I. Introduction

Araon is an icebreaker research vessel built by Hanjin Heavy Industries and Construction. After

commissioning, the vessel was delivered to the Korea Polar Research Institute (KOPRI) and has

been operated by the Institute so far.

After delivery, Araon was tested for its basic capabilities and the operation status of its research

equipment on the East Sea, and went through an icebreaker performance test in the Antarctic

Ocean. Since then, the vessel has been in operation as an icebreaker research vessel, carrying

out numerous missions including research, supply, and support activities in the Arctic and the

Antarctic Oceans.

This Passenger’s Guide provides overall information pertaining to the passengers’ life on

Araon, including boarding, customs clearance, vessel equipment, life onboard, and emergency,

Delete "in order" to facilitate preparation and research planning while ensuring the safety of all

the passengers.

A. Features

Outer hull thickness: Approximately 40 mm

Made of RE36 steel: This type of steel is capable of withstanding impact at -40℃.

Moreover, it is 1.5 times more durable than regular steel.

The vessel is equipped with an impact moment monitoring device that detects

impacts, alerts, hull stress, and fatigue across various sections of the vessel during

icebreaking.

The vessel is also equipped with an ice heeling device, which creates 3.5° heels left

and right within 3 min, allowing the vessel to escape from ice.

4. CCTV System

CCTVs are installed at key research areas and work areas in Araon, which allows personnel

at the bridge, engine room, and main deck to check the work and safety status. CCTV feeds

can also be viewed from personal computers installed with the CCTV software.

1. Before Boarding

1.1. Customs Clearance

Customs Clearance for Export

A. Documents Required

- For all personnel: Shipping instructions, invoice, and packing list

- Post-management of goods: Import declaration certificate issued at the time of

purchase, export approval for post-management goods (※ For post-management

of goods, consult with the General Affairs and purchasing Team before submitting

the shipping documents.)

- Submission deadline: 1 month before embarkation (※ See [Annex 3] Shipping

instruction and [Annex 4] Packing List.)

B. Steps to Follow

- Prepare a shipping instruction (cargo manager, shipping statement, etc.).

- Write the asset numbers and the serial numbers.

- Distinguish between reimported items and export items to avoid tariff and surtax.

- The volume and the weight of the goods must be accurate as the information is

critical for the safety of the vessel.

C. Preparation

- Loading time: Perform loading of the research equipment on the loading day notified

by the Icebreaker Operation Team, regardless of whether it is an overseas or a

domestic voyage.

- Transportation: In case of departing from the home port (Incheon), transportation

vehicles should be procured and paid for by researchers. Otherwise, the Icebreaker

Operation Team should procure and pay for the transportation vehicles.

※ Lunch will be provided by Araon in case of loading/unloading the research equipment

at a port other than the home port.

Customs Clearance (Return Declaration) Procedures for Non-Korean Researchers

A. Shipping Route

- Researchers’ home country → South Korea → Araon (South Korea) → Antarctic/Arctic

→ Port of call → Researchers’ home country

B. Required Documents

- Shipping instruction (cargo manager, shipping statement, etc.), invoice, packing list,

and return declaration documents

- Submission deadline

• Submit a shipping request, an invoice, and a packing list 30 days before the date

of departure.

• Submit return declaration documents 10 days before the date of departure.

C. Preparation

- The equipment can be shipped after Araon acquires the seagoing vessel qualification.

- All procedures before loading should be carried out by the sender.

- The sender is liable for all expenses incurred in South Korea before loading, including

warehouse storage fees.

※ All procedures before loading should be carried out by the sender. Return declaration

(customs) and transportation can be performed by a forwarding agency.

Customs Clearance for Import

A. Documents Required

- For all personnel: Invoice and packing list

B. Caution

- For reimported goods, the information of the goods should match the information

at the time of export (name, asset numbers, serial numbers, unit prices, weights,

etc.).

- Submission deadline: Within 10 days from the completion of the research voyage

- For all personnel: Shipping instructions, invoice, and packing list

- Submission deadline: Within 10 days from the completion of the research voyage

B. Caution

- Tariff/surtax (about 20%) is imposed on imported samples.

- In case of importing items subject to quarantine (plants) or banned items (soil), the

customs clearance procedures include onboard quarantine and sample inspection.

Therefore, the quarantine request form should be filed before entering the port.

Quarantine is carried out by the director of the research project.

