To control stormwater from new development and redevelopment projects throughout the Borough of Gibbsboro, including all municipal projects, the Borough will do the following: The Borough requires that all new residential development and redevelopment projects that are subject to the Residential Site Improvement Standards (RSIS) for stormwater
management (including the N.J.D.E.P. Stormwater Management rules, N.J.A.C. 7:8, referenced in those standards) are in compliance with those standards. Our planning and zoning boards ensure such compliance before issuing preliminary or final subdivision or site plan approvals under the Municipal Land Use Law. All development or infrastructure projects that are constructed in the municipality will follow the Borough Municipal Stormwater Control Ordinance adopted July 26, 2006. The Borough will ensure adequate long-term operation and maintenance of BMPs, for each project, by following the Project Maintenance Plan that has been established for said project. Maintenance Plans for individual projects will be prepared following the Maintenance Plan outline described in the Municipal Stormwater Ordinance. All new roadway reconstruction projects that are started after January 1, 2005 will be modified to include new storm drain inlets that comply with Attachment C of the Municipal Stormwater Permit. Whenever financially possible, and where properly applicable, the Borough will also retrofit existing inlets to comply with Attachment C of the municipal permit. Once the new stormwater ordinance takes effect, the Borough will ensure such operation and maintenance for all new development and redevelopment projects performed by the municipality by complying with the maintenance requirements in the stormwater ordinance. The Borough will also comply with the ordinance standards for the maintenance of storm drain inlets that are installed and must comply with Attachment C of the municipal permit. The Stormwater Control Ordinance was completed in April 2006, adopted July 26, 2006 and was submitted to the County Planning Board on August 2, 2006. The Ordinance was submitted to the County Planning Board on June 26, 2007. The Stormwater Management Plan was completed in March 2005 and was submitted to the County Planning Board on June 26, 2007. The Ordinance is administered by our Planning/Zoning Board and Code Enforcement Officer, and controls stormwater from non-residential development and redevelopment projects. Where it is necessary to implement the municipal stormwater management plan, the approved Ordinance also controls aspects of residential development and redevelopment projects that are not subject to the Residential Site Improvement Standards.
For any BMP that is installed in order to comply with the requirements of our post-construction program, the Borough of Gibbsboro will ensure adequate long-term operation as well as preventative and corrective maintenance (including replacement) of BMPs. For BMPs on private property that we do not own or operate, the Borough of Gibbsboro intends to do this by adopting and enforcing a provision in the municipal stormwater control ordinance that requires the private entity to perform the operation and maintenance, with penalties if the private entity does not comply. If, for example, the private entity does not perform the required maintenance, the Borough can perform the maintenance and charge the private entity. The Borough of Gibbsboro will also enforce, through the municipal stormwater control ordinance, compliance with the design standard in Attachment C of our permit to control passage of solid and floatable materials through storm drain inlets. The Borough of Gibbsboro expects that, for most projects, such compliance will be achieved either by conveying flows through a trash rack as described in the “Alternative Device Exemptions”
or (for flows not conveyed through such a trash rack), by installation of the N.J.D.O.T. bicycle safe grate and (if needed) a curb opening with a clear space no bigger than two inches across the smallest dimension.

Local Public Education Program
For our annual distribution, the Borough will mail the N.J.D.E.P. brochure to residents and businesses. The brochure may be distributed with our municipal newsletter. Extra copies will be available at the County Library and at our Municipal Building.
An annual event will be held each year in coordination with our County Earth Day Celebration. We will make the N.J.D.E.P. brochure and other educational materials available at our table. Pencils, magnets and key chains with environmental messages related to the required BMP topics may be distributed to the public.
In addition, we ill invite our high school environmental club, local watershed group and other environmental groups to set up their own booths during this event.
The Borough is aware of the program 10 Point Public Notification System and will educate the residents and businesses following the Program Guidelines. The Borough has notified the Community in the following manner:

Storm Drain Inlet Labeling
The Public Works Department has labeled all municipal owned inlets. All storm drain inlets that are along municipal streets with sidewalk, and all storm drain inlets within plazas, parking areas or maintenance yards that are operated by the Borough have been properly labeled. On-going maintenance of the labels is taking place. The last formal inspection of all inlets regarding the presence or maintenance of labels was performed June 2017. Labeling has been performed with metal disks. Inlet castings are being replaced with Eco heads on a continual basis and will eventually eliminate the need for metal disks.
Attached is a map of the municipality, which illustrates the location of all inlet structures, stormwater management BMP’s and stormwater management basins. This map was last revised December 2016. A separate map has been prepared to document stormwater outfall structures.
During the annual catch basin cleaning program, the Public Works Department will be checking these labels to ensure that they are still visible, and if they are not, they will ensure that the labels are replaced immediately.

The Borough of Gibbsboro Public Works Department and the Municipal Engineer’s Office have utilized a GPS Unit to map out the location of the end of all outfall pipes operated by the Borough. The Borough has identified, mapped and investigated (see Illicit Connection Elimination Program and Outfall Pipe Stream Scouring Remediation Program) each outfall
pipe that has been located. The map was completed June 27, 2005. The outfall pipe locations are identified on a map that displays these outfall pipe locations, with an alphanumeric identifier at a scale of 1 inch = 100 feet. All water bodies receiving outfall pipe discharges are also identified on the map. The map (MS4 Map) was completed on June 27, 2005. The map was revised in December 2016 to update and include outfalls associated with the stormwater management basin on Eastwick Drive. A formal inspection of all outfalls (with photographs) was performed in June, 2017. A separate map has been prepared to document the location of all inlets within the municipality. The Public Works Department has conducted an initial physical inspection of all outfall pipes during the mapping process. The staff has utilized the DEP Illicit Connection Inspection Report Form to conduct these inspections, and each of these forms has been logged with our SPPP records. To date, no evidence of illicit connections has been found and the inspections are ongoing. Reports are available upon request.

