Heights HOA Committees. Please visit

Budget & Finance Committee
The purpose of the Budget and Fi-
nance Committee is to ensure that
dues assessments by the Association
are reasonable and necessary and that
expenditures by the Association are
prudent and appropriate.
Safety, Streetscape & Transporta-
tion Committee
The purpose of the Safety, Streetscape
and Transportation (SST) Committee is
to monitor the streets and common
areas for safety related issues, address
the aesthetics of streets, work with the
city and neighboring communities to
address public transportation needs,
and investigate/respond to homeowner
inquiries on these subjects.
Go Green, Natural Habitat, Trails
& Landscape Committee
The purpose of the Go Green, Land-
scape, Trails and Habitat Committee is
to assist the Board of Directors in the
following areas and to bring to the
Board information on which action and
decisions may be based:

• Landscape
• Trails
• Natural Habitat
Community Relations Committee
The purpose of the Community
Relations Committee is to create
opportunities for Forest Heights resi-
dents to meet together and socialize on
a regular basis at a reasonable and
appropriate expense to the Associa-
tion.

F orest Height's Go Green committee, whose
members and volunteers work to sustain the
natural environment in our neighborhood,
was recently honored by SOLVE
when they were nominated for
a 2013 Citizenship Award in the
Community Group category.
Go Green was one of five organi-
zations selected in the State of
Oregon to be considered for this
honor. Each year, SOLVE honors
special Oregonians who have a
positive impact in their community.
SOLVE is a statewide non-profit
organization that has been bringing
Oregonians together to protect our
environment since 1969. The organization has grown
from a small, grassroots group to a national model for
volunteer action. Today, SOLVE mobilizes and trains
tens of thousands of volunteers across Oregon to clean
up beaches and rivers, and restore watersheds. Visit

The Citizenship Awards were established in 1994 by
SOLVE as a unique way of recognizing outstanding
businesses, community groups, individuals and educators
from all across the state. Efforts through volunteering and
education have helped to restore our natural spaces and
build a legacy of stewardship. Award winners will be hon-
ored at the Annual SOLVE Citizenship Awards Banquet
in October in Portland. Quintin

W hen asked why a new director ran for the
Forest Heights Homeowners Association
board, he shared that he wanted to get
involved in the community and build new friendships.
He said that he felt isolated and hardly new anyone
nearly two years after moving into Forest Heights.
He went on to share that recently one evening he
noticed smoke coming out of the house next door.
He called 911 and went outside to check on his
neighbors. After the fire department arrived, he found
himself standing alone in front of the smoking house
without another neighbor in sight wondering, where is
everyone? This sense of isolation was quite perplex-
ing considering the closely-nit neighborhood he had
moved from. I think most would agree, this is not the
Forest Heights neighborhood we aspire to live in.
Why is it important to know and build relationships
with your neighbors? What does it mean to “build
community”? What can we do to increase our sense
of “community”? We intuitively know the answers to
these questions and understand a strong community
is safer, cleaner, and more enjoyable and sought
after. These features not only support home values
but ultimately reduce crime and related security
costs. Assuming these benefits are important, we
still have a tendency live our “remote control garage
door” lifestyles and fail to fully engage with our
neighbors. We don’t volunteer for community events,
join committees or attend community socials as often
as we should. It is relatively easy to understand why
this is the case considering our primary demographic
is busy professionals with active families and/or busy,
involved lives. The point of raising this issue is to
increase our awareness of what our community is
today and what it could be if we collectively place
a higher priority on building our Forest Heights
community.
Quality communications, like in nearly all aspects of
our lives, is a foundational building block for educat-
ing, informing and involving residents. The associa-
tion has migrated away from paper communications
to the web based and electronic mail to be more ubiq-
uitous, timely and cost efficient. Overall, this change
has been well received but for these communication
mediums to be effective in building community and
keeping the populous informed, they must be read
and followed regularly. According to the recent read-
ership tracking results, approximately 45% of our
households open our emails, while only 20% of our
1934 households click to read the newsletter or visit
the website on a regular basis. Considering these are
our primary means of reaching our residents, one
can say that 20% does not pass the engaged and
informed “litmus test”.
What can we do to increase our newsletter and
website communication’s effectiveness? To name
a few, we can start by reaching out to our neighbors
and friends and promoting the importance of reading
the newsletter and visiting the website. We can for-
ward the newsletter to other Forest Heights residents
and encourage them to sign up or add the website to
your “favorites” list. One may say “it is just a newslet-
ter or a website” but if building community is impor-
tant and we want to realize the benefits of a strong
community then we can collectively make it happen.
We can all take these and other simple actions and
next thing we know “we are one”.

your input on what else we can do to assure that
Forest Heights continues to be on the most desirable
places to live in Portland.

