Vietnam’s Vocational Training Development Strategy (2011-2020) sets out a number of objectives, one of which is for the quality of training to meet the standards of developed countries in ASEAN and the wider world. Additionally, the Vietnamese Directorate of Vocational Education and Training (DVET) sets out the aim of developing qualifications benchmarked against international quality standards and therefore recognised internationally.
To support these goals and in response to a request from DVET, the VET Toolbox appointed a team of three experts – two international, one Vietnamese - to conduct a review based on UK inspection frameworks and approaches and an evaluation of the existing quality assurance systems.
IDENTIFIED NEED
• To evaluate the quality of college operations in the selected colleges.
• To assess the robustness of the quality assurance mechanisms in place.
• To identify areas of good practice and areas for improvements and provide constructive feedback for further development in accordance with good practice from the UK, including preparation for formal inspections, self-assessments, peer reviews, observations and other relevant quality assurance mechanisms.
• To draw broader conclusions about the current status of quality assurance in the Vietnamese college sector.
• To inform the strategic development of quality assurance nationionally.
• To produce a self-assessment tool to guide and support colleges in their quality improvement and quality assurance processes.

LESSONS LEARNED There is a strong commitment in Vietnam, both at Ministry and institutional level, to improve quality assurance.
Key areas for improvement are to:
• Develop further the self-evaluation and quality improvement planning processes, to inform, plan and evaluate
the quality of the provision.
• Develop further the college data systems to effectively support more consistent tracking and monitoring of
learner progress and to better inform benchmarking and quality improvement planning particularly in relation
to college retention rates.
• Continue support for staff in improving the quality of the provision, including a stronger emphasis on reflective
practice to promote greater use of a broader and more appropriate range of learning and teaching
ACTIVITIES
The Review Visit included an assessment of the robustness of the quality assurance mechanisms in four colleges: Can Tho; Thu Duc; Nha Trang; Da Lat. As well as reviews of strategic documents, lesson plans and student assessment portfolios, over 80 academic staff and some 160 students were consulted, with 24 classroom observations being conducted, involving some 500 students, and 13 employers visits were conducted.
Each college’s provision was broadly benchmarked against OFSTED criteria - based on Ofsted’s Common Inspection Framework. The review included an overall assessment of each college in four areas: effectiveness of leadership and management; quality of teaching, learning and assessment; personal development, behaviour and welfare, including safeguarding; outcomes for learners.
