1 INTENT
The Emergency Response Plan (ERP) is designed to direct and guide the Site Emergency Response Team Leader (SERT Leader) and Site Emergency Response Team (SERT) to respond effectively to site level emergencies and return the site to normal operations.
2 ERP ACTIVATION AND ESCALATION
When a site level emergency is declared, the SERT Leader will activate the ERP and escalate where appropriate to internal and external parties through the site actions. A toolkit is provided at the end of this ERP to help the site activate and appropriately escalate the site level emergency and to safely return the site to normal operations.
3 PURPOSE
The purpose of this ERP is to describe the process to be followed to effectively manage site level emergencies. Table 1 below outlines the Emergency Response Process.

4 SCOPE
An emergency is defined as a major deviation in normal operations requiring specific steps to recover and return the activity to normal. This ERP applies to all site level emergencies and to all people on the site including employees, contractors and visitors. Emergency scenarios and specific responses covered in this plan include:

• Spill Management
• Medical Emergency
• Snake bite
• Hydrocarbon Gas Release

5 SITE DESCRIPTION

6 EMERGENCY RESPONSE TEAM
6.1 Roles and Responsibilities

Raise the alarm and communicate incident information to SERT Leader. Make area safe and shutdown plant if required and if safe to do so:
• Check area for injured personnel • Remove from immediate harm • Provide first aid (if trained)

• Forward command – liaison person located with the response team at the incident site.
• Search and rescue team – frontline team conducting tactical response at the incident site.

If the SERT Leader is unable to undertake their responsibilities an alternate or delegate SERT Leader must be appointed to ensure the SERT continues to function. In the event of a Critical or Major incident, additional resources and support can be requested as necessary by the SERT Leader from the Group Emergency Response Team (Group ERT). The Group Emergency Response Team is represented in Figure 3.

7 COMMUNICATIONS
The emergency response contact details for our emergency response personnel, emergency services and other critical contact details are in the Emergency Response Toolkit at the end of this ERP.
Table 2 shows the communication resources available onsite that can be used in an emergency.

First responders can initiate calls to emergency services. However, if they call emergency services they must notify the SERT Leader. Once notified, SERT Leader is responsible for all internal and external communications. Where required, the SERT Leader can nominate an ERT Member to manage the calls resulting from the event and to screen and effectively route such calls to the correct recipient. Contact with local landowners can be initiated by the SERT Leader, if required. Notifications required to regulatory authorities must be carried out as soon as practicable after the emergency is over, by the HSE Manager in consultation with the Site Superintendent. Stakeholder communications will be handled by the Armour Energy Chief Operating Officer and or Chief Executive Officer.
7.1 Contact with Relatives
In the event of a fatality or serious injury or other emergency, advice to relatives about the condition of a person or about the incident will be provided by the management team or a trained person.
Counselling for relatives of a deceased or seriously injured person will be arranged through HR within Armour Energy.
During an emergency or after an emergency, the Emergency Team Leader will refer any queries or concerns from relatives to the Armour Emergency Management Team HR group as appropriate.
7.2 Emergency Awareness
The Site Superintendent will ensure that all persons on site (including employees, contractors and visitors) are familiar with:
• The hazards to which they may be exposed • Appropriate safety measures to be implemented while on site • What is expected of them during an emergency

7.3 Shift Changeover and Handover
Shift changeovers are required to be efficient and effective to ensure the continuity of emergency control objectives.
Responsibilities
The Emergency Response Team Leader is responsible for the formal shift changeover of all emergency response personnel involved in the emergency. This will be achieved by:
• Thoroughly planning the changeover process. • Avoiding changeovers during critical periods. • Having changeovers in daylight, where possible. • Briefing incoming personnel of the current situation, (refer shift change-over checklist). • Ensuring immediate departure of the person being relieved, once the replacement assumes
their role.

