Getting a vehicle is always an exciting adventure. Whether it is your first car or you have purchased many vehicles in the past, making the decision to obtain an automobile requires carefully consideration, as vehicle ownership comes with responsibilities.

Whenever you purchase a car, whether it is new or used, it must be registered with the Arizona Motor Vehicle Division (MVD) to be driven legally on state roads. Driving an unregistered vehicle can result in penalties and fines. Additionally, when you change your residential address to Arizona from another state, you will have to follow the procedure to transfer your vehicle registration.

The entire process may seem very complicated, but it does not have to be. The Road Advisors will guide you towards registering your vehicle. You will learn how to transfer your registration from another state and details about Arizona license plates. This guide will explain how to renew your registration and keep your information current. To register your car in Arizona, you will need to have proper auto insurance and maintain it throughout the entire registration period. You will have to contact an insurance company licensed in the state. When you purchase or renew your insurance, the provider will report the change to the Arizona Motor Vehicle Division. Companies also report if your insurance has expired or if it has been suspended or cancelled for any reason. However, you will still need to keep proof of your auto insurance when driving.

The two types of coverage that you will need when registering your vehicle in Arizona include bodily-injury liability and property-damage liability. Bodily-injury liability coverage helps you pay for any injuries resulting from a car accident and property-damage liability coverage helps you pay for the damages that you may cause to other people’s property due to an accident. The minimum insurance requirements are:

$15,000 for bodily-injury liability for one.

$10,000 for property-damage liability.

$30,000 for bodily-injury liability for two or more people.

These minimum requirements must be met before you register your vehicle and during the entire registration period. Your insurance company will report to the MVD any lapses in coverage, such as cancellations and non-renewals. If the MVD sends you an inquiry notice about

insurance, then you must verify the vehicle has the minimum insurance coverage or the state will suspend your registration. In some cases, the MVD will also suspend your driver license.

If your registration is suspended for not meeting the state insurance requirements, then you will need to have it reinstated by purchasing a policy and providing valid proof of coverage. You will have to get an SR-22 form from an insurance provider. You must carry it for three years from the date of the suspension, which will increase your insurance costs during that term.



When you buy a vehicle, either from a dealership or from a private party, you will need to have it registered to be able to operate it on Arizona roadways. You will need temporary registration even if you want to move the automobile out of the s`tate. You must hold valid registration papers at all times while driving a vehicle. You must show this documentation to the authorities at their request. If you do not have proof of valid registration with you, then you may face fines and tickets. By law, you must apply for a title and register your vehicle in Arizona within 15 days of purchase. Length of a vehicle’s registration may be for a period of one, two or five years, depending on emission requirements.

Electronic Lien and Title

If you have financed your new vehicle with an auto loan, then there is a lien on the title. Liens may be noted on paper titles or electronic titles. However, the vehicle will still be registered under your name, not the lender. When the loan is paid in full, you will receive a notification of a “lien release”, which will allow you to obtain a new title as the official owner of the automobile.

Emissions Testing

An emissions inspection is a requirement for some vehicles prior to registration. Most used vehicles registered inside the Phoenix and Tucson metro areas are subject to testing. Almost all new vehicles and those that are less than five years old are exempt from emissions testing, even if in an emissions control area. Automobiles subject to emissions inspection may only have a registration period for one or two years, whereas newer vehicles can have a five-year registration. Your vehicle may be required to undergo more frequent testing as time passes. The results of emissions tests are electronically forwarded to the MVD, but you may also receive a certificate from the testing station.


Registering A New VehicleWhen you buy a new car from an authorized dealership, it will process the registration for you and give you temporary registration documents. However, it is always recommended that you verify with the dealer and ask about any related costs. The dealer must process your registration with the Arizona Motor Vehicle Division and then transfer it to a permanent registration in your name. New vehicles are typically not subject to mandatory emissions testing and may be registered for five years. You may also transfer your current license plate by providing it to the dealer. Otherwise, the dealership will provide a Temporary Registration Plate that will serve until your new plate and registration documents arrive in the mail.

Registration fees are usually not included in the original price of your new vehicle. Dealers may not charge more for your registration fees, although they may include a separate registration-filing fee. You may report the dealer to the MVD if you think you are being charged incorrectly for your vehicle registration.

Registering A Used VehicleIf you purchase your vehicle from a private party or if your car dealer is not able to process your registration, then you will have to complete the registration process yourself. When you register a used vehicle after purchasing it, you are also applying for a transfer of title from the previous owner. After the sale, the vehicle registration from the former owner is no longer valid.

