1. In line with the implementation of Republic Act No.10533, otherwise lmo`m asErthaneed Basic Education Act Of 2013 |K to 12 LouJ}, the Der.actrrLen:i Of Ed:"cafion(DepEd) is adopting the enclosed Polley Guidelines ou Awards and Recognition forthe K to 12 Basic Education Program.

2, These awards have been desigried to formally recognize the outstandingperformance and achievement Of learners in acadenics, leadership, and socialresponsibifty, anong other aspects Of student progress and development, Thesea.wards are given to encourage learners to strive for excenence and to becomeproactive members of the school and community.

3. All leamers, including transferees, who have met the standards, criteria, andguidelines set by this pokey shall be recognized.

4. There can be two or more recipients of any award. However, should there be noquarmed leaner, the awards shall not be given.

5, For learners in the special Education (SpEd) program who fonow the K to 12Curriculum, the same policy guidelines shall apply. Learners using a modifiedcurriculum may receive recognition in the class based on their performance inmeeting the standards of their curriculum.

6. Effedive School Year 2016-2017, the Potty Guidelines on Awards andRecognition for the K to 12 Basic Education Program shall be inplemented in pubficelementary and secondary schools, including Grade. 6 classes under the old BasicEducation Ctindculum (BEC}.

7. Private schools, hirfuer education instrfutions (HEls), technical-vocationalinstitutions {'Ivls), state universities and cchegcs (SUCs), and local universities andcolleges (LUCs) offering basic education or any grade levds thereof, shall beresponsible for promulgating their policy guidelines on awards and recogriition for theK to 12 Basic Education Hogram, consistent with these policies and gridedines. Anymodifications in the guidelines should be subject to the approval of the DepEdRegional Office.

I. Rationale

The Policy GurdeHnes on Awards and Recognition for the K to r2 Basic Education `Program ardculates the recognition given to learners who have showri exemplaryperformance in specific areas of their school life. These guidelines are anchored inthe Classroom Assessment for the K to 12 Basic Education Program (DepEc{ 07iderIVo.8 s.20f ¥£ which stipmorts learners+. froffs€Tc dev€io.pmerfu in diri5-e,f ¥givsf ifeen tobecome effective ffelong reamers wrth2ist-century skffis. This poficy `aims to giveall learners equal opportunity to excel in relation to I_he standard set by thecurriculum and focus on their own performance ra.ther than to compete with oneanother. It recognizes that all students have their unique strengths that need to be±deflffi€d, strengthened, and pifo7i`ieiy acthowiedged.

In support of the holistic development of Filipino lea]mers, it is important to veeraway from valuing only academic achievement based on high grades and movetoward valuing and celebrating a wide range of student achievements. The awardsaim to aclmowledge and promote student excellence in various areas and to provideformal recognition of student achievements that can motivate learners to strive. forexcellence in academic, leadership, and social responsibifty. In effect, the policyencourages all learners to remarkably and skillfully perform specific lands of taskscritical to their success in school and at work. Consequently, the policy willinclude all learners and encourage them to be proactive members of their schooland community.

In addition to ac]mowledging and promoting the development of the learners'unique cognitive and other skills that underpin success in school and at work, theawards also aim to nurture the formation of the learners' values and attitudesanchored on the core values Of the I)epartmeut of Educafron.

Awards and recognition bestowed on learners who have successfully attainedstandards set by the school support the efforts and accomplishments of theselearners and afrirm their latent potential, abilities, and dispositions. Learners whofeel good about their abilities and contributions to the school and society are morefikel.v to be happer,t comtent] arid motivatedL When these leamers are recognized fo`rtheir efforts, they will also persist in their desire to excel.

The giving of awards and recognition is but one of the many ways by whichteachers and schools provide students with positive feedback and affirmation,which can improve the learner's confidence, self-awareness, and enthusiasm forlearning. Other wa.ys by which teachers can provide leamers with informationabout their competence or the value of their accomplishments can be explored. Amotivating environment that promotes respect for student diversity and dedication

to learning contributes to the creation of a positive school climate that supports thewell-being and achievement of all students.

11. What awards do we give?

Classroom Awards are recognition given to learners in each class or section. Asimple recQgriition may be given per quarter,, semester`, or at the end of the schoolyear. Awardees are given merit by the adviser and/or other subject teachers inrecognition of the learners' outstanding performance in class.

Grade-level Awards are given to qualified learners for every grade level a.t the endof the school year. Candidates for the awards ai.e deliberated by the AwardsCtommittee (AC) if triey have met the given criteria.

