Human Settlement Management Institute (HSMI), of Housing and
Urban Development Corporation (HUDCO) undertakes research and
capacity building initiatives to enhance professional competencies of
stakeholders in housing and urban development. As a strategic alliance
it established a HUDCO chair at State Institute of Urban Development,
YASHADA, a lead institute for urban training and in-service education
for urban professionals in Maharashtra.
Having consolidated on capacity building measures for housing sector,
SIUD was keen to document the good practices in housing and urban
sector in Maharashtra. Maharashtra has been the leading State to
implement projects under JNNURM phase I. It is in this context the
documentation of Auto DCR – Building permission system at PCMC
was undertaken by SIUD, YASHADA.
Shri Dilip Muglikar, then Associate Professor of SIUD YASHADA
consulted and interacted with professionals, academicians, consultants
from various institutes and officers from State and ULBs of Maharashtra
to document this report. SIUD also interacted with Soft Tech India Pvt.
Ltd. who has developed the software for PCMC. SIUD received a good
feedback from all our resource people and organization. The inputs from
them forms the core of the report.

CHAPTER I
PIMPRI CHINCHWAD MUNICIPAL CORPORATION
Location : Lat 18 degrees 37 minutes N
Lon 73 degrees 47 minutes E
Area : Approx. 177 Sq. Km
Established: 11th October 1982

Pimpri-Chinchwad is situated northeast of Pune and is 160 km from
Mumbai, the capital of state of Maharashtra. Pimpri Chinchwad is
known by many names worldwide. Widely famous as a true Industrial
township, it is also recognized as the Detroit of the East with the
presence of many national and multinational automobile companies.
The township is situated at a height of 530 ft above the sea level. It is
blessed with salubrious climate all the year round.
Industrialisation in Pimpri area commenced with the establishment of
Hindustan Antibiotics Limited in 1956. The establishment of the
Maharashtra Industrial Development Corporation (MIDC) in 1961-62
provided the right impetus the rapid industrial development in the area.
Over the years Pimpri-Chinchwad has developed as a major industrial
centre and is home to large industrial conglomerates like the Tatas and
Bajajs as well as other large Indian and multinational companies like
Mercedes Benz, Volkswagen and General Motors. The presence of
large-scale industries has spawned the development of a large ancillary
sector, particularly Small and Medium Enterprises (SME) and Small
Scale Industries (SSI). The city provides employment to industrial
workers, and of late has emerged as an affordable urban destination for
residential purposes.
The developments in the city and the hinterland have been
complementary and supplementary to each other and in harmony with
that of the Pune Metropolitan Region (PMR). Interestingly, with the
strong presence of the IT sector and the rising cost of real estate in
neighbouring Pune, the city is also fast emerging as the first choice for
residential complexes. Planned growth, affordable housing and a

cosmopolitan culture make it the natural choice for the vast number of
migrants to the area.
Pimpri Chinchwad Municipal Corporation was established in 1982, and
now covers an area of approx. 177 Sq. km. PCMC is amongst few
ULB’s in India, having sound financial position with strong tax base and
income. The Pimpri Chinchwad Municipal Corporation has received
many awards under the Jawaharlal Nehru National Urban Renewal
Mission (JNNURM) of Ministry of Urban Development (MOUD) and
Ministry of Housing and Urban Poverty Alleviation (MHOUPA) like being
the best city in 2011, showing the most improvement in water supply
and water sector, National e- governance Gold award, Best city in
effective enforcement of pro-poor reforms. As one of the efficient ULBs
in Maharashtra, PCMC has looked upon JNNURM as golden
opportunity to transform itself and make this township as, industry
driven and people friendly.
The PCMC and its peri-urban area has a high growth rate in the last two
decades. The present and future development in PCMC will result in
large scale building construction of various types. It was therefore
thought to focus on building permission approvals system of PCMC and
link it to reforms and e-governance. PCMC chose the Automatic
Scrutiny of Building Plans (Auto DCR) with Build Plan approval
management system to deliver a comprehensive set of services to the
stakeholders including citizens.
Purpose
According to “The World Bank Report 2012 : Doing Business in More
transparent World” India stands at 181st rank in the ranking of 183
economies on the ease of dealing with construction permits. One of the
foremost demands of the housing industry across the country is to

