Introduction
The Participatory Capacity and Vulnerability Assessment (PCVA) was designed and implemented by Local Government Unit of Salcedo for the Child Centered-Community Based Climate Change Adaptation (CC-CBA) project in order to assist different project stakeholders in the efficient collection, management and analysis of community-generated data for mainstreaming disaster risk reduction and climate change adaptation in local development plans of schools and local government units. The CC-CBA PCVA is an attempt to stimulate people's understanding and analysis of the factors that affect children, youth and their community's resilience against climate change. The PCVA is both an approach and platform of convergence and empowerment that encourages children and different community stakeholders to collectively assess, plan, implement, advocate and mainstream climate change adaptation for an evidence-based resiliency against climate change impacts.
The design of PCVA identifies five primary areas of assessment by and for the community in subsequent order:
1. Natural Resource Assessment: Changes, trends and current state of the community's natural resources to establish link of climate - weather hazards on the exposure and sensitive units of the community. 2. Hazard Assessment: Levels of vulnerability of the human and non-human elements and the historical impact and types of hazards to a specific location and system of interests in the community. 3. Vulnerability and Impact Assessment: The vulnerabilities of each exposed unit and sensitive systems of community in terms of human and non-human elements, including the likelihood of a unit and its interaction with every exposed and sensitive elements of the community to the effect of a changing climate or extreme weather event; also gauges direct and indirect impacts of hazards to each system of interests. 4. Capacity: The existing capacity, adaptive/required capacity and capacity gaps of human and non-human element.

Barangay Profile
I. Geographical Classification The barangay is situated along the national road. It is located 10.5 kilometers northwest
of the town proper of Salcedo, 26.5 kilometers of the town proper of Guiuan, and 58.5 kilometers south east of Borongan City (the capital City of E. Samar). Boundaries East : Brgy. Talangdawan West : Brgy. Sta. Margarita,
Quinapondan North : Brgy. Caridad South : Brgy. Tagbacan The National Highway passes through the barangay. Buses from Manila, Tacloban and Borongan, public utility vehicle such as jeepneys, vans, tricycles and trucks are available during daytime, early morning and night.
II. Physical Profile/ Land Area
The Barangay has a total land area of 241.19 hectares (source: MENRO Salcedo-2009). The land use distribution is not yet planned, hence, there is no specific measure of areas for residential, institutional, agricultural, etc. III. Demographic Profile Population
As to the conduct of PCVA, the total Barangay population is , where number of Male is while the female is . There are households in Barangay Palanas. IV. Livelihood and Employment Majority of the people in the barangay are dependent on its income from copra making, tuba gathering and farming. Some are dependent salary of being government employees, remittances from relatives either in local and abroad. Other sources of income are derived from food vending and extracting chromites. V. Economic profile Barangay Caridad is a 5th class Barangay. The Barangay income is dependent on the release of Internal Revenue Allotment (IRA), coming from the National Government. VI. Barangay Casili-on is already energized by Eastern Samar Electric Cooperative (ESAMELCO).
Communication
The radio broadcast is the primary source of communication in this area. There is satellite broadcast TV using satellite dish (Cignal), to watch TV news locally or internationally. The reliability of local broadcast of AM radio is still the main source of information specially when there is a threat of typhoon.
VII. Education
Barangay Casili-on offers complete elementary education, servicing in-school children and youth with 3 elementary school buildings. There is also one available Day Care Center. VIII. Health and Nutrition

BRIEF HISTORY OF THE BARANGAY
Hadton una nga mga panahon, ine nga lugar in usa nga Sitio han Brgy. Caridad,
Salcedo nga gin ngaranan hin “HIGARON”. Gin ngaranan ini nga Sitio Higaron dara kay
abunda ine dinhe nga lugar hin pagka-on, sugad han palawan, kamote, bilanghoy ug an
iba pa nga mga pagkaon nakanhe kukuha-a han mga mulopyo.
Ini nga lugar in may mga salug o sapa nga diin damo an mga kasili o isda ha tab-
ang nga nagin Kasilihon. Dara hini nga kadamo han kasili, an nagmamangulo han Baryo
Caridad hi Juancho Gilber asya an nagtikang hin pagngaran han lugar nga Casili-on.
Ha pagkanhe ha Casilion ni Florentino Duran, nga taga Brgy. Camanga gin-
pauswag ine niya nga lugar ug nagin progresibo ine. Pag abot han panahon nga nagdamo
na an nag uuma ngan mga nagbabalay naglarang ini hi Florentino Duran hin
pagparihistro ha munsipyo nga maging barangay ngan gin ngaran nga Barangay Casilion.
