1. Introductions
2. Approval of January 21, 2020 meeting minutes.
The minutes were unanimously approved.
3.a Transfers (Item 8.A)
1. High Desert Dairy to Van Dam
The Committee appreciated the proposed transfer mapping by Todd Groundwater, received more input from Gary Van Dam, and recommended approval of the transfer.
2. Lane Family Trust to Vulcan Material Company
The Committee had no objection on this proposed transfer.
3. Nebeker to Rosamond CSD
The Committee received input from RCSD about the intended use of the water and had no objection to the transfer.
3.b Well Applications (Qualifying Small Pumper. Replacement Well, and Monitoring Wells) (Item 8.B)
The Committee had no comments on the proposed qualifying small pumper, LACWW 40 replacement well, or monitoring wells. The Committee suggested the mapping for LACWW 40’s replacement well be clearer on whether Well

4-23 is existing or abandoned and that certification of the abandonment of Well 4-22 be provided to the AV Watermaster when it is abandoned.
3.c Groundwater Banking and Recovery Storage Application – Rosamond CSD (Item 8.C) 3.d Groundwater Banking and Recovery Storage Application – Littlerock CID (Item 8.D)
The Committee had made several comments on the applications and agreements over the last few months, appreciated that all comments were addressed, and recommended both approved by the AVWB.
3.e Formation of Standing Committee for financial matters (Item 8.E) The Committee supports the formation of a standing Financial Committee of the AVWB to ensure its meetings are open and available to the public.
3.f 2020 Replacement Water Assessment Fee (Item 8.F)
The Committee discussed the 2020 Replacement Water Assessments, requested the calculation be included in the staff report, the 2019 rates be included for reference, and recommended the proposed rated be approved.
3.g Setting Public Hearing Date for Rules and Regulations (Item 8.G)
The Committee agreed a public hearing date should be set to adopt the complete Rules and Regulations. It also expressed concern that enough time would be provided for the Committee and public to review and provide input prior to a public hearing.
4 Producer - Requested discussion items from prior meetings.
a) Discussion and action to fill the Technical Advisor position on the Advisory Committee.
5 Future Item for Discussion
- Clarification on SWRCB Water Extraction Reports that the information is also provided to the AV Watermaster.

1. Introductions
All Committee members were in attendance on the conference line except for Gary Van Dam and Ron Hawkins (11 of 13). The call also included AV Watermaster staff members Matt Knudson, Patti Rose, and Angel Fitzpatrick.
2. Discussion of Committee member written comments on the Draft AV Watermaster Rules and Regulations.
Written comments were received before the meeting from Richard Wood, AV Mutual Group, Rosamond CSD, and Palmdale WD. Comments from Mr. Wood dealt mostly with the current Small Pumper Qualifying Form 2 and were discussed by the Committee. AV Watermaster staff agreed to schedule a phone meeting for Mr. Wood and Watermaster Attorney Parton to resolve.
The other written comments were briefly discussed. The Committee agreed to forward all four sets of comments to the AV Watermaster staff to review and share with Watermaster Attorney Parton. Feedback on the comments was requested before the Advisory Committee meeting to be held the week of April 13, 2020.
3. Items requested by Committee Members or Other Producers for Future Agenda
The Committee scheduled a conference line meeting for April 14, 2020 at 10:00 a.m. to discuss items to be considered by the AV Watermaster Board at the April 22, 2020 meeting.

Antelope Valley Watermaster Administrative Staff has determined that the above-mentioned Small
Pumper Qualifying Documentation of qualifying well for domestic use in the Central AntelopeSubarea is complete. The applicant is determined to be a member of the Small Pumper class.
The shared well is located on APN 375-240-3L, the property owners of this parcel are Known Small
Pumper Class Members. The property owners for the two locations have a Water System Use and
Maintenance Agreement dated August 26,2007.