Temporary Registration

The first step in registering your newly purchased used vehicle is to obtain a Restricted Use 3-Day Permit. You can request a Restricted Use 3-Day Permit online by entering vehicle information, paying the nominal fee and printing the temporary document. You may also request the temporary permit at an MVD or third-party office. This permit will allow you to operate the vehicle while you complete the registration process, which may entail an emissions test. Online orders must be paid for using a credit or debit card. Requests made in person can be paid by credit card, cash,

check, traveler’s check or money order (payable to Motor Vehicle Division).

Standard Registration

Once you have completed any necessary emissions requirements, you can visit an MVD location or an authorized third party in person to complete the registration process. You will need to bring the following:

Out-Of-State Vehicle Registration If you recently moved to Arizona and brought a vehicle, then you will need to register it within 15 days of becoming a resident of the state. As a new resident, you will need to first obtain an Arizona driver license and auto insurance that meet the state’s requirements. Some out-of-state vehicles may be exempt from emission testing, but those that are not must pass the inspection before initiating registration. Payment for fees

If there is a lien on the vehicle and the lender is holding the title, then you will bring just the registration. However, in the event that you do not have your vehicle title, you may need to pass a Level I vehicle inspection to verify ownership. If the vehicle is being leased, you will need to provide an original or certified Power of Attorney from the lessor.

Registration Fees

The cost to register a vehicle is dependent on the vehicle’s year and initial manufacturer’s value. If you request a specialty license plate, then the cost will be higher accordingly. The amount you will have to pay is composed of a combination of different fees, such as:

Restricted Use 3-Day permit $1

Title fee $4

Registration fee $8 or $9 for motorcycles

Air quality research fee $1.50

Vehicle license tax (VLT) Based on assessed value and age of vehicle

The VLT is calculated by using the original manufacturer’s base retail price and the current age of the vehicle. The assessed value of an automobile is 60 percent of the base retail value for the first year and reduced by 16.25 percent for each year after. You will need to pay 2.8 percent of the assessed value for new vehicles (the first year) or 2.89 percent of the assessed value for used vehicles.



It is important to keep in mind your registration’s expiration date. Not renewing your registration on time or driving without valid registration could result in severe penalties and fines.

The expiration date is printed on the registration certificate. Registration renewal may be due on the 15th or last day of the month. The MVD will send you a courtesy renewal notice one month before your registration period expires, which may be delivered via standard mail or through electronic mail if you have provided the department with an email address. You can add or change your email address with MVD here.

Vehicles that do not require emissions testing may be eligible for a five-year registration. You may renew your vehicle registration up to six months early if an emission test is not required. Automobiles that require emissions testing or specialize registration, such as taxi, permanent or interstate registration, are eligible for one- or two-year registration periods. If your vehicle requires an emissions test, you may renew up to three months early by taking your current registration into a testing station. In Arizona, you may renew your registration in person, online, by phone or by mail.

Tip:You must complete the required emission testing before initiating the registration renewal. The MVD is notified automatically after the test. Give yourself adequate time to make any repairs in the event that the automobile does not pass. You can apply for a 30-day permit if your vehicle is undergoing repairs needed to pass the emission inspection.

In Person

To renew your car’s registration in person, you must go to an MVD location or an authorized third party after passing any required inspection. At the agency, you must provide the renewal notice, the vehicle’s license plate number or the registration certificate. After paying the renewal fees and taxes, you will receive your renewed registration papers and tab by mail to the address listed on the MVD record within five business days. Payments can be made by credit card, cash, check, traveler’s check or money order (payable to Motor Vehicle Division).

The easiest way to renew your registration is by the online application, which is available here. To renew registration online, you must provide the record number and the last two digits of the vehicle identification number (VIN). The record number is located on the registration renewal notice, while the VIN is listed on the existing registration certificate. If you do not have your renewal notification, then you may use your license plate number to retrieve the record. With this information, the system will retrieve your record and indicate the amount you have to pay for the renewal. You must have a valid credit or debit card to process the payment. After paying the renewal fees and taxes, you will receive your renewed registration papers and tab by mail to the address listed on the MVD record within five business days.

Renewal Registration FeesThe cost to renew vehicle registration is dependent on the specific vehicle. Additional late fees may compound the expense if you do not renew your registration before its expiration. Likewise, the cost to renew may be higher if you have a specialty license plate. In Person

To request duplicate registration documentation in person, you would just need to visit an MVD location or an authorized third party and provide your vehicle’s information, such as your license plate number, the name that the car is registered to and the VIN.