8.1 Kincora Emergency Control Room
In the case of this plan being enacted, the Kincora Administration Building will be the designated Emergency Control Room / Crisis Room whereby emergency situations will be planned, monitored and managed.
The Emergency Control Room is to be fully equipped with the necessary equipment for the management of emergency situations. This is to include:
• Copies of this ERP as well as the Emergency Response Toolkit; • Communications as a minimum including: two-way radio, telephone, satellite phone and fax; and • Coloured hard hats consistent with ERP responsibilities (Chief Warden – White, Wardens – Red)
and AS 3745, Table 5.1.
In addition, the following items of equipment are to be available in the plant for response and implementation of emergency procedures;
• Access to PPE as required for each emergency (including but not limited to: gloves, face shields, coveralls, respirators, safety goggles / glasses) including that specified on Safety Data Sheets for chemicals, and
• Access to appropriate first aid (mobile kits and first aid room) and emergency response equipment (fire extinguishers, blankets hose reels, lay flat hoses etc., spill kits etc.).
The Emergency Control Room and all emergency equipment is to be regularly maintained in accordance with this ERP.
8.2 Operations Shutdown
Table 3 illustrates the systems available on site to shut down plant and processes;

8.3 Raising the Alarm and Evacuating
In the Kincora facility the emergency siren may be initiated by push buttons. In either the control room, or in the plant, or by the fire detection fusible loop system. The evacuation procedure is the same regardless of the initiating event. To raise the alarm, one or more of the following can be used:
• In person;
• Radio;
• Mobile phone or Landline phone;
• Manual call points: o LPG Bullets; o C403 compressor area; o Condensate Stabiliser; o C601 compressor area; o C101/102 compressor area; o Generators; o Control room x 2 (one at each emergency exit), and o Condensate Loadout o All the above points are displayed with LED’s on the gas / flame mimic panel located
in the control room Main office x 3 (main steps, hall way & inside back door)
When the alarm is raised, the following must be done:
1. All work permits are immediately cancelled
2. Workshop/Stores/Offices now under jurisdiction of the SERT Leader and considered to part of the production facilities, the administration Emergency alarm is to be activated Machines and vehicles are NOT to be started, until the emergency has been assessed and authority given by the emergency controller
3. All ancillary equipment in use is to be shut down immediately and made safe
4. During weekday daytime hours approximately 20 people are on site
5. The SERT Leader will advise when it is safe to return to normal operations
6. Terminal plant operators are to assemble at Kincora Terminal Control Room and wait for instructions from the Site Superintendent. All other personnel to assemble at Assembly Area, at Kincora Terminal Reception entrance. The SERT Leader or their delegate will account for all personnel "signed in" on the main office register and the radio call-in register and confirm Name Tags from “IN” section of Kincora Safety Tag Board.
7. Plant Supervisor will send to the Assembly Area, all Name Tags from “IN” section of the Kincora Safety Tag Board and update SERT Leader on status of operating all person within the operating plant
8. Evacuation to a remote site may be considered. These sites are deemed to be:
• Kincora Rd, East of plant where the mainline crosses the road (2.5km)
• Kincora Rd, North of plant near Kincora #30 gas well on top of the hill (2km). The terminal side of Kincora #10 gas well
• An alternate site as directed by the emergency controller
Further directions will be given by the SERT Leader should the situation warrant different activities to those delineated in this manual

The primary muster point is located at Kincora Terminal Reception Area. If the primary muster point is compromised an alternate muster point is located at the Kincora Road East of plant (2.5km) or Kincora Road North of Plant (2km). When assembled at the muster point;
• the SERT Leader will account for all people
• if a person is determined missing, the SERT Leader or SERT member must assist Emergency Services in a search and rescue, only when it is safe to so
• all people must standby at the muster point until stood-down or instructed to evacuate the site
• if instructed to evacuate, direction will be given on evacuation route and evacuation points.

9 SCENARIO RESPONSES
Please see the Emergency Response Toolkit in section 13 for the tables outlining the responses for situations classified as emergencies.
9.1 Termination of Emergency
The emergency status must be maintained until instruction is given by the SERT Leader (or QFRS/QPS if assumed control) that the emergency is over. If necessary, all involved parties are to be informed that the situation has been controlled and the emergency is over.
An incident investigation will be started as soon as practicable after the emergency. The following steps should be considered:
• It is important that the incident area is not disturbed before the investigation is completed • Care should be taken to ensure evidence is preserved and not disturbed, e.g. take
photographs, store site emergency response logs, make sketches of the incident area and do not wipe off white boards. If necessary, collect samples and data for future analysis (e.g. weather, wind direction etc.)
• If a serious injury or fatality has occurred, work must not be resumed until authorised by the Group Emergency Response Leader

