Only two games of golf were played at the start of the season due to the high rain fall, but by early April the course was dry enough to start some serious games of golf. Golf Club president Les Williams and captain Shane Robinson presented the awards. Blackall residents learn about Alpha mining plansA small group of Blackall residents turned out to

the Blackall Sports and Memorial Club on Thursday November 10 to learn about the mining plans of Waratah Coal at a community consultation.

At the meeting a small team of consultants outlined Waratah Coal’s environmental impact statement for their proposed coal mine located 30 kilometres north west of Alpha.

The proposed mine would operate for five to ten years, producing approximately 40 million tonnes of product coal.

Construction of the mine is predicted to take three years, employing 2500 workers, with work likely to operate on a fly in fly out (FIFO) basis.

Approximately 2000 workers would be employed during mine operations with 28 senior managers to be based in Alpha.

Consultant Michael Finlayson who spoke about the economic and social impacts of the mine, said the main concerns related to the mine’s impact on ground and surface water as well as fears that Alpha would become a “mining town” with a transient population, social issues and a high cost of living.

“We see that an increased population will increase the costs of living and that there would be social welfare issues as a result,” Mr Finlayson said.

Mr Finlayson said the mining company would try to offset high costs of living by considering options to increase the affordability of housing.

“It might be building some houses and giving them to the hospital or school for their staff,” Mr Finlayson said.

Mr Finlayson said the company was keen to employ as many locals as possible and would provide initiatives such as recruitment and training for mine workers and educating contractors in mining industry standards.

“We need to work out how we’re going to provide local jobs and not adversely effect local employers,” Mr Finlayson said.

Mr Finlayson said the majority of workers would be employed on a FIFO or drive in drive out (DIDO) basis.

“We don’t have any message from Alpha that they want a big town,” Mr Finlayson said.

“There’s a target of 2000 people in Alpha- residents want the town to grow enough to get a doctor and Year 11 and 12 at the school.”

Other infrastructure developments are set to include the installation of a rail line to Port Abbott and upgrades to the Alpha airport.

Residents at the consultation raised suggestions as how the mining company could assist Blackall including training programs and recruitment for school leavers.

Mr Finlayson said schools training would target school leavers for the duration of the operational period.

“It’s something we need to think about and show them that there is an avenue for training,” Mr Finlayson.

Mayor Jan Ross said council was concerned about losing workers to mining and was keen to prevent that.

“We’re pretty scarce on the ground and losing operational staff already,” Cr Ross said.

When asked if Waratah Coal might assist with upgrades to the Tambo Alpha road, Mr Finlayson said it wasn’t on their current program.

The environmental impact statement will be available for review until December 19 with Waratah aiming to start construction at the end of 2012.

I was pleased to attend the Queensland Parliamentary Transport, Local Government and Infrastructure Committee enquiry into Queensland stock routes held in Longreach on Friday, November 18. It was a well attended meeting with many interested people having been to the Meat and Livestock Australia meeting also held in Longreach.

Many councils gave evidence through their councillors or through their respective rural lands officers on how they saw the proposed legislation affecting their particular council. Some were satisfied with the outcome while others were disappointed with the document. Individual landholders and Bill Little representing the drovers also gave evidence.

The management of routes by local government was called into question by users while there was a call for a code of conduct for drovers. It was pointed out that long standing water issues have never been resolved and certainly need to be in order to proceed.

There have been committees working on this matter for eight years with the outcome still looking rather blurred and in some cases definitely misunderstood. Stock routes have been a life saver for many a mob of drought affected cattle over the history of the routes

and with good management by council staff, the ability to drove a mob of cattle to a destination will continue into the future. DERM will have the ability to levee a charge per head on the use of the stock routes, local government will retain a portion of the monies collected to be used for needed improvements.

I was also pleased to have been able to be a witness to the Parliamentary Transport, Local Government and Infrastructure Committee’s hearing into the financial sustainability of remote councils on the same day.

I gave evidence on behalf of Blackall Tambo Regional Council supported by a written submission to the inquiry. I was able to highlight to the committee the difficulties faced by councils such as Blackall Tambo Regional Council which operate on a very small rate base annually and endeavour to provide services which fulfil community expectations and the absolute necessity to continue with the Financial Assistance Grants and other available support. Each panel of witnesses was given a time frame of half an hour. However I was asked to share my half hour with the chairman of RAPAD, Cr Ed Warren Mayor of Winton and general manager of RAPAD David Arnold, representing the six other

Councils on the RAPAD Board. Our time frame was stretched to one and a half hours which ensured there was a great deal of discussion between the committee members and the witnesses about the problems experienced and some solutions.

