The vision for Legacy of Learners Academy is first, to provide a learning institution that strives consistently to protect the safety, health and welfare of all students. Legacy of Learners vision also includes being committed to creating learning opportunities for all students, including those students who are considered at-risk to become productive citizens while preparing them to be college and workforce ready. The motto that will drive Legacy of Learners Academy is, "Empowering Children, Changing Lives." Empowering children means to provide a platform for students to actively take ownership of their educational experience, while guiding them in the right direction. The uniqueness of our school environment will be academic instruction that focuses on mastery through accelerated teaching and learning. It is anticipated that accelerated teaching and learning, in addition to implementing Science, Technology, Engineering, Arts, and Mathematics (STEAM) program will assist our students in being academically competitive. The accelerated teaching and learning concept is included because it is the opposite approach that is currently implemented in schools. Legacy of Learners will provide a direct learning process that directly correlates to the child's mind and their natural curiosity. Legacy of Learners mission is striving to consistently protect the safety, health and welfare of students, provide an environment conducive to success in student learning, develop a rigorous curriculum align with Texas Essential Knowledge and Skills (TEKS)., provide thorough instruction that integrates Science, Technology, Engineering, Arts, and Mathematics (STEAM) as well as foreign language, and foster creativity and promote the intellectual, emotional, and social growth of all at-risk students. Legacy of Learners Academy is committed to implementing this mission daily to ensure that all students are equipped with the knowledge, skills, and disposition necessary to become self-motivated, independent, critical thinkers, socially responsible and productive members of society. The educational goals of Legacy of Learners Academy is provide an educational foundation in all core subjects (Reading, Writing, Mathematics, Science, and Social Studies), in addition to Science, Technology, Engineering, Arts, and Mathematics; encourage parents/guardians to participate in the academic success of their child/children; implement research based methods for all learning styles; and promote academic success by mastering TEKS objectives. In grade 3, all students are administered and required to master all Texas Essential Knowledge and Skills (TEKS) objectives, therefore it is the duty and responsibility of our school to ensure all student are well prepared to master the objectives students are expected to learn. Students will develop a strong cognitive foundation to ensure students, not only meet, but surpass, state level requirements. Teachers will be required to implement different learning strategies into their lesson plans that includes all learning styles. There will be two strategies to accomplish this educational goal. The first strategy is implementing Extended Day. Extended day school will be conducted after the regular school hours end. The objective is to keep students academically engaged. It will also provide additional instruction time for students who may need more one-onone time with their teacher. Another strategy that will be used to accomplish educational goals is implementing Saturday School. The Saturday curriculum will consist mostly of Reading, Writing, Mathematics, and Science. Saturday will provide extra instructional time for students who need additional help in mastery TEKS objectives. The academic focus is to eliminate academic shortcomings for all of our students.

The makeup of the anticipated student population will be a diverse group of students. Students are most likely being educated in Round Rock ISO, Austin ISD, Pflugerville ISD, Leander ISO, Manor ISD, Georgetown ISD, and OTHER SURROUNDING SCHOOLS...... If Allen Educational Services is awarded a charter, it will benefit students differently from other schools in the above school districts by providing educational opportunities that are not currently available to some to of the other districts. Legacy of Learners Academy will develop and create a rigorous educational curriculum with Science, Technology, Engineering, Arts, and Mathematics (STEAM) programs. STEAM programs will be implemented in all grade curriculum starting in PreKindergarten. Incorporating this program in primary education will assist in providing a solid educational foundation for students. When this program is introduced into the students educational learning experience at an early age, it promotes higher order thinking skills, creativity, hands-on experiences, and allows students the ability begin learning about their future career goals.

Legacy o Learners wi ea sc oo setting w ere a stu ents wi earn t es i sand knowledge in core subjects as Rea ing, Writing, Mathematics, Science, Social Studies, in addition to a Science, Technology, Engineering, Arts, Mathematics (STEAM) program that provides rigor and relevancy to meet the educational needs of all students. The STEAM program will be offered to students beginning in PreKindergarten. STEAM engages students in integrated learning as they explore the world around them, create, innovative solutions to problems, and communicate their results while learning Science, Technology, Engineering, Arts, and Mathematics. This program will include both content standards, and practice standards. Students will also be offered Spanish course so that they can become bilingual. Students will learn this educational skills through an accelerated teaching and learning environment.