1.2. Medical Checkup

The chief researcher should submit the following documents for the passengers at each

voyage:

- Required documents: Results of medical examinations carried out less than one year

before the departure date, self-examination report, and dental examination report

- Deadline: 8 weeks before Araon’s departure

- Document submission: Technical Safety Support Team

- Medical examination is required to participate in a research voyage.

- Examination reports are only sent to the doctor on board before departure. The

reports are not disclosed or distributed otherwise.

1.3. Safety Training and Equipment

- Bring polar (arctic/safety) clothes when boarding Araon.

- Complete the polar safety training courses required for the target region, and submit

the completion certificate to the Technical Safety Support Team.

1.4. Visa Procedures

A. Arctic Voyage

United States: B-1/B-2 visa

Araon is classified as an “unregistered marine vehicle” for the purpose of entry into

the US territory. Therefore, Araon passengers are not eligible for the Electronic System

for Travel Authorization (ESTA) program. Having a US visa is thus required.

B. Antarctic Voyage

Australia

1) South Korean national: Apply for an Electronic Travel Authority (ETA) visa (commercial

visa / code: B).

2) Others: Contact the Australian Embassy of the relevant country.

New Zealand

A person with a South Korean passport can stay in New Zealand for up to three months

without a visa.

Chile

A person with a South Korean passport can stay in Chile for up to 90 days without a

visa. However, the passport should have at least 6 months left until the expiration

date.

1.5. Duty-Free Request and Storage

Each passenger may request the purchase of duty-free items through the chief

researcher. To prevent loss and ensure correct delivery, duty-free items purchased by

Duty-free items purchased by individual passengers should be declared to the 3rd

※ Example: The retention limit per person in the relevant country is one carton of cigarettes,

and all cigarettes excluding one carton should be consumed during the sailing

period of ARAON. For example, when five cartons of cigarettes were loaded,

four cartons of cigarettes should be consumed during the sailing period. When

unboarding with more than the retention limit (one carton), it will be assumed

as smuggling.

When the amount of duty-free goods recommended by the tariff law is exceeded, the

operation team for the icebreaking research vessel shall control the total amount of

duty-free goods.

1.6. Boarding

Boarding date/time: You should board Araon on the date and time provided by the

Icebreaker Team in their notice. Boarding before the notified date is not allowed

unless there are no accommodations in the vicinity or there are other special

circumstances.

Meals: Meals are not provided in the case of boarding before the announced boarding

time.

2. After Boarding

2.1. Training and Insurance Application

Training

A. Personnel requiring training: All New passengers who boarded Araon

(Training is not required for personnel who completed the same training at Araon less

than six months ago.)

B. Time: Within 24 hr after departure

C. Training: Safety training and abandon-ship drill

D. Details

Safety training: This training covers safety rules and equipment usage. A safety

training DVD session is followed by a Q & A session with the instructors (Chief officer

and 3rd officer). The instructors demonstrate how to use emergency escape breathing

devices (EEBD), O2 cans, portable extinguishers, life jackets, and waterproof clothes

as needed.

Abandon-ship drill: This drill aims to familiarize passengers with the abandon-ship

procedures in case of an emergency. The drill is carried out in the following steps:

1) The bridge announces the drill.

2) Passengers gather at the heli deck, wearing life jackets and safety helmets, and

carrying waterproof clothes and O2 cans. (Prompt response is required, as if the ship

were in actual danger. Posters are placed in bedrooms and corridors to indicate the

exit route. Please familiarize yourself with the posters whenever possible.)

3) Gather at the heli deck, conduct a head count, and check whether all passengers

have their required items.

4) Wear waterproof clothes and life jackets as a hypothetical preparation for jumping

into the water.

5) Board the lifeboats, fasten the seat belts, and start the engines.

6) The drill is concluded with a Q & A session.

Insurance Application

All passengers participating in voyages aboard Araon are required to prepare and

submit a KP&I Inquiries on Third-Party Boarding form required by KP&I, of which

KOPRI is a member. You may not board the ship unless you sign the agreement form.

KOPRI purchases insurance policies for all Araon passengers. However, passengers

with a US citizenship are required to pay additional insurance premiums (insurance

premium: USD 300 / person / 30 days).

2.2. Restrictions Aboard Araon

Access Control

A. Controlled areas: Bridge, engine areas, engine control room, and kitchen

B. The captain / chief engineer may restrict the passengers’ access to the controlled areas

if he/she deems such access interferes with the sailing or research activities.