The announcement by the Change Commissioner in which he stated his recommendations for the Blackall Tambo Regional Council local government electorate could have some very beneficial outcomes. The recommendation for an undivided electorate and an increase to six councillors and a mayor if approved will certainly give a greater means of debate and ideas around the meeting table and eliminate the occurrence of two being a quorum. I am hoping above all that there will be greater engagement with the community due to the additional representation. I do hope the Minster for Local Government Paul Lucas will give his assent to the recommendations as presented.

There will be further councillor training offered by the Department of Local Government and Planning held here in Blackall on December 6 at 5.30pm in the council boardroom for prospective councillors.

Blackall grazier killed in firefighting accident

Local grazier Graham (Butch) Walker was killed last Tuesday afternoon after being struck by a truck whilst fighting a grass fire.

Longreach District Officer Inspector Mick Keys said Mr Walker was involved in backburning on his property Gillespie at the time the accident happened.

“Mr Walker was involved in backburning when a fire broke over a boundary,” Inspector Keys said.

Inspector Keys said Mr Walker fell from the back of a motor vehicle after it was overtaken by the fire.

“He died as a consequence of injuries to the upper part of his body,” Inspector Keys said.

“It was an incredibly unfortunate

incident,” he said. “Mr Walker was very respected

within the community and a good operator.”

According to the Queensland Fire and Rescue media unit, the Queensland Ambulance Service had been called to a private property about 40kms from Blackall at 2.40pm on Tuesday where they found a man with serious head injuries.

CPR was carried out but Mr Walker was declared dead by police called to the scene.

Investigations are continuing with a report being prepared for the coroner.

An open memorial service is scheduled to be held at Gillespie on Friday afternoon.

The team from Creative Pathways are coming back to Blackall this December with theatre workshops set to run from December 5-7.

The workshops will run from 1:30-4:30pm each day for young people from 10-26 years at the Blackall Memorial Hall.

Workshop participants will learn basic theatre production skills and be involved in creating an

original theatre piece to perform at Shockwave 2012.

A public Shockwave planning meeting will also be held on Wednesday December 7 from 4-5:30pm.

Anyone interested in the planning of the 2012 festival is encouraged to attend to share ideas for workshops, activities, performers and more.

Christmas Tree FestivalThe annual Blackall Christmas Tree Festival

will be held this Sunday evening at the Holy Trinity Anglican Church.

The event will start with a sausage sizzle at 6:30pm which will be followed by a carol service and the tree lighting at 7:30pm.

The festival will feature trees contributed by local businesses, organisations and individuals.

The Christmas trees will be displayed at the church the following week on Monday, Tuesday and Wednesday from 10am-12pm and again from 6:30-9pm.

Christmas carols will resonate through the air next Tuesday night when Blackall State School holds a community Christmas Under The Stars.

Carols will be performed by the school and community choirs, soloists and duos, with each school class also putting on a performance.

The evening festivities will start from 6pm with a barbecue, beef and gravy rolls, and fruit salad with ice cream available.

Glow sticks will also be for purchase to help light up the carol service.

The wider community is invited to attend the free event which will be held on the Blackall State School quadrangle.

Christmas Under The Stars will run until approximately 8pm, with patrons ask to bring their own chairs.

Christmas fete on Saturday nightSt Patrick’s Catholic Church will hold its annual Christmas

fete this Saturday night at Banks Park. The celebration will kick off at 6pm with the evening

featuring variety stalls, an auction, raffles, lucky envelopes, a ham wheel and more.

Children will be well entertained with a visit from Santa as well as mini golf, a jumping castle, archery, magnetic fishing and more activities.

A bar will be available with food choices including a barbecue, hot potatoes, spring rolls and donuts.

The Barcoo Amateur Racing Club will host Blackall’s final race meeting for the year this Saturday.

Five local races will be held on the day with the first race starting at 1:30pm.

It will also be an opportunity to don some fancy outfits with prizes for ladies’ fashions of the field, men’s racewear and for the best dressed racegoers from 13-17 years and under 12 years.

Sponsors for the day are the Prince of Wales Hotel, Blackall Tyre Centre, Chris Buckley Plumbing and the Blackall Motel.

