GENERAL NOTES:
1. THE VENDOR SHALL BE RESPONSIBLE FOR VERIFYING ALL CONDITIONS AND MEASUREMENTS RELATING TO THE WORK IN THE FIELD PRIOR
TO PROCEEDING WITH INSTALLATION, REMOVAL, AND DISPOSAL ACTIVITIES. THE VENDOR SHALL COORDINATE ANY MODIFICATIONS
REQUIRED WITH FDOT.
2. THE VENDOR IS RESPONSIBLE FOR ALL EQUIPMENT, MATERIALS, AND SERVICES REQUIRED TO COMPLETE THIS PROJECT. THE VENDOR IS
RESPONSIBLE FOR VERIFYING THE COMPLETENESS OF MATERIALS REQUIRED AND SUITABILITY OF DEVICES TO MEET THESE PLANS. THE
VENDOR SHALL PROVIDE AND INSTALL, WITHOUT CLAIM, ANY ADDITIONAL EQUIPMENT AND SERVICES REQUIRED FOR OPERATION PER THESE
PLANS.
3. THE VENDOR SHALL BE RESPONSIBLE FOR DETERMINING LOCAL FACILITIES FOR DELIVERING, STORING, AND LEGALLY DISPOSING OF POST-
INSTALLATION MATERIALS.
4. THE VENDOR IS RESPONSIBLE FOR OBTAINING ANY PERMITS AND MEETING BUILDING OFFICIAL REQUIREMENTS, INCLUDING ASSOCIATED
FEES. THE VENDOR IS RESPONSIBLE FOR CONTACTING APPLICABLE BUILDING OFFICIALS FOR PERMIT APPLICATIONS AND SUBMITTING TO
THE FDOT FOR SIGNATURE.
5. THE VENDOR IS RESPONSIBLE FOR COORDINATING ALL NECESSARY NOTIFICATIONS OF WORK AND CONSTRUCTION WITH THE FEDERAL
AVIATION ADMINISTRATION (FAA) AND FEDERAL COMMUNICATIONS COMMISSION (FCC) WITH THE FDOT PROJECT MANAGER. ALL FAA AND
FCC FILINGS WILL BE HANDLED BY THE VENDOR BASED ON THIS COORDINATION.
6. THE VENDOR SHALL SUBMIT AN INSTALLATION SCHEDULE TO FDOT FOR REVIEW AND APPROVAL. THE PLAN SHALL INCLUDE A DETAILED
SCHEDULE OF EVENTS DETAILING EACH PHASE OF INSTALLATION, INCLUDING A PROJECTED TIMELINE.
7. THE VENDOR MUST COORDINATE ALL SITE WORK WITH FDOT. THE CONTACT PERSON IS RANDY PIERCE, 850-410-5608.
8. ALL ANTENNA REMOVAL AND INSTALLATION WORK SHALL BE DONE BY TOWER CLIMBERS CERTIFIED BY COMTRAIN, OR APPROVED
EQUIVALENT. CERTIFICATION DOCUMENTATION IS REQUIRED, STATING THE NAME OF THE VENDOR AND THE INDIVIDUAL NAME FOR EACH
EMPLOYEE ON THE SITE. THE COMTRAIN ID CARD CAN BE USED FOR THIS DOCUMENTATION AND MUST BE CARRIED ON A PERSON ON SITE
WHILE WORKING.
THE VENDOR SHALL BE AN AUTHORIZED MIDLAND SYSTEMS DEALER, AND A 4RF DEALER APPROVED TO SELL, DESIGN, AND INSTALL PUBLIC
SAFETY GRADE MIDLAND LAND MOBILE RADIO AND 4RF PRODUCTS.
9. THE VENDOR SHALL COORDINATE EACH ELEMENT ON THE SCHEDULE WITH OTHER INSTALLATION ACTIVITIES AND SHOW EACH ACTIVITY IN
PROPER SEQUENCE.
10. THE VENDOR SHALL RESTRICT PERSONNEL, THE USE OF EQUIPMENT, AND THE STORAGE OF MATERIALS TO AREAS WITHIN THE LIMITS OF
INSTALLATION. ANY OFF-SITE STORAGE AREA IS THE RESPONSIBILITY OF THE VENDOR.
