    1. Introduction Pest & disease management is an essential part of Good Agricultural Practices and thus of the UTZ program. UTZ strives for an integrated pest management in order to reduce the use of pesticides and strengthen the use the farm resources in a way that farmers, workers and the environment are not affected by pesticide use. UTZ Certified is committed to a stepwise elimination of the use of highly hazardous pesticides and together with all the ISEAL Alliance members have jointly agreed to ban active ingredients listed in the three international conventions: the Rotterdam Convention, the Stockolm convention and the Montreal Protocol. In addition, we have agreed to use the Pesticide Action Network (PAN) International list of Highly Hazardous Pesticides (HHP) as reference list and use it as a basis to identify the criteria and thresholds for the list of banned pesticides. The PAN is a network of NGOs, institutions and individuals. It is recognized as one of the most active and informed NGOs on the topic of Hazardous Pesticides. PAN Germany published a newly updated PAN international List of Highly Hazardous Pesticides in November 20131. The PAN International list of Highly Hazardous Pesticides (HHP) and its criteria are based upon the definition of a highly hazardous pesticide by the Food and Agricultural Organization (FAO) of the UNO2. The FAO suggested in 2006 that priority activities regarding the safer use of pesticides could include the progressive ban on highly hazardous pesticides. However, PAN extended the definition because of gaps in the FAO definition, for example as as the European Union decided to prohibit the authorization of endocrine disruptors (Regulation 1107/2009/EC3).The previous focus of the UTZ Banned Crop Protection Products was founded on regulatory decisions rather than considering a hazard base approach. Thus previous version mentions that Crop protection products are not used or stored if they are (any of the below):

    non-approved in the EU, USA (EPA) or Japan;

    classified by WHO as 1A or 1B;

    identified as Persistent Organic Pollutants (POP's) in the Stockholm agreement;

    included in Annex III of the Rotterdam Convention (UNEP's Prior Informed Consent (PIC) Program list);

    on PAN's Dirty Dozen list. A hazard base approach is considered to be more relevant as it directly relate to negative impacts on human health and the environment. Human and animal health impacts can be divided into short term and longer term impacts. Direct toxicity can come from contact with skin, inhalation through the lungs or swallowing. Longer term toxicity includes carcinogenic (inducing cancer), mutagenic (altering genes), endocrine disrupting (causing hormonal imbalances) and reproductively toxic (impacting the ability of an organism to reproduce). The hazard approach is the base of the UTZ list and the HHP list of PAN is the reference used to identify the relevant criteria basis of the banned and watchlist. In order not to give up on progress made in the last years, pesticides already banned under the UTZ Certified Code of Conduct remain banned.

    2. Indicators and thresholds for the CPP list The list of banned crop protection products applies to all crops included in the UTZ program. Uses of pesticides containing active ingredients listed is not allowed. The proposed UTZ list is composed of pesticides meeting PAN HHP criteria reflecting acute and longterm toxicity and pesticides listed under the above mentioned international conventions. The criteria also reflect the FAO definition on a highly hazardous pesticide and the prohibition of the EU to authorize pesticide meeting specific classifications of the Globally harmonized system (GHS). Furthermore the proposed list contains pesticides already banned under the UTZ Certified Code of Conduct.The following indicators for Identifying HighlyHazardous Pesticides are basis of the UTZ list due to the importance and impact on human health: High acute toxicity

    Extremely hazardous (Class Ia) according to WHO Recommended Classification of Pesticides by Hazard

    Highly hazardous (Class Ib) according to WHO Recommended Classification of Pesticides by Hazard

    Fatal if inhaled (H330) according to the Globally harmonized system (GHS)

    Long term toxic effects

    Known or presumed human carcinogens (Category I) according to the Globally Harmonized System (GHS) 'Substances known to induce heritable mutations or to be regarded as if they induce heritable mutations in the germ cells of humans. Substances known to induce heritable mutations in the germ cells of humans. (Category 1) according to the Globally harmonized system (GHS) 'Known or Presumed human reproductive toxicant' (Category 1) according to the Globally harmonized system (GHS) Endocrine disruptor or Suspected human reproductive toxicant (Category 2) AND Suspected human carcinogen (Category 2) according to the Globally harmonized system (GHS) High environmental concern Stockholm Convention: Pesticides listed in Annex A & B Ozone depleting according to the Montreal Protocol or

    Known to cause a high incidence of severe or irreversible adverse effects Rotterdam Convention: Pesticides listed in Annex III The list was generated from the PAN HHP list published in November 2013.

    3. Watchlist The watchlist is composed by different pesticides which are not banned but that represent certain concern. The list contains those pesticides potentially sever and/or comulative risk. The watchlist was generated from the PAN HHP list published in November 2013, but some of the pesticides in the watchlist are not included in the HHP list yet, but are listed here because they could potentially be banned in the near future by one or more of the organizations that PAN uses as source of their indicators. The pesticides in this list must be monitored and recorded when used. It is advisable to consider alternative methods whenever possible.
