After discussion WRLDC/utilities requested for following modification:

    (1) Sr No -13 of the annexure 8.4(Code Giving Procedure) shall be modified as follows:

“Since short term market clearance depends on available transmission capacity & is cleared on

day ahead basis, there was a need for better planning . (a) All utilities shall confirmed on D-3

about readiness to avail outages(where D is date of outage). (b) WRLDC shall issue code in

real time within reasonable time with best effort either the code to avail or cancel depending on

real time conditions. (c) Outages which are not confirmed by D-3, those outages shall be

    deemed cancelled.”

    (2) Sr No -15 of the annexure 8.4(Time limit for changes in Outage plan) shall be modified as follows:

Time limits for changes in Outage plan: In case outages are cleared say more than a month

ago but could not be availed in real time due to system conditions. Such outages may be

claimed during subsequent month. The OCC discussed the matter and concluded the following:

1)All outages of M + 1 is cleared by OCC ( Where M is the current month).

    2) Any outage of M+1, which could not be cleared in M+1, can be availed up to the date

of next OCC. Thereafter a new outage plan has to be proposed in the next OCC. ( The OCC

accepted day wise approach as load-shedding plans are generally planned day-wise).

3)If any outages plan approved in OCC for the month could not be availed in the

respective month due to any unavoidable circumstance, the same can be cleared in real

time condition by WRLDC, after consent of WRPC.

    4) All outages shall adhere to the Code Giving procedure.

5)Considering difficulties in giving line outages, all utilities may plan the outage with adequate

manpower and avoid repeating outages again and again.

With above modifications OCC finalized the transmission lines/elements outage planning procedure in Western Region, which is enclosed at Annexure 8.4.

The Sub-Committee noted the above suggestion and concurred for intimating the same to NLDC.

He further intimated that while converting bus reactor to line reactor NGR is required to be bypassed & therefore isolator/breaker is required to be procured.

Member Secretary I/C, WRPC requested PGCIL to expedite the matter and do the needful before monsoon.

    PGCIL noted as above.

    ITEMS FROM WRLDC:

8.7.1 EMERGENCY OUTAGES AVAILED DURING MARCH’2013:

As per IEGC 5.7, WRPC is planning outages for next month, in every OCC meeting,

in consultation with WRLDC and constituents. However, constituents are also availing

emergency shutdowns. As discussed in various OCC forums, the agency availing emergency

shutdown has to explain the emergency in next OCC. The list of major outages availed under

emergency category are listed at Annexure-8.7.1. Also the list of outages planned but not

availed are attached in Annexure 8.7.1(A).

  • Minutes of 446th OCC meeting held in 9th & 10th April 2013

Utilities submitted the following reasons for emergency outages:

    website at the following link.

    http://wrldc.com/docs/WR_OPERATING_PROCEDURE_2012.pdf

Constituents were requested to submit their comments by next OCC meeting.

    The Sub-Committee noted.

8.7.3 OVER LOADING ON WARDHA –PARLI D/C: In view of increased demand of Maharashtra (all time maximum demand of 17165 MW

occurred on 25-03-2013 at 11:00hrs) and synchronization of new generating units in the nearby

area (Mouda, Tiroda and IEPL) the loading on 400 KV Wardha- Parli D/c remained on the

higher side (in range of 600-650 MW) most of the time during March. This also caused low

voltage condition at Sholapur (PG) on several instances.

GM, WRLDC intimated that it is not only the matter of over loading of Wardha-Parli D/C but

Wardha flow gate is a matter of concern.

CE, (SLDC) MSETCL informed that Wardha –Chandrapur line is ready but bays are notready.

Line will be commissioned within two month which may help for power evacuation from

  • Minutes of 446th OCC meeting held in 9th & 10th April 2013

Wardha outlets. He further informed that the Tiroda power will be flowing through Tiroda-

    Warora-Chandrapur-Parli.

He further intimated that severity of above loading is more due to outage of units at RGPPL,

    JSW & Parli.