11. THE VENDOR SHALL PROVIDE SECURITY FOR HIS/HER EQUIPMENT AND SHALL CONDUCT HIS/HER OPERATIONS SO AS TO AVOID
INTERFERENCE WITH FDOT'S NORMAL OPERATIONS.
12. THE VENDOR SHALL PROVIDE AND MAINTAIN IN A NEAT AND SANITARY CONDITION SUCH ACCOMMODATIONS FOR THE USE OF HIS/HER
EMPLOYEES AS MAY BE NECESSARY TO COMPLY WITH REGULATIONS OF THE COUNTY OR THE DEPARTMENT OF HEALTH AND
REHABILITATIVE SERVICES. NO NUISANCE WILL BE PERMITTED.
13. THE VENDOR SHALL BE RESPONSIBLE FOR REMOVING AND LEGALLY DISPOSING OF TRASH IN A TIMELY MANNER.
14. ALL EQUIPMENT AND SERVICES FURNISHED BY THE VENDOR AS PART OF THIS PROJECT SHALL BE WARRANTED TO BE FREE FROM DEFECTS
IN MATERIAL AND WORKMANSHIP. IN THE EVENT ANY SUCH DEFECTS IN EQUIPMENT OR SERVICES BECOME EVIDENT WITHIN THE WARRANTY
PERIOD, THE VENDOR SHALL CORRECT THE DEFECT BY REPAIRING OR REPLACING THE DEFECTIVE COMPONENT OR EQUIPMENT AT NO COST
TO FDOT DURING THE WARRANTY PERIOD. THE WARRANTY PERIOD SHALL BE A MINIMUM OF 12 MONTHS FROM DATE OF FINAL ACCEPTANCE.
CLAIMS UNDER ANY OF THE WARRANTIES HEREIN ARE VALID IF MADE WITHIN 30 DAYS AFTER TERMINATION OF THE WARRANTY PERIOD.
15. THE VENDOR SHALL PROVIDE PHOTOGRAPHIC DOCUMENTATION OF ALL WORK PERFORMED AT EACH SITE CLEARLY SHOWING THE NEW
ANTENNAS AND ASSOCIATED HARDWARE AND CABLING, AND THE NEW RADIOS.
THE VENDOR SHALL SUBMIT A SET OF HARD COPY AS-BUILT DOCUMENTATION DEPICTING THE TOWER LOADING DETAILS AND RACK
DIAGRAMS, AND A SOFT COPY OF THE AS-BUILT DOCUMENTATION.
THE VENDOR SHALL COMPLETE THE ITS FACILITY MANAGEMENT SYSTEM FORMS (ITSFM038, ITSFM053, AND ITSFM055). THE VENDOR SHALL
DOWNLOAD THE ACTUAL FORM FROM THE FOLLOWING ITS FACILITY MANAGEMENT SYSTEM WEB SITE ADDRESS:
http://www.dot.state.fl.us/trafficoperations/its/Projects_Telecom/ITSFM/ITSFM-datacollection.shtm
IT IS IMPORTANT THAT THE VENDOR DOWNLOAD AND USE THE MOST CURRENT FILE VERSION PRIOR TO STARTING WORK BECAUSE OF THE
FREQUENCY OF UPDATES.
16. THE VENDOR SHALL BE RESPONSIBLE FOR THE COAXIAL CABLE AND RESPECTIVE HARDWARE. ANY BENDS, KINKS, OR DEFORMATION WILL
RENDER THE COAXIAL CABLES UNUSABLE. SPLICING OF THE COAXIAL CABLE IS NOT PERMITTED. ANY EXISTING ELLIPTICAL WAVEGUIDES
AND NEW AND EXISTING COAXIAL CABLES DAMAGED BY THE VENDOR SHALL BE REPLACED WITH NEW FULL-LENGTH WAVEGUIDES AND
COAXIAL CABLES, WITHOUT CLAIM, AND AT THE VENDOR’S COST.
