INTRODUCTION
MAFFA was founded on 12th April 1996 with members from the Airfreight Forwarders in Macau.
The Association which is self-reliance, a Non-profit association has been acknowledged by the
public when the operation of Macau International Airport came into operation in December 1995.
Even since the development, Macau being part of China which we enjoy a self-antimony with
the one country two system governance, Macau enjoyed a vast opportunity, with traffic on both
passengers and as well as airfreight movements. Since 1997, with the collaboration of our
members, the growth of cargo handled in the Macau International Airport has been steadily
increased and reckoned to be one of the world fastest growing airports. Tonnage has been
encouraging during those days where Macau Airport also broke the record on handling 220,000
metric tons in 2004 during the pandemic of SARS where most of the cargoes were diverted from
Hong Kong Airport. However, with Mainland China opening-up, cargo movement have been
moving directly into mainland China by-passing Macau. Hence, cargo volume decline year on
year, which most airfreight forwarders are facing a uphill task to keep up with the trend of
evolving demographic movement, such affecting cargo movement in general.

MISSION
To enhance the relationship in the industry among fellow forwarders, uplift the level of
professionalism and safeguard the interest of our fellow members.
To connect with worldwide freight association, exchange of industry practice experience,
promoting with development of our freight industry with logistics and to enhance the economical
growth of Macau.
To bridge the communications between the Government with our industry, coordinate the
relationship and interest of all parties’ concern.
MAFFA MEMBERS
Any company engaging in freight forwarding business and logistics activities are welcome to
become a member of the association, provided that the company observes the rules and
regulations of the association.
The Association has 2 Committees, viz the Board of Executives Directors and Supervisory
Board. With 7 Committee members in the Executive Board and 3 Committee Members in the
Supervisory Board.

HONG KONG – ZHUHAI - MACAU Bridge is into its last phase of development. Both Hong Kong
and Macau freight forwarders in general are looking forward on the completion of this mega project,
working toward expanding our business horizon which hope to capture a bigger market share in the
entire region. Which overseas industries player should consider such a route for cargoes movement
between Guangxi, China Via Macau as well.
Especially for Macau, is one of the most uniquely city which is part of China that progressed in her
economy mainly on the entertainment sector. However, Logistics and Freight Forwarding industry is
NOT categorized as one of the industrial index that is part of the annual economy figures.
Macau container port infrastructure unlike what Hong Kong has developed, this is due to space
constraint, which in turn highly depending Hong Kong for Ocean Freight shipments which are mainly
by feeder between these two cities.
Hong Kong International Airport is up to her bottleneck with maximum capacity that handles in total
more than 4.7 million tons of Airfreight in Year 2017. Aircraft landing slots has been an issue. With
the next 10 years of Hong Kong Airport development, the government and airport authorities of Hong
Kong decide to build a 3rd runway to accommodate their future capacities. With that, Macau
International Airport should take on such great opportunity with full advantages of such situation
where, we could see major shifts of landings of air freighter again which some percentage to be
spilled over to Macau International Airport.
What are the current trends in today’s Hong Kong – Cross Border -Mainland freight movements.
How could Macau freight forwarders take advantage of getting part of the share from such
movement of freight between Mainland China and Macau? In general, by looking at the geography
position of Macau, we may not be competing head-on with our neighbour Hong Kong on freight
movement. Macau is another city in this 1 country 2 systems as well, which Macau forwarders are
heading further South of China to pursue more businesses there.
The Guangdong-Hong Kong-Macau Greater Bay Area which is widely spread, with 2nd and 3rd tier
inner cities in the mainland, we have seen economy index growing rapidly. With central government
announcement incentives with more funding for the economy of Shenzhen, we could see more
benefit for the entire region. As more vibrancy generating on the development of Shenzhen, which in
turn benefit a much more opportunity for the entire region.
One may see Macau as an entertainment city which is part of China. Freight figures for all modes of
transportation are not the main statistic index report by the Macau government administration.
Traditional freight forwarding practices has since been shifted towards (Meetings, Incentives,
Conferencing, Exhibitions) in short “MICE” freight since after the booming hotel industry. Tourism in
these sectors changed the entire Macau environment. Ever since, Macau has been successful which
event operations has been in great demand. Please see table below: -

Macau, also being the transshipment port for Mainland China. Majority for both Import and
Export shipments landed in Macau goes into Zhuhai, China via trucks, thus transfer to other
inner cities. Increasing demand for airfreight has been the issue which Macau requires to have
bigger aircrafts with larger payload for export cargoes. At this juncture, Air Macau, and other
national and low-cost carriers land in Macau. In recent months, more inquiries by chartered
company to land in Macau as export volume of e-commerce goods from Mainland China is on
the rise. Particularly, mostly cargoes are now coming from western cities Guangxi as well as
further north of Guangdong. There are increasing demand of shipment to move via Macau due
to her competitiveness with other airports with this region. Please see Table below: -