RGPPL representative intimated that RGPPL units are running now as on contingency measure

as gas is made available but no future commitment could be given by them.

WRLDC was requested to be more vigilant about violation of Wardha-flow gate margin. It was also requested that Wardha-flow gate margin decision should be in consultation with MSETCL/PGCIL.

    8.7.4 BLACKSTART :

Total 11 stations of MP, Chhattisgarh and Maharashtra have completed the Blackstart Mockdrill.

GETCO has intimated successful Mockdrill at Kadana Hydro in March’13. All constituents are

requested to give their confirmed blackstart Mockdrill schedule, so that the exercise shall be completed

by the end of April, 2013.

    The Sub-Committee noted.

    8.7.5 RGMO OPERATION

As per IEGC 5.2 (f) as modified from time to time, WRLDC is monitoring the status of RGMO

implementation in WR. The utility wise status will be presented in OCC meeting.

    The Sub-Committee noted.

8.7.6 OCCURRENCE AT PARLI (MSETCL) At 18:04hrs, on 03-03-13, while opening C’pur-Parli-III on high voltage the C’pur- I, II and

    III, Parli-Parli(PG)-II, Parli-Lonikhand-I, Parli ICTs –I & II, Parli-Solapur feeders tripped. The

disturbance could be discussed in detail in the ensuing Protection Committee meeting.

However operational difficulties faced due to the disturbance needs discussion for formulating

remedial action plan. These trippings left Parli(MSETCL) with only one source i.e, Parli(PG) –

Parli(MSETCL) –I which was carrying 900MW. Heavy oscillations observed all over NEW

    grid.

To control the high voltage problem on AC system flow on C’pur-Padghe (600MW at the time

of event) could have been reduced first before attempting to open C’pur-Parli line.

GM, WRLDC deliberate the incidence as follows:

  • Minutes of 446th OCC meeting held in 9th & 10th April 2013

    1. Bus Fault was due to B-Phase Breaker Blast at Parli of Parli-Chandrapur III on

    03.03.2013 at 18:04 Hrs.

    2. High voltages prevailed before the event.

    3. 400 kV C’pur-Parli-III opened to control voltages from C’pur end.

    4. The B-ph breaker blasted at Parli end

    5. The fault was fed for a considerable time(around 7 second)

    6. The following feeders tripped:

    • 400 kV C’pur-Parli-I,II and III

    • 400 kV Parli-Parli(PGCIL)-II

    • 400 kV Parli-Lonikhand-I

    • 400/220 kV Parli ICTs-I&II

    Status after the event:

    • Parli(MSETCL) was left with only one incoming source i.e., 400 kV Parli-

Parli(PGCIL)-I and outgoing feeders of Lonikhand-II and Parli ICT-III.

    • Sholapur and down network was fed from Parli(PG)

    • Flow reversed on 400 kV C’pur-B’wati and flow on 400 kV B’wati-Parli(PG)

    increased.

    • Load trimming scheme at Parli operated to control loading on lone survived ICT-3;

relief: 90MW(approx). No load loss(except for above); No Gen loss

    OBSERVATIONS:

    1. Heavy oscillations were observed all over NEW grid, due to delay in clearance of

    fault beyond 7sec.

    2. Machines of NR were oscillating in opposite phase with WR machines.

    3. Opening of lines at high voltages >425kV may be avoided. One end opening causes

further rise in voltage at other end, other trunk lines trip. In this case Parli-C’pur-II

tripped on O/V at Parli end.(The line was on healthy bus, but tripped on O/V).

    4. Flow on C’pur-Padghe was 600MW,which should have been reduced first to

    control voltages.

    5. Over voltage settings are to be rechecked and deployment of STAND ALONE o/v

    relay shall be explored.

GETCO representative shared over voltage problem and its control in Kutch area. He informed

that they scattered agriculture load which are generally inductive. Also they kept off the

capacitor bank at transmission level during high voltage conditions.