17. ALL COAXIAL TRANSMISSION LINES SHALL BE INSTALLED IN SUCH A MANNER THAT DOES NOT VIOLATE THE MANUFACTURER’S MINIMUM BEND
RADIUS.
18. THE VENDOR IS RESPONSIBLE FOR VERIFYING CORRECT SIZE, GENDER, AND SUITABILITY OF ALL COAXIAL TRANSMISSION LINE CONNECTORS
AND SPDS. THE VENDOR SHALL SUBMIT A DETAILED LIST OF CONNECTORS AND SPDS TO THE FDOT PROJECT MANAGER FOR REVIEW AND
APPROVAL.

GENERAL NOTES (CONT’D):
19. ALL ANTENNA SYSTEMS SHALL BE FREQUENCY DOMAIN SWEEP TESTED AND TIME DOMAIN TESTED PRIOR TO OPERATION.
THE ANTENNA AND COAXIAL TRANSMISSION LINES THAT ARE SPECIFIED TO BE REUSED SHALL BE FREQUENCY AND TIME DOMAIN SWEEP
TESTED TO DETERMINE IF IT IS OPERATIONAL. IF THE TEST INDICATES THAT THE ANTENNA OR COAXIAL TRANSMISSION LINES NEED TO BE
REPLACED, THE VENDOR SHALL REPLACE THE ANTENNA AND/OR COAXIAL TRANSMISSION LINES WITH A CHANGE ORDER APPROVED BY
THE FDOT.
NEW ANTENNAS AND TRANSMISSION LINES THAT DO NOT PASS THE SWEEP TESTS SHALL BE REPLACED BY THE VENDOR AT NO
ADDITIONAL COST TO THE FDOT. THE VENDOR SHALL CORRECT THE PROBLEM AND PERFORM SWEEP TESTS UNTIL THE PROBLEM IS
RESOLVED.
20. ALL COAXIAL TRANSMISSION LINES SHALL BE MARKED WITH COLORED TAPE AT THE TOP AND BOTTOM (NEAR THE ANTENNA AND NEAR THE
GROUND BUS BAR/BULKHEAD). THE COLORED TAPE SHALL BE APPLIED IN RINGS (BANDS) AROUND THE COAXIAL TRANSMISSION LINES FOR
EASY IDENTIFICATION.
21. THE FDOT WILL WITNESS COMMISSIONING AND TESTING OF THE HIGH-BAND REPEATER, MICROWAVE LINK AND NETWORK CONNECTION(S)
AT EACH OF THE THREE (3) DISTRICT 4 TRANSMISSION SITES, AND NOTIFY THE VENDOR OF FINAL ACCEPTANCE.
22. THE VENDOR SHALL COLLECT PRODUCT DATA INTO A SINGLE SUBMITTAL FOR EACH ELEMENT OF INSTALLATION OR SYSTEM. PRODUCT
DATA SHALL INCLUDE PRINTED INFORMATION SUCH AS MANUFACTURER’S INSTALALTION INSTRUCTIONS AND PERFORMANCE
SPECIFICATIONS.
23. THE VENDOR SHALL SUBMIT TWO (2) SETS OF AS-BUILT DRAWINGS DEPICTING THE LOCATION OF COMPONENTS OF THE COMMUNICATIONS
FACILITIES WITH RESPECT TO LOCAL FEATURES AND BENCHMARKS. AS-BILT DRAWINGS DEPICTING ANY FIELD CHANGES TO THE FACILITIES
SHALL ALSO BE SUBMITTED. AS-BUILT DOCUMENTATION SHALL BE SUBMITTED IN ELECTRONIC FORMAT, AS WELL AS PRINTED.
INSPECTION NOTES:
1. THE INSPECTION SHALL BE PERFORMED BY THE VENDOR AND WITNESSED BY FDOT. THE VENDOR SHALL NOTIFY FDOT AT LEAST
3 DAYS PRIOR TO COMPLETION OF INSTALLATION. THE VENDOR AND FDOT SHALL VERIFY JOINTLY THAT ALL INSTALLATION WORK
IS CORRECTLY INSTALLED AND FUNCTIONAL.
