– compete internationally,
– are knowledge intensive (R&D),
– bear potential to help solving societal challenges
› Private sector activates and collaborates with research & innovation
institutes to stimulate private investment and valorisation

› The 9 Top Sectors are continued as vehicles of PPP-Innovation
› Top teams remain in charge of Knowledge and Innovation Agendae (KIAs) and economic opportunities (incl. human capital, internationalisation, laws, policies, and regulations)
› PPP in Top Sectors and TKI’s remain core business: KIA’s guide PPP efforts and resources (NWO, TO2, PPP-allowance, MIT)

and Innovation Agendas (KIAs) Top Sectors (Top teams initiative)
› Internationalisation
› Emphasis on four societal themes and key enabling technologies
› Ministries have the initiative
o With corresponding top teams, civil society and other stakeholders
o Aimed at entire chain fundamental research to market introduction TRL 1-9