Special Recognition is given by the school to the learners who have representedand/or won in competitions at the district, division, regional, national,orinternational levels. This is to publicly affirm learners who have brought honor tothe school.

A. Classroom Awards

1. Perfomance Awards for KindergartenLearners in Kindergarten should be recogriized for their most evident and mostprominent abilities. They can also be recognized for showing significantimprovement in a specific area (e.g., from having poor fine-motor skills to beingable to draw or write well). Since kindergarten learners have no numerical grades,teachers al`e advised to recognize outstanding achievement of learners based on thedifferent domains and/or leaning competencies of the kindergarten cut-riculum atthe end of every quarter.

Since all learners must be given equal opportunity to excel and demonstrate theirstrengths, an award may be given to more than one learner. Teachers can choosefrom the domains and skills listed in Appendin 1. They have the option to providecreative or urrique titles for each award appropriate to their context and community(e.g. , in mother tongue).

2. Conduct AwardsThese awards are given to learners wrio have been observed to consistentlydemonstrate the DepEd core values (J14:ajca-Dz.gos, Makatcro, Mckcifedrz'hasari,Mahabausa').

2.1. Character Traits for Kindergarten to Grade 8These awards are given to younger learners to affirm their positive traits andattitudes or to recognize significant improvement in their behavior. Teachers canchoose from, but are not limited to, the character traits listed in Appendin 2. They

also have the option to provide creative or unique titles for each award appropriateto their context and community.

2.2. Conduct Awards for Grades 4 t:o 12Conduct Awards for grades 4 to 12 in each class will be given at the end of theschool year. This will be based on the evaluation of the adviser and subjectteachers, using the guidelines stipulated in Section VI of DepEd Order No. 8, s.2015. Awardees must have consistently and dutifully carried out the core values ofthe Department as indicated in the report card. They must have obtained a ratingof at least 75% "Always Observed" (AO) at the end of the school year (with at least21 out of 28 AO rating in the report card). They also must have not beensanctioned with offenses punishable by suspension or hither sanction within theschool year according to the Department's service manual and child protectionpolicies.

3. Academic Ehrcellence AwardThe Award for Academic Excellence within the quarter is given to learners fromgrades 1 to 12 who have attained an average of a.t least 90 and passed all leamingareas.

The Average Grade per Quarter is reported as a whole number following DepEdOrder No. 8, s. 2015.

Table 1 shows the specific Academic Excellence Award given to leamers who meetthe following cut-off grades.

4. Recognition for perfect AttendanceThis award is given at the end of every quarter to encourage learners to attend andactively participate in class. Perfect attendance means that a learner must bepresent in all of his/her classes, and must have no absencesfor the entire quarter.Learners who arerepresenting the school for various purposes (e.g., in-school or off-campus activities) may also qualify for this award.

8. Grade-level Awards

1. Academic Ercellence AwardAt the end of the school year, the Academic Excellence Award is given to learnersfrom grades 1 to 12 who have attained a General Average of at least 90 andapassing F`inal Grade in all leaning areas.

The General Average is reported as a whole number following DepEd Order No. 8, s.2015.

The class advisers will give to the AC the list of qualified leaners to be awardedduring a school ceremony. Refer to Table 2 for the Acadendc Excellence Award atthe end.of the school year.

2. Leadership AwardThe leadership a.ward is given to learners in grades 6, 10, and 12 who havedemonstrated exemplary skills in motivating others and organizing projects thathave significantly contributed to the betterment of the school and/or community.This award is given during the completion or graduation ceremony.

To qualify for this award, a learner must:1. Have no falling grades in any of the leaming areas.2. Have not committed any offense punishable by suspension or hither

sanction according to the Department's service manual arid child protectionpolicies in the cul`rent school year.

3. Be a class officer or an active member/officer of any recognized school club,tear, or organization.

Table 3 shows the set of criteria and weights that will be used by advisers andpeers in the evaluation arid deliberation process. Schools may opt to add moreindicators based on the decision of the AC. Candidates will be evalua.ted by at least30% of their peers (group, team, class, or club mates) as well as their class or clubadvisers. Only those learners who have met at least 90% of the criteria on the nextpage shall be awarded.

3. Award for outstanding performance in specific DisciplinesThese awards are given to recognize learners in grades 6, 10, and 12 who haveexhibited exemplary skills and achievement in specific disciplines. These disciplinesare Athletics, Arts, Communication Arts, Mathematics and Science, SocialSciences, and Technical-Vocational Education (Tech-Voc). These awards also valuethe leamer's achievement in a specific discipline that has contributed to the schooland/or community. Table 4 on page 7 specifies the criteria and weights for theseawards.