  • Minutes of 446th OCC meeting held in 9th & 10th April 2013

    Decisions:

After discussion Sub-committee suggested the following points:

    1. Necessity of dedicated high puncture to drop off ratio overvoltage relay to control the

    over voltages.

    2. The opening of line should start above the 420 kV level, also the voltage rising trends

    shall be considered.

    3. Gas stations in Western Part like RGPPL and Jaigad generation should pick up.

    4. Committee requested RGPPL to give status of gas contractual agreement.

    5. Practice followed by GETCO in Kutch area could be followed. The Sub- Committee noted as above.

    8.7.7 SUGEN-VAPI TRIPPING:

At 21:04 hrs on 06-03-13, Sugen-Vapi line tripped on B-ph to Earth fault. The line was carrying about

    720MW. Subsequently, In Gujarat system Vapi (Guj)-Vapi(PG), Vapi-Tarapur, Vapi(Guj)-Bhilad,

Navsari-Bhilad lines tripped on over load. Thus, Bhilad loads and DD&DNH loads are connected to

Maharashtra system radially. This resulted in diversion of power from Gujarat to Maharashtra through

SSP-Dhule-BBLSR-Padghe-Boisar-Vapi(PG). The voltage at Vapi reduced to 368 kV from 385 kV.

The flows on Dhule-BBLSR D/C were 575MW each and Flow on BBLSR-Padghe D/C were 675MW

    each.

    The observations are

    1. The line flows must be close to stability values or such that the end voltages must be

above 395kV. The current on Sugen-vapi prior to tripping is approx. 1080Amp close to

    thermal loading.

    2. The generation in Gujarat shall be b/d whenever there is such a case that part (Vapi S/s)

of Gujarat/DD/DNH is completely fed from Maharashtra. Similar case happened on 8th

April, 2012 when several 220kV lines tripped in South Gujarat due to fog.

    3. Despite commissioning of Navsari-Vapi D/C, the flow on Sugen-Vapi on many

occasions has been at 600MW. At present TAPS-3 is under S/D for 2 months, TAPS-

1&2 are under S/D. U-1 is expected shortly, but U-2 is expected after 2months. Hence,

the flow on Sugen-Vapi tends to be high, both Gujarat and Maharshtra shall take

necessary steps to keep the flow on Sugen-Vapi-Boisar and voltage at Vapi at safe

    levels.

TAPS representative intimated that overloading in this corridor was due to outages of TAPS

    units.

    The Sub-committee noted.

  • Minutes of 446th OCC meeting held in 9th & 10th April 2013

8.7.8: DEMAND ESTIMATION FOR OPERATIONAL PURPOSES

    IEGC clause 5.3

    (e) “demand estimation for operational purposes is to be done on a daily/weekly/monthly basis initially,

mechanisms and facilities at SLDCs shall be created at the earliest but not later than 1.1.2011 to

facilitate on-line estimation of demand for daily operational use for each 15 minutes block.

    (f) The monthly estimated demand by the SLDC shall be provided to RLDC and RPC for better

    operation planning

    (h) In order to facilitate estimation of Total Transfer Capability /Available Transfer Capability on three

month ahead basis , the SLDC shall furnish estimated demand and availability data to RLDCs

Constituents were requested to furnish details regarding on- line estimation for implementation

of Demand estimation for operational Purposes.

    The Sub-committee noted.

    8.7.9: DEFERMENT OF APPROVED OUTAGE

It has been observed that the outage of following lines have been deferred at last minute after TTC/ATC revision ( by 400 MW) uploaded in the NLDC/RLDC website.

    1. 400 kV Bhilai – Koradi S/C on 13th/14th March,2013

    2. 400 kV Raipur – Bhilai and Raipur – Bhadravati on 21st March, 2013.

