Mission

Netball WA’s mission is to make netball accessible to all Western Australians and develop and foster future talent to fi nd the champions of tomorrow.

Purpose

Netball WA’s purpose is to provide netball participation opportunities at all levels for all Western Australians.

Netball WA, in collaboration with our members and other stakeholders will strive:

• to be recognised as an eminently positioned sporting organisation, being fi nancially successful, achieving elite on-court success and utilising sound management practices whilst still being readily accessible to all persons interested in being involved with the sport (irrespective of gender, age and capabilities);

• for Netball to be recognised as an exciting and entertaining sport that attracts widespread public and media interest both nationally and internationally;

• to allow and encourage lifelong participation in a range of roles in Netball;

• to provide a signifi cant contribution to the health of the community;

• for Netball to be recognised by Australians as a dynamic sport that requires energy, skill and athleticism;

• to provide for the successful playing of netball in all its forms and levels within the State of Western Australia, and

• to provide for representative teams to participate in national and international competitions by providing pathways for participants to progress through to representative National and International competitions.

Strategic Focus

President & Chief Executive Offi cer’s Overview

This has been a year of immense progression for Netball WA – including in a physical sense. After six years in Claremont, the Netball WA offi ce relocated to Subiaco Oval in April – a challenging, but rewarding task, coinciding with the launch of our new-look trading name and logo, replacing the old ‘WA Netball’ brand with a fresh, dynamic new look and feel.

One of Netball WA’s key achievements for 2007 was our successful bid for inclusion in the new trans-Tasman netball league, the ANZ Championship. To capitalise on this signifi cant accomplishment, we took the opportunity to create an exciting new brand for the team that is to represent Western Australia, the West Coast Fever Netball Club.

Our sincere thanks to the Department of Sport and Recreation for funding this critical project, and to Synovate for their commitment to working with a broad range of member and stakeholder representatives to research and refi ne the parameters that led to our new brand.

The West Coast Fever will join teams from Victoria, New South Wales, South Australia and Queensland, plus fi ve from New Zealand in the new trans-Tasman competition in April 2008. Netball WA views the ANZ Championship as an exciting and signifi cant step forward for the profi le of both netball and its elite athletes, assisting us all to grow the game from ‘grass roots’ up. New Zealand’s Sky TV and Fox Sports in Australia will broadcast all of the league’s games – taking Netball WA (and our athletes) to an international audience for the very fi rst time.

Memberships for the West Coast Fever are on sale now, and we encourage you to support the West Coast Fever with all of the passion and commitment we know that netballers have – this is your Club and its success depends largely upon us all banding together to ensure that netball in Western Australia continues to fl ourish at all levels.

This year, for the fi rst time, the Perth Orioles program moved under the full operational responsibility of Netball WA, after ten years in partnership with the Western Australian Institute of Sport. This structural change to the program in the fi nal year of the Commonwealth Bank Trophy provided Netball WA with invaluable preparation for the ANZ Championship next year. We thank WAIS for their contribution to the Perth Orioles program leading up to that point, and their ongoing support for the West Coast Fever into the future.

This year also saw the introduction of the Smarter than Smoking Premier League – a new level in Western Australia’s

intrastate netball competition. Following a review of the existing Smarter than Smoking State League structure, Premier League was introduced to help drive netball in Western Australia forward in terms of competitiveness, development, marketability and sustainability. The new competition comprised six teams and has, this year, provided a very solid training ground for State and National representatives. By all reports, the League’s fi rst season has met all expected outcomes and has been a great success, both on and off the court.

These are but highlights of our 2007 achievement. Netball WA’s many other programs and activities are outlined in detail in the body of this document, and we encourage you to read and take pride in what the netball family has achieved in a very busy twelve months since we last reported to you.

Without the generous support of Netball WA’s sponsors and supporters, many of our achievements and successes this year (not to mention many of our programs and activities) would not have been possible. We thank the State Government, through the Department of Sport & Recreation and Lotterywest, and our key sponsors – Healthway (through the Smarter than Smoking message), Western Power, BHP Billiton Iron Ore, and the West Coast Eagles Football Club – for their ongoing support of Netball WA.

Lastly, it would be remiss of us to fi nish without sincerely thanking each and every one of the volunteers who gave so generously of their time to netball this year. Netball has always relied on volunteers to guarantee the growth and development of the game. Your invaluable contribution once again this year has ensured the ongoing success and excellent reputation of Netball WA and its many programs and activities. Perth Orioles2007 was a signifi cant year for the Perth Orioles, with the team ending its association with WAIS and coming under the complete operational umbrella of Netball WA. This required many changes, both at an operational and management level, and it was decided that the best person to lead the Perth Orioles into this new era was Sue Gaudion, who had already achieved considerable success with the South East Demons and the state 21 & Under team.

On Court PerformanceIn what would turn out to be the last year of the Commonwealth Bank Trophy the Perth Orioles recorded three wins and eleven losses to fi nish seventh on the ladder, with the team ruing a couple of close losses.

Three players, Helen Riolo, Larrissa Willcox and Nikala Smith, reached 50 Commonwealth Bank Trophy games while captain Stacey Rosman fi nished the year with 89 games, which included 18 games with the Queensland Firebirds to pass Diane Ring (88 games), as the Perth Orioles’ most capped player.

AwardsAt the annual Netball WA Awards Dinner, Caitlin Bassett was awarded the Perth Orioles Player of the Year while Tasha Nykyforak won the Perth Orioles Coach’s Award.

With the Commonwealth Bank Trophy competition ending in 2007, previous Perth Orioles coaches selected a side from all athletes who had participated over its eleven-year history, known as the “Magnifi cent Seven”.

Off Court Performance

The Perth Orioles received tremendous support from the public with 14,375 people attending home games, an 8% increase on 2006. The last three matches averaged over 3,000 people per game. 2007 also saw the return of Perth Orioles memberships, with 312 people showing their support for the team. The Perth Orioles media profi le also grew considerably compared to 2006. With the team no longer receiving various services through the WAIS program it is diffi cult to compare the team’s operating cost with previous years; however the Perth Orioles business unit fi nished 2007 within budget.

ANZ Championship

In a major announcement for netball it was revealed that 2008 would see the introduction of a trans-Tasman competition involving fi ve teams from Australia and fi ve from New Zealand, which would replace each country’s domestic competition. Thanks to the support of the State Government, through the Department of Sport and Recreation, Netball WA submitted a successful bid and on 10 May 2007 it was announced that Western Australia be part of the new competition, later named the ANZ Championship.

Extensive market research was undertaken and after consulting a large number of stakeholders it was decided to retire the Perth Orioles name and develop a new brand for elite netball in Western Australia. On 8 November 2007, Netball WA CEO Lisa Bradock revealed to media and stakeholders Western Australia’s newest elite team, West Coast Fever, which was positively received.

WAIS Squad

The WAIS Netball Program caters for the development and support of Western Australian athletes who have been identifi ed with talent to progress to the highest representation level of netball. Coached by Michelle Wilkins, the program provides world class coaching, training, facilities and support services.

State Teams

Western Australian State teams performed well at the Athlete’s Foot National Netball Championships in 2007. The 21 & Under championship was held in Brisbane with Western Australia fi nishing third. Both 19 & Under and 17 & Under championships were held in Melbourne with Western Australian teams fi nishing fourth and sixth respectively.

National Teams

Caitlin Bassett, Susan Fuhrmann, Josephine Janz, Jasmine Keene, Nikala Smith and Janelle Lawson were six Western Australia athletes named in the Australian 21 & Under Squad for 2007. Susan Fuhrmann and Janelle Lawson were also named in the 2007 Australian 21 & Under team. Andrea Gilmore and Sarah Ebbott where selected in the emerging Australian 21 & Under squad. Andrea Gilmore and Ashleigh Neal were named in the 17 & Under national training squad and Kaitlyn Lilly, Mia Washbourne and Alicia Janz were named in the 17 & Under national training squad. Stacey Northey, Nicole Schaillee and Sarah Geddes also attended the 2007 National Junior Talent Camp.

Netball WA

Netball WA continued its commitment to the development of coaches and umpires through funding a variety of Scholarships.

The Bette Allison Coach Scholarship was made available to apprentice coaches to travel with our state teams, with Emma

Lindsay (apprentice coach to the 17 & Under team) and Stacey Rosman (apprentice coach to the 21& Under team).Renae

Vallance was provided assistance to attend the 2007 National Junior Talent Camp to work with Australia’s elite coaches.The Fay

Bevan Umpire Scholarships were awarded to Felicity Woods, Emily Brand and Amanda Tuckey, providing them with assistance to

further develop their umpiring skills.

Department of Sport and Recreation Academy of Sport Scholarships

Department of Sport and Recreation Academy of Sport scholarships were awarded to 30 athletes and 10 coaches in the North

West Region. This program is jointly run by Netball WA and Department of Sport and Recreation as an integral part of the

netball pathway.

Western Power Regional Academy Program

With the support of Western Power, Netball WA continued the development of the Western Power Academy in 2007. Western Power Metropolitan Academies were introduced and involvement within Netball WA’s 11 regions continued. Remotely based athletes were also heavily supported via the Department of Sport and Recreation Regional Academy of Sport program.

Approximately 80 coaches, 770 athletes and 220 umpires where involved in the Western Power Regional Academy Program for 2007 as the program again proved to be an integral part of the Netball WA and National Netball Pathway for athletes, umpires and offi cials.

Western Power State Phases

Flowing on from the Western Power Academy program, academy athletes were involved in the 17 & Under Phases in 2007. During a two-day program involving skill development and match play, selectors shaped the group to a squad of 30 athletes who will train up to and leading into Phase Two selection early 2008.

Scoolnet

Supported by Smarter than Smoking and Brumby’s in 2007, Scoolnet has continued to maintain its high profi le status as a sporting program option in primary schools throughout Western Australia. Working closely with the Western Australian Football Commission and the Eagles Cup, both sports fi nd ways to involve many schools in their programs. The awareness of the Smarter than Smoking Orioles Cup has made a huge impact in Western Australian schools as participation numbers have increased with over 2000 students involved.

Specialist Schools

Netball WA has continued to support the specialist schools concept in 2007 through the implementation of an endorsement program that is being reviewed and assessed in consultation with the Department of Education and Training, specialist school division.

BHP Billiton Iron Ore Program

Over the years, BHP Billiton Iron Ore Pilbara netball visits have had over 12,000 Pilbara children participating in the program. The BHP Billiton Iron Ore Pilbara netball visits have once again achieved all the desired outcomes in 2007 for both Netball WA and BHP Billiton Iron Ore by increasing coaches knowledge, supporting all star athletes and allowing a wide variety of children to participate in netball programs.

In 2007 Netball WA again used specialist fi tness assessment equipment to assess athletes in Newman and Port Hedland. The results were recorded to determine improvements amongst the group. This testing, along with assessment of netball skills, enabled 40 BHP Billiton Iron Ore All Stars to be selected.

The BHP Billiton Iron Ore All Stars clinics were conducted in Newman and Port Hedland with 38 children involved. As in the past, the children received specialist coaching, fi tness testing and match play for a day from Netball WA Coaches.

Special thanks must go to BHP Billiton Iron Ore for their major contribution to, and support of junior netball in the North West of Western Australia.

The BHP Billiton Scholarship athletes for 2007 were Samara Brown from Port Hedland and Ellie Fitzgerald from Newman.

Indigenous Netball Development Program

In 2007, the Indigenous Netball Development program successfully delivered grassroots programs in the South West and Wheatbelt regions. The program also extended opportunities to the Goldfi elds Netball Region and Metropolitan regions. These programs continued to develop juniors, coaches and umpires.

Multiple grassroots programs were organized for the Wheatbelt Netball Region including Kellerberrin, Northam and Moora. The three areas combined their training sessions on several occasions and also their representative teams who competed in the Smarter than Smoking Association Carnival.

Four teams from Indigenous Netball Development program participated in the Smarter than Smoking Association Carnival in June 2007. This included:

• Metropolitan

- 12 & Under team

In the North West Region support was given to indigenous players who were talent identifi ed at the North West Championships. The athletes attended a four-day training camp, with six Indigenous players from this group being selected to participate in the Western Power Academy Cup in Perth.

Bayulu, Muludja and Wangkatjungka communities all received valuable netball clinics by the Netball WA Indigenous Offi cer and the Australian Sports Commission After Schools Coordinator.

In December 2007 an Indigenous Netball Club was formed to compete in the Southern Districts Netball Association in 2008. This club will be supported by Netball WA, through educational courses and mentoring.

The delivery of coach and umpiring education courses in the South West, Wheatbelt, North West and Metropolitan regions has provided opportunities for indigenous coaches and umpires to develop their skills and confi dence in taking on key roles.

Coach Education and Development

Coach education and development programs continued to grow and develop throughout 2007. The Department of Sport and Recreation and Lotterywest funded further development and expansion of visits to country regions in a new initiative, ‘Champions to the Region’ program. Champions to the Region allowed Jill McIntosh to visit country regions across the state. Tremendous support and enthusiasm for the program was received from the fi rst moment of advertising the program throughout the regional Western Australian network.

The Department of Sport and Recreation’s Coach in Residence program with Jill McIntosh in the Perth Metropolitan area was received extremely well and inspired 154 coaches over three days. Jill also worked with future coach mentors and assessors by running a mentor workshop.

Netball WA’s Coaches in the Field program was once again a success in 2007 almost doubling 2006 participation to reach 220 coaches. Sue Gaudion and Michelle Wilkins received Department of Sport and Recreation High Performance Scholarships, allowing them to access professional development opportunities throughout the year.

Netball WA provided quality programs and opportunities for both umpires and umpire coaches in 2007. These programs included the Smarter than Smoking State Netball League Umpiring Squad and Academy Development and workshops, Western Power Umpire Academy Development Weekend, Department of Sport and Recreation Coach in Residence Program, Western Power Umpire Academy and JUMP Cadet Cup Development Weekend and the Country Umpires Advantage Program. The Western Power Umpire Academies continued to provide valuable opportunities for development for umpires throughout Western Australia.

The Smarter than Smoking Umpire Squad achieved many outstanding results for 2007 with a major highlight being the selection of Jacqui Jashari and Paula Ferguson to attend the World Cup in New Zealand. Squad members where also invited to attend numerous national and international umpiring events throughout the year.

The Member Organisation Exchange program for 2007 saw 12 umpires given the opportunity to continue their development beyond State League level and gain valuable national and international umpiring opportunities. This included exchanges to Melbourne, Canberra, Adelaide and Singapore.

Junior Umpire Mentoring Program (JUMP) was again highly supported and driven by the Association Umpire Development Offi cers. 2007 saw an increase in the number of Level 1 participants due to availability from schools. This led to a decrease in the number of School JUMP participants. There were 47 JUMP courses and 892 participants in 2007.

In 2007, Netball WA piloted the Green Shirt program in seven associations, Bunbury, Fremantle, Geraldton, Kalamunda, Karratha, Perth and Southern Districts. The Green Shirt Program identifi es and promotes community awareness, recognises new offi cials and was used as an avenue to up-skill the Green Shirt Coordinators within the associations and provide a clear pathway and development for beginner umpires. Umpires within this program were encouraged to complete the Level 1 Umpires Course, Section I Theory paper and Rules in Action session.

The Western Power Umpire Academy Development weekend held in August 2007 covered sports psychology and the importance of positive self talk, umpiring techniques, procedures and protocols. Practical umpiring was undertaken during the phase 1 State 17 & Under trials. Sixteen umpires attended the weekend, a decline in numbers from previous years due to rescheduling of the event. 26 umpires were invited to the Western Power Academy and Cadet Cup weekend in October 2007. Umpires were offered off-court education and practical coaching.

2007 saw the successful rebranding and name change from WA Netball to Netball WA. The year also displayed positive growth in sponsorship and other partnerships.

Communications

In addition to rebranding, a focus of 2007 was to integrate brand messages and communications. This included a strategic

approach to electronic communications and publications.

Sponsorship

Positive growth in sponsorship and other partnerships was displayed in 2007. Western Power, BHP Billiton Iron Ore and West

Coast Eagles partnerships were maintained and Netball WA secured a triennial agreement with Healthway which included

increased funding. Brumby’s were new sponsors of the Scoolnet program and positive relationships were forged with WAIS.

New Perth Orioles sponsors included medical and strapping suppliers, supply of massage services for training and home

matches was also gained. The AFL Store also commenced selling Perth Orioles merchandise at matches and other events.

Media

Media exposure was again measured by Media Monitors and demonstrated the considerable growth in coverage for Netball

WA, Perth Orioles, sponsors and stakeholders. Radio coverage by 990RPH Information Radio was introduced of Perth Orioles

matches.

Financial Performance

Netball WA experienced a small increase in membership numbers from 33,501 in 2006 to 33,728 in 2007. The number of Small

Country Associations fell from 14 in 2006 to 12 in 2007.

The Department of Sport & Recreation continued its support of Netball WA in 2007, and also made grants to support the

Academy of Sport and the Indigenous Sport Programs. Department of Sport & Recreation also made grants to support a high

performance coaching scholarship and two high performance umpiring scholarships to members of Netball WA.

Healthway continued its involvement with Netball WA in 2007 in its capacity as major sponsor, with an increase of $10,000 from

2006.

BHP Billiton Iron Ore continued its support of the BHP Billton Iron Ore program in 2007 and Western Power continued its

sponsorship of the Regional Academy program in 2007.

Total sponsorship income increased in 2007 due in part to new sponsors Brumby’s WA & NT, Harris Coffee, Rebound Ace,

Gray-Nicholls and the Green Machine. Sponsorship from CBH Group ceased at the end of 2006.

A women’s leadership grant from the Australian Sports Council assisted umpire development.

In 2007, the management of the Perth Orioles was transferred to Netball WA from WAIS, and the defi cit of $125,703 refl ects

increased wage and contract staff expenses. Sponsors included the Commonwealth Bank, BHP Billiton, the West Coast Eagles,

Western Power and Medibank Private (both as game night sponsors), WASP, Daly & Shaw and Victor Sports.

There was a large increase in Perth Orioles membership in 2007. Fundraising events included a corporate dinner and a clinic, and

some merchandise income.

The Perth Orioles also conducted trips to the North West on behalf of BHP Billiton Iron Ore and Midwest Gascoyne on behalf

of the Commonwealth Bank.

The Department of Sport and Recreation provided a grant to assist with holding a home game at Eaton, and also gave a grant to

assist with both the branding evaluation of the Perth Orioles and the bid for inclusion in the ANZ Championship.

Netball WA relocated its offi ces from Claremont to Subiaco Oval during 2007, with the associated expenses being paid from an

accrual made in 2006. Savings achieved in 2007 related to this move have been transferred to the building reserve.

Netball WA achieved a surplus in 2007, fi nishing the year with a result of $8,989. Increased funding combined with savings in

salaries due to several vacant staff positions throughout the year and continued careful monitoring of expenditure meant that

further provision could be made to the building reserve for the State Netball Centre.

The Financial Report and Directors’ Responsibility

We have audited the attached fi nancial report, being a special purpose fi nancial report of WA Netball (Inc) for the fi nancial year ended 31 December 2007 as set out on pages 21 to 27.

The Association’s Board is responsible for the preparation and fair presentation of the fi nancial report and have determined that the accounting policies described in Note 1 to the fi nancial statements which form part of the fi nancial report are appropriate to meet the requirements of the Association’s Constitution and are appropriate to meet the needs of the members.

The Association’s Board’s responsibility also includes establishing and maintaining internal control relevant to the preparation and fair presentation of the fi nancial report that is free from material misstatement, whether due to fraud or error, selecting and applying appropriate accounting policies and making accounting estimates that are reasonable in the circumstances.

Auditor’s Responsibility

Our responsibility is to express an opinion on the fi nancial report based on our audit. No opinion is expressed as to whether the accounting policies used, as described in note 1, are appropriate to the needs of the members. We conducted our audit in accordance with Australian Auditing Standards. These Auditing Standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the fi nancial report is free from material misstatements.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the fi nancial report. The procedures selected depend on the auditor’s judgement, including the assessment of the risks of material misstatement of the fi nancial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the fi nancial report in order to design audit procedures that are appropriate in the circumstances. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the Association, as well as evaluating the overall presentation of the fi nancial report.

NOTE ONE: STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES

This fi nancial report is a special purpose fi nancial report prepared in order to satisfy the fi nancial reporting requirements of the Association's Constitution. The committee has determined that the Association is not a reporting entity.

