ABOUT USClifford Devlin has been providing specialist services to manageasbestos for over 25 years. The company is licensed by the Health& Safety Executive (HSE) to remove and dispose of asbestoscontaining materials (ACMs) but we also provide a comprehensiverange of services to help clients manage the potentially dangeroussubstance and comply with their legal obligations and responsibili-ties.

We operate on a nationwide basis and have built up an impressiveportfolio of clients in the public and private sectors.

The company has adopted the systems approach to controlling itsbusiness processes and implementing best practice. All of ourasbestos-related activities are managed by audited systems forquality, environment and safety which are certificated against ISO9001, ISO 14001 and OHSAS 18001 respectively. RISQS andUDVB Verify accreditation enables us to remediate asbestos forinfrastructure and utilities sectors.

Mark has been involved in the asbestos removal industry for over 25 years.He is now three years into his second spell at Clifford Devlin. His first stintbegan back in 1994 when he joined as an asbestos removal operative.

Having quickly worked his way through the ranks to Contracts Supervisorthen Contracts Manager he took a five-year sabbatical to run his ownAsbestos Management operation in 2002 before returning in 2007 followinga management re-structure.

Mark is responsible for estimating, project management, labour utilisationand general contract performance. He oversees all operational aspects ofthe Asbestos Division as well as providing client liaison.

We have been members of the industry body, the AsbestosRemoval Contractors Association (ARCA), since 1986. All of ourwork is carried out in compliance with industry best-practice andARCA membership rules.

Our Asbestos Division directly employs over twenty highly trainedoperatives who work in Supervised field-teams. All have attendedrefresher courses organised by ARCA in the previous 12-monthsand in recognition of an average pass rate of 92% we received athird-consecutive GOLD award in 2010.

We have also developed a supply chain of our own to resource-upwhen the need arises. We use recognised and approved suppliersthat are able to provide accredited, skilled removal operatives atshort notice - most of whom have experience of working with us.Our management structure enables us to seamlessly assimilatenew operatives to scale-up and match fluctuations in demand.

RESOURCES

We have considerable stocks of equipment for remediating ACMsfrom negative pressure units (which vary in size suitable forenclosures from 25 cu metres to 350 cu metres) to H-Type vacuumcleaners and mobile (EH47-compliant) decontamination units aswell as air locks, components and PPE.

We have developed a purpose-built asbestos decontamination unitto enable equipment used in asbestos removal to be serviced andcleaned under controlled conditions.

The airtight structure, which is located at our Head Office, containsan air extraction/filtration system to prevent fibres escaping itsconfines.

The Division has developed over the last 30 years and now has themanagement systems and structures in place to provide aresponsive service to supplement repair, refurbishment andregeneration programmes.

All of the Division's activities are controlled and regulated by aQuality Management System which is certificated against ISO 9001.

SURVEYS

Our asbestos survey team can locate and identify the presence of asbestos containing material andassess the risk to the inhabitants. All surveys are carried out in compliance with HSG 248 andconducted in accordance with Regulation 4 of the Control of Asbestos at Work Regulations 2006.

Depending upon the circumstances and the threat, surveys may involve visual inspection, non-intru-sive sampling and destructive sampling.

Management Survey

Representative samples of suspected asbestos containingmaterials are collected on-site and analysed in a laboratory toverify the presence of asbestos.

Pre-Demolition / Refurbishment Survey

A full sampling programme will be undertaken to identify asbestoscontaining materials and the extent to which they are used. Thistype of survey is detailed and may involve destructive inspectiontechniques.

All our lead surveyors are required to sit the British Institute ofOccupational Hygienists (BIOH) P402 module, "Building Surveysand Bulk Sampling for Asbestos" and are trained to carry out thetesting activities in accordance with our in house qualityprocedures.

REMEDIATION

Clifford Devlin is licensed by the Health & Safety Executive (HSE)to remove and dispose of Notifiable asbestos containing material.Our current license (No 841500190) expires in March 2017.

Where ACMs are not damaged and are unlikely to be disturbed,repair by either sealing or enclosing them is often the most prudentcourse of action. We can perform the encapsulation of ACMs byinstalling cladding around the material or applying a suitable sealantcoating, which is impact resistant, flexible and is impervious towater, oil and grease. Sealing is typically the treatment of choice forAsbestos Insulating Board products.

Where ACMs can give rise to potential release of fibres and thuspose an imminent threat to occupants we will affect immediateremoval. A negative pressure enclosure will typically be establishedto seal and contain the contaminated area and prevent the spreadof fibres during the removal operation. This will comprise a 3-stageairlock system and be smoke-tested to establish its integrity prior tocommencement of work.

We now routinely photograph every stage of the removal processfrom the erection of the enclosure to the removal, disposal and re-instatement Images can be uploaded to the client's project portal atregular intervals or even in real-time as a permanent record but canalso be used to demonstrate compliance, as evidence in disputesand during training to illustrate best practice.