9.2 Recovery Actions
Prior to resuming work, do the following
• Check plant and equipment for structural, physical and electrical/instrumentation integrity
• Ensure all active fire protection measures are restored (e.g. Foam replaced)
• Replenish emergency response equipment as required
• Replace or return any third-party emergency equipment.
• People who were involved may require counselling, depending on the nature of the incident
• People should be debriefed with all relevant information captured for a ‘lessons learnt’
• Conduct a toolbox talk on specific start-up activities before restarting work
• Emergency response plans and training may need to be revised before resuming normal activities
9.3 Post-Incident Clean-Up
Post incident clean-up must be done using the following guidelines;
• Conduct an initial inspection to identify the extent of equipment and plant damage
• Assess potential decontamination needs (e.g. Removal of chemicals/oil/foam from plant/equipment, contaminated soil etc.)
• Store all contaminated material in proper containers, pending offsite disposal by licensed hazardous waste contractors
• Repair or replace damaged equipment and plant
• Inspect and test affected equipment
• Attend to commissioning and site reinstatement
• Remember that certain waste materials may be regarded as “regulated” and will need to be disposed to an authorised waste management facility.
9.4 Training
All people must be given specific instructions and training on how to respond to emergencies and in the use of the emergency response equipment.
9.5 Drills and Exercises
Drills and exercises must be carried out to ensure that everyone is familiar with the actions to be taken in the event of an emergency. Responses to scenarios will be discussed in conjunction with toolbox talks at site.
The Police, Fire Authorities and other emergency service agencies will be consulted to ensure that their roles for all levels of emergencies are correctly incorporated in to the Emergency Response Plan. This contact should be made at least annually. Drills or exercises may require the escalation process to involve the Armour Group Emergency Response Team.
The effectiveness of each exercise is to be evaluated and documented in conjunction with the ERP. Where inadequacies are identified they should be addressed through assigning appropriate corrective actions and ensuring that the actions are performed and closed. The drills and exercises are conducted as per the Kincora Desktop Emergency Exercise Calendar.
10 REVIEW AND UPDATE
The ERP will be reviewed and updated as necessary in response to one or more of the following;

• Annually
• When major changes which may affect the emergency response coordination or capabilities have occurred
• Following routine testing of the plan through emergency response exercises and drills
• After an actual emergency or
• Before installing and commissioning new plant and equipment
During the review, the following aspects are also to be considered:
• Lessons learned from an emergency
• Changes in legal requirements
• Improvements to effectiveness in terms of response strategy, management and communication
• Developments in the latest techniques and technology in handling an emergency
• Changes to, or movement of people within our organisation
• Changes to contact numbers of internal and external organisations
• Revisions to existing, or availability of, emergency management tools and equipment and resource suppliers and contractors.

Note: 30/30 Lightning Rule The most important principle of lightning safety is to remember that no place outside is safe when lightning storms are within ten (10) kilometres. Storms are considered ‘local’ when they are within a ten (10) kilometre radius. Because lightning can strike many kilometres from the thunderstorm itself, long standoff distances are required to help in minimising the risk of personal injury. One of the best rules of thumb for gauging the threat of lightning is the ’30/30 Rule’. If the time between seeing a flash of lightning and hearing thunder is less than 30 seconds, head for shelter immediately. It is estimated that for every three (3) seconds of a delay between a lightning flash and thunder equates to approximately one (1) kilometre away (therefore, where there is 30 seconds between a flash of lightning and the sound of thunder the lightning activity is approximately ten [10] kilometres away). Although the ‘30/30’ rule can be useful, it cannot be used until after the first lightning strike, so is it important to be alert to changes in sky conditions to pre-empt any storm developing overhead. After the last lightning or lightning, remember to stay safely inside for 30 minutes:
• No person is to be allowed near or on tanks or other steel structures;
• All persons are to remain indoors until the threat of lightning is gone;
• After the storm has passed co-opt whatever staff are available and make an immediate inspection of the plant looking for any signs of leakage or other malfunctions;

• Respond to any leakage as detailed in the Gas Leak section of this plan;
• Check the integrity of the plant buildings;
• Check computer systems to ensure that they are still functioning correctly;
• Check the Well heads for any well head problems;
• Check the well head supply and line delivery pressure for indications of leakage, and
• Any significant system failures are to be reported. There may be a need to engage a maintenance crew if there is damage that is not able to be fixed.
