REGULAR SCHOOL BOARD MEETINGMONDAY, JUNE 15, 2020

A regular meeting of the Grafton Public School Board was held on Monday, June 15, 2020 at 5:30 p.m. in the Grafton High School Library, 1548 School Road, Grafton, North Dakota. Board Members present were Scott LeClerc, Sharon Lipsh, Donald Suda, Maggie Suda, Jennifer Thompson(5:32) and Tom Torkelson. Board Member Barry Kingsbury was absent.

President Suda called the meeting to order.

President Suda proposed the following change to the agenda:Add Item h. Open Enrollment under Business Action Items. It was moved by Lipsh, seconded by LeClerc, and carried unanimously, that the agenda be approved with the change as presented.

It was moved by Torkelson, seconded by M. Suda, and carried unanimously, that the minutes of the Regular School Board Meeting of May 12, 2020 be approved and that the bills on the attached listing totaling $1,827,874.79 be approved. It was moved by Lipsh, seconded by Torkelson, and carried unanimously, that the Fund Balance, Expenditures & Revenue reports be approved. Thompson arrived at this time.

It was moved by Lipsh, seconded by Thompson, and carried unanimously by roll call vote that the results of the annual election be approved as presented.

It was moved by LeClerc, seconded by M. Suda, and carried unanimously by roll call vote to set the election date for reorganization between the St. Thomas School District #43 and the Grafton Public School District #3 for July 27, 2020 by absentee ballot only.

It was moved by Torkelson, seconded by LeClerc, and carried unanimously by roll call vote to approve the application for the matching Energy Grant of $24,598.50 to update the building automation system.

It was moved by Lipsh, seconded by M. Suda, and carried unanimously by roll call vote to approve the Policy Manual Review Service Agreement with NDSBA Policy Services at a cost of $1,500.

It was moved by LeClerc, seconded by Lipsh, and carried unanimously by roll call vote to approve the contract of Gabrielle Wavra as district social worker. It was moved by M. Suda, seconded by LeClerc, and carried unanimously by roll call vote to approve the contract of Superintendent Darren Albrecht in the amount of $141,398.

It was moved by Torkelson, seconded by Thompson, and carried unanimously by roll call vote to approve the agreements with Park River School and St. Thomas School to share social work services with the Grafton School District.

It was moved by Thompson, seconded by M. Suda, and carried unanimously by roll call vote to approve the agreement with St. Thomas School to share counseling services with the Grafton School District.

It was moved by Lipsh, seconded by Torkelson, and carried unanimously by roll call vote to approve the open enrollment application (with a deadline waiver because they have moved) from Shanna B. Littlejohn for her child to attend school in Grafton.

All work included in the Contract shall be completed by October 1st, 2020.

The Owner reserves the right to reject any and all bids and rebid the project until a satisfactory bid is received, to waive any informality in any bid, to hold all bids for a period not to exceed 30 days from the date of opening bids, and to accept the bid deemed most favorable to the interest of the Owner. After the bid opening, the Owner reserves the right to request up to three (3) references from the lowest three bidders of similar work completed within the last fi ve (5) years. References shall include the owners of recently completed work. The lowest three bidders must provide the references as requested by the Owner, or justifi cation why references were not provided.

If the Contractor fails to complete the work according to the terms of the Contract within the time specifi ed, he shall pay the Owner the sum of $1,000.00 per calendar day as liquidated damages. The Owner reserves the right to withhold Progress Payments and/or Final Payment until such time that all liquidated damages have been paid by the Contractor. The Owner shall deduct liquidated damages from Progress Payments and/or Final Payment if the Contractor does not pay liquidated damages.