2. GROUNDING SHALL BE INSPECTED FOR PROPER CONNECTION TYPES, TIGHTNESS, WORKMANSHIP, AND CONFORMANCE WITH THE
APPROVED DESIGN.
3. THE SITES SHALL BE INSPECTED TO BE FREE OF DEBRIS AND COMPOUND RESTORED.
4. FOLLOWING THE COMPLETION OF INSPECTIONS, THE INSTALLED EQUIPMENT AND FACILITIES SHALL BE SUBJECTED TO A MINIMUM
20-DAY PERFORMANCE PERIOD. FOR THE PURPOSE OF THE SUCCESSFUL PERFORMANCE PERIOD, FAILURE OF OPERATION IS
DEFINED AS THE FAILURE OF A MAJOR COMPONENT OF THE SITE (COAXIAL TRANSMISSION LINE, ANTENNAS, ETC.). DEGRADATION OF
MICROWAVE LINK PERFORMANCE IS A FAILURE. THE PERFORMANCE VERIFICATION SHALL BE ACCOMPLISHED WITH THE FDOT. UPON
ACCEPTANCE OF THE PERFORMANCE AND TEST CRITERIA BY FDOT, THE 20-DAY PERFORMANCE PERIOD SHALL BEGIN.

3. APPLICABLE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (O.S.H.A.) PRACTICES.

DISTRICT 4 HEADQUARTERS NOTES:
1. THE VENDOR SHALL REMOVE AND PROPERLY DISPOSE OF THE DB201 ANTENNA. THE VENDOR SHALL LEAVE THE 1/2-INCH COAXIAL
TRANSMISSION LINE AND MOUNTING HARDWARE IN PLACE TO BE REUSED FOR THE 960 MHZ LINK TO THE FDOT MCARTHUR SITE.
2. THE VENDOR SHALL REMOVE TWO (2) MIDLAND BASETECH BASE STATION RADIOS FROM AN EXISTING CABINET LOCATED IN THE DISTRICT 4
HEADQUARTERS EQUIPMENT ROOM. THE VENDOR SHALL RETURN THE RADIOS TO DISTRICT 4 HEADQUARTERS PERSONNEL.
3. THE VENDOR SHALL FURNISH AND INSTALL A KATHREIN-SCALA PR-950 GRID ANTENNA ON A 10-FOOT PIPE TO BE MOUNTED WHERE THE DB201
ANTENNA WAS REMOVED. THE GRID ANTENNA SHALL BE CONFIGURED FOR HORIZONTAL POLARIZATION AND ALIGNED WITH THE FDOT
MCARTHUR TOWER SITE (AZIMUTH: APPROXIMATELY 203.9 DEGREES). SEE SHEETS IT-4 AND IT-5.
THE VENDOR SHALL REUSE THE DB224 ANTENNA AND ASSOCIATED TRANSMISSION LINE FOR THE VHF HIGH BAND TRANSMISSION SYSTEM.
4. THE VENDOR SHALL REMOVE THE EXISTING IN-LINE SURGE PROTECTIVE DEVICES (SPDS) MOUNTED TO THE GROUND BUS BAR INSIDE THE
DISTRICT 4 HEADQUARTERS EQUIPMENT ROOM AND RETURN TO DISTRICT 4 HEADQUARTERS PERSONNEL.
THE VENDOR SHALL FURNISH AND INSTALL NEW SPDS FOR THE TRANSMISSION LINES. THE VENDOR INSTALL A POLYPHASER TSX-DFM-BF
FOR THE 960 MHZ LINK ASSOCIATED WITH THE NEW GRID ANTENNA. THE VENDOR SHALL INSTALL A POLYPHASER VHF50HD-MA FOR THE VHF
HIGH BAND ASSOCIATED WITH THE EXISTING DB224 ANTENNA. THE VENDOR SHALL PROVIDE SUITABLE HARDWARE FOR THE PROPER
MOUNTING OF THE SPDS TO THE GROUND BUS BAR.