There may be more than one category of awards under the following disciplines:Athletics, Arts, Communication Arts, and Tech-Voc. There will be no separateawards for special programs.

3.1 AthleticsThis award is given to leamers who have shown outstanding shills in athletics(particularly in games and sports) through participation and victories incompetitions, as well as discipline in training and sportsmanlike conduct andcharacter.

The academic rating that will be considered for this award would be the student'sfinal grade in Physical Education.

3.2 Acts (e.g., visual, media, music, or performing arts)This award is given to learners who have consistently demonstrated outstandingshills in the arts and above average cl`eativity and craftsmanship exemplifiedthrough contribution to school's various functions and everits.

The academic rating that will be considered for this award is the final grade inMusic, Arts, or Contemporary Philippine Arts from the Regions for Senior HighSchool (SHS).

3.3 Communication ArtsThis award is given to learners who have demonstrated proficiency in any language(Filipino, English, or other foreign languages), in whtten or in oral communication,shown creativity in expressing ideas in written or oral activities in various subjects,and contributed to the school community.

The academic rating that will be considered for this award is the student's finalgrade in Filipino, English, or other foreign-language subjects and related learningareas in Senior High Schoolspecific to the award.

3.4 ScienceThis award is given to learners who have high academic standing in Science,demonstrated passion for science expressed through an excellent attitude towardscience work, shown enthusiasm for science which positively influences other.students in class and the wider school community, and displayed inquisitivenessaboutthe environment, how things work, and how na.tural processes occur.

The academic rating that will be considered for this award is the student's finalgrade in Science for grades 6 and 10, or the average rating for the two core Sciencesubjects in SHS.

3.5 MathematicsThis award is given to leamers who have high academic standing in Mathema.tics,demonstrated passion for math expressed through an excellent attitude towardmath work, and shown enthusiasm for math, which positively impacts otherstudents in class.

The academic ra.ting that will be considered for this award is the student's finalgrade in Mathematics for grades 6 and 10, or the average rating for the coreMathematics subjects in SHS.

3.6 Social sciencesThis award is given to learners who have high academic standing in social sciences.They have consistently demonstrated the willingness and ability to contribute toand participate in activities that serve the common good. They have used theirknowledge, sldlls, and disposition in history, geography, economics, and otherarea.s of the social sciences to promote the common good and to achieve shared

The academic rating that will be considered for this a.ward is the student's finalgrade in ArtzJz.ng Pcz7tltpw7tc{n for grades 6 and 10, or the average rating for the coreSocial Science subjects Personal Development/Ptzuscwiz[.rig KaurdortzrL andUnderstanding Culture, Society, and Politics) in SHS.

8.7 Technical-Vocational EducationThis award is given to learners who have consistently exhibited exemplary skinsand achievement in their area of specialization in technical-vocational (Tech-Voc)education. They have applied their lmowledge and skills in Tech-Voc to projectsand activities that have contributed to the school and/or community.

The academic rating that will be considered for this award is the student's finalgrade in Technology and Livelihood Education (TLE) for grades 6 and 10, or theaverage rating for the specialized Tech-Voc subjects in SHS specific to the award.

Table 4 specifies the criteria and weights that will be used in the evaluation anddeliberation process for the award for outstanding performance in specificdisciplines. This award shall be given to learners who have met at least 90%(outstanding rating) of the criteria.

4. Award for work ImmersionAward for Work Immersion is specific to Senior High School (SHS) tracks. Thisaward may be given to grade 12 graduating students who have exemplifiedoutstanding performance based on the terms of reference or engagement set by theschool and evaluation of the direct supervisor and subject teacher. The a.wardee(s)must have received high efficiency rating for their diligence and consistency inperforming their duties and responsibilities throughout the immersion program.

Only those leamers who have received an outstanding academic rating in the WorkImmersion subject (at least 90%) shall be awarded. This rating in the report cardconsists of the leamer's performance and/or output during the Work Immersion.

5. Award for Research or InnovationAward for Research or Innovation is specific to the SHS tracks. Grade 12graduating students-individuals, pairs, or groups of not more than fourmembers-must have led the planning and execution of a research or innovation toadvance the potential applications of technology, or research whose findings can beused to drive better efficiency and productivity as well as to improve the lives of thepeople in the school and/or community.

Tables 5 and 6 show the set of criteria and weights that will be used in theevaluation and deliberation process for Award for Research or Innovation,respectively. Only those learners who have received at least 900/o of the criteriabelow shall be awarded.