WATER SYSTEM USE AND MAINTENANCE AGREEilENT
He rein refeffed to as 'Owner€" are pertie$ to thls agreernent at the same time it is first madeand they hold an undivlded interest in the water well, pumps, tianks, electrical systern,distribution pipe, and all appurtenances (hercin called 'Water $ystem). The percentage ofundivided interest afiributed to each parcel of land and the legal description for eech parcelof land, as owned by the Owners, is described in Exhibit ',A" attached hereto. The legaldescription of the Water System is attached to the Agreement as Exhibit uB".
Each property setforth in Exhibit'A" is provided with r,rnterfrom fiewellthrough adistributionline which runs from the wellto each property.
The Ownersdesireto setforth in the agreementtheirrights and dutiesforthemselves, theirheirs, executors, administrators, assigns, and sucoessor$ in interestwith regard to the well,related equipment, and distribution lines.
AGREEITIENT
Ea ch party wil I pay, p roportionate to his or her ownersh ip inte rest in the Water System,for all reasonable neoessary tepair, meintenanoe, and rcnovation of the well, the pump,
appurtenances, orwater linesextending from the wellto the seMce connedion. Thispayment will be due and payable within 10 days of written notice of such repair,maintenance, and/or renovation.
Each party shall pay on or before the due date, with regad to the electrical bill incunedforrunningthe pump on thewell, a share of theelectric billin direc'tproportionto his orher ownership interest.
The term of this agreement shall be one year from the date of the execution of thisagreement. This agreementshall be renewed automaticallywith respectto anyperlynot in defaultwlth respect to any obligation arising underthis agreement. ln the eventthis agreernent is not renewed as to any party, that party shall forfeit all right to drawwaterfrom the Water System untilthat party has reinstated underthis agreement bypayingtothe partyadvancingthesame allamountsin default, plus interestatthe rateof twelve (12) percent per annum.
ln the event any partyfails to pay his portion ofthe utility bill incuned in connection withthe pump, thal party.shall, upon ten (10) days written notice, forfeit all right to drawwater from the well until his portion of the bill is paltl in full with interest at the rate oftwelve (12) percent per annum, to the party advancing the same.
Each party shall have the right to draw from the Water System for domestic, non-commercial use only, water in an amount not exceeding the fractional amount of his

All notices required or permitted by this agreemcntto be served or delivered shall bedeemed duly served or delivered when mailed to the party to whom delivery isrequired.
It is further agreed that the parties cooperate in the operation of said Water Systemsolely for their own benefit and use of the lands described in Exhibit 'A'.

6. Written confirmation that apnlicant has complled with applicable lawl and resulations including all applicable Federal, State,County, and local laws, rules and regulations, including but not limited to, the California Environmental Quality Act (publicResources Code 5$ 21000, et. seq,),
7 ' Preparation of a water conservation plan, approved and stamped by a California licensed and registered professional civilengineer with expertise in groundwater hydrology, demonstrating that the New Production will be designed, constructed andimplemented consistent with California best water management practices.
8. Preoaration ofan analvsis ofthe economicimpact ofthe New Production on the Basin and other Producers in the Subarea ofthe Basin.

5. I have obtained all necessary entitlements and permits, except for the final County permitto install the well. That permit will be obtained after getting the Watermaster permission forNew Production. Once approved, I willobtain a well permit from the County and retain aqualified driller with a California License C-57, who will secure any additional permits neededto drill my well, including the completion of a Department of Water Resources WellCompletion Report.
5. I have complied with all applicable rules and regulations. Drilling of my domestic wellqualifies for a Categorical Exemption under CEQUA.
7. This New Production will be put to reasonable and beneficial uses on my property wherethe well is located. lt will only be used for agricultural uses. I have attached a completedWater Conservation Practices report for agriculture.
8. The economic impact will be de minimis since production will be less than l AFY and lwillbe paying a replacement water assessment to have an equalamount of water imported andrecharged into the Basin.
9. The physical impact on the Basin will be de minimis since production will be less than 1AFY and I will be paying a replacement water assessment to have an equal amount of waterimported and recharged into the Basin.

