’s about doing more of the ‘right’ work and less of the things that get in the way of delivering first class services....it should feel better.

•You should feel ‘part of it’, and have the opportunity to contribute to the outcomes; you can be involved through on-line communications, briefings and tailored workshops.

•People who work on the ‘front-line’ understand the ‘front-line’ issues the best, and will therefore be central to any service redesign.

•It is envisaged that progress will be quick, good ideas where possible, will be implemented quickly, more wide-spread improvements will be managed in stages.

•that there will be more integration between and within services and partners.

•that there will be better use of shared information to deliver better, safer services.

•that buildings and locations will be used more effectively; providing services where they are most needed.

•that through review, challenge and innovation, we can continually improve.

How will it be managed?

•The review is being led by Margaret Asquith, the Director of Children’s Services.

•The Director chairs the Steering Group that meets fortnightly and includes the Chief Executive of Bolton Lads & Girls Club, Assistant Directors and Senior Officers within Children’s Services as well as Head Teacher representatives.

•The Steering Group directs the work of the Project Group that meets weekly and manages the identified work streams.

•Examples of work streams include staff workshops, stake-holder meetings, data analysis and communications.

How will it be communicated?•We will be setting up an electronic mechanism to get updates to you and to give you the opportunity to respond, submit your ideas, ask questions and suggest innovative approaches to the delivery of services.

•There will be specific workshops for staff and stakeholders as well as workshops and consultation events.

•We want to ensure that everyone involved is not only kept up to date with progress of the review, but also has the opportunity to contribute and influence the development of the process.

•This method of communication is open to all stake-holders, and we welcome your input.

•By looking at the differences between the ‘before’ and after’ picture; i.e.

•Improved outcomes for children and young people. •Further reduction in the number of children and young people not in education, employment or training.

•Measurable efficiencies within services, for example; increase in capacity, reduction in costs.

•And by asking people !