The overview of the curricula will include common core subjects in addition foreign languages. The curriculum will offer students many educational opportunities to acquire the skills and knowledge that are necessary for academic achievement in the 21st century. From PreKindergarten, advanced academic programs catering to all students, will have a learning platform that will meet their needs best. All TEKS objectives will be implemented in to school curriculum. The curriculum will also include learning objectives that are grade appropriate and creates an environment for higher order thinking skills.

The charter school will be committed to meeting the needs of all special education students and will adhere to the federal, state, and district laws and requirements for special education. All Texas statutes, Section 504 of the Rehabilitation Act, Individuals with Disabilities Act (IDEA), and the American Disabilities Act (ADA) will be applicable to the special education program. Students needing special education services will receive an instructional plan in accordance to their Individual Education Plan (IEP). A committee that follows the guidelines under 20 U.S. C. Section 140 (11 ), will be created to compose an IEP that are specific to students educational needs. The Special Education program will feature ARD (admission, review, and dismissal) meeting to determine admission into the program who have been referred for Special Education services. The meetings will include the persons who are directly involved in the child's education. The following persons will be included: The parent(s)/guardians(s) of the child; at least one regular education teacher of the child; one special education teacher of the child; and an Educational Diagnostician. All core subjects will be aligned with the Texas Essential Knowledge and Skills (TEKS) inclusive of the students IEP. Accommodations and modifications will be implemented to meet the required needs for all students.

The extra curricular program for Legacy of Learners students will be fun, exciting, and coincides with the educational plan. Legacy of Learners will participate in the charter school - University Interscholastic League (UIL). UIL provides academic contest as well as athletic competitions. Some of the academic extracurricular activities we will participate in are Spelling Bee, Creative Writing, and Chess. Students competing in academics will allow student additional time and strategies for higher order thinking skills, content mastery, and motivation to strive for excellence. Students attending Legacy of Learners Academy will also have an opportunity to participate in sports, specifically, basketball, track, and soccer. A dance program will also be offered to all students. Student achievement will be the primary focus of Legacy of Learners Academy. It will be our goal and obligation to meet and/or surpass the expected academic performance goals on STAARS test. Benchmarks will be administered regularly to continue to monitor the progress of each student. The benchmarks will also allow the determination of the success of our instructional program in meeting academic goals based on state assessments.

Individual educational plans will be created for each student. The educational plans will identify each student's strengths and weaknesses related to TEKS objectives. This procedure will allow the teacher to pinpoint exactly where students may need additional assistance. The only way for a teacher to know if their students are mastering an objective is effectively monitoring student progress. A subject, skill, or concept has not been properly taught if majority of students are not mastering that particular subject, skill, or concept. The only true and accurate assessment and evaluation for teachers is the mastery of their students progress and achievement in the instructional process. A complete diagnostic assessment will given to all students every 9 weeks in order to monitor academic progress. Results will be shared with parents and students. Regular diagnostic assessments are a benefit to the instructional program, teacher, student, and parent.

Legacy of Learners will use state mandated curriculum, and TEKS as a planning guide. The Texas Progress Reading Inventory (TPRI) -

wi e use to assess student reading skills in grades K - 3. Every learner will have a detailed assessment file Tfiat a ows t e teac er to follow the progression of every student. Pre and post assessments will also be used as an evaluation tool. Pre-assessments will be conducted at the beginning of the year and post-assessment will given at the end of the year.

The educational curriculum will be evaluated by student outcomes on state standardized testing. The outcomes will be consistent with the educational goals describe in the school's mission and vision. The outcomes will be data driven and based on student results. The evaluation outcome will provide a foundation for all programs implemented. in addition to their overall learning experiences. Evaluating the curriculum will also be determined by the academic student growth. If student progress has been evidently made throughout the school year, then the curriculum is working. To continue to increase the effectiveness of the curriculum, a variety of innovative and creative teaching strategies will be implemented. Surveys from students, teachers, staff, parents, and community stakeholders will be given opportunities to share their viewpoints on the overall curriculum. With the collaboration from all individuals who have direct input in the educational lives of students, evaluating the curriculum will be an

The traditional ISO in which the proposed charter school will be located is the Round Rock Independent School District. The proposed charter will offer a Science, Technology, Engineering, Arts, and Mathematics (STEAM.) program that are not currently inclusive in the elementary curriculum for Round Rock. The STEAM program will be implemented for students starting in PreKindergarten. The program will close academic achievement gaps incorporating all differentiated teaching and learning styles to meet the needs of all students. The STEAM program will peak the interest of students and allow them to explore higher order t~~nking skills independently.

1. Provide a description of the proposed facility, to include an explanation of why it is suitable to serve the ages/ grades proposed, including any specialized space if any.

2. Describe any purchase or leasing arrangements and/or construction or renovations that must occur to ensure adequate facilities. Include detailed information about anticipated budget costs and financing arrangements.

3. Outline the student transportation plans.

IT WILL EXPAND AFTER JABBING OUT OF THE FIELD. - --------- -~ The facility used for the charter school at 3200 Sunrise Road consists on four classrooms, one multipurpose room, one kitchen, one assembly hall, one computer lab, and one choir/concert hall. The area is suitable for PreK3 - 5th grade. Each classroom has the capacity to seat 22 students. The multipurpose room will be used for the arts as well as extra classroom space. The multipurpose room can be converted into three classroom spaces using partition walls. The assembly hall can used for general gatherings each morning for special assemblies, and also for lunchtime. The assembly hall also has a projector and a screen for school use. It has the ability to hold over 200 children for assemblies and over 120 for lunchtime. There is also a computer lab that will house 20 computers for students. The choir/concert hall has the capacity to seat 900 people with roughly 50 seats for a children's choir. Within the choir/ concert hall there is a drum set, an organ, and multiple electronic pianos and keyboards students will be able to learn the rudiments of music. It will be used for teaching the children to play instruments, sing in the choir, train them in public speaking, and for large concerts and community meetings. S.T.E.A.M. classrooms will be utilized in this charter school. One classroom will be designated for science, the multipurpose room will

be designated for the arts. The computer lab will be used for technology and engineering.

The facilities currently consist of the above listed rooms designated for our use but there are plans in the near future to build a stand

alone building expressly for the purpose of a school that concentrates on S.T.E.A.M. Instructional spaces for the Science, Technology,

Engineering, Arts, and Mathematics program will be part of the design of the building.

Legacy of Learners Academy will comply with state regulations in providing transportation for students for field trips. Currently, no

transportation will be provided to and from school.

Student-ready, 36,000 Square Feet facility has been contracted for lease for five years for $15,000 per month. Plan in process to build

Teachers will be allowed to participate in leadership positions that will qualify them at the beginning level of administration by appointing department head, teacher participating administrative leadership professional developments and workshops. The process used to identify, recruit, and hire individuals with the expertise necessary to serve all other roles to filled as the charter grows to capacity is allowing teachers who have proven themselves as effective and efficient the opportunity for promotion with the school. Legacy of Learners Academy will use the Texas Teachers Evaluation and Support System (T-TESS) to assess teachers on their job performance. The components ofT-TESS will measure teacher job effectiveness via observation, teacher self- growth, and student growth. Legacy of Learners will follow the Texas Administrative Code for scoring purposes. T-TESS will be scheduled for teachers at least twice per year. Teachers will be provided with feedback and an opportunity for discussion within seven days after scoring Legacy of Learners Academy will also use informal assessments for teacher evaluation tools. These informal assessments will include scheduled and unscheduled classroom visitation from upper administration which includes superintendent, principal, and/or vice principal, periodic parent surveys on their satisfaction with their student's teacher, and occasional walk-through from upper administration as well as school board members. Informal assessments will allow teachers time to self-reflect in addition to making educational adjustments if deemed necessary. TEC, Subsection 12.120 states, "A person may not serve as a member of the governing body of a charter holder, as a member of the governing body of an open-enrollment charter school, or as an officer or employee of an open-enrollment charter school if the person has been convicted of a felony or a misdemeanor involving moral turpitude...."

Charter schools must check the criminal history through the Texas Department of Public Safety or a national history records check of each person who will serve as an employee in any capacity, including but limited to subcontractors, members of the governing body of the charter holder, members of the governing body of the charter school, and any individuals who would like to volunteer.