facilitate fast-track and transparent system of project approval
procedures. The current procedures followed by Urban Local
Bodies(ULBs), starting from receiving the application to giving the
completion certificate, are ridden with a lack of clarity or structure,
complexity of design and operation, inefficiency and uncertainty and
time/resource consumption. The single intervention in approval
process that can make a huge difference was equivocally said to be e-
based online single window mechanism for building
permissions/approvals. .
PCMC has implemented Auto DCR system for sanction of building plan
to make it simple, transparent and stakeholder friendly leveraging
Information and communication technology. Purpose of this report is to
study and document the AutoDCR solution and analyse how some of
the challenges of pre-automation has been addressed with this solution.
Scope
The study covers mapping of Auto DCR system at PCMC, the features
of the system adopted, process re-engineering efforts and benefits,
feedback, discussions with users.

BBuuiillddiinngg PPeerrmmiissssiioonn -- CCoonnvveennttiioonnaall ssyysstteemm aatt PPCCMMCC
City development is regulated through positive and restrictive planning
tools by the urban local bodies. Preparation and implementation of
development plan is a positive planning tool. Development Control
rules is a restrictive planning tool which makes any construction to
confirm to these rules.
The Maharashtra Regional and Town Planning Act,1966 under section
43, requires planning authorities permission for any development. Every
person intending to carry out development is required under section 44
of the of MRTP Act to make a written application to the planning
authority in the prescribed form along with such particulars and
documents as may be specified. The application is to be made by the
owner, the technical performance are to be signed by the licensed
technical person.
In consonant with these provisions the conventional system of giving
building permission adopted by PCMC is described here under.
1. Letter of consent from a Licensed Structural Engineer with the
necessary Design Data.
2. Affidavit regarding authenticity of the documents submitted by the
owner on a stamp paper duly notarized.
3. Indemnity Bond on a stamp paper duly notarized.
4. Shapathpatra & Bandpatra (U.L.C. related) on a stamp paper
duly notarized.
5. Building Plans as per the D.C. Rules of P.C.M.C. with the
signatures of the owner and the concerned Architect.
6. The owner who desires to get approval of building plans has to
submit his proposal through a licensed architect.

7. The licensed Architect submits the proposal for approval of plans
with all the necessary documents.
8. After the file reaches the concerned building inspector’s desk
(Junior Engineer), a letter is given to the architect for site visit.
After visiting the site and verifying the plot boundaries with the
demarcation plan, the Junior engineer carries out manual
scrutiny of the plans as the Development Control rules of
P.C.M.C. and scrutiny form. He also does the manual verification
of the building plans submitted and checks the margins kept,
necessary open space if required with its dimensions and other
parameters as per the byelaws along with the area calculations
of the plot and the floor area of the buildings.
Issues with conventional system
This system has been under criticism from various corners not only at
PCMC but across the country. The major issues concerning this manual
system are
The approval process involves lot of paperwork, physical visits to
various departments by the applicant all of which are a main
contributor to the cumbersome and lengthy approval process.
The system has uncertainty and ambiguity with varying
requirements and inter dependencies which makes it difficult to
ascertain timeframe for receiving the approval.
The manual scrutiny of building plans is cumbersome and
involves manual calculations of the plot area as well as floor area
of the building.
The application process is sometimes ridden with complexity in
terms of details to be given and process of submission.

Compliances from multiple departments and Authorities and
multiple jurisdictions of agencies makes the owner confused.
Manual Scrutiny of drawings is time consuming and chances of
error/omission of checks are high.
It lacks consistency in approval process.
Interpretation variance by different officers in the same approving
authority. This leads to discretion at the hands of officers.
Data is not sharable and instant reports are not available
Lack of transparency
Lack of measurement of efficiency of the organization due to non-
availability of operation related information and reasons of delay.
Inability of ULB’s to deal with the higher volumes of permissions
resulting from rapid urbanization
Limited availability of delivery channels and availability of facilities
for limited period of time.