Macau International Airport, which we could see in recent months, the growing demand for
airfreight is steadily on the rise. Statistics has shown that between 2017 and 2018, based on
month on month, there is at least an average of 10% growth, which we could see more airfreight
via Macau. Please table below: -

Cross-Border
Macau and Hong Kong share similar trade movement for cargoes to Mainland China. Thus,
Cross-border transportation has been on going for decades.
With changes of packaging for e-commerce goods, these have certainly made general freight
forwarding tougher as days goes by. Last Mile Fulfillment for these past 5 years, has been the
talking point and air freight forwarders played an important role in the industry. Online sellers
and buyers have shifted the industries players in SE Asia competing from weeks starting from
point to point of delivery to less than 10 days within our region which surpassed Postal Service
deliveries.
E-commerce exports from China to the rest of the world breaking records year after year
especially when 11th Nov annually where TianMao launches (Singles’ Day). Sales just like
Amazon Black Friday which is 23rd Nov for 2018. Online sellers/retailers will have their goods
shipped out either via Guangzhou, Macau and Hong Kong or further north Shanghai as well.
Cross-border movement loads especially to Hong Kong and Macau will reach to her maximum,
warehouses and staging facilities in Hong Kong Terminal and Macau Airport facilities as well.
Trucks loads of e-commerce goods bound for exports from China formed queues at Cross-
Border customs for much longer hour. Airfreight payload from China to Europe, USA and SE
Asia are on high demand. Macau also experience the same with space are full for these sectors
via Taipei and low-cost carrier to other cities within ASEAN countries.
I supposed most of us reckoned, China has been constructing new highways and roads. One
very good example, the Hongkong-Zhuhai-Macau Bridge, a 10 year project will see a major shift
of economy of our area. Goods from these triangular cities will engaged enormous changes and
the playing field will be of much opportunity for all industry players. We strongly believe, more
promotion of airfreight to and from small cities in Mainland China should and will make full use
of such facilities with cargo transit time shorten.
Cross-border warehouse within Macau and Zhuhai which is under the control by both Customs
Authority which we normally know as FTZ, goods are mostly imported from overseas into
Macau, and after all customs formalities, goods are send out through Zhuhai to other part of
China. With Online shopping widespread, there are many Mainland Chinese online shoppers
purchased from overseas, which importation make easy by Chinese Customs to lower duties
and taxes should one individual purchased no less that RMB20,000 per annum. That leads to
many retailers of FMCG stage or have their SKU ready in both Hong Kong and Macau.

Airport Ground Handling Agent.
Menzies the Ground Handling Agent for both Passenger and Cargo Terminals in Macau International
Airport. Even since heighten in security, Cargo Terminal in Macau Airport already imposes 100% on X-ray
screening for all export shipments even before ICAO policy direction required phasing-out not approved
consignee by the appropriate authority for aviation security by 30 June 2021. With the Stringent
regulations implemented by airport security SEMAC, enhancement on preventive measures, regular audit
to meet security standards by ICAO Policy. Menzies has been working closely with Civil Aviation of
Macau (CAM) whom the government authority in managing the entire airport operations. Security
screening has put in place with varies size of X-ray machines to cater for shipper’s needs. Menizes has
since prepared for the next phase as mentioned to perform individual carton screening.
MAFFA ACTIVITIES
MAFFA members regularly engage meetings with Macau Customs Authority to update on the
changes of regulations on movement of cargoes. Members also interact with Associations of
the Macau Small and Medium Enterprises to discuss on the latest trend in handling of freight for
the industries as well.
Organising tours to our neighbouring cities association(s) in Mainland China within our region to
better understand on the logistical supply chain in their area and movement of freight from one
city to another.
In early Jan 2017, MAFFA with relevant government department of Macau and Zhuhai
organized a visit to the HKZM bridge.

Freight forwarder has always been the frontline in enhancement of technologies by changing
behavior of consumers’ demand. Renown well established freight forwarders must change with
time on the requirement by such factors. Technology has shifted the playing field of traditional
freight forwarding just merely 5 years. Tracking of shipments, be it by air or ocean freight, all
one needs to download an APP from a portal and monitoring a shipment simply by just a touch
on an icon from a mobile device.
With Air freight, the word already tells all (A.I.R.) Always In a Rush. The speed of movement
from one point to another has made one realized that Air Freight Forwarding is still the most
effective and efficient way of moving cargo.
