SURVEY OF THE PROPERTY SITUATED AND KNOWN AS LEVERHULME MEMORIAL PRIMARY/
SECONDARY FOR AND ON BEHALF OF COMHAIRLE NAN EILEAN SIAR
1. INSTRUCTION
1.1 As instructed by Comhairle Nan Eilean Siar we have inspected the above property with a view to
assessing the general condition of the structure.
2. INSPECTION
2.1 Our inspection was carried out on Building Survey:05/12/2012 Mechanical Survey:08/11/2012

3. SCOPE OF SURVEY
3.1 Our inspection will comprise a visual assessment of the condition of all exposed and accessible
parts to identify significant defects and items of disrepair. This assessment shall be undertaken
without causing disturbance to the building or property.
3.2 The exterior of the property will be inspected from ground level or, where access permits,
balconies and roofs. Such inspections shall be assisted by the use of binoculars or 4 metre
ladders where appropriate.
3.3 Where reasonable means of access by hatches or trapdoors is available we will inspect roof
voids, sub-floor areas below timber ground floors and also cellars.
3.4 The inspection of the interior may be limited by the presence of fitted floor coverings, furniture,
displays and stock etc. Where possible, we shall only lift corners or edges of fitted floor
coverings where considered necessary but heavy fittings will not be moved and the contents of
fitted cupboards, display fittings etc shall not be emptied.
3.5 Specifically excluded will be any parts of the structure which are covered or inaccessible, such
as foundations and built in steelwork and timberwork. Accordingly, we will not be able to
guarantee that such parts are free from defects.
3.6 Outbuildings, boundaries and external pavings will be inspected superficially only unless we
receive specific instructions to the contrary. Specialist structures, equipment or installations such
as overhead lifting apparatus or passenger/goods lifts will be inspected superficially with
recommendations for further specialists to report as may be necessary.
3.7 The service installations such as water supply and internal plumbing, electrical wiring and
fittings, gas, heating and drainage shall be examined where visible, exposed and accessible and
a general assessment will be made on their type and condition. Again if considered necessary,
specialist examinations or tests shall be recommended within our report.
3.8 Soft play areas, together with soft landscaping are not included within the survey unless specific
instructions have been received to the contrary.
3.9 The report is provided for the sole use of the named client and is confidential to that client. We
accept no liability arising out of the contents of the report to any person other than the client
himself/herself.
Costs within the survey are based upon the Schedule of Rates as agreed with the Client and are valid as of
01/01/2012 These are budget figures and exclude both professional fees and VAT.

5.1 Executive Report – LEVERHULME MEMORIAL PRIMARY SCHOOL UPRN: 139018046 The school consists of two buildings, both of traditional construction with rendered walls beneath pitched and flat roofs and built during the inter war period. The school occupies a large estate on the outskirts of the town ship in an exposed position facing the sea. Building Fabric Internally Block 1 Ceilings – are a mixture of boarded, dry lined and plastered, most are found in good order with areas requiring repair or renewal detailed in the data report. Flooring – is a mixture of carpet, timber panelling, PVC sheet and tile and concrete and most should have a life well in excess of the period of this survey but repair or renewal of individual areas is detailed in the data report. Carpets throughout should be deep cleaned periodically to enhance their expected working life, and timber floored areas should be sanded down and resealed periodically. Walls – Throughout the building walls are mostly plaster, some with areas of timber panel and ceramic tile cladding, and most is found in satisfactory condition with areas requiring repair or renewal detailed in the data report. Fixtures and Fittings – Where worktops and units in classrooms and activity rooms are showings signs of age and wear, they should be renewed as detailed in the data. Doors throughout the building are generally sound. Sanitary Goods – Sanitary ware is considered in good condition throughout save for where identified in the data report.
Glazing – All glazing is in good condition, but where glass is not marked as being appropriate safety glass and/or where such markings are not displayed then safety film should be fitted in accordance with The Building Standards (Scotland) Regulations, Part P Miscellaneous Hazards document following the guidance set out in BSEN 12600 [formerly BS6206] and Part 4 of BS6262: ‘Code of practice for glazing for buildings. See data report for specific area details.
Redecoration – Internal redecoration is recommended to all areas during the 5 year cycle and details are given under individual rooms. Specialist hygiene areas such as the toilets and kitchen should follow a 3 year redecoration cycle. All metal rain water goods are at the end of their life and should be replaced with PVC as soon as possible. Walls – The rendered walls should have cracks and damaged/missing areas repaired as soon as possible. Rendered finishes should be repainted as soon as possible. Windows – Single glazed timber framed windows should be replaced with low maintenance UPVC double glazed windows. The timber doors are in varying condition. Where doors are poor and are identified in the data report they should be renewed. The doors require repainting during the survey period. Where glass in windows and doors is not marked as being appropriate safety glass and where such markings are not displayed then safety film should be fitted in accordance with The Building Standards (Scotland) Regulations, Part P Miscellaneous Hazards document following the guidance set out in BSEN 12600 [formerly BS6206] and Part 4 of BS6262: ‘Code of practice for glazing for buildings.

The foul sewers and the surface water drains and gullies should be cleaned regularly.
Pathways are generally in good condition, but localised inadequate areas should be repaired/renewed as detailed in the data report. The vehicle parking area tarmac finish is in good condition.
The boundary and division fences and gates and structures are mostly in adequate condition, but localised repairs/renewals should be made as soon as possible as detailed in the data report, and all should be repainted periodically. 5.2 – Mechanical Block 1 Heating is supplied to the block by the boilers located in block 2 and steel panel radiators with thermostatic valves provide the block with heating and are in satisfactory condition. Hot water is supplied from block 2 and copper pipework in the toilets has been renewed.
Vent Axia extraction fans are all working and have no defects. Block 2 Two Buderus oil fired boilers provide heating to the block and was installed in 2003 along with controls, burners and associated plant. Burners are nearly ten years of age and are due for upgrading during the survey period. Upgrade Holden Brooke circulation pumps during the survey period as they were installed in 2003. Steel panel radiators with Danfos thermostatic valves fitted have no defects. Renew the cast iron radiator in 0/006. McCallum calorifier has a destratification pump fitted and supplies hot water to the block and has no visible defects and there are no reported problems. Pipework for water services has been renewed in the toilets and overall is in satisfactory condition. In the kitchen there is roof extract and it is recommended that a ventilation canopy is installed over the cooker and washing areas. Electrical: Block 1 PVC/SWA/PVC cable supplies power to the block which is fed from block 02 and circuit protection is provided by a Federal distribution panel which needs up to date electrical charts. The electrical installation has not been rewired like block 02 but it’s in reasonable condition. The lighting in the bloc needs to be replaced during the survey period and emergency luminaries need to be upgraded to comply with regulations. Fire alarm system has been upgraded Electrically test the installation to BS7671. Block 2 MEM main isolator and sub switchgear is showing signs of corrosion and should be renewed during the survey period. Earth bar needs to be labelled to comply with regulations. GEC Miniform provided sub circuit protection to the block and PVC/SWA/PVC cables supply power to Hager and Federal distribution panels and are in sound electrical condition. Test the installation to BS7671 in 2014.
Provide electrical charts to all distribution panels and warning notices. The block has been rewired since the last survey and all luminaries, emergency luminaries, and distribution accessories have been renewed. Gent fire alarm panel and accessories has been installed in the past four years and has no defects. Accessible toilets have emergency call alarms fitted. 5.4 – Further Investigations
