East-EastThe East-East Program supports people and ideas to transcend national borders particularly to collaborate in creating and strengthening conditions of an open society. Communication is the essence of the East-East Program. The program supports openness, dialogue and neutral space for diverse views. Initiatives supported by the program seek to discover and inspire new visions, energy and creativity to strengthen conditions of an open society.

In the year 2003 Program provided individuals and organizations with an opportunity to take part in international activities, trainings and seminars aimed to promote global understanding of ongoing social developments. Additionally, the program assisted in the organization of a number of seminars, conferences and workshops in Georgia.

National Education ProgramThe aim of the National Education Program -2003 is to provide support for the implementation of the education reform in Georgia; to create civil society and collaborate with conflict regions.All throughout the year education program supported the implementation of innovative projects, that have positively influenced the ongoing reform in the sphere of secondary education. In 2003 the National Education program worked on the following priorities: establishemnt of classrooms in order to improve the study of particular subjects, summer camps for careless children. The program also supported new innovative initiatives in the field of education.

Public Health ProgramThe goal of OSGF Public Health program in 2002 is to support the development of Georgian health sector aiming significant improvement of quality of life and health status of population. The program will award grants to organizations with a view to forming new relations, realizing new, effective projects and improving the populations knowledge of how to take care of their health. The program periodically runs open grant competitions of projects and awards grants in the sphere of public health.

-Assistance to the professional associations active in different areas of clinical medicine in setting up unified disease management standards-Capacity building in public health-Support to the development of National School of Public Health-Developing educational activities, conferences, seminars, trainings, etc. in public health and health management-Stimulation of development of initial skill and background knowledge required for specialists involved in epidemiological surveys, data collection and statistical analysis-Promotion of the development of evidence based medicine and Cochrane collaboration type system.-Improvement level of medical service and introducing continuous medical education by means of the primary health care doctors’ professional training.-Development of a National education program on Palliative Care for health care professionals (physicians, nurses, social workers, pharmacists, and pastoral care);-Providing access to informational resources and dissemination educational materials for different organization working in the field of Palliative & Hospice Care;-Creation of special services aimed to defend the rights of mentally disabled; -Increase number of effective community-based services, based on the principles of inclusion, and constituting alternatives to long-term institutionalisation as well as models for public policy.-Expand capacity of prison reform NGOs to undertake advocacy to promote prison health.-Supporting development of health policy, health reforms, aimed at reorganization of existing and development of new services, oriented at the health needs of population-Health sphere legal and ethical regulations

Karl Poppre Debate ProgramThe goal of the debate program is to encourage the development of those essential skills in the young generation that are important for true members of an open society. A socially aware, free and flexible thinker, an individual who can comprehend and accept different ideas, and clearly and reasonably express his/her opinion; a person who participates in the life of society and evaluates current events and important issues from different angles - this kind of citizen is the final goal of the debate program. In order to achieve the above stated goal the Program addresses the technique of formal debates, which creates the perfect opportunity to complexly develop all these

abilities in young people. Formal debate is one of the most effective ways to involve youth in discussion of issues of society’s current interest and to help them obtain the skills of civilized discussion, critical thinking, rational argumentation and rhetorical speech.

Social Sciences Support ProgramSocial Science Support Program (SSSP) of the Open Society – Georgia Foundation (OSGF) is committed to supporting the development of new generation professionals in the field of Social Sciences in Georgia. Translation ProgramOშGF Translation Program has two main objectives: first, to provide the translations of important titles in the Social Sciences and Humanities, and second, to contribute to the growth of an independent publishing industry which is so vital for development of democratic states. For the year of 2003 Translation Program defineდ the priority fields for titles to be translated as follows: Political Sciences, International Relations, Sociology and Economics. In 2003 Translation Progrm elaborated list of reccommended titles taking into account the demand of target groups, experts and students and implemented 2 competitions for publishers on translation and publishing of the books selected from the short list of TP recomended titles. Translation Program also implemented 2 tenders for publishers on publishing the titles translated with the support of OSGF SSSP in 2002 - 2003 and which which are esencial for teaching of social sciences at MA level.

International Student Advising Center

The Open Society – Georgia Foundation, like its sister organizations in the Soros Foundation network, follows the goal of establishing an open society in countries where a closed society previously existed. This goal is achieved through awarding financial and technical support to those organizations and institutions that also promote the development of an open, democratic society in Georgia.

