For all Chapters that have a year- end date of June 30, we would like to remind you that you have until Nov. 15, 2011 to file your tax return with the IRS. Chapters that have $25,000 or less in gross receipts must file form 990-N (e-Postcard) with the IRS. Chapters that have over $25,000 must file either form 990-EZ or 990. The form 990-N (e-Postcard) must be filed electronically. A direct link to the IRS filing site can be found on the e-Postcard website. Chapters that have not filed return for the past 3 years (2007, 2008, & 2009) will, if you have not already, be receiv- ing a notice from the IRS. This notice informs you that since you have not filed taxes for the past 3 years the Chapter’s tax-exempt status has been revoked. Headquarters has done our best to keep Chapters informed of their filing requirements. A letter was sent to all Chapter Presidents and Treasurers when the 990-N was first announced. Another letter was sent when the final forms and instructions were published. We published reminder notices both in the RSES Journal and in the HQ News. Tax information is listed on our website under Chapter Officer infor- mation. This topic was covered in the Chapter Officer Training Sessions held at the 2010 Conference. There is a process for getting your tax- exempt status reinstated. Failure to get your tax-exempt status reinstated will result in the Chapter having to pay taxes on its earnings and having to file a corporate tax return. In order to get your tax-exempt status reinstated the Chapter must do the following by Dec. 31, 2012: - Fill out and submit Form 1024, Application for Recognition of Exemp- tion Under Section 501(a). Headquar- ters can provide you with a sample form to help you complete the application. You must write in the words “NOTICE 2044-43” at the top of the application. - Attach to the form a statement that says the following “The [Chapter Name] was not required to file annual informa- tion return for taxable years beginning before 2007; was eligible in each of its taxable years beginning in 2007, 2008 and 2009 to file a Form 990-N, e-Post- card; and had annual gross receipts on normally not more than $25,000 in each of its taxable years beginning in 2007, 2008, and 2009.” - Include with the Form and Statement a check made payable to the IRS for $100. - Mail application, statement and check to the following address on or before Dec. 31, 2012: Internal Revenue Service NOTICE 2011-43, P.O. Box 12192, Covington, KY, 41012-0192. Although Chapters have until Dec. 31, 2012 to file, we recommend that Chapters file as soon as possible in order to ensure that their status is reinstated on a timely basis. RSES Members Gain Free Access to Two More ACCA StandardsWith ACCA standards increasingly finding their way into various building and installation regulations and energy-efficiency legislation, RSES has teamed with ACCA to offer two more ANSI-recognized quality standards to its Members. The two standards, ANSI/ACCA 4 QM–2007 (Maintenance of Residential HVAC Systems); and ANSI/ACCA 6 HVAC System Cleanliness–2007 (Restoring the Cleanliness of HVAC Systems) are excellent guidelines to help Members provide first-class system installation, maintenance and restoration.

Maintenance of Residential HVAC Systems covers the required inspection and maintenance necessary for residential HVAC systems; and it includes a series of checklists for varied types of residential HVAC systems that specify the minimum assessments to be performed, as well as the recommended corrective actions to be taken if deficiencies are found. The standard can serve as an excellent way to not only demonstrate minimum maintenance requirements and the need to perform certain servicing tasks, but can serve as a tool to help Members highlight added services offered in maintenance and service contracts. Whether cleaning is performed as a part of a regular maintenance schedule or due to some type of contamination event (flood, fire, etc.), the Restoring Cleanliness of HVAC Systems establishes the minimum criteria for cleaning HVAC systems. It supplies guidelines for determining whether cleaning is warranted and economically viable, along with a protocol for cleaning each relevant component or subsystem as well as verification procedures. An appendix

outlining routine maintenance, inspection and cleaning procedures also is included.

Printed copies of the standards are available from ACCA at a cost of $32.95 each. However, RSES Members may download these standards—as well as ANSI/ACCA 5 QI–2010 (HVAC Quality Installation Specification) and ANSI/ACCA 9 QIVP – 2009 (HVAC Quality Installation Verification Protocols) from rses.org at no charge by logging into the site with their username and password; selecting “My RSES Home Page;” and then clicking on the “ANSI/ACCA Q Standards” under the “My RSES” section.