Tiffani Allen (President) Ms Allen has served as President in many organizations. She known to be ethical and professional when conducting meetings. Her strengths are developing and accomplishing goals set forth by an organization, creating an environment that is welcoming of new innovative ideas, and including all member in the decision making process. The President duties include, but are not limited to, supervise and control all of the business and affairs of the Corporation, preside at all meeting of the Board of directors, fiduciary duty to organization, exercises only powers and authority granted, presides during board meetings, assures proper posting of public notice, assures an agenda, acts as a peace maker and tries to build consensus for decisions by encouraging all members to participate in discussions, patient with differing view points, and respects the rights of the all members.

Dante Wright (Vice President) Mr. Wright is a visionary and leader in his community. His passion and desire to transform education is a strong characteristics that is needed to improve education. His experience includes mentoring at-risk students, developing remedial programs that help shape the lives of young men, and providing professional developments for aspiring teachers and administrators. The Vice-President duties include, but are not limited to, perform all of the duties of the President when the President is unavailable. The Vice Presidents will preside over the Executive Committee when created.

Treasurer - Responsible for all funds and securities of the Corporation, receive and give receipts for monies due and payable to the corporation from any source, deposit all monies in the name of the Corporation in banks, trust companies or other depositories as provided in the bylaws, write checks and disburse funds to discharge obligations of the Corporation. All checks will be approved and signed by the President, maintain the financial books and records of the Corporation, prepare annual financial reports, and perform all duties required to financially adhere to the Corporation.

LaTosha Boldware (Secretary) Ms. Boldware has experience in secretarial duties on boards for several organizations. Her strengths are effective note-taking, creating files, organizing agendas, and maintaining records from previous years. The Board secretary duties include, but are not limited to: take minutes of the meetings of the Board of directors, official custodian of records, ensures posting of public notices of meetings, minutes of meetings, certified agendas/tape recordings of closed meetings, safe keeps official documents and records, handles official board correspondence, public information requests, and communications between the Board and community, prepare and deliver correspondences for the Corporation, performs duties assigned by the Board of directors

The governing body of an open-enrollment charter school is responsible for the management, operation, and accountability of the school regardless of whether the governing body delegates powers and duties to another person. The governing body of a charter school shall adopt and enforce local policies governing the use and application of public property. The policies shall prohibit the use or public property for any purpose other than legitimate educational purposes except to allow employees to use local telephone service, email, Internet connections for incidental personal use. The governing body shall authorize all uses an application of public property under their control, and shall not authorize any use of application that is inconsistent with state law. The charter school board duties includes adopting policies to govern district operations, hire and evaluate the Superintendent, adopt an annual budget, authorize the expenditure of public funds, provide financial oversight and approve financial audits, ensure compliance with all laws, regulations and Board policies, and serve as ambassadors to promote the school. The role of the school board includes, making decisions as a whole, only during properly called meetings. The Board supports decisions of the majority after honoring the right of individual members to express opposing viewpoints and vote their convictions.

The affairs of the Corporation shall be managed by the Board of Directors, which shall exercise all general power conferred by the laws of the State of Texas upon Corporations organized under the Texas Business Corporation Act and shall have such additional power and duties and restrictions on such powers and duties specifically provided in the Articles of the Organization and Bylaws.

Requirements for Student Promotion/Retention

Legacy of Learners Academy is committed to the continuous development of students enrolled in our school. We are also committed to student achievement of the skills for the current grade assignment for promotion to a higher grade. The superintendent, in cooperation with the principal and professional staff, shall develop administrative procedures for the promotion and retention of students.

In evaluating student achievement, each teacher will use of all available information, including results of the State of Texas Assessments of Academic Readiness (STAAR) standardized test results, teacher-made tests, other measures of skill and content mastery and teacher observation of student performance. The principal will direct and aid teachers in student evaluations and will review graded assignments in order to ensure uniformity of evaluation standards.

Decisions on whether to promote, accelerate or retain a student with disabilities will be made in accordance with the Individuals with Disabilities Education Act (IDEA) and as required by other applicable law.

PROMOTION

Students will normally progress annually from grade to grade when, in the judgment of the district's professional staff, it is in the best educational interest of the student involved. The final decision to promote a student rests with the school administration.

The district requires remediation as a condition of promotion to the next grade level for any student identified by the district as failing to master skills and competencies established for that particular grade level. The superintendent, principal, and teacher, shall determine which skills and competencies must be mastered, how they are to be assessed and what type of remediation is appropriate.

