But just as the saying goes, luck is no accident”. Mr. Celso used to work as a construction worker; one of the riskiest jobs in the informal economy according to World Bank. Aside from the hazardous nature of the work in the said industry, he faced the difficulty of having unsecured employment status therein. Mahirap po sa construction, hindi naman po kasi permanente yung trabaho ko dito at kulang na kulang po yung P250.00 to P300.00 na kinikita ko para sa pangangailangan ng aking pamilya at pang araw-araw na gastusin sa bahay,he said. To provide the financial needs of his wife who has a poor health condition and two children, he was motivated to seek for a better income-generating opportunity. Fortunately, he found the old NegoKart of his brother which was given last 2014. The NegoKart Project is one of the flagship programs sourced under the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) which provides start-up or enhanced livelihood assistance for ambulant vendors. His brother agreed without hesitations since he is now employed in Qatar. Thankful for the opportunity, Mr. Celso exerted all his effort to restore the worn out NegoKart and to earn more than he did as a construction worker. Everyday, he would pedal from his home in Bulaon Resettlement using his bicycle-assisted NegoKart and would sell street food at the regional government center in Brgy. Maimpis. S eemed like luck is on his side when the 40-year old street food vendor,

T hrough unwavering hard work, he was able

to upgrade his kart’s bicycle to a motorcycle

on low installment basis, allowing him to

mobilize his business in a more convenient

manner.

After seeing his efforts and hearing his

statement, the Technical Support and Services

Division for Employment Chief Alejandro Inza

Cruz, who also happens to enjoy street food,

decided to give him a reward. According to Chief

Cruz, “The DOLE can provide additional

livelihood assistance to its beneficiaries who

continue to strive to improve their livelihood

businesses. In this case, we were witness to how

Randy managed to restore his brother’s old

NegoKart and make it useful and profitable

again.” Randy received P5,000.00 worth of

livelihood assistance in the form of a gas stove,

an LPG tank, and other raw materials needed to

operate his business.

DOLE RO3 to improve his street food

business

W ith a better and more improved NegoKart,

Randy praised and expressed his deepest

gratitude to the DOLE for the livelihood

assistance he received. “Ito pong NegoKart na

minana ko sa kapatid ko ang naging susi para

magkaroon po ako ng panibagong simula na kahit

mahirap sa una ay unti-unti ko naman pong

napaunlad. Ngayon, kumikita na po ako ng

P350.00 hanggang P800.00 kada araw sa tulong ng

NegoKart na ito. Nakapundar din po ako ng mga

kagamitan sa bahay tulad ng appliances at

motorsiklo. Mas nasusuportahan ko narin po ang

mga pangangailangan na medikal ng aking asawa

at gayun din sa pag-aaral ng aking mga anak,” he

said. “Maraming maraming salamat po sa DOLE

sa ipinagkaloob po ninyong karagdagang tulong

pangkabuhayan sa akin. Umasa po kayo na ito po

ay aking pagyayamanin. Sana, marami pa po

kayong matulungang tao na nais magkaroon ng

puhunan para sa maliit na negosyo,” Randy

further remarked.

Through the years, the DOLE NegoKart Project

has been helping countless of ambulant vendors

and their families in Central Luzon in making

their livelihood profitable and sustainable.

However, it is good to note that the assistance

will only serve as an opportunity. A person’s

diligence will still be the key to make it flourish,

just like what Mr. Celso did.