Auto-DCR – Building Plan Scrutiny And Approval Solution
Auto-DCR is Automatic Scrutiny of Building Plans and Building Plans
Approval Management System. It is a unique software to Scan CAD
drawings and map them to development rules for approval by the
municipal bodies. It is seamlessly integrated to online approval
workflow to monitor the approval process with associated document
scrutiny. SMS and Personal Digital Assistants are used for creating
alerts and notification.

AutoDCR – is a unique and innovative solution for automation of
building plan approval, reading CAD drawings and mapping them to
development control rules of Pimpri Chinchwad Municipal Corporation.
The software is designed and developed by Soft-tech India Ltd. for
PCMC. The complete approval management system is a web based
system where architects submit the plans with basic data.
The diagram below depicts the orientation of the system and process.

The process primarily consists of
Proposal submission
AutoCAD submission drawing done in standard format is opened in
AutoDCR through BPAMS. AutoDCR reads data from drawing,
establishes relationship between various entities.
Proposal scrutiny
Case type, whether proposed development or
amalgamation/subdivision is identified. If proposed development,
then land use (residential, commercial etc.) is auto-detected by
AutoDCR from drawing.
BPAMS and AutoDCR is integrated to associate documental data
with drawing.
Analysis is done as per development control regulations by
AutoDCR. Tables and report are saved with drawing. It takes
about 3-5 minutes to save the file.
Reports and Status
Tables are generated like area statement, FSI table per building,
summery of FSI calculations, opening schedules, water/parking
calculations, triangulation area for plot, area block diagram with
dimension, required margin regions, coverage per building etc.
Reports are generated like Drawing scrutiny report, failed list report,
check list report which are send to BPAMS for making status
available online.
The building plan approval and management system goes through
following phases
• Single window: At single window proposal application in a CD along
with required documents is received. The preliminary checks are

performed at this console including checklist verification. Scrutiny fees
and challan is issued and after payment at the bank console the
VP/BCP number is generated.
• Site visit: SMS notification generated by the system about site visit is
given to building inspector and architect. Building inspector visits the
site and if the details in the submitted proposal doesn’t match with the
actual site conditions and development plan then the proposal is
rejected else forwarded to the console of junior engineer. BPAMS
supports palm deviceinterface whereby the visiting building inspector or
officer at site will capture site visit report along with photograph on the
PDA device so that he can update the server database.
• Junior Engineer console: Technical Scrutiny process is done within
stipulated time period from site visit. Auto-DCR application is invoked
through BPAMS. The submitted drawing file is opened in Auto-DCR. If
status of rules checked in Auto-DCR is ok/passed then Scrutiny report
generated is forwarded to higher authority for approval & discretionary
power if any of the rules checked are failed then proposal is rejected.
Non-technical scrutiny is done within stipulated time period. All
submitted documents are validated by the concerned authority.
Proposal can be rejected or forwarded to higher authority at this stage.
• AE/DYCE/DE/CE Console: Proposals are approved or rejected at
these consoles. If rejected, objection list with reasons is given to
applicants. If approved, commencement certificate is issued after
challan payment. They also get to know the status of any proposal.
Certain reports are also provided in this console showing the
weekly/monthly revenue collection, monthly/yearly permissions granted,
efficiency of the employees etc.

