Aim was to produce a device at a cost that, combined with a potential safety benefits, could
encourage a significant proportion of the GA community to adopt it voluntarily
• A number of organisations were involved, most notably: NATS, the LAA, AOPA and QinetiQ.
• Aim to increase the quality and quantity of information available to pilots, therefor increase their
situational awareness.
• Not intended to replace effective visual scanning.
• Were possible compatible with other technologies
• Considered that 1090Mhz ES was the most suitable technology and provided the best opportunity to
develop a specification for the EC in the short term.

Performance Improvements and Benefits
The project will define & track key high-level benefits and performance improvements.
Mid air collision: Enhanced situational awareness of airspace users, creating a significant reduction in mid air collision & infringement risks.
Infringements: Improved management of key aerodrome and Air Traffic safety risks ( e.g incursions) through new sources of surveillance information aircraft ground movements and approach procedures.
Increased Airspace sharing: Initial steps to achieve safe drone integration to a more flexible airspace environment.
Surveillance data: Increased quality, quantity and integrity of information available to pilots and ATC for their situational awareness.
Airspace design: Airspace redesign opportunities e.g. at low altitudes around aerodromes, where existing infrastructure cannot provide situational awareness.
Summary & Objectives
ELECTRONIC SURVEILLANCE ROADMAP
The CAA is working closely with the GA community, industry and manufacturers to
expedite the widespread adoption of electronic surveillance solutions in UK airspace
(especially Class G) to enhance safety, efficiency and access for all users.
Phase 1 of the Electronic Surveillance Roadmap Project aims to:
1) integrated Electronic Surveillance
2) Business Case for electronic surveillance solutions
3) Concept of Operations
4) encourage aircraft equipage and ground infrastructure investments
5) cost effective and commercially viable market
Electronic Conspicuity / Surveillance Trials
• investigating low cost system receiving Mode S and ADS-B data in a mixed VFR – IFR environment.
Low density Low Complexity led by Highlands and Islands Airports ltd (HIAL)
Funded through FAS Facilitation Fund
•Transmission of weather data direct to the cockpit from the ground via 978MHz.
• In flight weather data has been identified as a tangible benefit to the GA community that would encourage equipage.
uAvionix/SkyDemon.
•Simultaneous transmissions from a GA aircraft with Mode S and a conspicuity device (meeting the criteria in CAP1391).
CAA supported by NATS
•Address the ongoing challenges posed by primary only infringements.
NATS Funded through FAS Facilitation Fund
•ADS-B only receivers to provide real time traffic data to GA airfields, enhancing the airfield’s situational awareness of aircraft in its vicinity.

Next Steps
• Work with Eurocontrol on developing a European wide position to take to EASA (June Meeting)
• Further development of CAA Con Ops. (on–going)
• Board assessment of CAA positioning. (June Board Meeting).
• FAS Trails to run over summer. (May to September)
• Conclusion and report of simultaneous transmission trails. (End of May)
• Continued stakeholder engagement include further comms. (on-going)
• Development of ground based requirements for ‘Surveillance Info Display’. (Q1 2019)
