Overall purpose of job:
Manage, develop and deliver a quality Music Service which meets the key objectives of
North Lincolnshire Council, the DfE, and Arts Council England.
Facilitate a fully inclusive music education programme that enables all children and young
people to access high quality music activities and experiences.
Post holders will be expected to be flexible in undertaking the duties and responsibilities attached to their post and may be asked to perform other duties, which reasonably correspond to the general character of the post and are commensurate with its level of responsibility.
Main responsibilities:
1. Work with managers in developing and delivering the vision for music education in North Lincolnshire focusing on the delivery of a high quality service that reaches children and young people from all backgrounds and settings, within a sustainable business model.
2. Manage the diverse range of music education programmes that the Music Service offers both in and outside of the classroom.
3. Manage a team of professional music tutors, including recruitment and selection,
ensuring professional development and training needs are met and that there is on-
going monitoring to meet quality standards. Carry out regular lesson observations and
where appropriate agree on strategies that improve and enhance performance.
4. Manage the timetabling of music tutors to ensure that school SLA requests are met
effectively, timely and demonstrate value for money.
5. Be the music lead to schools for support with their SLA needs, curriculum support and service accountability, offering constructive challenge where necessary.
6. Be the Music Service lead for the Music Centre, its management and development in liaison with the Friends Committee.

7. Be accountable for assigned budgets, effective financial monitoring and evaluation,
ensuring compliance to conditions of grant and audit requirements.
8. Manage the inventory, stock and loan of Music Service instruments ensuring suitability,
accessibility and traceability.
9. Ensure compliance with the Council’s Corporate Safeguarding Policy; promote the safeguarding and welfare of all children, young people and vulnerable adults.
10. Ensure compliance with any H&S requirements, in particular around event management.
11. Work in partnership with other colleagues in the council and partners within the Music Hub to provide music making and performance opportunities for children and young people, which meets identified needs, delivers corporate priorities and achieves the desired outcomes for CYP in North Lincolnshire.
12. Assist in the development of a business plan that ensures significant income generation from commercial enterprises and from grant funding.
Knowledge, skill and experience:
Music degree
Evidence of continuous professional development
Experience in the delivery of music education in an education or community related setting.
Demonstrates musical credibility, commanding respect in a wide range of musical settings and disciplines
Experience in the management, leadership and evaluation of teaching staff
Experience of exercising effective financial management controls; delivering value for money and cost optimisation with an educational setting or trading service.
Good knowledge of safeguarding practice
Able to collaborate with colleagues and work within local authority structures
Ability to develop and maintain good working relationships with a wide range of partners and stakeholders, developing a positive personal and organisational profile and building effective synergies
High level of interpersonal skills, able to build successful relationships across a range of colleagues, clients and partners.

Creativity and innovation:
Contributes to the development and implementation of the School Music Education Plan and the North Lincolnshire Music Education Hub Business Plan, highlighting gaps in provision and key areas for development, as well as having an innovative approach to developing initiatives which meet needs and deliver the overarching goal to creating the opportunities for all CYP to sing, learn a musical instrument and to perform.
Lead on timetabling of the music service, ensuring that school requests for music provision is met, efficiencies and value for money is achieved; as well as, provide opportunities for music service to take part in other council wide projects and initiatives as required.

WORK ENVIRONMENT Work demands:
Several annual deadlines for SLA requirements including, submissions for music tuition (Feb-May) and timetabling of tutors (July) ready for following academic year; Arts Council monitoring (quarterly).
Prioritises and allocates music service resources to achieve the best fit with changing external deadlines and demands.
Oversees scheduling requirements requiring judgement and experience as well as sound method. Must discern interdependencies between projects and SLA.
Has to manage priorities of ensuring service is commercially viable as well as encompassing the council priorities around enabling communities to flourish.
Issues arising are unpredictable and often require immediate intervention.
Oversees partnerships and SLA with schools requiring judgement, propriety and experience of negotiation.

Work will normally be carried out in an office environment but does require the post holder to visit schools and performance venues in North Lincolnshire. Hot desking is in place in a number of locations across the authority and within some of our partner agencies.
It is estimated that around 30% of working hours may be spent out of office
The post holder will be expected to work out of normal office hours, during the evening and at weekends. Regular Saturday working at the Music Centre.