We use CCTV to safely supervise the removal process for allNotifiable projects and we are currently trialling the introduction ofdigital CCTV to enable us to record the procedure and possiblystream a feed via the Internet to enhance the monitoring process.

Our multi-disciplined teams of asbestos operatives apply a comprehensive range of techniques tocontain, remove and dispose of ACMs. Our proposed methodology is documented in advance in adetailed method statement in accordance with the Control of Asbestos at Work Regulations 2006.

DISPOSAL

Asbestos material that has been removed is sealed in clearlylabelled, heavy-duty red polythene sacks before being transported toa licensed disposal site.

We operate our own fleet of purpose-built vehicles for transportingACMs which have been customised with completely air-tight 2.5cubic metre compartments that can only be accessed from the side-loading door to prevent fibres from being released during transit.

Clifford Devlin operates its own asbestos waste transfer station inLondon which is licensed by the Environment Agency (Permit No.80134) for managing the disposal of asbestos containing material.

The facility is capable of processing up to 32 cubic metres ofasbestos waste on a daily basis and can be used by clients whorequire immediate disposal of damaged or fly-tipped asbestoscontaining material.

It is particularly useful for smaller projects where it may not befeasible or cost effective to have an enclosed skip located on site.Located at our premises in Bow it provides good access to theA13, A12 and M25.

All of our disposal procedures are carried out in compliance withthe Hazardous Waste Regulations 2005.

RESPONSIVE SERVICES

We have considerable experience of providing asbestos removal tosupport reactive or planned maintenance programmes - either directfor Local Authorities or Housing Associations or as a sub-contractorto principle contractors.

A documented escalation system has been developed forprocessing requests and call outs - supervisors or senior operativesare placed on-call on a rota basis for out-of-hours availability.

All have fully-equipped vehicles with them to provide rapidresponse. This enables us to provide a 24 / 7 / 365 service todeliver responsive maintenance contracts which can be subject toService Levels Agreements - typically involving target responsetimes for emergencies and non-critical circumstances.

We have particular experience of supporting social housing refur-bishment programmes and are therefore familiar with working inoccupied premises. All of our staff are given training in how tobehave in residents' properties and how to manage theirrequirements and expectations.

We place particular emphasis on liaising with elderly, disabled orvulnerable tenants and communicating with those whose firstlanguage may not be English.

We have experience of monitoring our work using Key PerformanceIndicators (KPIs) and are able to provide data on various aspects ofthe service such as accident/incidents, defects, response times,programme and customer satisfaction.

We have experience of surveying residents for their views ondifferent aspects of our performance using customer satisfactionquestionnaires.

Our experts can offer advice and consultancy to help clients complywith their legal duties.

We can even manage the whole process for them from surveyingthe premises to preparing and maintaining a management plan,conducting any remedial action and carrying out ongoing inspectionand monitoring.

Dutyholders are legally obliged to prepare and implement a plan to manage any ACMs located in theirpremises.

HEALTH & SAFETY

The high risk nature of the workwe carry out means thatmaintaining heath and safety isa fundamental issue to bemanaged and a corecommitment of the CliffordGroup.

We have developed a robustsystem of health and safetymanagement to protect thepublic and our staff duringactivities involving asbestosmaterials.

We have developed and implemented a Health & SafetyManagement System which comprises a set of documentedprocedures, safe systems of work, an audit and review schedule.

The system is maintained by a full-time, in-house Health & Safetyteam and is certificated against International Standard OHSAS18001.

Each of our site teams are regularly audited by our Health & Safetyteam to ensure best-practice is being implemented. Our health andsafety arrangements are also externally audited by ARCA as part ofour accreditation with the Association's Site Audit Scheme.

In recognition of our structured approach and excellent safetyrecord we have received consecutive Gold Awards, the highestavailable, from the Royal Society for the Prevention of Accidents(RoSPA).

TRAINING

We are keen to share our knowledge and experience of managing asbestos with our clients andpartners. We offer a number of asbestos-related seminars which can be delivered at clients' premisesand adapted to suit the particular requirements of the audience.

Asbestos Awareness for ContractorsThis classroom-based ½ day seminar provides backgroundinformation on asbestos, how to identify it and what to do in theevent that it is encountered on-site. The legal content is explained,what contractors responsibilities are under the CDM Regulationswith reference to recent case studies. It is suitable for siteoperatives and contractors involved in refurbishment, constructionand demolition projects.

Managing Asbestos in the WorkplaceThis course covers the history of asbestos, typical examples ofACMs and discusses the legal responsibilities that dutyholdershave with regard to this potentially hazardous substance. Theseminar includes a step-by-step, practical guide on what to do ifasbestos is located in workplace premises. It is suitable foremployers, landlords, facilities management and maintenancestaff as well as Health & Safety professionals.

Asbestos RemediationThis practical one-day workshop-style course is designed to giveasbestos operatives advanced instruction in repair, removal anddisposal techniques. The training involves desk study as well aspractical training and scenario-based tuition which is carried out insimulated conditions.
