A Word from Sue Todd, President & CEOPathways for Children had an exciting and successful year! Providing high quality education and care to children from birth to age thirteen remains our first priority. This report presents highlights on how each of our programs brought our mission to life over the past year.

Pathways experienced significant change and opportunity in FY ’13 – primary among them was incorporating North Shore Head Start with our Cape Ann programs. In July 2012, following a rigorous open bid process, our organization was selected from the field of applicants to lead the well-established North Shore program into its next phase of operation. Pathways’ high quality early education programs now reach over 500 children and their families from thirteen communities on the North Shore. Our main facilities are located in Gloucester and Beverly. The public schools in Peabody have welcomed our Head Start services by providing classroom space at the Welch school. This spirit of cooperation is recognition of the high return on investment a quality preschool education offers, particularly for children living in poverty. We look forward to the growth of additional partnerships in the coming years.

This new opportunity has also brought some challenges, including merging two distinct programs, both with long histories and distinct cultures, into a single entity, strengthened by the qualities of both. Pathways had just three weeks to assume management of the North Shore program, serving 179 preschool children from eight additional communities. Fortunately, both Head Start programs enjoy the privilege of a professional and dedicated staff who worked together to be ready for the start of the 2012-2013 school year.

Expanding our services to the North Shore also presented us with the opportunity and challenge of getting to know the people in these new communities. One of Pathways strategic goals is to increase “brand awareness and equity.” This is even more critical given our new communities and the federal requirement that we obtain donated services to retain our Head Start grant. As government funding shrinks, raising awareness among those who understand the value of investing in our youngest children’s education and care is more critical than ever. In order to fully address the need in the North Shore area, we will need to build the same base of collateral affiliations and philanthropic support that our Cape Ann base has provided. The commitment of our board, committees and staff leadership will help assure that success.

While the 2012-13 year saw an expansion of our Head Start reach, Pathways kept strong and vital all of our other Cape Ann-based programs – our Family Child Care, Infant and Toddler Care, School Age Care, Cape Ann Families, and other community outreach commitments.

Thanks to our dedicated professional staff and engaged board of directors, Pathways is well-positioned to be able to serve more children at the critical time when their developing brains are absorbing knowledge, their ability to fully participate as a contributing member of a group is emerging, and their capacity to dream and have hope for a bright future is taking hold.

With all that is happening here at Pathways for Children, I am proud to say I am just as excited about my job today as I was 30 years ago when I started.

Inspiring Children

Donations to the Shelia Collins Memorial Fund made it possible for our Infant and Toddler Program to work through the final phases of NAEYC* accreditation, the highest level in the country. The Fund provided the financial support needed to meet the high standards for classrooms and for teacher training necessary to achieve this accreditation.

*NAEYC – National Association for the Education of Young Children is the world’s largest organization working on behalf of young children. The NAEYC Accreditation system was created to set professional standards for early childhood education, and to help families identify high-quality pre-schools, child care centers and other early education programs.

Inspiring ChildrenPathways for Children is proud to offer enriching educational experiences to over 500 children each day. Our year-round services provide assur-ance to working parents, or those seeking additional education and training, that their child is safe, nurtured and exposed to continuous learning in their absence. We set our standards high, value our dedicated professional staff and invest in each child’s success.

We are driven by our mission and core values and see them brought to life each day through our programming.

We strive to inspire children through all of our programing. Our Infant and Toddler Program serves children 12 months through 2.9 years of age in our Gloucester center. The well trained and experienced staff of this program believes that children are constantly growing and developing. We inspire children by creating a happy and healthy setting where they are encouraged to explore and interact with their environment and to take an active role in their own social, emotional, cognitive and physical growth.

We are also proud to offer care for our youngest children through 13 licensed, home based providers in our Family Child Care network. Family Child Care offers a stimulating and nurturing environment in a warm, homey setting that is unique to the personality and interests of the provider. The mixed age group setting provides learning opportunities for the children not available in age-segregated classrooms. The cultural diversity of our providers offers a unique opportunity for children to learn about other cultures and traditions or be nurtured by a care giver who speaks their native language.

As a NAEYC accredited program, Cape Ann Head Start ranks among the top 8% of early education programs in the country.

100% of Head Start children received medical exams and 94% received dental exams

Inspiring ChildrenInspiring ChildrenPathways’ Head Start program is part of the highly regarded and valued federal program. Our Head Start program inspires children to develop both cognitive and social skills and prepares them to succeed in Kindergarten. Our dedicated teachers and staff guide children through a literacy-rich cur-riculum that also includes math and science concepts. This comprehensive program also provides transportation, meals, nutrition assessment, health and developmental screenings, and referral for special education services.