Watermaster Board
Todd Groundwater has determined that the above-mentioned application for New Productionin the South East Subarea for domestic use at a single-family home is complete. The location ofthe Estrada parcel is shown on Figure 1. The applicant will also use the water for irrigatinglandscaping (trees, flowers, and groundcover). The information provided indicates that the NewProduction will be used in a manner consistent with California best water managementpractices. Todd Groundwater has determined that the above-mentioned application for New Productionin the South East Subarea for agriculture is complete. The location of the Meng parcel is shownon Figure L. The applicant plans on using five 4,000 square-foot seasonal crop coverings togrow seasonable vegetables and/or flowers. The information provided indicates that the NewProduction will be used in a manner consistent with California best water managementpractices. Given the small amount of proposed production (1- AFY) and the obligation to pay aReplacement Water Assessment, Todd Groundwater finds that the potential for Material lnjuryas defined in the Judgment is negligible.

5. I have obtained all necessary entitlements and permits, except for the final County permit toinstall the well. That permit will be obtained after getting the Watermaster permission for New
Production. Once approved, lwill obtain a well permit from the County and retain a qualifieddriller with a California License C-57, who will secure any additional permits needed to drill my
wel!, including the completion of a Department of Water Resources Well Completion Report.
6. I have complied with all applicable rules and regulations. Drilling of myqualifies for a Categorical Exemption under CEQUA.

Re: APN# 3362-004-015 (Piute MWC) New Production Application Findings
Watermaster Board:
The Piute Mutual Water Company is on the default list of the Judgment and does not have a
Production Right. Consequently, it is requesting to use New Production for production from itsexisting well. The well has been in use for approximately 50 years and currently supplies waterto 13 homes and a smallgarden.
The applicant's Annual Water Production Reports indicate that they produced the following:
o 14.29 AF (20L6)o 9.88 AF (2017)o 9.I4AF (2018)o 11.13 AF (2019).
Piute MWC has a 420-foot deep well in the eastern portion of the Central Antelope Valley
Subarea. Figure L shows the mutual water company's service area and the parcel where its wellis located. The well has a capacity of 35 gallons per minute and a 5.5-inch diameter casing. The
applicant is requesting an estimated annual demand of 21 AFY. An independent annual demand
estimate of 16.5 AFY for the 14 existing meters was provided by Duke Engineering (January 9,
2020, attached). Piute MWC has no plans to add any additionalwater connections.
Todd Groundwater has determined that Piute MWC's application for New Production is
complete provided the applicant pays all past Replacement Water Obligations. Given that theproduction does not represent new pumping and the obligation to pay a Replacement WaterAssessment, Todd Groundwater finds that the potential for Material lnjury as defined in theJudgment is negligible.

Watermaster Board:
The Exhibit 4 party listed as Diamond Farming Co. LlC/Crystal Organic LLC/Grimmway/Lapis in
the Judgment (simplified to Grimmway in this letter) has farming operations throughout thebasin, including farming on parcels owned by other Exhibit 4 Parties. Grimmway has submittedthis New Point of Extraction (NPOE) application to use a portion of its Production Rights on a
parcel it is leasing from another Exhibit 4 Party (Calandri Water Company). lt is estimated thatabout 612 AFY of Grimmway's 1,986 AFY Production Right would be produced at this New Point
of Extraction location.
Figure L shows the parcels associated with existing rights to produce groundwater in green and
the parcel where the New Point of Extraction is proposed to occur in orange. The existingparcels are located in the Central Antelope Valley and Willow Springs Subareas and the New
Point of Extraction parcel is located in the Central Antelope Valley Subarea. The locations of the
associated wells are shown on the figures submitted with the application. The NPOE applicationdoes not involve new wells. Farming has occurred on this parcel (3170-01-2-002) in the past.
About 649 AF was pumped from wells on this parcel in 2019 according to CalandriWaterCompany's 2019 Annual Water Production Report.
Todd Groundwater has determined that the NPOE application is complete. The application does
not involve any new production; rather production is being shifted from one agricultural parcel
to another. Given that no signs of material injury have been identified to date with similarextractions amounts on this parcel, Todd Groundwater finds the potential for Material lnjury as
defined in the Judgment to be negligible.

