The International Community Foundation is an international charitable organization which seeks to inspire charitable
giving by U.S. donors, particularly those with an interest in Mexico and Latin America, to strengthen civil society
and promote sustainable communities.
Dear ICF Donors and Friends,
I’m pleased to present this year’s annual report, highlighting a few of the initiatives that the International Community Foundation and our generous donors supported in 2016, and the progress of over 140 organizations in Mexico and throughout Latin America that received grants from ICF this year. ICF is extremely proud of these local organizations and our role in bringing critical financial resources to their work. We are grateful to the nearly 1,000 donors this year whose charitable giving has made our work possible for over 25 years.
But we don’t measure our success just by increasing charitable giving. In fact, our team devotes the majority of our time to maximizing the impact of these donations – organizationally, programmatically, and strategically.
And we don’t just measure our grantees’ impact this way. We are holding ourselves to the same standards. This is what we want to achieve:
• To improve quality education and develop 21st century skills. • To improve nutrition and access to healthy foods for local families. • To increase access to high quality health services in underserved communities. • To protect natural beauty and ecological integrity in key regions. • To improve and enrich the quality of life in targeted communities.
In this report, you’ll read about several initiatives that highlight efforts to meet these ambitious goals. We’ll be setting out metrics in the next few months that will dovetail with the United Nations Sustainable Development Goals, which were adopted in September 2015.
As you already know, this work is collaborative – ICF cannot move forward alone. Local organizations, international and government agencies, donors, families, and community leaders are all part of ICF’s catalytic network of partners. Our collective action ensures that your investments, and your dollars, are used wisely and effectively.

The means for accomplishing our goal were far more difficult. There was nothing about our backgrounds that qualified us to design, construct, staff, and operate a school on our own. ICF is committed to achieving the highest level of health for all people. Sadly in Baja California Sur (BCS), a land of abundance and wealth, a survey of local community members in La Paz and Los Cabos found that approximately half of all families lack financial access to fresh food, or the food they consume is insufficient.
Research proves that individuals who experience food insecurity also experience poorer health, including increased risk of chronic diseases, birth complications for food-insecure expectant mothers, and developmental and mental health problems for food-insecure children.
ICF is in a unique position to bridge the gap between the haves and have-nots in the region and to increase access to food and impact health. In 2016 ICF responded to this issue by teaming up with government
and nonprofit partners, including Raíz de Fondo and the BCS Secretariat of Social Development (SEDESOL) to pilot a demonstration garden and nutrition education program at two local food kitchens in La Paz and Cabo San Lucas.
The success of this pilot has led to plans to expand the program to four additional sites in 2017. Meanwhile, ICF has been laying the groundwork for the creation of a Food Bank and Food Rescue program in Los Cabos, which will distribute fresh fruits and vegetables gleaned from the fields of local producers, and prepared foods from restaurants and hotels in the area, to the families most in need.

Arts & Culture:Improving Quality of Life
One of ICF’s main goals is to improve and enrich the quality of life in targeted communities through support of the arts, culture, and civic engagement. During the past 15 years, ICF donors supported public art and sculptures in La Paz, a UNESCO designation for 244 islands in the Gulf of California, and art, music, and dance training for hundreds of youth throughout Mexico.
A growing interest among ICF donors has sparked new funds for inSite/Casa Gallina and Museo Tamayo in Mexico City, and the Gala de Danza festival in Los Cabos. Collectively, these organizations invite thousands of visitors each year to appreciate and support the creative arts.
ICF is also partnering with Corredor Histórico CAREM, A.C, Restaurando Nuestro Historía, A.C., Ejido El Triunfo, and several government agencies to restore the iconic smokestack in El Triunfo. The 47-meter tall La Ramona is over 115 years old – a relic of a more prosperous era when gold and silver mining ruled the regional economy. This will be the cornerstone of a burgeoning tourist destination in the southern Baja region.
ICF is also supporting the binational UNESCO World Heritage nomination for the “El Camino Real,” a 1,400-mile corridor linking the states of BajaCalifornia Sur, Baja California and

California, as well as culture, ideas, architecture, art and technology for over two hundred years. “El Camino Real” traverses Native American trails that connected important environmental resource areas and individual cultural groups. This is a multi-year effort, which will be showcased in an upcoming IMAX film, Camino Real de las Americas.

