UNODC’s Country programme for Nigeria addresses drug and crime control priorities and focuses on partnerships with key stakeholders. CONIG’s expanding programme portfolio centers around judicial and prison reform,
anti- corruption, drug control and the fight against other transnational organized crime. It also aims at better services for victims of human trafficking, drug abusers, and HIV-AIDS risk groups. UNODC Nigeria is located at

Enhancing Cooperation to Fight Human
Trafficking: Stakeholders Visit Belgium On 2 - 7 October , a delegation of 24 persons
representing law enforcement agencies, prosecutors,
the judiciary and Non Governmental Organizations
that provide services to victims of human trafficking
were drawn from six European destination countries;
(Austria, Belgium, France, Germany, Switzerland the
UK), and Nigeria for a study visit to Belgium. The study
visit was conducted under the European Union (EU)
funded project “Enhancing multi-stakeholder
cooperation to fight human trafficking in countries of
origin and destination” that is jointly implemented by UNODC and the International Organisation for Migration (IOM).
Participants from Nigeria comprised of two Federal High Court Judges, three NAPTIP officials, a representative of Girls Power
Initiative (GPI), which is a prominent NGO based in Edo State, and a staff of UNODC. The participants understanding and
proficiency on policies and procedures were greatly enhanced from interacting with Belgian experts and representatives of the
EU institutions involved in fighting human trafficking and related crime. Participants were exposed to best practices in criminal
investigation, management of victims, mutual legal assistance and coordination and cooperation among source and destination
countries of human trafficking.

Code of Conduct Bureau Adopts National Plan of Action In May 2011, the World Bank, Embassy
of the United States of America, J4A, and
UNODC supported a training on Income
and Asset Declaration (IAD) Systems for
the Code of Conduct Bureau (CCB). An
outcome of the training was the
development of a Communiqué which
was adopted for implementation by the
Bureau’s leadership in June 2011. With
the recommendations from the IAD training and policy workshop, the CCB has also
developed a Plan of Action which was adopted by the CCB leadership in October 2011, a
process fully funded by the World Bank. The plan which was developed with technical
support from the World Bank, the US Embassy, J4A, Code of Conduct Tribunal and
UNODC, covers the functional and operational areas of the CCB’s administration such
as: Managing Submission Compliance, Public Access to IAD, Verification Methods,
System Performance Tracking and Management. The implementation of the Plan of
Action is expected to guide the CCB’s operations and enhance its service delivery in
curbing corruption in the Nigerian public sector.
UNODC Trains Data Collectors on
Measuring the Impact of Awareness
Raising Activities Awareness raising activities are a regular
component of global counter human trafficking
programmes, yet, few projects conduct impact
assessments to determine if awareness activities
actually increase the level of knowledge amongst
the target audience or whether potential victims
of human trafficking make better informed
decisions about migrating to Europe based on their increased awareness. On the 18 - 19 October 2011, a training for
data collectors was organized by UNODC in Benin City under the EU funded project “Enhancing multi-stakeholder
cooperation to fight human trafficking in countries of origin and destination” jointly implemented by UNODC and
IOM. The project plans extensive evaluation activities throughout the project and to bring together global best
practices and local knowledge to the fore. Twenty two data collectors from the University of Benin and NAPTIP zonal
office in Benin were trained to measure the relevance, effectiveness, efficiency, impact, and sustainability of
awareness activities. Data collection exercises were carried out on 20 - 21 October among participants at an
awareness raising event among community members as control group.
News in Brief On 17 – 20 October, the UNODC project team
carried out a technical monitoring mission to
Bayelsa State within the context of the current
partnership with the state government. Visits were
made to the BEITI Secretariat, Bayelsa State
Judiciary, Due Process and e-Governance office,
BANGOF, Legal Aid Council of Nigeria and the
Ahoda prison.
On 20 October, UNODC in collaboration with a
local NGO, GPI, conducted a sensitization
workshop to raise awareness on human
trafficking, in Benin City, Edo State. A total of 210
students and teachers were sensitized through a
drama presentation, film show and a lively question
and answer session. Participants exhibited an
understanding of the issues raised and resolved to
take positive action by sensitizing their peers.