C. Even during times when passengers are allowed to enter the controlled areas, the

captain / chief engineer may order passengers to leave the areas or issue any other

directions that he/she deems necessary. Passengers should comply with these orders.

D. When entering the controlled areas, wear proper clothing (no shorts, slippers, or safety

shoes).

Communication Services and Restrictions

A. Communication Services

- Telephone

• You can use the Internet or messengers anytime.

• You can use the telephone by asking the officer on duty at the bridge and paying

the fee after the phone call.

- E-mail

• All passengers may send personal e-mails over the Internet through the VSAT.

• All passengers with their own personal computers may use the Internet by

connecting the LAN line or to the Wi-Fi from their bedrooms.

• Personal e-mails can be sent from a passenger’s personal device. However, large-

sized attachments cannot be sent this way. If you have an urgent large-sized

attachment to send, use the high-longitude polar-region e-mail system by

asking the chief researcher or the captain.

B. Service Restrictions - Communication with Inmarsat-F77 or VSAT may be limited depending on the

longitude. Communication may be cut off while Araon passes through certain

regions.

- In case of an emergency or a situation corresponding to an emergency, the captain

may cut off communication without prior notice after consulting with the chief

engineer.

※ Shelf life of food ingredients: When the supply of food ingredients is difficult due to long-

term sailing, etc., although the maintenance of fresh food ingredients is desired, the

shelf llife may be exceeded. However, store freezable foods such as baking products, by

freezing to maintain freshness, and discard foods, ingredients with an expired shelf life

when the supply of fresh food ingredients is possible.

Snacks

Araon provides a certain amount of snacks. Additional snacks should be personally

prepared by passengers.

Chips, bread, and other snacks are placed on a shelf inside the cafeteria. Please ask

the kitchen crew if there are not enough snacks on the shelf.

Alcohol

Time/location: Alcohol consumption at the cafeteria is allowed once per week until

23:00.

Alcohol consumption restrictions

- Basic limit: Blood alcohol level of 0.05% or lower (a half bottle of soju, or two cans

of beer or less)

- Exceptions: The alcohol manager may allow alcohol consumption of up to 1.5 times

the basic limit in case there is an event or occasion.

Alcohol import: Alcoholic beverages are procured by Araon in accordance with the

alcohol limit. No passenger may carry any personal alcohol into the vessel. A

passenger is solely liable for any undeclared alcohol discovered during a search by

the Customs Office.

Alcohol manager: Chief researcher (passengers) or captain (crew)

The alcohol manager may measure passengers'/crews' alcohol level without prior

warning.

Smoking

Smoking is allowed only at designated locations.

Smoking is absolutely prohibited indoors across the vessel including toilets, cabins,

and cafeterias.

Elevator Rules

Availability

Elevators are available during docking and regular sailing periods. Elevators are out of

service when there is icebreaking or rough weather as it poses damage risks or falls

may ensue because of the vessel’s movement.

doors before the elevator arrives may cause it to stop.

3.3. Emergency Procedures in Case of a Drowning Accident

1) Throw the nearest life buoy toward the drowning

person. Throw with caution to ensure that you

person is drowning. Notify them also about his/

her location(right/left side of the vessel).

3.4. Research Works

1) Only the personnel assigned to the work by the chief researcher may enter the

work area.

2) Wear personal safety gears (safety helmet, gloves, life jacket, and safety shoes)

when working on outdoor decks.

3) In case you are working at the end of the poop deck, with the side door open, or

under rough weather conditions, wear safety gears and safety ropes.

4) Make sure to avoid passing under the cores, CTDs, or other heavy objects being

moved by cranes.

5) Keep away from the work area during deployment or recovery using winches. The

cable might break and cause personal injuries.

6) When deploying or recovering equipment in polar regions, closely monitor the

movement of floating ice around the vessel to prevent cable/equipment damage

caused by floating ice.

7) Prior to working under extreme cold weather, establish and carry out measures to

prevent the electronic equipment from freezing (e.g., wrapping the equipment with

a blanket or thawing the equipment with warm water) and becoming damaged.

Geological Survey Using Seismic Waves

As the equipment uses air compressed with high pressure, wear earplugs until the air

gun is completely deployed out to the sea.

- After deploying the cables, keep close watch on the umbilical cable and streamer to

prevent them from becoming tangled.

The tension on the cable may spike during sampling. Access to the work area should

be strictly controlled during operation.

Cores are mostly heavy, and require both cranes and winches for transportation.

