    repre"entative" are not pre"ent in member" of organi(ation and are funded by the government.

    Sometime" entire fund" are provided by the government while "ometime" government partially fund"

    the N7O". &he main obe'tive of N7O" i" to provide "o'ial u"ti'e8 development and human right".

    !oluntary organi(ation i" not a new phenomenon in our 'ountry. !oluntary effort ha" alway"

    been an important part of our 'ulture and "o'ial tradition. &he need for organi(ing people into

    a''redited a""o'iation" and their involvement and parti'ipation in rural development have now been

    fully re'ogni(ed. In re'ent year"8 they have in'rea"ed in 'on"iderable number8 a'

    developing N7O" i" e'onomi' re'e""ion8 end of 'old war8 privati(ation8 growing demand" et'. Non-

    7overnment Organi(ation" 9N7O": and !oluntary a'tion have been part of the hi"tori'al lega'y. In

    early #0th 'entury8 "everal voluntary effort" were "tarted in the field" of edu'ation8 health et'. &heN7O" be'ame prominent after independen'e8 e"pe'ially after $0".

    ,evelopment pra'titioner"8 government offi'ial" and foreign donor" 'on"ider that Non-

    7overnmental organi(ation" by the virtue of being "mall-"'ale8 fle5ible8 innovative and parti'ipatory

    are more "u''e""ful in rea'hing the poor and in poverty alleviating. &hi" 'on"ideration ha" re"ulted in

    the rapid growth of N7O" involved in initiating and implementing rural development program.

    A''ording to the e"timate" of the wor)ing group" of N7O"8 there are about 08000 N7O" in

    India. A rapid growth too) pla'e in the $F0" and the early $0". >ith the S17 lin)age" program

    introdu'ed in $F8 the N7O "e'tor ha" been re'ogni(ed a" a 'ru'ial partner8 re'ogni(ing the

    &he 'on'ept of N7O" and So'ial welfare are not new. India ha" a gloriou" tradition of

    !oluntary organi(ation". In the pre-Independen'e day"8 abindranath &agore in hi" Santini)etan

    e5periment" "howed how rural development 'ould be brought about by integration of edu'ation and

    'ulture. 7andhii in hi" >ardha e5periment "howed how village indu"trie" 'ould bring about the

    development of the poore"t "e'tion" of the people in thi" 'ountry. 9ali)-$%:

    After independen'e too8 there wa" a lot of tal) about the role of N7O" and people"

    parti'ipation when we "tarted our planning pro'e"" in the early %0". &he Briti"h 7overnment in India

    "pent minimum re"our'e" on "o'ial welfare program" and "o voluntary agen'ie" played an important

    role in developing program" for the poor8 the de"titute8 women and 'hildren.

    International non-governmental organi(ation" have a hi"tory dating ba') to at lea"t $F. It ha"

    been e"timated that by $$?8 there were $0F N7O". 1owever8 the phra"e @non-governmental

    organi(ation@ only 'ame into popular u"e with the e"tabli"hment of the 2nited Nation" Organi(ation

    in $?% with provi"ion" in Arti'le $ of 6hapter $0 of the 2nited Nation" 6harter for a 'on"ultative

    role for organi(ation" whi'h are neither government" nor member "tate""ee 6on"ultative Statu".

    7lobali(ation during the #0th 'entury gave ri"e to the importan'e of N7O". any problem" 'ould

    not be "olved within a nation. International treatie" and international organi(ation" "u'h a" the >orld