Remediation may include, but shall not necessarily be limited to, a mandatory summer school program focused on the areas of deficiency or other such alternatives conducted by the district outside of the regular school day. If the district provides remediation in this manner outside the traditional school day, the extra hours of instruction may be counted in the calculation of average daily attendance. Such remediation shall recognize that different students learn differently and shall employ methods designed to help these students achieve at high levels.

@ If an appeal has been initiated by the parent or guardian, the Grade Placement Committee (GPC) may decide in favor of promotion only if the GPC concludes, upon review of all facts and circumstances and in accordance with standards adopted by the local school board, that the student is likely to perform on grade level given additional accelerated instruction during the next school year. A student may be promoted only if the GPC' s decision is unanimous. The review and final decision of the GPC must be appropriately documented as meeting the standards adopted by the local school board.

These standards may include but are not limited to the following:

Evidence of satisfactory student performance, including grades, portfolios, work samples local assessments, and individual reading and mathematics diagnostic tests.

The following information may be used to determine evidence of satisfactory student performance:

Writing Folders - Satisfactory scores on writing assignments Benchmark Assessment Scores - Passing grades of at least 85 or above on reading and math tests Report Card Grades - Students must pass each core class (reading, English, math, science, and social studies) in order to be promoted. Teacher Observation Improvement in student test performance over the available testing opportunities Extenuating circumstances that have adversely affected the student's participation in either the required assessments or accelerated instruction.

The following information will be considered as appropriate:

Enrollment data: mobility and attendance Previous records of retention and student's age Record of previous intervention, Individual fntervention Plan Previous referrals for special education Documentation of the Early Intervention Team Schedules and notes from parent conferences Parent contacts

In exceptional cases, placement of a student at the appropriate grade level may occur with the approval of a campus committee.

RETENTION

Retention may be considered when, in the judgment of the professional staff, it is in the best educational interest of the student involved. Parents/Guardians will receive prior notification and explanation concerning the retention. However, the final decision will rest with the school administration.

If students do not meet state standard requirements on the ST AARS test, students must attend summer school. All students must meet state standard requirements by the end of summer school, before being promoted.

Legacy of Learners will do everything possible to ensure that all students have ample opportunities to be promoted, offered a variety

of remediation, and not retained.

Admissions and Enrollment Policy

Legacy of Learners prohibit discrimination on the basis of race, color, and national origin, sex, disability, religion, artistic ability, athletic ability, and on the basis of age.

Legacy of Learners will be an open-enrollment charter school that specializes in

transforming at-risk students. Our grade levels will range from Pre-Kindergarten

three through fifth grade. Our educational goal is to serve all children as well as

students who have not been successful in public school settings. Therefore, students

will be enrolled in Legacy of Learners Academy on a first come, first serve basis

until the enrollment cap of 150 (year one) is reached. Additional students wanting to

enroll after the enrollment cap will be added to a waiting list until space becomes

available. January 1 through May 1, applications will be accepted during the first

year of operation. After year one, applications for enrollment will be accepted year

round.

Legacy of Learners Academy will require applicants to submit the following

information in order to be considered for admission:

Legacy of Learners Academy will comply with all federal and state laws and

Legacy of Learner Academy will allow returning students priority in admission for

the next school year. Those student's siblings will also be allowed priority in the

Legacy of Learners Academy will not have exclusion policies for students. We do not

intend on excluding any students who have documented history of misconduct or

discipline in prior schools under TEC, Chapter 37, Subchapter A., and/or low

academic achievement.

Legacy of Learners Academy will have an Arts program that includes dance and

music, however; students wiU not be required to demonstrate artistic abilities.

Parents of students withdrawing must fill out withdrawal forms. All documents will

be submitted to the receiving school by fax and/or email. Transfer students will be

admitted on the basis of space. Transfer students will follow the first come, first

serve basis.

Discipline Policy

Discipline Policy

It is a responsibility of the School Board, administrators and teachers to safeguard the health and safety of each student. Legacy of Learners Academy firmly believes that learning can best take place in an orderly environment and that students can best learn individual and collective responsibility and gain maturity if they are provided opportunities in which to exercise responsibility within the school setting. Our school discipline policy is intended to communicate expectations regarding acceptable conduct in school in order to provide a positive learning environment for all students.