Taking caution is advised for individual personnel as an accident may lead to serious

Take caution to avoid becoming entangled with the long ropes or cables.

The equipment may accidentally fall when an entangled rope is untied during lifting.

3.5. Landing on Frozen Areas

1) The first person to land (safety personnel) should perform a safety check before other

personnel disembarks.

2) The staff should move in groups in frozen areas. Each staff should carry personal

safety gears and report at the entrance before disembarking from the vessel.

3) Upon returning to the vessel, report at the entrance.

4) During thawing season, the ground should be regularly checked for safety. Return to

the vessel in case of a safety risk.

5) When landing in the Arctic, assign a bear watcher to keep an eye over any threats

from bears and other wild animals.

4. Helicopter Safety Procedure

When boarding or leaving a helicopter, comply with the instructions of the helicopter

safety officer(HSO). Comply also with the following rules before and after boarding.

4.1. Before Boarding

Access Safety Zone

When approaching a helicopter, approach from the front side of the helicopter so that

the pilot can see the passengers. Approaching a helicopter from behind is strictly

prohibited as the tail rotor continuously rotates.

4.2. Boarding

No Approach When Starting or Stopping the Engine

Under any circumstances, do not approach a helicopter while the engine is being

started or stopped. The main rotor blades may sway downward toward the ground,

which may cause critical injuries to an approaching person.

Approach only when the main rotor blades are completely still or rotating at full speed.

Exit onto a lower spot, and move to the front of the helicopter.

When leaving a helicopter, choose a flat or lower spot on the ground. Otherwise, your

head may come within a dangerous distance from the rotating blades. Upon exiting the

helicopter, move to the front. Moving behind the helicopter poses injury risks caused by

the main rotor or the tail rotor.

VI. Role of the Chief Scientist

1. Responsibility and authority of the Chief Scientist

※ Korea Polar Research Institute Guideline 2403

1.1 Appointment

The department in charge of the operation of the icebreaking research vessel shall

appoint a Chief Scientist to oversee research and supply tasks per voyage upon the

finalization of sailing plans per voyage according to the order of the director.

1.2 Responsibilities and obligations

1) Supervise research and supply activities

The chief Scientist shall supervise in-vessel research and supply activities, and prepare

operation plans together with the captain and participating researchers for

announcement in the vessel.

2) Management of researchers aboard

The chief Scientist shall ensure the realization of smooth life aboard through the

direction and supervision of researchers aboard.

3) Coping related to sexual offenses

Upon receiving an application for consultation on predicaments in relation to sexual

harassment that occurred in the vessel, the chief Scientist shall respond to consultation

without delay and conduct an investigation when desired by the victim. Upon occurrence

of the incidence, it shall be immediately reported to the department in charge of

operation tasks and human resource tasks for the icebreaking research vessel.

1.3 Authority

1) Request for task support

While the icebreaking research vessel is performing research and survey activities, the

chief Scientist can request the captain for support of required tasks concerning the

course of the present vessel, sailing type, research, and survey activity, and the

department head in charge of the operation of the icebreaking research vessel should

guide in advance to ensure the active cooperation of the captain. However, the captain

can refuse this when there are special reasons such as the safe sailing of the icebreaking

research vessel.

2) Adjustment of the sailing schedule

By consulting with participating researchers aboard together, the chief Scientist can

autonomously adjust the sailing schedule within the granted voyage. However, with

regard to adjustment items with a disagreement in the opinions of participating

researchers, as well as between participating research teams in terms of important

change items, they should be immediately reported to the director via the department

head in charge of the operation of the icebreaking research vessel.

3) Operation of research and support equipment

On the premise of an advance agreement with the captain and the involved party, the

chief Scientist shall have a final decision-making authority for the operation of various

research equipment and the use of a loaded helicopter, operation boat and barges, etc.

However, the chief Scientist shall actively cooperate when the captain requests for the

use of the helicopter for safe sailing.

4) Communication part of regulations

A dictionary that the captain can consult for effective study and research activities a

senior researcher for telecommunications equipment, and Internet use over a ship can

do for partial restrictions.

2. Task cooperation with the captain

Article 27 (Operation of the Vessel)

1) The management company shall deeply recognize that the safety of the vessel is the top

priority and give its best efforts for the maintenance of vessel safety and operation

implementation. The and the captain shall have the authority and responsibilities

inherent to a captain according to the safety of the vessel and human life, as well as

related laws, etc.

2) The research laboratory can request the management company for tasks concerning

various items related to the operation of the vessel, and the management company

shall cooperate with this unless there is a justifiable reason.

3) The management company cannot have the vessel enter or depart a port without

advance consent from the research laboratory or utilize the vessel for uses deviating

from the project purpose of the research laboratory. However, when the vessel must

leave the anchored port because of the government’s directions or force majeure, the

management company shall notify the research laboratory beforehand.

Article 28 (Support of Research and Supply Activities)

1) While the present vessel is performing research and supply support activities, the chief

Scientist can request the captain for required tasks in relation to the course, sailing type,

research activity support, etc., of the present vessel, and the captain shall comply with it

unless there is a justifiable reason to refuse it.

2) The captain shall have the authority and responsibilities inherent to a captain according

to the maintenance of vessel safety and related regulations, and cannot be exempted

from the responsibility for the reason of regulation in clause ①.

3) The management company (captain) shall operate a “support group” to support research

and supply activities by consulting with the chief engineer, and shall give best efforts

required for smooth research and support activities.

| Obligation and Authority of the Captain according to the Korean Seamen’s Act |

1) Direction and command authority

The captain can direct and supervise seamen as the highest responsible persons for

vessel sailing, and issue commands required to implement the captain’s job for

passengers and other people inside the vessel.

2) Claim authority for assistance from the administrative office

When acknowledged as necessary because seamen, passengers, or other people inside

the vessel possess dangerous articles, inflict harm to the lives of people inside the

vessel or to the vessel, or disturb in-vessel order, the captain can request the

administrative office for assistance.

3) Job as a judicial police officer

For criminal offenses having occurred in the vessel, the captain, as a judicial police

officer, can investigate the criminal offense and arrest the criminal.

4) Obligation to take actions upon a dangerous time for the vessel

When there is an imminent danger for the vessel directed by him, the captain shall use

all means required to rescue human life, the vessel and the cargo.

5) Obligation to rescue vessels in distress, etc.

Upon knowing that another vessel or aircraft is in distress, the captain shall take all

actions required to rescue human life except for the cases of having imminent danger

for the vessel directed by him.

여 준수할 것을 서약합니다.

I (my companion), who signed below, hereby agree that I will observe the

following matters when boarding the ship, _______ at ____________(port’s

name) on _______________(Date of boarding)

1. 승ㆍ하선시는 대리점 및 기타 인솔자의 지시에 따르고, 선내에서는 선장이나 권

한 위임자의 제반 지시사항을 성실히 이행한다.

In boarding or disembarkation, I will follow the instructions from the

agent and other guides, and I will also conduct all instructions from the

master or authorized person on the ship.

2. 외부에 용무가 있어 승ㆍ하선하고자 할 경우에는 반드시 선장이나 당직사관에

게 허가를 득하고 행선지를 알려주어야 한다.

In cases where I have to board or disembark from the ship because of

work to do related to outside, I will obtain the permission from the

master or the watch officer, and tell him where I go.

3. 선내 이동 시는 반드시 허가된 구역의 통로를 이용하여야 하고 개방되어 있지 않

은 구역, 선장 및 책임사관의 인가를 받지 않은 기관실, 선교 및 통신실의 출입은

금지한다.

When I go to a different place on board, I will use the passage at

permitted areas. I will not go to the areas which are not open to visitor

or passengers, or the engine room, the bridge, or the radio room where

I am not permitted to go by the master or the officer in charge.

4. 선원의 고유 권한에 대하여 참견하거나 직원간의 위화감을 조성하는 언행 및 유

언비어 등을 유포하지 않는다.

I will not interfere in the crew’s own authority, and I will not act bad or

say anything bad or rumors that may cause disharmony between crew

members.

5. 밀수, 밀항 등의 관세법 및 출입국관리법, 기타 범법행위를 금지하며, 마약 및 위

험물은 절대 반입을 금지한다.

I will not violate custom law, immigration law, other laws by smuggling

or stowaway. I will never bring drugs or dangerous materials to the ship.

6. 허가되지 아니한 장비 및 기기 등을 손대지 말 것.

I will not touch the equipment or machinery for which I am not permitted.

7. 침실 및 화재의 위험이 있는 장소에서의 화기를 취급하지 말 것.

I will not use fire at cabins or places where a fire may occur.

8. 침실을 떠날 때는 방문을 잠그거나 귀중품은 항상 휴대하여야 한다.