We have considered the two options available, and have decided to develop a yard waste collection and disposal program instead of just adopting and enforcing an ordinance that
prohibits placing non-containerized yard wastes in the street.
We will be conducting monthly collections of leaves and grass during the months of October, November and December, plus one collection in the Spring. During the remainder of the year, the Borough of Gibbsboro may hold additional yard waste collections, but no schedule has been determined for these. During the months when we are having collections, we will post our collection schedule and our ordinance requirements in our monthly newsletter which will be mailed to all residents and businesses the first of each month.
The Borough of Gibbsboro has adopted and is enforcing a yard waste ordinance (see SPPP Form 10) that will prohibit all yard wastes from being placed at the curb or along the street more than seven days prior to our scheduled collections, unless they are bagged or otherwise containerized. The ordinance will also prohibit the placing of yard waste closer than 10 feet from any storm sewer inlet along the street, unless they are bagged or otherwise containerized.

Street Sweeping
The Borough of Gibbsboro has evaluated all of its streets to determine which areas will need to be swept monthly. These areas include the Development Section of the Borough, the Stump Town Section, Heritage Village and the Eastwick Major Subdivision. The
Borough will reach out to the County Highway Department for the sweeping of all County roadways within the Borough. The Borough will also reach out to neighboring communities and utilize a Shared Services Agreement (when possible) for street sweeping activities. Street sweeping records are available upon request.
Road Erosion Control Maintenance The Borough of Gibbsboro will use the Municipal Engineer’s Office and the Public Works Department to monitor all their roads and streets for erosion problems during normal patrols. All identified road erosion problems will be reported to the Mayor, Clerk or Public Works Supervisor. During quarterly SPPP Team Meetings, identified areas of erosion will be discussed and repairs prioritized. All maintenance personnel will then be assigned to the areas of concern, and the areas identified to have road erosion problems will be repaired in accordance with the Standards for Soil Erosion and Sediment Control in New Jersey. All maintenance personnel will maintain an inspection log, and the Public Works Department will maintain a list of all repairs and the dates completed. The status of the Road Erosion Control Maintenance Program will be included in the Annual Report and Recertification. The Borough has constructed a sedimentation basin at the intersection of Eastwick Drive and Old Egg Harbor Road. The basin collects roadside erosion from the Haines Tract before it discharges to the Wynnewood development stormwater management basin. The basin is cleaned once or twice a year by the Borough. In the Fall 2017, the basin was
removed and the area of concern was paved to correct the erosion problem. Stormwater from the new paved area is now directed to the detention/infiltration basin on Eastwick Drive.

Please describe your annual catch basin cleaning program and schedule. Attach a
The Borough of Gibbsboro will implement an annual catch basin cleaning program to maintain catch basin function and efficiency. All catch basins will be inspected once each year. If, at the time of inspection, no sediment, trash or debris is observed in the catch basin, then that catch basin will not be cleaned. All catch basins will be inspected yearly, even if they are found to be “clean” the previous year. At the time of cleaning, the catch basins will also be inspected for proper function. Maintenance will be scheduled for those catch basins that are in disrepair. The annual catch basin cleaning program began in April of 2005.
The Borough of Gibbsboro has implemented a stormwater facility maintenance program (stormwater ordinance) to ensure that all stormwater facilities operated by the Borough function properly. The Borough of Gibbsboro operates the following structures:

In addition, and in accordance with the stormwater ordinance, the Borough will also inspect, annually, all stormwater structures and basins that are owned and maintained by Homeowner Associations and Business Associations.

When we are doing the illicit connection part of this program, we will be checking all of our outfall pipes for signs of scouring. All sites will be placed on a prioritized list and repairs
will be made in accordance with the Standards for Soil Erosion and Sediment Control in New Jersey. In addition, repairs that do not need N.J.D.E.P. permits for those repairs may be done first.
We will follow each repair with an annual inspection of the site to ensure that scouring has not resumed.

De-icing Material Storage
Gibbsboro Borough currently stores its de-icing salt and sand at the Public Works Garage on Hilliards Road. The material is stored under a shed overhang. The Borough will implement the interim seasonal tarping procedures at these sites until a permanent
structure is built. From October 15th through April 30th we will inspect each tarp weekly to ensure that it is covering the salt pile. In addition, at the completion of loading and unloading activities we shall inspect for spilled salt. In many cases, the Borough will avoid storing de-icing salt and will utilize the County Shared Services Agreement on and an “as needed” basis.

Illicit Connection Elimination and Outfall
Pipe Mapping (field training will include procedures to properly conduct illicit connection detections,
investigations and eliminations) Public Works Employees, Hotline Operators
Maintenance Yard Operations (including Ancillary Operations)
(field training will include the SOPs for fueling, vehicle and
equipment maintenance, general good housekeeping and good
housekeeping for de-icing materials storage) Public Works Employees
Dates for the above training programs are yet to be determined.
*The Borough employees responsible for stormwater maintenance are required to review stormwater
training videos on the NJDEP website. The videos are reviewed each December by the staff. The
Borough Engineer also has taken the “Stormwater Management Rules and BMP Manual Course” at Rutgers.
