QM Internal Auditor Training for SW Pacific Meteorological Services

Scope of the Activity
10 SW Pacific Met Services who provide aviation weather services: Cook Islands; Fiji; Kiribati; Niue; Papua New Guinea; Samoa; Solomon Islands; Tonga; Tuvalu; Vanuatu
Aim of the Activity
•Assist counterpart organisations (PICs) to develop a QMS to meet the ICAO requirements to deliver their aviation weather services in conformity with the ISO 9000 series of quality assurance standards and in particular, the international AS/NZS ISO 9001:2008 Quality Management Standard (ISO 9001).
•To encourage all PICs to achieve third party certification of compliance with ISO 9001 through an external certification body approved by the Accreditation System of Australia & New Zealand (JAS-ANZ).
STAGE 1: QM Internal Auditor Training Workshop – Vanuatu (Nov 2012)
STAGE 2: Practical real-time internal audits performed in Australia
Foundation Statement: The critical success factor for a QMS is a rigorous auditing schedule conducted by internal and external auditors. As such, a two-staged approach has been developed & implemented for this training:
Methodology
Stage 1 - Vanuatu
• 5 day training workshop • 2 participants from 10 SW Pacific NMHSs • Recognised qualification as an internal QM auditor
Training Modules
• Policy & procedure writing
• Introduction to ISO19011
• Internal auditor training
• Principles of auditing
• Audit case studies
• Practical audits • Developing an implementation plan for certification
• Third party Certification
Stage 2
• Participants that successfully complete the internal auditor training will be invited to conduct practical audits within the Australian Bureau of Meteorology - Melbourne, Sydney, Canberra, Perth Adelaide & Darwin
• Provides ideal opportunity to consolidate the workshop training in a practical environment & benchmark their audit techniques.
• Face-to-face guidance on issues they may be facing developing and implementing their own QMS.
• Enhance PIC QM network & provide a forum for benchmarking.
• Encourage third party certification of compliance with ISO 9001 through an external certification body approved by the Accreditation System of Australia & New Zealand (JAS-ANZ).