Table 7 shows the set of criteria and weights that will be used in the evaluation anddeliberation process for this award. Only those clubs or organizationsthat havereceived at least 90% of the criteria below shall be awarded.

C. Special Recognition

Learners who have represented and/or won in competitions at the district, division,regional, national, orintemational levels will be recognized. These awardees havedemonstrated their exemplary performance in academies, athletics, and the arts,and/or represented the school in DepEd-recognized activities.

In addition to the above awards, the schools may give due recognition to learnerswho have brought honor to the school.

The actual certificates, medals, trophies and/or plaques received by the learnersfrom the various activities or competitions shall be used to publicly affirm andacknowledge the contribution of the awardees in giving honor to the school. Thiswill be done during a flag ceremony or in a school-awarding ceremony.

In case external sponsors, partners, and donors opt to give awards, they shall beregulated by the school, subject to compliance with the policy guidelines. Theseawards should be consistent with the DepEd'svision, Mission, and Core Values,and must be named after the trait, value, or achievement recogriized, or anesteemed person who is deceased.

Ill. Wliat do awardees receive?

The grade-level awardees shall receive certificates, medals, and/or plaques from theschool, bearing the official seal of the Department (DepEd Order No. 63, s.2011).Schools are required to follow the specifications to ensure the quality of awards,certiricates, and medals and uphold the prestige of the a.wards.

Certificates indicating the speciric awards shall be given to all awardees. It isrfuportant to note that in the preparation of certiricates, attention to proportion anddetail is important. The date and venue of the school ceremony should also becomplete and accurate.

Table 8 shows the medal specifications for each of the awards.

To facilita.te compliance with these guidelines, schools must coordinate withexternal sponsors, donors, and partners regarding the awards they wish to give theschool.

Awards must have specific rubrics prepared or adapted by the AC at the schoollevel, based on the given qualifications and indicators.

IV. How do schools determine awardees?

An Awards Committee (AC) shall be organized by the school head or principal inevery school for each grade level at the beginning of the school year. For smallschools, only one (1) AC shall be organized. The committee must be composed of atleast three (3) members from the teaching staff, guidance counselor or designatedteacher. The total count of committee members should be an odd number. Thechairperson of the AC could be any of the teachers, department head, grade-levelchairperson, or curriculum head.No member of the AC must be related within thesecond degree of consanguinity or affnity to any of the candidates for awards.

The AC shall:1. Esta.blish the processes of and timelines in accepting nominations and

determining q.ualifiers for grade level awards.2. Formulate rubl.ics specific to the grade level awards.3. Communicate to the school community, parents, and other stalfeholders

the processes involved in giving awards.4. Verify the authenticity of documents submitted.5. Deliberate on the qualifications of the candidates for the awards based on

the rubrics arid the documents submitted.6. Recommend to the school head or principal the result of evaluation for

approval.

7. Communicate to the school community, parents, and other stakeholdersinvolved in the results of the evaluation.

8. Recorurnend to the school head or principal the resolution on any relatedissue that may arise from the results of the awards.

9. Ensure that guidelines stipulated in this policy are followed.

Table 9 shows the activities for determining the awardees with indicative timelinesthat need to be conducted ky the AC.

The AC shall use the report cards and permanent records as the main reference forAcademic Excellence Awards. For other awards, a portfolio of copies Of alldocuments such as DepEd Advisories, written authorization from tbe school heador principal, certificates, medals, trophies, plaques, accomplishment reports(verified through certifications by proper authorities), and others shall bepresented.

The report on the results of the AC shall be signed by all members of the committeeand certified by the principal. The school head or principal shall approve the finallist of awardees upon the recommendation of the committee. If the school head or

principal is related within the second degree of consanguinity or affinity to any ofthe candidates for awards,the school head or principal must inhibit him/herselffrom participating in the process. The approval shall come from the person next inrank.

The documents shall be kept in the office of the principal for ready reference.Copies of the results shall be submitted to the Schools District and DivisionOffices. The AC, through the Office of the School Head/ELncipal,shall release thefinal list of awardees upon the request of stakeholders for scholarship purposes.

The AC, together with the school head, shall determine roles and assign tasks tothe awardees (e.g. , delivery of graduation speech, batch history) forthe graduationor school~awarding ceremony.

V. When to ffle and settle protests?

Cases of protest shall be filed by the candidate with his/her parent or guardian tothe School Head within three (3) working days from the announcementand shall bedecidedon by the school head or principal, considering the recommendations of theAC within three (3) working days from filing.
