President Laverty called the meeting to order at 5:30 p.m.
APPROVAL OF AGENDA
It was recommended that the agenda of Monday, March 28, 2016 Board of Education meeting be
approved as set forth, and that each item is considered ready for discussion and/or action.
Upon motion by Director Keith Westercamp, and second by Director Mary Meisterling, the Board
approved the agenda of Monday, March 28, 2016, and that each item is considered ready for
discussion and/or action.
Record of the roll call vote was: Ayes: Directors Anhalt, Humbles, Jacobo, Janssen,
Laverty, Meisterling and Westercamp. Nays: None.
PUBLIC HEARING
BA-16-091/02 Public Hearing – 2016-2017 Revised Modified Year Round School Calendar

A Public Hearing is being held for the purpose of receiving any comments regarding the proposed
changes to the recently revised and published 2016-2017 Modified Year Round School
Calendar. The updated proposed calendar and notice of the public hearing were shared with
stakeholders via email, school messenger, and on the District website.
After the Board’s consideration of any written or oral objections presented, the appropriate Board
action was to consider final approval during the Consent Agenda to the administration’s
recommendation regarding the 2016-2017 Revised Modified Year Round School Calendar.

Pursuant to notices published in The Cedar Rapids Gazette, a Public Hearing was held at 5:30 p.m.
on March 28, 2016 for the purpose of receiving any objections to the adoption of prepared
drawings, specifications, form of contract, and total estimated cost for 2016-2017 Taylor
Elementary School Window and Door Replacement Project.

No written or oral objections were presented and sustained. The Board was asked to consider final
approval during the Consent Agenda for the 2016-17 Taylor Elementary School Window and
Door Replacement Project. Information Item.
SUPERINTENDENT’S REPORT/BOARD REPORTS
Dr. Buck shared the current status of the Theory of Action Task Force. The Task Force is currently looking for
broader stakeholder input through a video that has been posted on the website. During the video presentation there
are multiple opportunities for participants to enter questions and comments in an accompanying text box. He also
shared that the District’s two magnet schools, Johnson STEAM Academy and Kenwood Leadership Academy, are
accepting applications until Friday, April 1, for the 2016-17 school year. Families may apply and enter the lottery by
completing the online application found on the District Website. Dr. Buck announced that Washington High
School has been recognized as a leading exemplar of college and career readiness by the Iowa State ACT Council.
And, lastly, Dr. Buck congratulated and recognized Roosevelt Principal Autumn Pino on being named the 2016
Iowa Middle Level Principal of the Year by the School Administrators of Iowa.
Board Reports
Director Anhalt provided a brief update on the current legislative session. President Laverty stated that he and
Directors Westercamp & Anhalt will attend the Magna Award ceremony at the upcoming NSBA Convention where
the District will receive an award. He also announced that the next regular Board Meeting will be Tuesday, April
12 2016 at 5:30 pm due to the Board’s attendance at the NSBA Convention.