5. THE VENDOR SHALL INSTALL A FDOT PROVIDED BIRD/TX-RX DUPLEXER AND A FDOT PROVIDED MIDLAND BASETECH III REPEATER IN THE
EXISTING CABINET LOCATED IN THE DISTRICT 4 HEADQUARTERS EQUIPMENT ROOM. THE VENDOR SHALL CONNECT THE TRANSMISSION LINE
ASSOCIATED WITH THE DB224 ANTENNA TO THE DUPLEXER. THE VENDOR SHALL CONNECT THE DUPLEXER TO THE REPEATER AND
CONFIGURE, VERIFY, AND/OR OPTIMIZE THE DUPLEXER AND REPEATER FOR THE FOLLOWING FREQUENCIES: TX: 154.68 MHZ, RX: 156.24 MHZ.
THE FDOT IS LICENSED TO OPERATE ON THIS FREQUENCY UNDER CALL SIGN WQXV737. THE VENDOR SHALL CONFIGURE THE RECEIVE AND
TRANSMIT CTCSS TONES TO BE 151.4 HZ.
THE VENDOR SHALL CONFIGURE AND PROGRAM THE BASETECH III 2020 BOARD IN ACCORDANCE WITH FDOT SPECIFICATIONS THAT WILL BE
PROVIDED TO THE VENDOR.
6. THE VENDOR SHALL FURNISH AND INSTALL A 12VDC 4RF APRISA XE MICROWAVE RADIO IN THE SAME CABINET AS THE REPEATER. THE
VENDOR SHALL CONNECT THE APRISA XE MICROWAVE RADIO TO THE TRANSMISSION LINE ASSOCIATED WITH THE GRID ANTENNA. THE
VENDOR SHALL CONFIGURE THE APRISA XE MICROWAVE RADIO FOR THE FOLLOWING FREQUENCIES: TX: 933.375 MHZ, RX: 942.375 MHZ. THE
FDOT IS LICENSED TO OPERATE ON THIS FREQUENCY UNDER CALL SIGN WQYG790.
THE VENDOR SHALL CONFIGURE THE APRISA XE WITH THE FOLLOWING NETWORK ADDRESS:

4. ALL COAXIAL TRANSMISSION LINES SHALL BE MOUNTED AND SECURED TO THE TOWER, VERTICAL TRANSMISSION LINE LADDER, AND
HORIZONTAL TRANSMISSION LINE BRIDGE WITH APPROPRIATELY SIZED STAINLESS STEEL BOLT-ON HANGERS AND HARDWARE. SNAP-ON AND
‘TWIST-TIE’ HANGERS WILL NOT BE PERMITTED. THE HANGERS SHALL BE SPACED WITH A MAXIMUM SEPERATION OF 36 IN. ON CENTER.
5. ALL COAXIAL TRANSMISSION LINES SHALL BE GROUNDED TO THE TOWER AND BULKHEAD AT A MINIMUM OF FOUR (4) LOCATIONS PER THESE
SPECIFICATIONS: 1.) TOP OF TRANSMISSION LINE SYSTEM, 2.) MIDDLE OF TRANSMISSION LINE SPAN 3.) BASE OF THE TOWER WHERE
TRANSITION IS MADE TO THE HORIZONTAL TRANSMISSION LINE BRIDGE (TOWER BASE GROUND BUS BAR), AND 4.) AT THE TRANSMISSION

3. THE VENDOR SHALL INSTALL THE NEW SURGE PROTECTIVE DEVICES (SPD) FOR THE COAXIAL TRANSMISSION LINES DIRECTLY ON THE
INTERIOR TRANSMISSION LINE BULKHEAD. THE SPDS SHALL BE POLYPHASER MODEL TSX-DFM-BF.
4. THE VENDOR SHALL ROUTE THE NEW COAXIAL TRANSMISSION LINES ALONG THE OVERHEAD CABLE TRAYS, PARALLEL TO THE
EXISTING UHF COAXIAL TRANSMISSION LINES TO THE CHANNEL BANK RACK. THE VENDOR SHALL SECURE THE TRANSMISSION LINES
TO THE OVERHEAD CABLE TRAYS WITH ZIP TIES, AT 36 IN. INTERVALS, MAXIMUM.
