The Agricultural and Veterinary Chemical Code Act 1994 (the Act) commenced on 15 March 1995. The
Agricultural and Veterinary Chemicals Code (the Agvet Code) scheduled to the Act requires notices to be
published in the Gazette containing details of the registration of agricultural and veterinary chemical products
and other approvals granted by the Australian Pesticides and Veterinary Medicines Authority. The Agvet Code
and related legislation also requires certain other notices to be published in the Gazette. A reference to Agvet
Codes in this publication is a reference to the Agvet Code in each state and territory jurisdiction.

GENERAL INFORMATION
The APVMA (Australian Pesticides and Veterinary Medicines Authority) Gazette is published fortnightly and contains details of
the registration of agricultural and veterinary chemicals products and other approvals granted by the APVMA, notices as requi red
by the Agricultural and Veterinary Chemicals Code (the Agvet Code) and related legislation and a range of regulatory material
issued by the APVMA.
Pursuant to section 8J(1) of the Agvet Code, the APVMA has decided that it is unnecessary to publish details of applications
made for the purpose of notifying minor variations to registration details. The APVMA will however report notifications activity in
quarterly statistical reports.

The Australian Pesticides and Veterinary Medicines Authority (APVMA) has an application for the approval of a new
agricultural active constituent, lemongrass cochin oil, for use in personal insect repellent products.
Common name: Lemongrass cochin oil
Botanical name: Essential oil of leaves of Cymbopogon flexuosus or Cymbopogon citratus
Chemical composition: Lemongrass cochin oil contains a mixture of terpenoid compounds, mainly geranial
and neral. Noting that this is a botanical extract, the composition is variable and
dependent on the species, variety and growing conditions
CAS number: 8007-02-1, 91844-92-7
Minimum purity Must be manufactured to a standard suitable for use in cosmetic and/or personal
care preparations for topical application

SUMMARY OF THE APVMA’S EVALUATION OF LEMONGRASS COCHIN OIL
The APVMA has evaluated the chemistry aspects of lemongrass cochin oil active constituent (identification,
manufacturing process, specifications, and batch analysis results) and found them to be acceptable.
Impurities of toxicological significance are not expected to occur in lemongrass cochin oil as a result of the raw materials
and the synthetic route used.
The APVMA has considered the toxicological aspects of lemongrass cochin oil, and concluded that there are no
toxicological concerns regarding the approval of this active constituent. An Acceptable Daily Intake (ADI) and an Acute
Reference Dose (ARfD) have not been established, noting that lemongrass cochin oil is not proposed for use in food
production. At the levels in the proposed product, no changes to scheduling under the Poison Standard are required.
The APVMA is satisfied that the proposed use of lemongrass cochin oil would not be an undue toxicological hazard to
the safety of people exposed to it during its handling and use.
MAKING A SUBMISSION
In accordance with section 12 of the Agvet Code, the APVMA invites any person to submit a relevant written submission
as to whether the application for approval of lemongrass cochin oil should be granted. Submissions should relate only to
matters that are considered in determining whether the safety criteria set out in section 5A of the Agvet Code have been
met. Submissions should state the grounds on which they are based.

SUMMARY OF THE APVMA’S EVALUATION OF GOOD RIDDANCE TROPICAL INSECT REPELLENT IN
ACCORDANCE WITH THE REQUIREMENTS OF SECTION 14(1)(C) OF THE AGRICULTURAL AND VETERINARY
CHEMICALS CODE (THE ‘AGVET CODE’), SCHEDULED TO THE AGRICULTURAL AND VETERINARY
CHEMICALS CODE ACT 1994
1. The APVMA has evaluated the application and in its assessment in relation to whether the safety criteria have been met
in accordance with the definition set out in section 5A of the Agvet Code, and proposes to determine that:
(i) The APVMA is satisfied that the proposed use of Good Riddance Tropical Insect Repellent would not be an undue
hazard to the safety of people exposed to it during its handling and use.
(ii) The APVMA is satisfied that the proposed use of Good Riddance Tropical Insect Repellent will not be an undue
hazard to the safety of people using anything containing its residues, noting that the product is a personal insect
repellent and is not intended for use in food production.
(iii) The APVMA is satisfied that the proposed use of Good Riddance Tropical Insect Repellent containing the new
active constituent lemongrass cochin oil is not likely to be harmful to human beings if used according to the product
label directions.
(iv) The APVMA is satisfied that the proposed use of the new product Good Riddance Tropical Insect Repellent
containing the new active constituent lemongrass cochin oil, would not be likely to have an unintended effect that is
harmful to animals, plants or things or the environment.
2. The APVMA has evaluated the application and in its assessment in relation to whether the efficacy criteria have been
met in accordance with the definition set out in section 5B of the Agvet Code, and proposes to determine that:

(i) In relation to its assessment of efficacy under section 14(3)(f), the APVMA is satisfied that data from trials
supporting the efficacy of the product adequately demonstrate that, if used according to the product label
directions, the product is effective for its proposed uses.
3. The APVMA has evaluated the application and in its assessment in relation to whether the trade criteria have been met
in accordance with the definition set out in section 5C of the Agvet Code, and proposes to determine that:
(i) The APVMA is satisfied that the proposed use of Good Riddance Tropical Insect Repellent would not adversely
affect trade between Australia and places outside Australia as the product not intended for use in food production
and therefore not for use in any major Australian export commodities.
MAKING A SUBMISSION
In accordance with section13 of the Agvet Code, the APVMA invites any person to submit a relevant written submission
as to whether Good Riddance Tropical Insect Repellent should be registered. Submissions should relate only to matters
that are required by the APVMA to be taken into consideration in determining whether the safety, efficacy, or trade
criteria have been met. Submissions should state the grounds on which they are based.
Submissions must be received by the APVMA within 28 days of the date of this notice and be directed to the contact

New agricultural active constituent: palmarosa oil
The Australian Pesticides and Veterinary Medicines Authority (APVMA) has an application for the approval of a new
agricultural active constituent, palmarosa oil, for use in personal insect repellent products.
Common name: Palmarosa oil
Botanical name: Essential oil of leaves of Cymbopogon martinii Roxb. var. martinii
Chemical composition: Palmarosa oil contains a mixture of terpenoid compounds, mainly geraniol and
geranyl acetate. Noting that this is a botanical extract, the composition is variable
and dependent on the growing conditions
CAS number: 8014-19-5
Minimum purity Must be manufactured to a standard suitable for use in cosmetic and/or personal
care preparations for topical application
Chemical family: Essential oil
Use: Insect repellent
SUMMARY OF THE APVMA’S EVALUATION OF PALMAROSA OIL
The APVMA has evaluated the chemistry aspects of palmarosa oil active constituent (identification, manufacturing
process, specifications, and batch analysis results) and found them to be acceptable.
Impurities of toxicological significance are not expected to occur in palmarosa oil as a result of the raw materials and the
synthetic route used.
The APVMA has considered the toxicological aspects of palmarosa oil, and concluded that there are no toxicological
concerns regarding the approval of this active constituent. An Acceptable Daily Intake (ADI) and an Acute Reference
Dose (ARfD) have not been established, noting that palmarosa oil is not proposed for use in food production. At the
levels in the proposed product, no changes to scheduling under the Poison Standard are required.
The APVMA is satisfied that the proposed use of palmarosa oil would not be an undue toxicological hazard to the safety
of people exposed to it during its handling and use.
MAKING A SUBMISSION
In accordance with section 12 of the Agvet Code, the APVMA invites any person to submit a relevant written submission
as to whether the application for approval of palmarosa oil should be granted. Submissions should relate only to matters
that are considered in determining whether the safety criteria set out in section 5A of the Agvet Code have been met.

Notice of review of certain swimming and spa pool sanitiser products
1. The APVMA has received reports of adverse experiences associated with a lack of efficacy that highlighted the need
for a review of the registration of hydrogen peroxide and/or polyhexanide hydrochloride domestic swimming pool and
spa pool sanitiser products. No commercial products containing these active constituents are registered as
swimming pool and spa pool sanitiser products.
2. Polyhexanide hydrochloride products were subject to a formal reconsideration (under Part 2, Division 4 of the Code),
and that review concluded in 2018. The scope of that review was limited to human health, and considered only
whether products would be carcinogenic when used in accordance with label instructions. The APVMA determined
that these products were safe in both occupational and public settings.
3. The scope of this review was limited to the antibacterial performance of these products relative to the APVMA
efficacy guidelines.
4. The APVMA is consulting with the states and territories and relevant holders regarding the use of hydrogen peroxide
and/or polyhexanide hydrochloride as domestic swimming pool and spa pool sanitisers in considering whether to
move to a cancellation or suspension of product labels pursuant to section 41 (2) of the Schedule to the Agricultural
and Veterinary Chemicals Code Act 1994.
5. Other interested parties may also provide comment on the ability of products containing these active constituents to
satisfy the APVMA efficacy criteria. The deadline for submissions is 28 April 2020.