She is not only loving and nurturing, she is an exceptional educator. The children in her care thrive both educationally as well as emotionally. Thanks to the Essex County Community Foundation Peter and Kathleen Van Demark Fund the SAC staff and children got to experience an Adventure Learn-ing Program. The program included teacher training and active student involvement through games and an outdoor challenge course. The goal for both staff and students is to be present, participate, connect and have fun while learning the values of trust and cooperation.

Our School Age Care (SAC) program provides care for 121 children after school and full time during school vacations and summers, enabling parents to work. High quality is a hallmark of this program, as it exceeds state licensing requirements, and has well-trained, dedicated staff who understand the needs of developing children. Although chiefly a recreational program, in collaboration with community partners, we provide educational, enrichment activities along with the implementation of evidence based anti-violence / anti bullying curriculum, which sup-ports our children to become productive citizens in our community.

Cape Ann Families (CAF) is the only Pathways’ program fully funded by private donations. The generosity of our donors has made it possible for CAF to provide supportive family services to over 400 people through Parent Mentoring, Teen Mentoring, the Nurturing Program®, Parent Connection and community activities.

Our Teen Mentor program matches high school teens with at-risk children and youth with whom they meet weekly. The teen mentors accumulated over 600 volunteer hours serving over 22 children. The benefits of the Teen Mentor program are experienced by both the mentor and the mentee and often lead to long term friendships.

Pathways for Children manages and receives funding through MA Department of Early Education & Care’s Coordinated Family & Community Engagement Grant to offer services on Cape Ann. A governing network of educators, parents and community organizations who support children and families meet quarterly to share information and resources, organize and plan events and network. Partic-ipants include WIC, Early Intervention, all Cape Ann licensed child care provid-ers, Trustees of Reservations, Cape Ann Museum, Art Haven, Wellspring, Sawyer Free Library and Gloucester Public Schools.

Programs include parent education workshops, playgroups for parents and chil-dren, family literacy resources and community outreach and family engagement events at Gloucester Housing Authority locations.

183 active Pathways volunteers have generously donated thousands of hours of their very valuable time and energy in support of our children and their families.

In November 2012 Pathways hosted “A Place at the Table.” This very successful auction included Parsons-style tables transformed into colorful and vibrant works of art by 16

well-known local artists as well as one-of-a-kind paintings done by the children in our School Age Care program.

In our North Shore Head Start program 38% of children live in homes where English is spoken as a second language. Spring 2013 assessments of children moving on to Kindergarten show that 99.5% of those stu-dents met or exceeded expectations in language development.

School Readiness is defined as children possessing the skills, knowledge, and attitudes necessary for suc-cess in school and for later learning in life. Pathways for Children’s goals have been developed in collab-oration with the Public School Systems, parents, and our Education Staff. The goals are aligned with the Head Start Child Development and Early Learning Framework, local school district expectations, and state early learning guidelines. These goals establish the foundation for assessment of individual children, classrooms, and programs. The areas of focus in-clude: mathematics; science domain; language and literacy domain; English language acquisition; social and emotional development; social studies; physical health and development; approaches to learning*. Children are assessed quarterly and progress toward meeting school readiness goals is reviewed.

*Detailed, written Head Start school readiness goals are avail-able and distributed to parents throughout the school year

Over the years, Head Start has emerged as the cutting edge program that incorporates all domains that influence a child’s positive development. We remain committed to the validated performance measures and ideals that this model represents and work tirelessly to replicate the proven model across all Pathways programs.

Reporting of the following information related to our Head Start programs is a requirement of our federal grant. • Cape Ann Head Start served nearly 90% of eligible children • North Shore Head Start served 60% of eligible children • Average monthly enrollment was 99% of funded enrollment for Cape Ann Head Start • Average monthly enrollment was 89% of funded enrollment for North Shore Head Start

Pathways for Children has established goals for parent engagement, which cor-relates to children’s success in school. Regular activities are held for parents, including monthly center meetings, parent support groups, workshops on spe-cific topics, volunteer training, and special activities for fathers. Parents are also included in the governance of the program, though participation on the board of directors and the Policy Council.

Pathways’ Cape Ann Head Start was subject to a federal review during the month of December, 2012. The final result of the review found that the program was in compliance. The report also noted Pathways’ “outstanding connections with the local arts community” as an area of strength.

Pathways underwent an independent financial audit in November 2013. The independent auditor, Alexander, Aronson, Finning & Co., P.C., issued a clean, unmodified opinion on the consolidated financial statements.