5. THE VENDOR SHALL FURNISH AND INSTALL TWO (2) NEW 4RF APRISA XE MICROWAVE RADIOS IN THE CHANNEL BANK RACK.
6. THE VENDOR SHALL FURNISH AND INSTALL ONE (1) 66MI-50 PUNCHBLOCK ON THE EXISTING TELCO BOARD ON THE WEST WALL. THE
VENDOR SHALL FURNISH AND INSTALL ONE (1) EDCO MGB GROUND RAIL ON THE PUNCHBLOCK, AND MECHANICALLY GROUND THE
PUNCHBLOCK TO THE INTERIOR GROUND RING USING MANUFACTURER’S RECOMMENDATIONS.
7. FIRST, THE VENDOR SHALL CONFIGURE THE SNV-12 VOTER IN ACCORDANCE WITH FDOT SPECIFICATIONS. THE VENDOR SHALL
COORDINATE WITH THE FDOT PROJECT MANAGER FOR THIS PROCEDURE. THEN, THE VENDOR SHALL FURNISH AND INSTALL TWO (2)
NEW SVM-2 VOTER CARDS IN PORTS 7 & 8 OF THE SNV-12 VOTER CHASSIS LOCATED IN THE CHANNEL BANK RACK. PORT 7 SHALL BE
FOR THE DISTRICT 4 HEADQUARTERS SITE, AND PORT 8 SHALL BE FOR THE BROWARD OPS SITE. THE VENDOR SHALL CONFIGURE THE
SVM-2 CARDS IN ACCORDANCE WITH FDOT SPECIFICATIONS WHICH WILL BE PROVIDED TO THE VENDOR. THE VENDOR SHALL
COORDINATE WITH THE FDOT PROJECT MANAGER FOR THIS PROCEDURE.
8. THE VENDOR SHALL WIRE A 4-WIRE E&M CIRCUIT FROM THE 4-WIRE E&M PORT 1 ON THE APRISA XE FOR THE DISTRICT 4
HEADQUARTERS LINK TO THE NEW PUNCHBLOCK. THE VENDOR SHALL INSTALL TWO (2) EDCO HDE SPDS ON THE PUNCHBLOCK, AND
WIRE TO PORT 7 OF THE VOTER. THE VENDOR SHALL WIRE A 4-WIRE E&M CIRCUIT FROM THE 4-WIRE E&M PORT 1 ON APRISA XE FOR
THE BROWARD OPS LINK TO THE NEW PUNCHBLOCK. THE VENDOR SHALL INSTALL TWO (2) EDCO HDE SPDS ON THE PUNCHBLOCK, AND
WIRE TO PORT 8 OF THE VOTER. THE VENDOR SHALL APPROPRIATELY LABEL EACH CIRCUIT.
9. THE VENDOR SHALL INSTALL FOUR (4) ETHERNET SPDS TO PROTECT THE ETHERNET CIRCUIT BETWEEN EACH APRISA XE MICROWAVE
RADIO AND THEIR RESPECTIVE PORTS ON THE BPS 2000. THE ETHERNET SPDS SHALL BE MODEL ZB24596. TWO (2) SPDS SHALL BE
MOUNTED TO THE EXISTING DIN RAIL LOCATED IN THE CHANNEL BANK RACK TO PROTECT THE APRISA XE MICROWAVE RADIOS. THE
OTHER TWO (2) SPDS SHALL BE MOUNTED TO THE EXISTING DIN RAIL LOCATED IN THE PASSPORT 15K RACK TO PROTECT THE BPS
2000.
10. THE VENDOR SHALL FURNISH AND INSTALL CAT5 ETHERNET CABLE BETWEEN EACH APRISA XE AND THE BPS 2000. THE CAT5
ETHERNET CABLE SHALL BE CUSTOM LENGTH AND ROUTED ALONG THE OVERHEAD CABLE TRAYS, PARALLEL TO EXISTING CAT5
ETHERNET CABLES. THE VENDOR SHALL SECURE THE CAT5 ETHERNET CABLES TO THE OVERHEAD CABLE TRAYS WITH ZIP TIES, AT 36