On account of these outages, market splitting occurred due to reduced margins (reduction of TTC/ATC

by 400 MW) in the interregional corridors. Since PX transactions cannot be reversed, deferment of

planned outages which requires revision of TTC/ATC should be avoided as far as possible and in case

of deferment the plan need to be intimated to RLDC at least by 12:00 hrs of the previous day so that

margin in ATC/TTC could be released in time.

WRTS-I(PGCIL) submitted the reasons for postponement of outage as follows:

    1) The concurrence for the outage on the above line was received on 20.03.13 A.N.

However while insulator hoisting for the tower No. 27/0 middle cross arm of Ckt 2 got

damaged , which required replacement. Due to non availability of spare cross arm, it was not

possible to continue with the outage as scheduled for 21.03.13 . The same was replaced /

rectified on 23.03.13 . As such the outage of the line was deferred for 25.03.13 which was

    granted on 28.03.13 .

  • Minutes of 446th OCC meeting held in 9th & 10th April 2013

     2) Similarly outage on 400KV Bhilai - Koradi S/C was approved on 11th and 12th March 2013,

but same was not permitted by WRLDC due to up gradation of Bina-Gwalior-Agra link on

    765KV.

    The Sub-committee noted.

8.7.10: CONTROL OF O/V THROUGH OPENING OF LINES

On 27.03.2013 Sholapur (Lamboti) substation undergone complete loss of supply causing load

loss of 300 MW (approx.) after tripping of 400KV Parli-Sholapur s/c on high voltage at 17:49 hrs. since

the only other 400 KV line i.e 400 KV Sholapur-Sholapur Line was out on high voltage from 12:24 hrs.

Hence opening of line for high voltage control in Sholapur area may be reviewed.

    The Sub-committee noted.

Thereafter Member Secretary, WRPC requested to SE(Prot), WRPC to take up the regular agenda items.

SE(Prot), WRPC then took the agenda items in seriatim.

ITEM No. 1: CONFIRMATION OF THE MINUTES

SE(Prot), WRPC stated that Minutes of 445th meeting of Operation & Coordination Sub-

Committee of WRPC held on 12th March 2013 at MSEDCL, Mumbai were forwarded vide letter

    No. WRPC/OPN/OCC-Minutes/2012-13/3181 dated 21.03.2013.

    No comments have been received.

Minutes of 445th OCCM were confirmed without any modifications. ITEM No.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF

MARCH 2013 S.E. (Prot), WRPC requested WRLDC to brief the Committee on Grid Operation during

    March 2013.

Deputy Manager, WRLDC in the presentation concentrated broadly on the performance of the grid for month of March as below:

Out comes of meeting held between KAPS and UKAI TPS/Hydro power station officials on 24/03/2013 at KAPS

Following are the salient points of the meeting: 1) As per the need arises for immediate requirement of power supply at KAPS after grid failure,UKAI officials agreed to provide power supply (around 3 to 5 Mwe)within 20 minutes after starting of UKAI hydro station through UKAI TPS switchyard depending on the prevailing condition of the grid. 2) The procedure prepared earlier by KAPS and GETCO officials was given to Sh J C Mali, SE (Electrical) for review and the approval from UKAI authority. 3) UKAI officials informed thatPower supply from UKAI hydro station (75 Mwe) will be available after starting and loading to stable load of around 30-40 Mwe through UKAITPS switchyard and subsequent charging of 220 KV UKAI-KAPS-MOTAline No-1 for KAPS switch yard supply. They informed that UKAI hydro station load operation is being done daily and hence it’savailability is ensured most of the time. 4) UKAI officials informed that SLDC-Gotri gives the instructions for starting of UKAI hydro station and further loading. Hence the charging and loading of 220 KV UKAI-KAPS-MOTAline No-1 is done after SLDC clearance only. 5) UKAI officials also informed that hydro power station supply is extended up to 66 KV substation at Vyara. KAPS is already having installed line from Vyara to 11 KV substation at KAPS which remains charged. Hence this route can be explored for power supply from UKAI hydro power station during grid failure in addition to 220 KV UKAI-MOTAline No-1 in consultation with SLDC.