ICF’s Baja California Waterkeeper Fund supports a regional collaborative of nine individuals (Waterkeepers) at local organizations working throughout the Baja California peninsula to organize efforts around clean water and healthy communities. In partnership with the U.S.-based Waterkeeper Alliance, ICF has incubated the growth of the Baja Waterkeepers in the region, identifying conservation leaders, and offering guidance
and fiscal support for many of their host
organizations. This past year, the Baja Waterkeepers
welcomed new partners in Santa Rosalía and San Quintín, to protect
a region rich in marine life
and native species, but
threatened by fast-paced tourist and residential development, the effects of mining operations, agriculture and pollution.
Collectively the nine Baja Waterkeepers monitor over 75 sites along the coastlinefor bacteria and pollutants that pose public health risks. One of the most important roles the Waterkeepers play in their communities is conducting water quality monitoring, and publishing the results in an online Swim Guide. Public demand for this information is evidenced by the incredible 544% increase in the number of users of the Mexico version of the guide between 2015 and 2016.
This data is particularly important in communities such as Santa Rosalía, where heavy metal contamination has already impacted the clam and crustacean populations that the town’s fishermen depend on for their livelihoods. In addition to monitoring and advocacy, the Baja Waterkeepers build resilience in their communities through workshops, beach cleanups, youth leadership and restoration efforts to protect watershed ecosystems.

on building 21st century skills.
One of Mexico’s notable challenges is the lack of educational and employment opportunities for the younger generations, who comprise nearly one-third of the total population. Of the 31 million total youth between the ages of 15-29, more than 20 million have abandoned school without completing high school.
Due to this and other alarming statistics about the state of Mexico’s education system and the many obstacles that students face, in November 2015, ICF hosted a workshop on formal and informal education opportunities in San José del Cabo, Mexico. The forum provided leaders in the education field, representing 28 organizations in Mexico, the opportunity to exchange ideas and form strategic alliances.
One direct outcome was the signed agreement between Enseña por México
and the Secretary of Education in the state of Baja California Sur. As a result, 50 new Enseña por México Fellows began teaching in public schools in La Paz in August 2016. Modeled after Teach for America, Enseña por Mexico offers a two-year program to young professionals to increase educational attainment in Mexico.
After witnessing the excellent quality of training that these new Fellows receive, and the curriculum’s emphasis on developing 21st-century skills, ICF is committed to raising funds to help expand the Enseña por Mexico program. We believe that this initiative will contribute to the long term academic success and career competitiveness of Mexican youth.

Based in National City, California, on a property shared with the International Community Foundation, Olivewood’s purpose is to build healthy families and a healthy environment in the San Diego binational region. Through hands-on cooking and gardening, Olivewood encourages children, adults, and families to make healthy choices and to respect the environment. Since 2010, Olivewood has hosted over 55,000 visits from community members, provided over 730 classroom field trips; and trained over 1,250 adults in basic gardening, community gardening or school gardening, and nutrition education.
During the 2015-2016 school year, Olivewood educated 2,399 children and 2,161 adults, and hosted 9,154 visits to the Gardens and Learning Center. Olivewood’s programs include a Children’s Garden and Nutrition Education Program, Cooking for SaludTM parent nutrition education program, Teacher Training Academies and School Support Program, Volunteer and Internship Program, Community and Family Programs, and Adult Cooking and Gardening classes.
Olivewood’s impact is extensive and growing. As a result of Olivewood’s garden-based nutrition education programs, children are eating more fruits and vegetables, and families are transforming their homes to support healthier eating habits and a healthier environment.
The Mission of Olivewood Gardens and Learning Center is to empower students and families from
diverse backgrounds to be healthy and active citizens through organic gardening, environmental
stewardship, and nutrition education.
Since ICF moved to National City in 2008 and created Olivewood Gardens & Learning Center, we have shared not only a beautiful property, but also a commitment to community health and prosperity. Throughout these eight years and the years of planning beforehand, we have both benefitted from the invaluable leadership of shared board members, including Cheryl Hammond, Richard (Rick) Romney, Mary L. Walshok, Dr. Samuel S. Dychter, and Dr. Irma Gigli.