Blackall shooter Ashley Adams has once again demonstrated his shooting prowess at the IPC World Cup in Sydney last week, receiving a silver medal, two fourths and a fifth.

Ashley scored 593 in the qualifying round for R6 50m rifle prone SH1, the highest score for the round.

He then scored 97.9 in the final for a total of 690.9, taking out the silver medal and finishing 1.4 points behind Korean Jae Young Sim.

Ashley finished fourth in the R1 men’s 10m air rifle SH1 mixed and the 10m air rifle standing SH1 men, and fifth in the 50m rifle 3 position SH1.

In the R1 men’s 10m air rifle SH1 mixed Ashley fell short of receiving the bronze medal by only 0.1 point, with an overall score of 704.2.

In the final last Wednesday, Ashley scored the third highest score of 106.2 but was overtaken

by Korean Youngyip Shim who closed with a final shot of 10.7 to win the bronze medal.

In the 10m air rifle standing SH1 men, Ashley had entered the final in second position, six points behind Korean Jinho Park, after scoring a total of 590 from 600 shots in the qualifying round.

In the final held last Monday Ashley scored a total of 688.2 but was overtaken by Slovenian Franc Pinter and Great Britain’s Nathan Milgate, with Park holding in first position to win the gold medal.

In the 50m rifle 3 position SH1 men last Thursday Ashley received a total score of 1229.3 to place fifth.

Ashley was recognised in the Queensland sporting world as a nominee for the Sports Person with a Disability award at the Queensland Sports Awards held on Tuesday night in Brisbane.

‘Property of the Week’

Local youth arts festival Shockwave has made it to the shortlist for the national Music In Communities Awards.

The awards, run by the Music in Communities Network, reward and promote community music groups, with the 2011 awards adopting a ‘Local Links’ theme.

The theme invited groups to outline the connections, partnerships and relationships they have nurtured in and beyond their local community.

Tony Breese from the Music in Communities Network said the theme was chosen to recognise that the best community music making does not happen in isolation.

“There are many groups that have had real success in forming strong and sometimes unusual partnerships which have enabled their activities to flourish and benefited their local communities at the same time,” Mr Breese said.

“Shockwave Festival were up against some outstanding entries from choirs, bands, orchestras, drum circles, accordion societies, all sorts of groups from right across Australia,” he said.

“After some very difficult decisions, these were whittled down to just 18 finalists.”

Shockwave Festival producer Brooke Newall said they were thrilled to be shortlisted for this national award.

“Shockwave is a festival designed and delivered

through the leadership and creativity of young people in Outback Queensland,” Ms Newall said.

“It’s an opportunity for young musicians to learn from professionals, take main stage and shine!”

Shockwave was also recently awarded the Festival and Events award at the Outback Queensland Tourism Awards held in Blackall.

The Music in Communities Network is Australia’s first national network linking community music leaders in towns, cities and villages all over Australia.

Outback drama Blue Skies tells the story of a young woman’s fight to save her family’s debt-ridden farm with hints of romance and mystery thrown in for good measure.

Upon graduating from an agribusiness degree, Amanda Greenfield is eager to help her parents manage the family property Kyleena and turn it into a thriving rural business.

Tragedy strikes early however, just six pages in, derailing Amanda’s plans. Amanda’s grief stricken father decides to sell Kyleena, but Amanda is determined not to lose the property that has been in her family for generations and embarks on a mission to resurrect it to its former glory.

However, her path is far from

smooth when more tragedy strikes and mysterious things start to happen around the property.

Flashbacks to the 1940s unfortunately seem to add confusion to the narrative rather than enhancing it in the way the author intended. Through these flashbacks, the reader is gradually given hints at the source of Amanda’s mysterious problems. Unfortunately the plot twists occasionally seem to be slightly melodramatic and the surprise the reader was meant to feel at the final twist wasn’t particularly strong for me. Other plot twists however work quite well, adding extra layers of complexity to the novel.

The start of the novel set the stage well for the events that

would unfold, getting the reader emotionally involved from the very beginning.

Unlikely romances seem another order of the day with romantic plot points that were both predictable and underdeveloped. The story would be stronger if the romantic sub plot had been either left out or developed more convincingly.

Amanda is ultimately a likeable character and her struggles are realistic, giving an accurate sense of the problems faced by people on the land.

Although Blue Skies isn’t as strong as some other outback dramas I’ve read, it’s a worthy addition to the genre and would undoubtedly make a good addition to one’s summer reading pile.