Salient Features of the System are : Auto-Triangulation: AutoDCR generates plot area diagram by
triangulation method and plot area calculation itself for cross
verification.
Auto-Dimensioning with block diagram: AutoDCR generates block
diagram for each floor and provide dimensions with area calculation.
Auto-Generation of FSI and built-up area table: AutoDCR
automatically inserts FSI and built-up area tables with per floor detail
for each building. It also inserts FSI and built-up area table for whole
project.
Auto-Generation plot area table: AutoDCR automatically detects the
type of layout proposal – amalgamation or subdivision and creates
standard area table as per the case.
Auto-Generation of Area-Statement: AutoDCR automatically inserts
area statement with all proposed and permissible values in traditional
format.
Auto-Generation of schedule of opening and parking table: AutoDCR
automatically inserts schedule of opening for each building, similarly
inserts proposed parking for whole project.
Auto-Hatching to particular object: AutoDCR provides hatching to
particular objects as described in development control rules, e.g.
green colored hatch for main road, yellow colored hatch in open
space, etc.
Section reading and association: It reads section, associates each
floor plan with floor section and gives height of building and each
floor by auto dimensioning.
Margin Generation: AutoDCR generates required margin from main
road, plot boundary, open space etc. It also shows proposed failed
margin with auto dimensioning.

Verification with actual coverage area: AutoDCR verifies built up
area (maximum coverage area) proposed by auto punching of each
floor plan automatically.
Auto-Detection of building use: It can auto detect use of building (e.g.
Residential, Commercial or mixed ) and can also auto detect building
Structure (e.g. high-rise building or low-rise building) by drawings
only.
Generation of Scrutiny Reports: AutoDCR generates the various
scrutiny reports dynamically based on the DC rules. Generated
report shows the failed/passed items with their rules in a very user
friendly viewable/printable format. Reports can also be generated in
local regional language. After scanning and saving the drawing,
mainly three types of scrutiny reports are generated:
1) Report Check-List: In this report, only major scrutiny details
related to plot and building are provided. This report is basically a
brief summary of scrutiny report where only major failed and
passed rules are displayed.
2) Failed Report: In this report, only failed entity details are
displayed. This report is a detailed scrutiny report where only
failed rules are displayed with required/permissible values with
proposed values so that architect can easily correct them.
3) Drawing Scrutiny Report: In this report, all entity/rule related to
plot and building details are displayed. This report is basically a
detail scrutiny report where all failed and passed rules are
displayed with required/permissible values with proposed values
so that architect can easily correct them.

1) Uniformity & Standardization
Approval procedure is uniform and easy to understand. All officials and
stakeholders follow same processes, rules and regulations underlining
uniformity and standardization.

2) Transparency
Building plan approval procedure defined through Auto-DCR is highly
process oriented and the progress of the file movement can be seen by
department officials, architects and citizens at any point of time.
Approved plans will be available on the server of PCMC for public
access bringing in transparency in the system.
3) Accountability
Every process has a fixed accountability with set time limit. The status
of the proposal can be seen at any point of time with issues/remarks.
Early alerts via SMS or WEB interface are sent to the higher officers on
undue delays.
4) Strategic Decision Help
The system when integrated with Digitized city survey maps will help
to understand the development growth in the entire region. This will help
to plan infrastructure effectively.
5) Operational Convenience and ease
Simple and web interface provides ease of use and view from
anywhere. Storing and retrieval of entire database of approved
proposals is readily available in the system with various search options.
6) Improved business Processes
Auto DCR enables predefined approval process through the workflow
engine that has been configured as per PCMC workflow and delegation
of powers for approvals. The workflow engine drives the approval
process and connects to the AutoDCR Fire Rule Engine for compliance
verification. With the implementation of Auto DCR building plan approval
management system the job is now time driven, accurate, and
accountable.

Auto DCR at PCMC has strengthened Government-to-Citizens (G2C)
and Government-to-Government (G2G) service delivery.
Government-to-Citizens: Using the PCMC Portal which is one-

only and does not supports other browser. The software should
not impose any constraint on browser as more and more
browsers will keep on coming with better features. The Auto DCR
should be independent of internet browser.

adjoining properties so that the NOC’s can be expedited.
III. Drafting tool and the design guideline for drawing scrutiny which
should be compatible with the CAD software.
IV. Map should be in digitized format.
V. Online status of the case be provided on PCMC web site. This will
bring more transparency in the system. The status can be
tracked by all the stakeholders.
VI. PCMC can also share some of the information of approval with
prospective buyers and banks providing loans to the buyers. In
fact this service will be value addition not only for PCMC but for
other stakeholders.