The Open Society – Georgia Foundation (OSGF) has identified the area of student advising as important for continued development of an open society in Georgia. To this end, in 1995, OSGF created an International Student Advising Center (ISAC) that could provide Georgian students, university teachers, researchers, and professionals with needed information and support in order to make the most of their education experiences abroad and strengthen their skills and abilities to become future leaders.

The main goal of the International Student Advising Center is to provide interested individuals and groups with information and services which are not readily available in Georgia, and facilitate mobility for them by providing comprehensive and centralized resources.

- ISAC assists students wishing to attend educational institutions in the US and other western countries, as well as schools in Eastern Europe and NIS countries. ISAC also directs international study programs, and provides foreign students with needed information and support ;- ISAC provides extensive information and assistance to applicants of Soros-sponsored scholarships, different short and long-term programs and various summer schools for students, university teachers and researchers. - ISAC library/reference area offers free of charge a diverse selection of university handbooks and catalogues as well as information on a broad range of grants, scholarships, fellowships and stipends;

plus different test preparation kits for self- study including TOEFL, GMAT, GRE, SAT, TOEIC, Cambridge Certificate exams and other similar materials.- ISAC offers group and individual advising sessions for applicants, pre-departure orientations, visa regulation lectures, workshops and training seminars on different topics, and movie nights with discussions.- ISAC also offers Internet access during INTERNET classes with three workstations that are provided free of charge.- ISAC cooperates with a number of Georgian and foreign organizations and institutions in a Volunteer Advising Scheme (VAS), making use of the educational information and expertise that exists in Georgia.- ISAC collaborates closely with the US Embassy Public Affairs Section, organizing and promoting common educational activities. - ISAC has four branch offices in Kutaisi, Batumi, Akhaltsikhe, and Telavi, which are responsible for disseminating information to local universities and secondary schools, as well as institutions in neighboring regions. - ISAC offices are not used only as sites for distribution of information about OSGF programs, outreach seminars, and workshops, but as sites to disseminate information about US Embassy programs, ACCELS, IREX, Peace Corps and CEP.

In 2003 International Student Advising Center administered 14 different short and long term programs. One of the Network Schoparship Programs - Undegraduate Exchange Program was closed and substituted with one-year Secondary School Exchange and short term Summer School Programs for secondary school students.

The programs administered at ISAC in 2003 were:- four-year Bachelor degree program at the American University in Bulgaria, Blagoevgrad, Bulgaria..Were received 5 applications, accepted 2 students;- one-year Secondary School Exchange and short term Summer School Programs for High School students at the United States of America.Were received 65 applications, for one-year program were accepted 5 students and for Summer Schools - 7.- one and two-years Master degree programs at the Central European University in Budapest Hungary.Were received 134 applications, accepted 16 students.- 18 months MBA program at the Business School of Central European University;Were received 5 applications, accepted 1 student.- one year Master degree program at the University of Warwick, Great Britain;Were received 50 applications, accepted 1 student.- one year Master degree program by research at the University of Edinburgh, Great Britain;Were received 18 applications, accepted 2 students.- two-years Master degree program for Social Workers at different Universities and Colleges of the U.S.Were received 25 applications, accepted 2 students.- Soros Supplementary Grant program: 11 applications received, 4 students granted;- Soros Global Supplementary Grant Program: 3 applications received, 1 student granted.- one month Oxford Hospitality Scheme Program: 19 applications received, 3 applicants accepted.- Curriculum Resource Center at the Central European University (CEU): 14 applications received, 9 applicants sent.- Curriculum Development Center at CEU: 18 applications received. 3 applicants sent.- CEU Summer University: 29 applications received, 15 applicants sent.- Two-years Faculty Development Program at the U.S.: 12 applications were received, 4 applicants

accepted.- 13 Students of Central European University have recieved partial Travel Grants.

In 2003 there were received total number of applications – 421; 88 applicants were successful in the competition.

Translation ProgramOSGF Translation Program has two main objectives: first, to provide the translations of important titles in the Social Sciences and Humanities, and second, to contribute to the growth of an independent publishing industry which is so vital for development of democratic states. For the year of 2003 Translation Program defineდ the priority fields for titles to be translated as follows: Political Sciences, International Relations, Sociology and Economics. In 2003 Translation Progrm elaborated list of reccommended titles taking into account the demand of target groups, experts and students and implemented 2 competitions for publishers on translation and publishing of the books selected from the short list of TP recomended titles.
