NOTICE OF PUBLIC PARTICIPATION PROCESS PROPOSED IMPROVEMENT OF THE N7, SECTION 2, BETWEEN

ROOIDRAAI (KM 7.49) AND MOORREESBURG (KM 33.90)

Notice is hereby given of a public participation process in terms of the Environmental Impact Assessment (EIA) Regulations 2014, as amended, promulgated in terms of the National Environmental Management Act, 1998 (No. 107 of 1998) (NEMA), and the National Water Act, 1998 (No. 36 of 1998) (NWA).

Proponent: The South African National Roads Agency SOC Limited (SANRAL)

Environmental Assessment Practitioner: SLR Consulting (South Africa) (Pty) Ltd (SLR)

Activity: SANRAL is proposing to improve a 26.41 km stretch of the N7, Section 2, from Rooidraai (km 7.49) to Moorreesburg (km 33.90) by providing additional climbing/passing lanes and widening the road and associated infrastructure in certain areas. The existing carriageway would be widened to the following cross-sections:

Where no climbing lanes are provided: two 3.7 m-wide lanes and two 3.5 m-wide shoulders

Where a climbing lane is provided on one side only: 1.5 m-wide shoulder (1.0 m surfaced) with 3.5 m-wide slow lane and 3.7 m-wide fast lane. The side without the climbing lane would have a 3.7 m-wide lane and a 3.5 m-wide shoulder (3.0 m surfaced)

In instances where climbing lanes are provided on both sides: each side would have a 1.5 m-wide shoulder (1.0 m surfaced) with a 3.5 m-wide slow lane and a 3.7 m-wide fast lane

Applications for Environmental Authorisation and Water Use Authorisation: A Basic Assessment process is required as part of an Application for Environmental Authorisation for the proposed project as it may trigger Listed Activities 12, 19, 34, 48 and 56 of Government Notice (GN) R983, as amended (Listing Notice 1), and Listed Activities 12, 14, 18 and 23 of GN R985, as amended (Listing Notice 3), promulgated under NEMA. Water Use Authorisation in terms of Sections 21a (taking water from a water resource), 21c (impeding or diverting the flow of water in a watercourse) and 21i (altering the bed, banks, course or characteristics of a watercourse) of the NWA would also be required.

Opportunity to participate: In accordance with the EIA Regulations 2014, as amended, you and/or your organisation are hereby invited to register as an Interested and Affected Party (I&AP) for the proposed project. A Background Information Document has been compiled and is available from SLR on request. Should you wish to register and/or submit comments on the potential impacts/risks of the proposed project, please contact SLR (at the contact details below) by no later than 3 June 2019.

Comments or queries on the application for Water Use Authorisation should be submitted to SLR (at the contact details below) within 60 days of the date of this advert.

I&APs are also invited to attend a Public Open Day and Information-sharing Meeting where information on the proposed project will be displayed and presented to I&APs for discussion and raising of any initial issues and concerns. The event will be held as follows:
