I am very pleased to present to you our Annual Report for 2017–18. The report encapsulates, in brief, our engagements and interventionsacross the year. We furthered work across thematic lines, despite thediverse challenges faced, and endeavoured to intervene across centreswith an eye on best practices and an integrated approach to change. The year that was, saw us expand our work in the habitat segment withstronger community outreach, capacity building, and advocacy for securehousing for the marginalised. We set up our first Basic Service FacilitationCentre (BSFC) on a rehabilitation and resettlement (R&R) site, helping usbetter understand challenges faced in such a location. We were able tofurther registration of informal workers, enhance their rights awareness,and encourage them to develop their collective networks. YUVA’s workon the environment front was revived, and our sustainable agriculturalpractices and emphasis on agro-allied activities helped the ruralcommunities benefit from the engagements. The models of work wecreated over the years, be it the BSFCs, Child Resource Centres (CRCs) orAnti-eviction Support Cell (AESC) have shaped up well, and we are lookingfor replicable strategies to expand our work. In March 2018, we started a dialogue on all things urban beyondcommunities with ComplexCity, a week-long celebration open to peopleacross Mumbai and Navi Mumbai. We reached out to 1,500+ individualsthrough the individual events organised, and hope to carry forward thisparticipatory dialogue in the years to come as well. During theComplexCity week we also launched the Urban Resource Centre, a livingarchive of the city’s development history (both online and offline) whichwe hope to keep updating with our current engagements and footprintsacross the city.   It has been an equally challenging and exciting year for us, given all thesedevelopments. It has been a challenging yet enriching year for us atYUVA, given recent socio-political developments andchanges in the social sector landscape. With growingfear and intolerance, threats to democracy, and theshrinking of spaces for expression and interaction,our work has been challenged on many counts. Thegrowth of inequalities and persistent poverty,coupled with the impunity of power, has painted adepressing picture. Yet, we have taken all these opportunities toconstantly uestion how we can better sustain workon human rights, and maintain fair and transparentmethods and processes at all times. ur focus on theco-creation of ust and inclusive urban spacesremains strong. Additionally, we are attempting tobetter link concepts of climate change and the powerof non-state actors within the inclusive citiesframework.   At YUVA, we have always tried to address the

uestion of diversity and we took many steps tofurther our commitment to this value last year. Withinthe organisation, we modified our staff policy tomake it gender-neutral and non-discriminatory inevery way. We also engaged with the city on thisthematic through ComplexCity, a week-long dialogueon a range of urban realities. We explored thiscreatively through a seminar, a film festival, youthcompetitions, city walks and other formats, reachingout to 1,500 people across the celebrationsorganised.   In the year that was, we launched the UrbanResource Centre, a living archive based on our richengagements across decades and continuallyupdated from our current engagements. 

We hope that this space will serve as a vibrantcollective research and engagement site forcommunity members and academics alike. n thehabitat front, we set up our first BSFC on an R&R site,helping us understand such complex spaces better.Within our work on informal livelihood, we were ableto successfully complete several informal workerregistrations under the Building and therConstruction Workers Welfare Board (B CWWB)after a long struggle. We also engaged with childrenand youth extensively, organising the second editionof City Caravan, a course on co-creating inclusivecities with youth. ur parliamentary advocacy effortsreceived a strong thrust too, and we hope to takeforward our evidence-based research and advocacyin the coming year as well, with a strong stand onurban affairs.

Youth for Unity and Voluntary Action YUVA wasformally established in . Its roots can be tracedto a youth placement pro ect of 1 78 at Bombay’sCollege of Social Work, Nirmala Niketan. YUVAbegan as a voluntary development organisation tosupport and empower the oppressed and themarginalised. The work began with the youth andyouth groups from the slums of ogeshwari, Mumbai.The organisation had clearly decided that itsresponse would be to issues concerning the mostmarginalised people and it would not restrictactivities to specific programmes and services, butdevelop a structure to accommodate multilevelaction.

ver the years, YUVA formulated a model ofintegrated work on human rights issues, socialsecurity and legal protection of the unorganisedsector as well as the strengthening of urban localgovernance. The organisation has worked on issuesof urbanisation, migration and natural resourcemanagement, promoting people’s participation indecision making and facilitating their empowerment.To secure citi en’s identity in the city and promotetheir participation in decision making, YUVAestablished Basic Service Facilitation Centres (BSFCs),a Migration Resource Centre (MRC), Child ResourceCentres (CRCs), and ivelihood Centres, to name afew. Currently, YUVA operates in the states ofMaharashtra, Madhya radesh, disha, Assam andNew Delhi.  ur strategy plan guided us to work onthese separate urban environments, after a thoroughshortlisting process three years ago.

YUVA will empower the oppressed and themarginalised by facilitating their organisations andinstitutions towards building equal partnerships in thedevelopment process, ensuring the fulfilment of thehuman right to live in security, dignity and peace.   YUVA will also engage in critical partnership with thegovernment and forge alliances with other actors ofcivil society such as people s movements, tradeunions, women s groups, academic institutions andthe private sector to enable and strengthen thepeople s empowerment processes.

t is pro ected that by , ndia would have added million urban dwellers ver the last few

decades, millions of individuals have been migratingfrom rural to urban areas, driven by hopes of betteremployment prospects. Meanwhile, in cities, theycontinue to occupy a marginalised position, enduringappalling living conditions and denied access toadequate housing and basic services. iven theautocratic nature of urban planning processes, thepeople s voice and their rights have often beensecondary, even when planning pro ects that directlydisrupt their lives and livelihood prospects. Thehighly polarised urban development tra ectory hasmade it extremely difficult for the urban poor tostake a claim over the city and its resourcesresulting in continued struggles for housing andbasic services, employment, entitlements, and so on.The impacts of various development pro ects on theenvironment also paint a grim picture. YUVA has always followed a holistic approach in thealleviation of poverty, keeping rural-urban linkages inview and engaging with both geographies to help setup ust and inclusive spaces. The organisation hassupported natural resource management in ruralareas and supported the growth and sustenance oflivelihood opportunities, while also building thecapacities of individuals to help them work better andclaim their rights. Intervention strategies in rural andurban areas have been aimed towards developingcommunity-based people’s organisations, buildingand strengthening the peoples leadership to securetheir right to the city, and promote the growth ofinclusive spaces.

YUVA s focus on co-creating inclusive cities comesfrom the ight to the City framework, which relieson internationally recognised human rights It seeksto involve everyone, including the marginalisedpeople, in the decision-making, development,resource utilisation and upkeep of cities. YUVA workswith the local government to promote local policiesand study and report its implementation on-ground.The organisation undertakes different initiatives tolocalise sustainable development goals (SD s) andcontextualise them to people s requirements, so thatthey can better understand how to work towardsthese goals. The strategies adopted by YUVA areaimed towards gradually building identity andciti enship for the urban poor to help them stake aclaim over the city as its rightful citi ens. YUVAstrongly believes that it is not through limitedschemes riddled with conditional criteria of inclusionbut through increased participation of the urban poorin decision-making that the Right to the City can beachieved.

27. of urban Indians (10 million) are poor, as perrecent figures of the Socio-Economic and CasteCensus (SECC). The urban poor not only struggle fora living, they also find it difficult to access basicservices and resources such as housing, water,electricity, healthcare and education facilities, evencompared to their rural counterparts. They often paymuch more to access resources due to corruption,lack of identification documents, and higher cost ofliving. YUVA creates a space for engagement withthe urban poor so that they can participate indecision-making for themselves and realise theirRight to the City’.

The quality of one’s life is determined by the kind ofhabitation and work prospects available. Mindful ofthis, YUVA works on both thematics, especially theinterconnections between them, exploring howpeople’s right to habitat and work can be upheldwithin ust and inclusive societies.

YUVA s B Cs help address the needs of theurban poor in an organised manner. They play acrucial role in safeguarding the health and identity ofindividuals in the city by facilitating their access tolegal entitlements and basic services. Without thesenecessities, an individual can claim no rights to thecity. The BSFC also educates community members ontheir fundamental rights, laws, policies and schemes,and conducts leadership training, skill building andvocational courses to empower communitymembers, so that they can take ownership and drivesuch processes in future. This is a model that YUVA facilitates for a few years,which the community is then supposed to takeownership of and drive forward. The BSFC is apowerful medium through which YUVA is able todevelop community networks to generate grassrootsdata on people who are otherwise invisibilised withinthe city’s discourse.

ssues of informality are tackled very differently inavi umbai, a planned, greenfield city. YUVA set up

a BSFC at Tata Nagar to cater to 8 communitiescomprising of 1,200 households. The BSFC wasdemolished during an eviction drive, and since then ithas operated in a mobile mode. This is a reality weface while working in non-notified slums. Monthlymeetings have taken place to develop community-based organisations, build leadership to drivehousing-related negotiations, and facilitateentitlements. A public hearing, the first of its kind in avi umbai,was also organised where 500+ individuals voicedtheir housing concerns. The hearing was widelycovered on social media too.  .

The teamorganised periodic meetings with ration officers topromote ustification of this need and ensure smoothservice facilitation. Despite the difficulty in facilitatingprocessing of ration cards due to absence of addressproofs, 50 ration cards were created and rationprovisions restarted on 0 cards terminated earlierdue to corrupt practices. A public hearing was held on schemes and policies ofthe homeless, with government representatives, non-profits and lawyers listening to concerns raised bythe homeless. With ongoing advocacy efforts, a new homelessshelter was set up by the MC M in Saki Naka,Andheri. owever, the women refused to move thereowing to the months stay period enforced by theshelter, and its dorm-like structure which did notallow families to live with them. The team effortstowards continuous advocacy on shelter homes forhomeless continued this year as well.

a purYUVA facilitated access to basic services andentitlements in slums of north Nagpur, with outreachin 1 communities comprising of 2,11 households. ACB was formed to create awareness and motivatewomen to come forward to raise their demands forbasic services. Training on housing schemes andland tenure rights, and capacity building workshopscontinued. YUVA engaged with the Maharashtra governmentand Nagpur Municipal Corporation (NMC) to facilitatein-situ affordable housing for households affected bythe Nag Riverfront development pro ect under theSmart Cities Mission. At the state level, YUVAengaged with a civil society collective that ismonitoring the Smart Cities Mission in Maharashtra.

u a atDuring YUVA s second year in this city, 1,010beneficiaries received entitlements in 8 slumsettlements. utreach was extended to newcommunities, and a socio economic survey wasconducted to assess the living conditions of peoplein intervening areas. YUVA also organised a healthcamp for communities engaged in waste recycling,and an awareness campaign with a partnerorganisation on the issue of D-voters of Assam.

YUVA’s 2 BSFCs facilitated 2 entitlements across15 slums. A rievance Redressal Day was organisedto record issues in entitlements and 85 complaintswere registered. We facilitated toilet constructionsunder the Swachh Bharat Mission in settlements,and 27 toilets have been constructed so far. YUVA actively participated in a state-levelmovement on land and housing rights for slumdwellers, and a memorandum was submitted to theChief inister. In 2017, the disha and Rights toSlum Dwellers Act was passed. It is expected tobenefit over 8 lakh people by offering land pattas topeople who have held land prior to February 200 ,except those in 5 Municipal Corporations,Bhubaneswar included. YUVA with BhubaneswarBasti Unnayan arishad, consisting ofrepresentatives from across 50 slums in the city,connected people to urban local bodies and staterepresentatives to take forward people’s demand forland rights.

In the first week of ctober 2017 teams in Mumbai,Indore, Bhubaneshwar, uwahati and Nagpurcelebrated World abitat Day, by engaging withcommunity members on the theme affordablehousing’. The celebrations focused on raisingawareness on Sustainable Development oal (SD ) 11,and refocused attention on habitat issues. In uwahati, the team organised discussions withcommunity members on their housing demands andhow it can be realised.

The Indore team celebrated this day with MohallaSamitis, hosting discussions on issues faced by thebasti residents and how it can be addressed. TheNagpur team organised a convention on realisingSD 11 and land tenure rights. The Mumbai teamsengaged community members from bastis acrossthe city in a one day programme. The Bhubaneshwarteam organised a drawing competition for childrenon the habitat theme.

he Anti- viction upport Cell is a helpline-basedoutreach for vulnerable persons and communities,connecting them to YUVA and its partners invarious cities before, at the time of, and afterevictions It is the first of its kind in the country,having undergone several modifications since beingset up in 2015, to effectively cater to the people in itspresent form, and offer not ust a response toevictions but their prevention in the first place.

nce a call is received, the Support Cell documentsand forwards it to partner organisations andindependent activists. Interventions often take theform of legal support, advocacy with representativesand commissions, and awareness building to help thecommunity respond to evictions. This year, the Anti-Eviction Support Cell’s activitiesspanned across 7 cities, providing support to 0communities before, during and after the threat offorced eviction.

YUVA offers strategic guidance, training and capacitybuilding of communities and organisations on how tohandle forced evictions, and seek fair and ustrehabilitation. We also undertake trend mapping ofcommunities through different planning studies andonground research efforts. We have intervened inmany cases through the udiciary, supportingcommunities in Mumbai, Indore, Bhubaneshwar,Cuttack, Delhi, uri, atna, Ahmedabad and Ranchi.The Support Cell is based on the Basic rinciples and

uidelines on Development-based Evictions andDisplacement by the United Nations, and the humanrights framework.

ver the years, the Anti-Eviction Support Cell hasgrown in strength, helping us take initial steps toaddress the huge gap in mainstream reporting ofevictions. We recently launched the Cell’s website(http antievictionsupport.org) to further documentactivities, with its impact on associated issues such aslivelihoods, adequate housing, childhoods, etc.

YUVA continued collaborative research in 2017-18,working with a specialised institute such as IndianInstitute for uman Settlements (II S) to bridge thegap between community and grassroots work, andacademic discourse and technical expertise. Advocacy on P AY U was initiated in cities andefforts are on to consolidate city-wide demands intothe national civil society memorandum on P AY U In uwahati, the team carried out the demand surveyon MAY(U) in the outreached slums in collaborationwith the uwahati MAY team, and 15 forms werefilled. YUVA also engaged in continuous advocacy withthe Town and Country lanning Department on thestatus of MAY(U) in the city. In ctober 2017, basedon the people’s demand, a memorandum on MAY(U)was forwarded to the State Mission Director.  Similarly, in Indore and Nagpur alongside local leveladvocacy the teams actively filed RTIs to generateinformation data on MAY(U). In Nagpur, 8community meetings were held in collaboration withpartners on MAY(U) and land tenure rights. In Bhubaneshwar, the team met the MAY state-in-charge and gathered information on the schemefunctioning in the city and state, and scope forintervention with respect to civil society monitoring tostrategise on an action plan. At the national level, we have been able to collate thedemands from cities and present it to the Ministry of

ousing and Urban Affairs (Mo UA). A nationalconsultation on MAY was organised, drawing theparticipation of civil society representatives from 1Indian cities. YUVA drafted and submitted amemorandum to the Mo UA based on the discussionhighlights.

In Ranchi, Delhi and Bhubaneshwar, researchand advocacy efforts continued to ensure that staterules and schemes are in accordance with theprovisions of the Street Vendors Act, 201 . YUVAfacilitated access to legal aid for forcefully evictedstreet vendors. The integration of street vendors inMaster lans and state-sponsored schemes wasstudied in these three cities.

In Maharashtra, YUVA partnered with Anthra,Academy of Development Science (ADS) and SwayamSikshan rayog (SS ) to carry forward a rural-urbanlinkage pro ect which intended to market good foodproduce mapped and listed from pro ect locations. YUVA offered the urban connect in the ood Food forAll ( FFA) programme, connecting urban poorproducers to urban poor consumers directly, so thatit would be economically sound for both of them. Thisis the challenge we face, to maintain an economicalbalance, and that was the intent for connecting ruraland urban populations. This initiative is closely tied toYUVA’s core value of environmental sustainability andsought to empower rural women with enhanced foodsecurity measures. We are looking forward to explorethis area in future with further initiatives.

In allubhai Compound, children mentioned alMaidan and Cement Maidan to be unsafe spaces, asthey were frequented by substance abusers, bulliesand eve-teasing was reported often. To reclaimgrounds and make them accessible to the children,we organi ed a football tournament which saw theparticipation of children, police personnel andofficers of the M-East ward office. Through the year,children also managed to reclaim space in societyoffices, with BASS group leaders conducting sessionsat these spaces since then. 

n 18 November 2017, children across the citybelonging to different BASS groups and children’scollectives participated in the Bal Sabha, speakingagainst the many in ustices they have to tolerate,their right to an adequate home and impact onthem when their rights are violated. This was anopportunity for children living in notified and non-notified settlements and R&R sites to voice issueson a common platform. The children expressedtheir need for privacy, spaces to be made availableto them for studying, recreation and playing, amongother demands.

YUVA conducted the second edition of the CityCaravan, a residential course on co-creatinginclusive cities with youth  The course hasevolved from the urban animator programme whichYUVA ran in its early years. The sessions focused onskill and attitude building and helped developperspectives on the urban. An interesting outcomewas how, in the process of developing a larger cityvision, the course led to personal transformation ofthe participants. ver two modules, the youthbecame more confident and articulate with a betterunderstanding of issues, assertive of their identityand their rights. The experience of living away fromhome and interacting in a new environment provedempowering for many who mostly come frommarginalised settings with limited access toexposure. In our outreach, we aimed to involve youthfrom different class backgrounds.

This was done via infrastructure support andthrough water conservation efforts, with an eye oncreating sustainable water sources. We offeredcommunity-based awareness sessions and leddifferent intervention efforts, also conducting researchand engaging with existing schemes of thegovernment under the Swachh Bharat Mission. Thepro ect sought to inculcate positive behaviouralchange with the adoption of hygienic sanitationpractices and initiate community-led monitoring andmaintenance of toilets.    

YUVA also worked in 1 government ashramshalas inNashik, located in a tribal area. A holistic approachwas followed to impart knowledge on sanitationpractices, with the support of the school’s childcabinet, peer groups, the school monitoringcommittee, teaching and non-teaching staff.Discussion took place on the importance of handwash, effects of open defecation, waste managementand so on, to help individuals understand their role intransformation efforts. Adolescent girls were engagedon menstrual hygiene practices.

ur main outcomes of this engagement were toinput into the igh evel olitical Forum ( F) 2017and specifically to support a Shadow Report to theIndia Voluntary National Review (VNR) 2017. YUVAcontributed a chapter on the shadow reporting on

rogress of oal 11 (the urban goal), as part of alarger Shadow Report put together by a Civil Societynetwork called Wada Na Todo Campaign. The document was developed by first doing anintensive mapping of government policies andschemes aligned to oal 11. It was followed bystakeholder consultations and drafting of theShadow Report. This Report was presented byrepresentatives of Wada Na Todo at the F inNew York in uly 2017, and also used for advocacy atthe national government level.

We also conducted an analysis of questions raised tothe Ministry of ousing and Urban Affairs in

arliament between 201 and 201 . This documenthas helped us in our arliamentary advocacy onurban issues with various Members of arliament.

In Bhubaneshwar a network meeting was organisedat the city level with 20+ organisations participatingon the status of implementation of the 7 thAmendment Act, the functioning of Mohalla Sabhasand urban governance. Drafting of a memorandumon effective implementation of the Area Sabhas is inprocess. In Mumbai, the eople’s Manifesto for participativegovernance was formulated before local elections inMumbai where people laid out their charter ofdemands to the potential candidates. In Nagpur, advocacy at multiple levels towardssecuring land tenure rights has been done throughMohalla Sabhas. In Indore, the team has facilitated formation andregistration of Mohalla Samitis in the outreachedcommunities and is actively involved in capacitatingthem to promote participative governance.