Sonrise Ranch, LLC would like to replace an existing well with a new well on APN #3386-O28-OL2in the Central Antelope Valley Subarea. The new well will be within 300 feet from the old well.The existing well is reportedly not in use at this time and the pump has been pulled. SonriseRanch will provide the Watermaster with proof of this inactivity (such as a photo of the de-equipped wellhead and cap) or will properly destroy the well once the replacement well iscompleted.
Sonrise Ranch is an Exhibit 4 Party that has zero Production Rights but was granted Rampdown.Table l shows its Rampdown schedule.

What is Latitude and Longitude?Just like every actual house has its address (which includes the number, the name of the street, city, etc), every single point on thesurface of earth can be specified by the latitude and longitude coordinates. Therefore, by using latitude and longitude we can specify

A split of the Production Rights was approved in Febru ary 2O2O for the Exhibit 4 Party listed as
the Von Dam Family Trust - 7996; High Desert Dairy. After that split, the High Desert Dairy had
1,817 AF of Production Rights. ln March 2O2O, a transfer application was submitted for thepermanent transfer of 800 AF of High Desert Dairy Production Rights as shown in the tablebelow leaving L,0L7 AF of Production Rights remaining with High Desert Dairy.
Figure l shows the location of the High Desert Dairy parcels in light green and the locations ofthe parcels associated with the transferees (Craig/Marta Van Dam) are orange hatched. Two ofthe parcels are associated with both the High Desert Dairy and Craig/Marta Van Dam. Allparcels are in the Central Antelope Valley Subarea. The transferee parcels are associated withpast production under High Desert Dairy or Craig and Marta Van Dam's Production Rights and

WDS CA ll has 14,996.63 acre-feet (AF)1 of stored imported water in the Willow Springs WaterBank and would like to transfer L'J,,643 AF of this water to AVEK. The Willow Springs WaterBank has a total of 1-8,610 AF of imported water in storage. lf approved, AVEK would accountfor this water in its Westside Water Bank and would recover the water from its recovery wellsat the Westside Water Bank when needed.
Figure t1 from the 2018 AVWM Annual Report (attached) shows the locations of the WillowSprings Water Bank and the Westside Water Bank, both of which are in the West AntelopeValley Subarea. The parcels associated with WDS CA ll are located several miles northwest ofthe Westside Water Bank as shown on Figure 11and also on the figure included with thetransfer application (labeled Parcel APN Map Groundwoter Transfer WDS CA ll to AVEK WaterAgency).
Groundwater elevation changes from Spring 201"8 to Spring 2019 (Figure 11) indicate a declinein water levels across the Westside Water Bank. ln 2018, a large volume of imported waterfrom the State Water Project was recharged in the bank, resulting in a relatively large area ofhigh water levels. By March 2019, this mounding had dissipated, resulting in a decline in waterlevels beneath the bank. Even with this large local decline in water levels, most of theremaining subarea experienced an overallwater level rise resulting in a positive change ingroundwater in storage. Given the proximity of the two banking projects and the mounding andradial flow that has occurred with banking operations over time, the stored water in the twobanks have likely comingled in the subsurface and are both flowing downgradient toward theCentral Antelope Valley Subarea.
The Willow Springs Water Bank balance of 18,6L0 AF of recoverable imported water in storageis the same as its balance at the end of 2018 because no water was stored or recovered at theWillow Springs Water Bank in 2OL9. At the end of 20L9, AVEK's Westside Water Bank had a
recoverableamount of LO7,269 AF,with 27,9LO AFof thiswaterstoredon behalf of othersforsubsequent recovery and export from the Basin.