The School Board and district administrators will be supportive in dealing with students on disciplinary matters, act in accordance with State Law, Department of Education Regulations and School District policies. The School Board recognizes its responsibility to meet the educational needs of students who do not respond well to normal school programs. Such efforts may include utilizing special services personnel and outside referral agencies and/or adjusting normal school procedures. If a student does not respond to these efforts and consistently exerts a disruptive influence on the educational environment of a school, the needs of the other students and staff must become a major factor in planning alternatives. With due consideration to these obligations, it is the responsibility of the School Board and administrators to make reasonable rules and regulations for the governing of student behavior and conduct. Principals and appropriate staff will annually review this policy to assess its effectiveness. All rules and regulations regarding student behavior will be approved annually by the School Board.

Legacy of Learners Student Code of Conduct

Legacy of Learners Academy Student Code of Conduct is in effect from the time a student arrives at school until the student leaves the school campus. The student code of conduct also is implemented when students are participating in school-sponsored activities.

I. Parental/guardian involvement and cooperation is vital in the discipline process.

2. School discipline policy and procedures will apply and be consistently enforced at times.

3. All elementary staff and parents/guardians will work together to correct the misbehavior of the student and to maintain a written record of incidents of serious misbehavior.

4. Measures to correct misbehavior will depend upon the nature of the behavior, the frequency, and the willingness of the student to correct the undesirable behavior. The use of these measures is intended to encourage acceptable behavior. Corrective action will normally begin at a minimal level and proceed to more serious action.

Behavior Expectation~

a. Students will show respect and courtesy to other people at all times. b. Students will show respect for property inside and outside the buildings. c. Students will behave in a manner that does not endanger themselves or others

Unacceptable Behavior Disciplinary action may be taken as a result of any behavior which is disruptive or which violates the rights of others. The following acts are examples of unacceptable behavior and subject to disciplinary action. School sponsored activities include, but are not limited to, co-curricular events, field trips, and club activities.

Violation against Persons

a. Fighting - Mutual combat in which all parties have cont1ibuted to the situation by verbal and/or

physical action.

Minimum Action: Student conference and parent/guardian contact.

Maximum Action: Expulsion or exclusion.

b. Harassment - Participating in, or conspiring for others to engage in acts that injure, degrade, or

disgrace other individuals.

c. Sexual, Racial and Religious Harassment and Violence

Minimum Action: Student conference, parent/guardian contact, and referral to the School

District's Human Rights Officers.

d. Bu11ying - "Bul1ying" means repeated behavior by an individual student, an individual student within a

group of students, or group of students that is intended to cause the victim(s) to feel

frightened, threatened, intimidated, humiliated, shamed, disgraced, ostracized, or physically

abused. Bullying implies an imbalance in power or strength in which the student being

bullied has difficulty defending him or herself. Bullying can take many forms, including

physical, verbal, social/relational and/or cyber bullying.

Maximum Action: Expulsion or exclusion.

e. Abusive/Inappropriate Language

(I) Disrespectful language to others. (2) Threatening language to others.

Any intentional action taken to attempt to prevent a staff member from exercising

his/her lawfully assigned duties.

Violation against School Administrative Procedures a. Insubordination - Refusal to follow school rules and regulations as directed by staff.

Minimum Action: Student conference and parent/guardian contact.

b. Disruptive Behavior - actions which interfere with effective operations of the school.

Minimum Action: Student conference and parent/guardian contact.

Maximum Action: Expulsion or exclusion.

Students will be informed of these rules by their classroom teacher during the first week of each school year. Students enrolling after the school year starts will be informed of these rules by a designated staff member.

Corrective Measures

Discipline should not be confused with punishment. The goal of discipline is a self-regulated individual with mature attitudes and socially-acceptable standards of conduct. Conective measures used will depend upon the nature of the behavior, the frequency, and the degree to which the student is willing to try to correct undesirable behavior.

With the exception of serious violations of the Student Conduct Code, conective measures will normally begin at a minimal level and then proceed to more serious levels. These procedures may include but are not limited to: conferences with teacher, or principal; detention; loss of school privileges; parent/guardian conference with school staff; modified school program; school transfer; dismissal for one day; suspension; refenal to District Administration; expulsion.

1. Student Conference

Conferences will be conducted with students regarding disciplinary matters to insure due process. Each student facing the imposition of disciplinary action under this code of conduct must be informed, orally or in writing, of the facts and the nature of the conduct which has been challenged and be given an opportunity to explain his or her version of the facts or conduct which has been challenged prior to the imposition of discipline.