BA-16-233 Audit of Financial Statements Fiscal Year 2016 (Steve Graham)
The management letter from RSM US (formerly known as McGladrey LLC) provides for a
formalization of roles between the Cedar Rapids Community School District and RSM US
regarding the objective and scope of the audit of the financial statements of the Cedar Rapids
Community School District’s governmental activities, business-type activities, each major fund
and aggregate remaining fund information as of and for the year ending June 30, 2016, which
collectively comprise the basic financial statements.
The annual audit for FY2016 represents the fifth audit within the five-year Board approved
agreement. The Audit Committee reviewed the Management Letter at their March 9, 2016
Committee Meeting. Information Item.
BA-16-234 Preliminary Approval – Cedar Rapids Community School District/2016-17 Hiawatha
Elementary School - Security Improvements Project (Rob Kleinsmith/Jon Galbraith)
It was recommended that the Board of Education approve the preliminary documents and
authorize the schedule for 2016-17 Hiawatha Elementary School - Security Improvements project.
BA-16-235 Approval – Resolution to Schedule Public Hearing on Sale of Property by
Pierce Elementary School (Rob Kleinsmith)
It was recommended the Board of Education approve the Resolution to Schedule a Public Hearing
for Sale of Property located by Pierce Elementary School.
BA-16-236 Tabulation –Tires Rebid (Tom Day)
It was recommended that the Board of Education approve the Tabulation for Tires.
BA-16-237 Approval – School Improvement Advisory Committee Membership –
2016-2018 School Years (Trace Pickering)
It was recommended the Board of Education approve the School Improvement Advisory
Committee Membership for the 2016-17 and 2017-18 school years.
BA-16-238 Award of Contract – Cedar Rapids Community School District/Taylor Elementary School -
Window & Door Replacement Project (Rob Kleinsmith/Jon Galbraith)
It was recommended that the Board of Education approve the Award of Contract to the low
bidder, Garling Construction, for Taylor Elementary School - Window and Door Replacement
Project. The low bid amount is $259,000, plus alternate 1 for $12,000, alternate 2 for $10,000,
and alternate 3 for $56,000. Total for the low bid plus the 3 alternates is $337,000.
BA-16-239 Agreement – Cedar Rapids Community School District and Gaus Systems for
Negotiations Costing Services (Jill Cirivello)
It was recommended that the Board of Education approve the Agreement between the Cedar
Rapids Community School District and Gaus Systems for the 2016-17 school year to provide
Negotiation Costing Services.
BA-16-240 Approval - 2016-2017 Modified Year Round School Calendar (Brad Buck)
It was recommended that the Board of Education approve the Superintendent’s recommendation
of the Revised 2016-2017 Modified Year Round School Calendar and authorize the
administration to submit a request for approval from the Department of Education.

BA-16-242 Award of Contract – Cedar Rapids Community School District/Taylor Elementary School -

It was recommended that the Board of Education approve the Award of Contract to Active
Thermal Concepts in the amount of $49,350 for the Taylor Elementary School - Window and

LEARNING AND LEADERSHIP
BA-16-244 Learner Centered Assessment Update (LCA) (Trace Pickering)
Lerner Centered Assessment is a critical component in our movement towards more personalized
learning. McKinley and Roosevelt Middle Schools continue to utilize building-wide LCA. We
are finding ways to improve our schools functionality for LCA. We have identified and are
beginning to provide support to high school teachers utilizing LCA. 2016-17: Roosevelt and
McKinley will continue, and teachers and buildings will be encouraged and supported to continue
moving towards LCA. Information Item.
BA-16-243 Innovative Program Update (Trace Pickering)
The administration and District students provided an update on the following District innovative
programming:
-Johnson Steam Academy: strong progress and implementation in their first year.
-Roosevelt Option: in year 2 team made significant improvement in their processes and
continue conversations building-wide related to bringing Option components to all students at
Roosevelt.
-Jefferson Option: in year 2 expanded from 3 teachers to 6 and roughly 80 students to
approximately 160 students; team confident strong academic results on Iowa assessment will
occur again this year.

-Metro Steam Academy: making strong progress in year 1 engaging students in projects and
Career To Work opportunities and pathways.
-Iowa BIG: in year 3 serving 100 students; 5 students have shown dramatic increases in their
ACT scores; year 3 has seen stronger business and community projects.
Next year: Kenwood Leadership Academy Magnet School; Washington HS Science and World
Language Academy; Jefferson Option, now called BlendEd, will serve freshman and sophomores;
Franklin KITE program- 2 teachers and 60 6th graders in an optional integrated and project-based
learning environment; planning for Roosevelt MS moving to a magnet, and hopefully planning
more magnet schools upon receipt of federal magnet school grant.

BA-16-249 Closed Session – Evaluation of Professional Competency in accordance with the Code of
Iowa Section 21.5(1)(i) (John Laverty)
It was recommended that the Board of Education meet in Closed Session on Monday, March 28,
2016 for the purpose of the Evaluation of Professional Competency as provided by the Iowa Code
Section 21.5(1)(i).
Director Keith Westercamp moved: “I move that the Board of Education hold a closed session on
Monday, March 28, 2016 to evaluate the professional competency of an individual(s) whose
appointment, hiring, performance or discharge is being considered when necessary to prevent
needless and irreparable injury to those individual’s reputation and that the individual(s) request a
Closed Session as provided in Section 21.5(1)(i) of the Iowa Code.” Director Rafael Jacobo
seconded the motion.