The fi nancial report has been prepared in accordance with the requirements of the following Australian Accounting Standards:

AASB1031 Materiality

No other Australian Accounting Standards, Urgent Issues Group Interpretations or other authoritative pronouncements of the Australian Accounting Standards Board have been applied.

The fi nancial report has been prepared on an accruals basis and is based on historic costs and does not take into account changing money values, or except where specifi cally stated, current valuations of non-current assets.

The following specifi c accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of this fi nancial report.

Income Tax

No regard has been paid to tax-effect accounting, as the Association is exempt from income tax.

Fixed Assets

The depreciable amount of all fi xed assets is depreciated over their useful lives commencing from the time the asset is held ready for use. The carrying amount of fi xed assets is reviewed annually by Directors to ensure it is not in excess of the recoverable amount of these assets. The recoverable amount is assessed on the basis of expected net cash fl ows, which will be received from the assets' employment and subsequent disposal. The expected net cash fl ows have not been discounted to their present value in determining the recoverable amounts.

Long Service Leave

Employees employed after 31 December 2004 are eligible for 13 weeks paid long service leave after 10 years service.

Employees employed between 31 December 1996 and 31 December 2004 are eligible for 13 weeks paid long service leave after 10 years service, pro rata after 7 years.

Employees of WA Netball (Inc) employed as at 31 December 1996 are eligible for 13 weeks paid long service leave after 7 years service, pro rata after 5 years.

Income

• Administration Income. General Administration includes grants from the Department of Sport & Recreation (DSR), commissions, bank interest, Healthway sponsorship for the Annual General Meeting and sundry income. Affi liations includes all Region, Association and Individual affi liations and vouchers fees. Member Services included sponsorship from Healthway. Region includes Healthway sponsorship.

• Coach & Player – Coach Development and Participation Income. Coach Development includes a subsidy from Netball Australia for coaching development, grants from DSR for a visiting coach and high performance coach, a grant from the Fosters Sports Foundation and user pay programs for coaching courses. Income for Participation includes sponsorship from Healthway and Brumby’s, and course fees.

• Events Income. Smarter than Smoking Association Carnival includes Healthway sponsorship, Harris Coffee sponsorship and participation fees. Annual Dinner is from ticket sales. Smarter than Smoking Premier and State Leagues is from Healthway sponsorship and sponsorships from Green Machine Promotion and the West Australian Sports Centre Trust, team fees and entry fees.

• Marketing Income. Includes grants from DSR for a branding evaluation of the Perth Orioles and the bid preparation for entry into the ANZ Championship, athlete appearance fees and merchandise sales.

• Umpiring Income. Includes user pay programs for umpiring courses, merchandise sales, a grant from the Australian Sports Council and a grant from DSR for two umpire scholarships.

Expenses

• Administration Expense: General Administration includes administration staff costs, rent, insurance, workers’ compensation, accountancy, legal, postage, telephone, general catering and computer and other information technology expenses and the Annual General Meeting. Affi liations expense includes member insurance. Member Services expenses include those relating to Association Sponsorships, Association signage, Volunteer Breakfast, Annual Report and the production and distribution of the WA Netball (Inc) membership card. Region includes expenses incurred in funding and developing Regions (eg administration and distribution of Healthway and other government funding) and regional visits.

• Coach & Player Expenses. Includes Coach and Player Development staff costs and all expenses relating to developing players up to the elite level, developing coaches at all levels, identifying, promoting and developing netballers at grass roots level, regional visits, courses and participation and contributions to WAIS. It also includes expenditure on high performance coaching and the visiting coach.

Includes Marketing staff and expenses associated with the promotion of WA Netball (Inc) and sponsorship gathering opportunities, the cost of merchandise and expenses related to the branding evaluation of the Perth Orioles, the preparation of the bid for entry into the ANZ Championship, and the set-up expenses associated with the ANZ Championship.

• Perth Orioles – including Perth Orioles staff expenses and expenses associated with Fund Raising, Games, General, Player and Pre-Season.

• Programs – including expenses associated with the operation of the BHP, Indigenous, Academy of Sport, Regional Academies and all expenses incurred in developing and entering State Teams in national competitions.

• Umpiring – including Umpiring staff expenses and expenses associated with the operation of umpiring programs and courses at all levels, and scholarship awards to two umpires.