When leaving a cabin, I will lock the door or I will carry my valuables

with me at all time.

9. 선내에서 실시하는 비상훈련 및 기타 교육에 성실히 참여하고, 퇴선 위치 및 비

상시 자신의 부서와 임무를 반드시 숙지하고 있어야 한다.

I will join the shipboard emergency drills and other education, and I

will familiarize myself with my position in case of abandon ship, and

also with my station and duties in case of an emergency.

10. 선외로 오물이나 쓰레기를 버리지 말 것.

I will not dump trash or garbage off the ship.

11. 항해 중 야간에 갑판출입을 하지 말 것.

I will not go up to the deck at night during navigation.

12. 신체상 이상이 발생하였거나 징후가 있을 경우에는 반드시 선장이나 당직사관

및 위생관리자에게 보고하여야 한다.

If there is something wrong with my physical body or if I feel sick, I

will tell the master, the watch officer, or sanitary manager.

13. 항해중 돌발적인 선체의 동요에 신체를 보호하기 위하여 손잡이를 이용하여

다닐 것.

To protect my body from sudden movement of the hull during

navigation, I will use handrails, walking on board.

14. 기타 본선은 여객을 위한 객선이 아님을 인지하고, 선내 시설의 불비에 의한 여

하한 사고 및 인명 사상, 질병의 발생 등은 본인 스스로 유의하여야 한다.

I will keep it in mind that this ship is not designed for passengers, and

I will take care of myself to prevent accident, injury, death, or disease

which may result from insufficient installation of shipboard facilities.

[Appendix8] The Limits for Alcohol Consumption and Guideline for Alcoholic Beverage Control during the Polar Field Activities

<Classification Code : Guideline 1603>

Enacted on November 1. 2014

Article 1(Purpose) This guideline is established to efficiently carry out research activities and

prevent safety incidents which may occur during the polar field activities in Antarctic and

Arctic research stations(hereinafter referred to as ‘stations’) and the Ice-breaker

“Araon”(hereinafter referred to as ‘the Ice-breaker’) through the criteria for limits for

alcohol consumption and alcoholic beverage control.

Article 2(Scope) This guideline shall be applied to :

1. all Over-winter team in the stations,

2. all Over-winter team on relieving mission in the stations or on standby after relieving

mission,

3. all persons staying at the station with the purpose of conducting research or other

activities,

4. all persons on the Ice-breaker with the purpose of carrying out research or other

activities, and

5. all crews of the Ice-breaker.

Article 3(Criteria for Limits for Alcohol Consumption) The maximum limits of drinking

permitted during the polar field activities are

1. less than half a bottle of Soju or two cans of beer with Blood Alcohol Content(BAC) of

0.05 percent below as the basic limit, and

2. once a week at the cafeteria no later than 11 p.m. with the exception of the over-winter

research crews allowed twice a week.

3. In case of carrying out any outdoor activities or events, the alcoholic beverages

manager can determine and apply the limit for consumption that is one and a half times

the drinking limit specified in Article 3.1.

4. All alcoholic beverages shall be only delivered under the cooperation of relevant

sectors for each field; no extra alcohol beverages are permitted for individuals.

Article 4(Criteria for Alcoholic Beverages Manager) The alcoholic beverages manager shall be

1. the station leader for the research station,

2. the chief scientist from each journey for the ice-breaker, and

3. the chief researcher or senior manager for Dasan Arctic Research Station or for any

outdoor activities.

Article 5(Responsibilities and Duties of Alcoholic Beverages Manager) The alcoholic

beverages manager shall perform all responsibilities and duties by

1. properly managing and controlling all alcoholic beverages in accordance with the

drinking standards, and

2. measuring the blood alcohol concentration of all participants who carry out tasks on

board and operate inflatable boats, vehicles and other equipment, with the use of a

drunkometer readily available, and exclude those who are determined to have a blood

alcohol level of 0.05%.

3. The alcoholic beverages manager can apply an additional limit for alcohol consumption

regardless of the limits specified in Article 3 if there are any safety concerns.

Article 6(Responsibilities and Duties of Field Workers)

1. All field workers in the polar regions shall comply with the limits for alcohol consumption

specified in this guideline.

2. All field workers in the polar regions shall cooperate with and respond to the instructions

of alcohol beverages manager regarding alcoholic beverage control in an active manner.

Supplementary Provision

Article 1(Entry into Force) This guideline shall enter into force on November 1, 2014.
