A History of Innovation A Legacy of Strength
St. Mary’s Center began in the 1970s as a parish response to poverty and deprivation. Neighbors wanted
programs for elders and a preschool for children. Today, we have essential programs for homeless and
marginally housed seniors to help them find and keep housing and a year-around preschool.
St. Mary’s Center programs are needed more than ever as we confront profound inequality, structural racism,
and a political power differential that continues to render poor people invisible.
Dear Friends,Every day I am thankful for the opportunity to work shoulder-to-shoulder with the staff, seniors and the board of
St. Mary’s Center. For more than 20 years we have worked towards justice for poor and marginalized people in
Oakland. Through our shared efforts hundreds of seniors have found permanent housing, regained dignity, and
discovered the joys of participating in a compassionate community.
Later this year I will retire from active leadership of St. Mary’s Center to enjoy more time with family and friends,
and to pursue new opportunities. Thank you for all your support through the years, which has helped to make
St. Mary’s Center truly a beacon of light in the community.
St. Mary’s Center has grown from a small community-based organization to a multi-service agency encompassing
case management, winter shelter, transitional housing, a community center, and a year-around preschool. Our services
include programs for seniors such as outpatient psychiatric care, addiction recovery, rep payee, art and health and
fitness classes, as well as a parent support program for preschool families.
Truly affordable housing continues to be almost impossible to find for extremely poor seniors. I am delighted
to announce that St. Mary’s Center, with underwriting from the San Francisco Foundation, has purchased a lot
directly across the street on which we intend to build 60 units of transitional housing for seniors. While this won’t
solve the housing crisis, it will be a substantial improvement on what is currently available for seniors. Adding this
apartment complex to our existing inventory will increase our ability to house up to 100 individuals. This would
give many more poor seniors an opportunity to transition over time to more permanent housing.
The Board, staff, seniors and volunteers will look to you—our supporters—for your continued partnership as we
work to address the many challenges to alleviate poverty. I applaud your courage and your spirit.

1998Started the first and only senior-specific Winter Shelter in the region.
2002Established a professional behavioral healthcare case management team to help homeless seniors stabilize so that they can be more effectively housed.
2005Raised $7M from the community to move to our current headquarters, which combines a senior community center, case management, Resources for the Third Age, and a preschool.
2008Launched Closer to Home, our first transitional supportive housing facility for seniors.
2015Opened up Presentation House, a second transitional supportive housing site.
We held our first Preschool summer session.
2017Acquired Friendly Manor, a drop-in center for homeless women and a 25 unit SRO-style housing facility.
With the help of the San Francisco Foundation, St. Mary’s Center purchased a property across the street at 967 32nd Street for future housing.

For several years, St. Mary’s Center has helped to
lead the San Pablo Area Revitalization Collaborative
(SPARC) a community group started by the East Bay
Asian Local Development Corporation to improve
the health and wellbeing of neighborhood residents.
Recent projects that have been promoted by SPARC
include the California Hotel SRO-style low-income
housing and the soon-to-be completed People’s
Community Market. The newest project is a mini-art
project to create panels along the fence of St. Mary’s
Center to project identity and to inspire neighborhood
residents. Many people thought that the panels would
get vandalized within a very short period of time,
but that has not happened. The panels beautifully
communicate the values of St. Mary’s Center.
In 2017, St. Mary’s Center received a $2M grant from
the San Francisco Foundation to purchase a derelict
property directly across the street from the Community
Center. We intend to build supportive housing for
extremely poor seniors that are unable to financially
qualify for other subsidized housing because they earn
too little.
Right now, we are still in the beginning stages of
identifying funding sources. We are exploring using
modular construction which cuts the cost and time to
build an apartment complex. Stay tuned as we navigate
the complexities of funding and building this much-
needed housing for our community.

Program HighlightsSt. Mary’s Center provides safety-net services for at-risk seniors, both unhoused and those marginally housed, and
a preschool for neighborhood children. Each year we serve nearly 1,000 seniors and 40 children, ages 3-5.

One of the central tenets guiding our work at St. Mary’s
Center is to support seniors regaining their sense of
agency and purpose, to help them find their voice and
tell their stories to affect change in our community.
And through Senior Advocates for Hope and Justice,
25 seniors do just that.
Over the course of the past year, seniors have met
with legislators at the city, county, and state levels to
advocate for change using their stories to illustrate the
struggles of their communities and how changes to SSI
or food stamps would have a profound impact on the
lives of thousands in our community.
St. Mary’s Center seniors are community activists, so
much so, that they are sought-after participants and
speakers. This year several seniors were chosen and
underwritten by other agencies to attend national
trainings and conferences including the Health Care
for the Homeless Conference in Minneapolis and
PolicyLink in Chicago.
St. Mary’s Center was excited to be a study site for a
collaboration between All Together in Dignity Fourth
World, the United Nations, and Oxford University. The
Multi-Dimensional Aspects of Poverty (MAP) study, a
three-year international research project on poverty
indicators, utilizes peer groups comprised of not only
academic or staff experts on poverty, but people with
a lived experience of poverty to help expand poverty
indicators. St. Mary’s Center, in its role as a project site,
convened a number of conversations in 2017 – 2018
with staff, seniors, and other community activists
to ask and answer questions to help build a more
comprehensive set of poverty indicators. The different
groups (staff, seniors, experts) met separately and
then reported out to the larger body. The information
gleaned will be compiled in an international report to
be presented to the United Nations next year.

St. Mary’s Center is delighted to announce that our
preschool has now become essentially a year-around
school, offering a regular school year and a lengthy
summer session. The preschool staff has been working
up to this for several years, starting with the first
summer session in 2015. This year, thanks to longtime
supporters, Charlie and Karen Couric, we were able to
make the jump from a short summer session to a seven
week summer school.
A longer summer session has increased benefits for
children, giving them less down time means that they
can more easily retain skills, such as pre-literacy and
math, from year to year. It has also become a time for
more field trips and intensive parent participation. An
additional benefit is accepting young children into
summer school so that by the time that the fall session
starts, even the youngest students have learned “the
ropes” a bit and eagerly gather for circle time.