Online

If you would like to use the online system, click here and follow the prompts on screen to complete the process. You will need to have your vehicle renewal notification or license plate number as well as the last two digits of the VIN and your driver license number. You will also need to have a working printer hooked up to your computer to print the duplicate document.

If you have recently changed your name or address, then you need to update the MVD to receive registration documentation. It is important that your MVD record corresponds with either life events, as having inaccurate or outdated information can cause problems. For instance, if you do not update your address, then necessary correspondence may not reach you.

Tip:Before updating your car registration information, you must update your driver license or state-issued identification card.

Changing Your Name Once you have legally changed your name with the Social Security Administration (SSA), you have 10 days to report the change to the MVD. However, you will need to wait two days for the update to be in the system. The MVD will verify the name change with the SSA before it can reflect the name change on your driving documents such as your license and registration. You must go to an MVD location or an authorized third party to update your name on your vehicle registration. To initiate the name change, you will need to furnish valid identification documents with your former and new name. You must also provide originals or certified copies of documents that serve as proof of the name change, such as:

Marriage certificate

Divorce decree

Certification of citizenship or naturalization

Court order

Once the update is complete, you need to request a duplicate of your car registration and pay the replacement fee of $4 to receive the updated document. Requests made in person can be paid by credit card, cash, check, traveler’s check or money order (payable to Motor Vehicle Division).




Changing Your Address Within 10 days of moving to a new address, you must notify the Arizona MVD. While you can change you address in person, you may also initiate the change online and by phone. While there is no charge to change the address on your MVD record, you will need to pay the $4 duplicate registration fee for documentation with your new address. Requests made in person can be paid by credit card, cash, check, traveler’s check or money order (payable to Motor Vehicle Division). Request made online and by phone must be paid by credit or debit card.

In Person

When you go to an MVD location or an authorized third party in person to change your address, you will only need to provide your full name, date of birth, driver’s license or identification card number. Once the agent has located your record, you will need to furnish the new address.

Online

Changing your address online is the fastest way to update your MVD record. Click here and follow the prompts to update your address. You will need to provide your full name, date of birth, driver’s license or identification card number as well as the last four digits of your Social Security Number. In the event that you do not have your driver license or identification card number, you may enter your former residential street address, zip code and your listed eye color. Once your address has been updated, you may request a duplicate vehicle registration online as well, which you will be able to print.

You may also change your address over the phone by calling the MVD during standard business hours. A phone representative will guide you through the process and may ask for your full name, date of birth, driver’s license or identification card number, license plate number and new residential address. License Plates

When you register your vehicle, the MVD assigns a license plate number to you. This license plate must be securely attached to the rear of the vehicle so that it is clearly legible.

When you renew your registration, you also renew your license plates. The MVD will give you a tab that you must attach to the license plate like a sticker. This tab has the expiration date of your registration, which must be current at all times. If the license plate becomes lost, stolen or damaged, then by Arizona law you must replace it.


Getting Custom Plates In addition to the standard Arizona license plate, you may choose from a variety of specialty plates that have over 40 different designs related to groups, schools and organizations. You may also select a personalized license plate number. Your license plate can say more about you than just a set of random numbers and letters. You can order your personalized license plate at a local MVD office or online.

In Person

To order a custom plate at an MVD location or an authorized third party in person, you will need to fill out the Special Plate Application and pay an additional fee for your application as well as at each renewal.

Online

You can order your personalized plates online. You will also be able to check if the combination you want is available. You will also need to have a working printer to print the receipt at the end of the process.

Replacing Your License Plate And Tab Your license plate is what identifies your vehicle to the authorities and is used to keep track of your driving behavior. This is why it must always be in good condition and completely legible. If your license plate becomes lost, stolen or defaced, then you may request a new license plate in person or by mail. There is a $5 plate replacement fee, plus postage and handling cost if applicable. You can also replace your vehicle’s tab online for a $5 replacement fee.

In Person

When requesting a replacement plate at an MVD location or an authorized third party in person, you will need one form of identification and the damaged plate or vehicle identification number, if the plate was lost or stolen. Tip Before making the trip to the MVD, report any theft to the police to avoid fraudulent use of stolen license plates.

Surrendering Arizona License Plates Arizona license plates are your property and you should not leave them on the vehicle when sold or transferred. You are legally required to destroy license plates without active registration or surrender them to an MVD office. There is a $12 fee for a plate refund that will be deducted from the credit.