2. Parent/Guardian Contact

Depending on the violation and the seriousness of the action, a student's parent/guardian may be contacted by telephone or mail in addition to a student conference. The intent of the contact is to inform the parent/guardian of the violation and the student's attitude during the conference and to elicit parent/guardian support for correcting the unacceptable behavior.

3. Parent/Guardian Conference

The principal, assistant principal, or teacher may request a parent/guardian conference, with or wjthout the student present, to insure pment/guardian understanding of the student's academic and/or behavior problem and to mobilize a cooperative effort to correct the difficulty.

Suspension - "Suspension" means an action taken by the school administration prohibiting a student from attending school for a period of not more than ten consecutive school days. The suspension period may be extended an additional five days when it is determined that the student will create an immediate and substantial danger to persons or property around him/her. The purpose of suspension is to remove the student from the school environment and to provide time for the professional staff, parent/guardian and student to discuss the matter and bring about an agreement on future conduct.

Expulsion - "Expulsion" means an action taken by the School Board to prohibit an enrolled student from further attendance for a period that shall not extend beyond an amount of time equal to one school year from the date a student is expelled.

In-School Suspension - In-School Suspension (ISS) may be required of a student for one or more breaches of the Code of Conduct. Students placed in ISS are required to remain in one room for a designated period of time. Students in ISS are under the supervision of school staff and are given ISS and/or homework assignments which must be completed.

Students with Disabilities - Students with disabilities who violate the Student Code of Conduct will receive corrective measures in accordance with applicable state and federal law.

Teachers and staff employed at Legacy of Learners Academy will utilize a discipline plan for the classrooms, in addition to school facilities. For minor discipline issues the following steps will occur:

1. First offense - teachers and/or staff members will issue a warning; 2. Second offense - teachers and/or staff members will issue a time-out; 3. Third offense - teachers and/or staff members will deny a privilege; 4. Fourth offense - teachers and/or staff members will contact parent/guardian. 5. Fifth offense - teachers and/or staff members will request a parent conference. 6. Sixth offense - teachers and/or staff members will request an in-house suspension with prior

approval from the Principal.

For serious offenses, the teachers and/or staff members will refer a student to the Principal's office. The Principal will work closely with parents/guardians for appropriate disciplinary consequences.

Legacy of Learners Academy will strive to handle all discipline manners in a fair and ethical way.

Narrative Start - Up Plan

The proposed charter school, Legacy of Learners Academy, will lease a facility at 3200 Sunrise Road,

Round Rock, Texas 78665. The start-up time line for Legacy of Learners will begin to prepare for the

school to open August 2016. Beginning June 2015 and continuing through the planning year, the Board

will participate in school board training. The training will review school effectiveness; governance and

oversight aligned to the school's mission and vision; financial, legal, and academic performance

accountability and best practices for school leadership and operations. Marketing and recruitment of

students will begin as early as the June 2015, pending approval.

Recruiting and interviewing potential candidates for administrative and staff positions will begin in

August 2015. Recruitment will be conducted using professional references, media outlets, Texas

Workforce Commission (TWC), internet job postings on professional websites, and social media.

The education committee will begin working on the curriculum time line starting in September 2015. The

education committee will also begin developing a projected plan for student scheduling. The plan will

include the location of classrooms, number of students for enrollment goal, and teacher assignments.

Beginning January 2016, recruitment and interviews for interested teacher candidates will be conducted.

The goal is to fill all teacher vacancies by June 2016. Recruitment will be conducted using professional

references, media outlets, Texas Workforce Commission (TWC), internet job postings on professional

websites.

By February 2016, students will be allowed to begin enrolling. All plans including curriculum, teacher

placements, administrative positions will be confirmed no later than June 2016. All employees will

collaborate to plan, communicate, and facilitate an Open House to welcome parents and students. This

event will occur during the month of July 2016. Student schedules and class lists will be finalized no later

than the beginning of August 2016. Teacher will begin teacher preparation development and receive

their classroom assignments. School will begin in late August.

FINANCIAL FRAUD AND THEFT PREVENTION

The Board has a responsibility to protect the physical and financial resources of the school

including preventing theft and fraud and investigating allegations of theft and fraud.

This purpose of this policy is to outline the requirements for theft and fraud prevention and

provide guidelines so allegations of theft and fraud can be investigated in a procedurally fair and

just manner. This policy applies to all staff, contractors, volunteers and any other person with access to

or responsibility for school resources.