A pproximately sixty to eighty new homeowners
gathered last month at Mill Pond Park for a
new homeowner reception, sponsored by the
Forest Heights Homeowners Association and local
real estate agents. In the past eighteen months, there
have been over one hundred and eighty homes that
have sold in Forest Heights, which means a lot of
new faces here in the neighborhood.
If you happen to live next door to one of these new
owners, or even down the street, please take the
opportunity to stop and introduce yourself to your
neighbors and help them feel welcome!

reception but would like to meet other new owners,

and we’ll try to make introductions.
Another great way to meet your neighbors and learn
more about what is happening in your community is
to join one of the Forest Heights committees. Are
you passionate about the environment? Have you
got suggestions for improving safety issues in our
community? Got a mind for numbers? Enjoy meeting
new people and mingling in large crowds? If you
answered yes to any of these questions, we’ve got a

I n the past few days, many
Forest Heights residents have
called the HOA office to report
that door-to-door sales agents are
back in the neighborhood soliciting
magazine subscription sales. It
may surprise many of our owners
to learn that door-to-door solicita-
tion is legal within the City of Port-
land as long as the solicitors have
taken out a permit with the city to
solicit their services.
Permit or not, these solicitors often
resort to aggressive and intimidat-
ing tactics when trying to make a
sale. The Oregon Department of
Justice (ODJ) wants consumers to
know about these door-to-door
magazine subscription sellers and
have provided the following infor-
mation for consumers:
Here are tips that may be useful to
consumers and avoid becoming a
scam victim:
Do NOT engage these solicitors in
any way. If you are suspicious or
intimidated by their behavior, do
not answer your door
Put a “No Solicitors” sign on your
home near your front door. Even
with a permit to solicit, sellers may
not attempt to engage you if you
have a “No Solicitors” sign on your
home. Information on the FHHOA
approved No Solicitors sign can
be found here
Sales agents often try to
convince purchasers that the sales
agents are local students, on a
local sports team, etc. to make the
sale. Sales agents have been ar-
rested by police agencies for theft
by deception by lying to make a
sale. Sometimes sales agents
have been reported to use threat-
ening behavior and intimidation
tactics to make sales that consum-
ers wouldn't otherwise make
Frequently, magazine sellers tell
consumers that they may pur-
chase a subscription and donate
it to a charity in lieu of receiving it
themselves, or that the solicitor
works for a charitable organization.
ODJ believes this may be a
fraudulent sales pitch and no
benefit goes to charity
Be suspicious of receipts where
the delivery name or address for
the subscription is different than
the address of the purchaser. Or,
the subscription is to be delivered
to a nonprofit, or is a "donation",
some- times to a vague charitable
cause. Also be suspicious of re-
ceipts where the purchaser paid by
"cash" which can be easily pock-
eted by the sales agents

report this type of activity to both
the Portland Police and the Ore-
gon Department of Justice. For

yourself from becoming a victim or
if you want to report a scam,

Oregon DOJ Charitable Activities
investigates and takes civil action
against the companies if the activi-
ties involve a charitable sounding
pitch. Typical violations include:
False or misleading solicitations
(ORS 128.886) or other violations
of the Oregon Unlawful Trade
Practices Act (ORS 646.608 et
seq.). OR DOJ Financial Fraud/
Consumer Protection Section also
monitors crews that go door to
door for violations of the law, such
as the home solicitation law.

HOW TO HANDLE DOOR-TO-DOOR SOLICITATORS
Rule #1: Do not engage
H E L P U S C R E A T E A N E T T E A M I N F O R E S T H E I G H T S !
I n the event of a citywide or regional emer-
gency such as a severe winter storm, flood
or major earthquake, households need to
be prepared to be on their own for at least a
week. Neighborhoods need to be prepared
for self-sufficiency, too. Volunteer neighbor-
hood rescuers will likely be first on-the-scene
when firefighters and police are slowed by
impassable streets or overwhelmed by calls
for help.
Neighborhood Emergency Teams (NETs)
provide emergency disaster assistance
within their own neighborhoods and are
trained to save lives and property until
professional responders can arrive. These
volunteers are specially trained to help
others without putting themselves in harm’s
way. NET members are:
• Prepared to be self-sufficient for one
week during any emergency
• Able to provide emergency assistance
to their family and immediate neighbors
• Able to work within an emergency
response team to save lives and property
in their neighborhood
• Able to guide untrained volunteers who
want to help others during a disaster

W oof, woof! That’s dog speak for “it’s time to
play!” On Saturday, August 17th we will be
hosting a Pet Parade & Petiquette Fair for all
Forest Heights residents, including your furry, four legged
family members. This event is geared for pets and pet
owners and will include a juried pet parade (costumes
encouraged) and special guest speakers on subjects
relating to pet health, pet safety, obedience training,
healthy pet food options, leash laws, licensing and micro-
chipping pets and what to do if your pet goes missing.
Confirmed sponsors and vendors to date include:
The Oregon Humane Society, The Pearl Animal Hospital,
Forest Heights Veterinary Clinic, Run! Day Camp for
Dogs, There’s No Place Like Home for Dogs, Portland