ANTELOPE VALLEY WATERMASTER ADVISORY COMMITTEE
OPERATING PRINCIPLES AND PROCEDURES – APPROVED DECEMBER 15, 2016
Background
The Antelope Valley Groundwater adjudication Stipulation was signed on December 23, 2015. The Stipulation authorized and directed the “Producer(s)” (Article 3.5.30) to cause a committee of “Producer representatives” (undefined in the Stipulation) to be organized and act as an “Advisory Committee” (undefined in of Stipulation) (Article 19.1).
The Producers attending the September 28, 2016 meeting decided all producers were on the Advisory Committee and to elect an Executive Committee representing a broad range of interests. This Executive Committee would be the entity that actually interfaced with the Watermaster. The 16 members on the Executive Committee are shown below:
4 - Agricultural interests 1 – Industrial landowner 1 – Public landowner (LACSD or Los Angeles) 2 – Los Angeles County Public Water Purveyors 1 – Kern County Public Agency 2 – Mutual Water Companies (One each Los Angeles and Kern Counties) 2 – Small Pumpers 2 – Ex-Officio members per Judgement (Federal and State) 1 – Ex-Officio Technical Advisor
However, on November 17, 2016, the Executive Committee determined:
1. The Producers should align their terminology exactly with the letter and intent of the Stipulation.Therefore; the “Executive Committee” is in fact the Advisory Committee. It was also reaffirmedany individual may attend Advisory Committee meetings and make inputs.
2. A set of operating principles and procedures should be adopted as shown below.
On July 19, 2017 the Advisory Committee decided it would be prudent for each Committee member to have an alternate.
In order to provide for continuity over time and ensure representation of all interest groups at all meetings, each Primary member of the Advisory Committee is strongly encouraged to recruit an Alternate Advisory Committee member. The Primary member should keep the Alternate member informed of all matters discussed by the Advisory Committee. The Alternate member should attend Advisory Committee and Watermaster meetings whenever possible. This will assist the Alternate member to become familiar with other Advisory committee members and remain cognizant of the issues, discussions, and decisions of the Advisory Committee and Watermaster.

Operating Principles and Procedures for the Advisory Committee 1. The Advisory Committee provides for input from all Producers, as authorized in Articles 19.1 to 19.4 of the Judgment. 2. Every Producer, or customer of a Producer, shall be given an opportunity to provide input on their specific issues of concern. This includes Producers that serve as Watermaster Representatives. 3. The Producers reserve the right to change the makeup and organization of the Advisory Committee as the Producers deem appropriate. 4. In order to ensure a diverse range of input, and avoid conflicts of interest, Producers (or their direct employees) who are serving as Watermaster Representatives will not be allowed to serve on the Advisory Committee. 5. The Advisory Committee may elect, by majority vote, administrative positions (e.g. chair person, vice-chair person, recording secretary, etc.) and change those positions as circumstances may dictate. 6. Meetings of the Advisory Committee will be open to the public (Judgment Article 19.4). Information about meetings will be posted on the Antelope Valley Watermaster website (or on the AVEK website until the Watermaster website is implemented). 7. Agendas and minutes will be prepared by the Antelope Valley Watermaster administrator, subject to the approval of the Advisory Committee, and will be stored by the Antelope Valley Watermaster Administrator. 8. As a practical matter, in order to organize the input in a way that can be efficiently presented to the Watermaster, Producers and Advisory Committee members are encouraged to coordinate their input with others that have similar concerns. 9. To facilitate providing complicated or technical input to the Watermaster; individuals providing a specific recommendation to the Advisory Committee are encouraged to provide the recommendation in writing. 10. There are literally thousands of Producers covered by the Judgment with a wide range of potential concerns. In order for input to be provided to the Watermaster in an efficient manner; certain responsibilities may be delegated to a sub-set of the Advisory Committee for further investigation/refinement before presentation to the full Advisory Committee. 12. The intent of the Advisory Committee is to allow all attendees to discuss their issues and recommendations in a relatively informal atmosphere. However; since the Advisory Committee is relatively large, and the number of producers attending a meeting is potentially large, the Chairman will run the meetings with enough formality and sufficient adherence to Robert’s Rules of Order to complete the meetings in an orderly and time efficient manner.
13. Based on input from those attending the Advisory Committee meetings; the Advisory Committee will, when appropriate, identify a range of recommendations for the Watermaster’s discretionary determinations.

14. On some issues it is expected there will be competing recommendations suggested by the Advisory Committee. The Advisory Committee will identify the “majority” opinion by a majority vote of its members, but will also identify “minority” opinions which it will also pass on to the Watermaster for its consideration. The Advisory Committee may also provide compromise recommendations between the majority and minority positions.