Guidelines:

Legacy of learners Academy is responsible for establishing systems and procedures to prevent and

detect theft and fraudulent actions by persons who are employed or contracted by the school or who

are service recipients of the school. Investigation into theft or fraudulent actions will be conducted in a

manner is procedurally just and fair.

General

1. As a preventative measures against theft and fraud the Administrative staff will ensure that:

a. The School's physical resources are kept secure and accounted for.

b. The School's financial systems are designed to prevent and detect the occurrence of

fraud. All such systems must meet the requirements and standards according to state guidelines

and procedures.

c. Staff who is formally delegated responsibility for the custody of physical and financial

resources by the Administrative staff are proven competent to carry out such responsibilities

and are held accountable for the proper execution of their responsibilities.

d. All staff is aware of their responsibility to immediately inform the Principal should

they suspect or become aware of any improper or fraudulent actions by staff, suppliers,

contractors, students or other persons associated with the school.

2. In the event of an allegation of theft or fraud the Principal shall act in accordance with the

following procedures:

a. Decide to either immediately report the matter to the local Police or proceed as

outlined in this paragraph.

b. So far as it is possible and within 24 hours:

Record the details of the allegation, the person or persons allegedly involved, and

the quantity and/or value of the theft or fraud.

Request a written statement from the person who has informed the Principal,

with details as to the nature of the theft or fraud, the time and circumstances in

which this occurred, and the quantity and/or value of the theft.

Decide on the initial actions to be taken including consulting with the person who

provided the information and, if appropriate, confidentially consulting with other

senior members of staff about the person who is the subject of the allegation.

Inform the Board Chairperson of the information received and consult with them

as appropriate.

c. On the basis of advice received and after consultation with the Board Chairperson, the

Principal shall decide whether or not a prima facie case of theft or fraud exists, and

if not, to document this decision and record that no further action is to be taken.

d. The Principal shall then carry out the following procedures:

Investigate the matter further;

If a prima facie case is thought to exist to continue with their investigation;

Invoke any disciplinary procedures contained in the contract of employment should the person be a staff member;

File a complaint with the local Police;

If necessary, commission an independent expert investigation;

In the case of fraud, require a search for written evidence of the possible fraudulent action to determine the likelihood or not of such evidence;

Seek legal advice; or

Inform the Superintendent and/or Board members

e. Once all available evidence is obtained the Superintendent shall consult the Board

Chairperson. The Board Chairperson may, if they consider it necessary, seek legal or

other advice as to what further action should be taken.

f. If a case is considered to exist the Principal or a person designated by them shall,

unless another course of action is more appropriate:

Inform the person in writing of the allegation that has been received and request

a meeting with them at which their representative or representatives are invited to

be present.

Meet with the person who is the subject of the allegation of theft or fraud and their

representatives to explain the complaint against them.

Obtain a verbal or preferably a written response (all verbal responses must be

recorded as minutes of that meeting, and the accuracy of those minutes should

be attested by all persons present).

Advise the person in writing of the processes to be involved from this point on.

3. The Board recognizes that supposed or actual instances of theft or fraud can affect the rights

and reputation of the person or persons implicated. All matters related to the case shall remain

strictly confidential with all written information kept secure. Should any delegated staff member

or any other staff member improperly disclose information the Principal shall consider if

that person or persons are in breach of confidence and if further action is required. Any action

the Principal considerations must be in terms of the applicable conditions contained in their

contract of employment and any code of ethics or code of responsibility by which the staff

member is bound.

4. The Board affirms that any allegation of theft or fraud must be subject to due process, equity

and fairness. Should a case be deemed to be answerable then the due process of the law

shall apply to the person or persons implicated.

5. Any intimation or written statement made on behalf of the School and related to any instance

of supposed or actual theft or fraud shall be made by the Board Chairperson who shall do so

after consultation with the Principal and if considered appropriate after taking expert

advice.

Allegations Concerning the Principal, Superintendent or a Board Member

6. Any allegation concerning the Principal r should be made to the Board Chairperson. The

Chairperson will then investigate in accordance with the requirements of paragraph 2 of this

Policy

7. Any allegation concerning a member of the Board of Trustees should be made to the

Superintendent and/or other respective Board members.