F eeling a little stressed? Need a break from the hustle

A s many of you have seen, we
have been undertaking a variety
of maintenance projects throughout
the community. We started the year with
replacing the Silver Ridge stairway. Last
month, we started the Mill Pond path
remediation and seal coating, which will
conclude August 16th. We also have been
working on improving our community
monuments: the arches at Chapin and
Miller are being replaced (see above
photo), the copper signage at all main
entry points to the neighborhood are out
for replacement and the two gazebos at
Miller Road and two bus stops along
Miller Road have all been painted.
Throughout the month of August, we will
be looking at sealing the waterfall at the
intersection of Chapin and Thompson,
relocating the HOA’s maintenance shed
from the park to a new location, and
painting the monuments before the new
copper signage is reinstalled. Once we
get past these summer months, we will
be making a recommendation to the
Board to replace sections of the split rail
fence along Skyline to achieve a more
consistent look, starting the work on
Tract R, and installing new signage
at various unmarked Forest Heights
entrances. Thank you for your patience
while we spruce up the community.
Crosswalk at Hazeltine
Another exciting project in the community
will be the installation of a new crosswalk
and median from Hazeltine to Woodrose
Loop, crossing Miller Road. The Board
believes that pedestrian safety in Forest
Heights is of utmost importance. This
project will be managed by the City of
Portland Department of Transportation
and funded by Forest Heights at a cost
of $29,755. The funds for this project
have been made available by the sale
of two Business Energy Tax Credits that
the HOA received as a result of providing
our Ecoshuttle service in 2010 and 2011.
In July, we received in excess of $52,000
to help offset our expenses for this cross-
walk project.
Activity at Forest Park Elementary
School and City Park
While it appears that our security firm has
had some success deterring night time
activity at Mill Pond Park, I have received
many complaints about activity taking
place at Forest Park Elementary and the
adjoining city park. Unfortunately, since
this property is owned by the city, the
HOA has no jurisdiction over enforcing
trespassing laws or deterring any other
activity in these areas.

Have you got a

Forest Heights?
We strongly encourage owners who
are impacted by the noise at the
school, or have other complaints
with security at these locations, to
contact First Response Security at:
503-207-5300. First Response has
a security contract with the school
and is responsible for monitoring
their property. If you witness illegal
activity at the city park next to the
school, we encourage you to call
the Portland Police non-emergency
number: 503-823-3333. The police
are responsible for the monitoring
of all city parks, including the small
city park next to the school. It is
important to note that the city park
is advertised as being open until
midnight. We have asked the City
of Portland to consider changing
these hours to reduce the impact of
late night activities in our residential
areas.
Sustainable Events
When we started the year, we made
a commitment to continue our efforts
to move our community events to a
more financially sustainable model.
In year’s past, the Fourth of July
event consisted of a traditional
picnic that cost the association in
excess of $40,000. The Community
Relations Committee has slowly
pulled back the offering of this
annual event to have just fireworks
show with a budget of $20,000. This
year, due to homeowner feedback,
we added back some of the niceties
that go along with events of this
magnitude, and all at no cost to
the association: a disk jockey was
provided by Umpqua bank, food
carts were brought in by local ven-
dors for individual sales, and beer
and wine were sold at a reasonable
cost. Thanks to the creative efforts
of the committee and HOA staff,
this year’s 4th of July event cost
the association just over $15,000,
reflecting a $5,000 savings over
last year’s event.
Similarly, we are hoping to bring the
International Fall Festival to a more
sustainable level as well by having
beer and wine available for sale
as opposed to serving it at no cost.
The other cost saving measures
should have no impact on the event
overall.
Applying the same concept of self-
sustainability, we have added two
new events this summer. On August
17th, we are holding a Pet Parade
and Petiquette/Safety Fair. We will
also hold a Wellness Day in the
Park (for humans) on August 25th.
Neither of these events should cost
the association any money, but have
the potential to further our commit-
ment toward facilitating a greater
sense of community and comrade
here in Forest Heights. Please let us
know if you have any other ideas or
suggestions.

HAVE YOU RECEIVED A LETTER ABOUT THE CONDITION OF YOUR M AILBOX?
I n order to re-establish the original aesthetic standards of the Forest Heights community in
regards to mailbox design, both the Forest Heights Architectural Review Committee (ARC)
and Board of Directors have approved new standards for mailboxes and their component
parts for use in the neighborhood. In our ongoing effort to adhere to these standards, we have
begun mailbox inspections throughout the community and are sending letters to homes whose
mailboxes are in need of a cleaning, repair, maintenance or replacement.
If you have received one of these letters and need to simply repaint your white mail post, we rec-
ommend using Rust-o-leum’s Automotive Enamel Gloss spray paint (pictured right) in their stock
‘white’ color. Please follow the instructions on the can for properly cleaning the surface that is to