In 201 , India was one of 1 0 countries to adopt theNew Urban Agenda (NUA), as an outcome of abitatIII, United Nations Conference on ousing andSustainable Urban Development, committing tosustainable urban development for the next 0 years.Yet, much still remains to be done. YUVA envisionedthe coming together of the city as the first step topromote awareness of varying urban realities.  ComplexCity, a week-long celebration of andengagement on urban values, history, culture, socio-economic realities, and much more aimed toencourage people from different walks of life tocome together, even if briefly, and gain a glimpse intoeach other’s way of living and being. Through theawkwardness that could result from such encounters,we aimed to promote dialogue and a betterunderstanding of individual identities. The festivalwas driven by the belief that in the absence of anypre-emptive dialogue, a section of society willcontinue to be denied their rights, and be forced tothe margins as they are repeatedly exploited, greetedby ignorance and apathy of their condition from theother side. YUVA offered knowledge-sharingplatforms and spaces for the open debate anddiscussion of ideas, through the events organised.

YUVA Centre offers an open, reflective space, idealfor meetings, workshops, conferences and othertraining initiatives. The Centre offers residentialfacilities too. 200+ events were hosted here in theprevious year, organised by non-profits, community-based organisations, corporates, government bodies,and others. While of its earned income was fromcorporate and government sources each, 0 wasfrom non-profits and other civil society organisationsand 5 consisted of internal bookings. 

An important goal for us at the Centre is to find waysin which collaborative environments can be set up, sothat communities can engage with the knowledgethat is created alongside academic and othermainstream discursive forums. This year, we wereable to digitise 0 books, 71 hours of video footageand 5,000 photos were digitally scanned andcategorised out of the total archive of 1 ,000 photos. The informative resources can serve communities,students, teachers, schools, colleges, universities anda range of other stakeholders interested in wideningtheir knowledge of urban development. In thecoming months, a range of events are being plannedat the URC to further engage on the urban with awider audience.

r an Re our e entreThe Urban Resource Centre (URC) is a space thataims to democratise and disseminate urbanknowledge, both contemporary and historical, toresist the mainstreaming of the city’s imagination. Ithosts multimedia resources documenting urbandevelopmental tra ectories from the early 1 80s. TheURC has a bank of content (generated from ourengagements since 1 8 ), complemented by storiescontinually generated from our existing work. In thisway, the material is continuously being added to,modified and updated, so that the collection widenswith time. The resources aim to record the lives andlivelihoods of individuals and communities, especiallyof the marginalised who are often directly impactedby developmental agendas, yet whose voice is notoften heard.

Life at YUVA

YUVA offers an accepting, inclusive space for individuals, helping them explore multiple ways in which they can further the organisation’s objectives. Transparent reporting and accounting systems are followed, to build trust in the process and help employees (we call them saathis) contribute better. The organisation does not follow any hierarchical structure. Everyone is a leader here, charting their concrete path of growth with the support of their team members and others. We are conscious of maintaining diversity within the organisation. Our first saathi from a gender-minority background joined us in 2017-18, and since then we have modified our internal policies to make it gender-neutral, and even set up an appropriate toilet for use.

The staff strength at YUVA consists of approximately 50 full-time staff. Across last year, about 50 volunteers/interns/researchers/field-works students also worked with YUVA in different projects across locations. We have always encouraged YUVA saathis to document their experiences at work and their journeys of personal transformation. To further this objective, we launched yuvaonline, a bilingual blog in January 2018, which publishes weekly stories on what’s happening at YUVA. So far, we have published 13 stories on YUVA’s participation at the Mumbai Marathon 2018, World Urban Forum, and other engagements.

All the employees in the contractual category to be changed to Regular category. The purpose was to be statutorily compliant and to support this change many labor lawyers were consulted. In continuation of this change, we had to make it mandatory for all the employees to opt for Provident Fund and Gratuity Contribution. Initially the organization use to pay 8 per cent of gratuity, which was then changed to 4.8 per cent as per the Gratuity Act 1972. Therefore, their take-home will increase as the gratuity contribution is decreasing from 8 to 4.8 per cent. · Henceforth, the absolute amount of Gratuity will reduce as the percent of deduction will come down from 8 to 4.8. A change in the salary scale was another important aspect that was discussed in the review to ensure more employee friendlysalary structure and also, to remove DA allowance and have Basic at 40 per cent to help retain and improve a better take-away for the staff
