PURPOSE
The purpose of this Standard Operating Procedure (SOP) is to:
1. Establish an approach with which Transnet SOC Ltd manages its buildings and facilities.
2. Ensure that risks associated with the provision of facilities are adequately managed in order to minimise the risk of injury or harm to employees.
3. Provide guidelines for minimum facilities requirements in response to COVID-19 and related pandemics.
DEFINITIONS
In this document: -
“building- / centre manager” means any person appointed by Transnet SOC Ltd from time to time as the person responsible for the management of the Site.
“decontamination of building” (sometimes abbreviated as decon, dcon, or decontam) or deep cleaning means the process of cleansing a building or part of a building to remove contaminants such as microorganisms or hazardous materials. The cleaning involves application of disinfectant to all touch points, working surfaces as well as walls and floors.
“disinfection” means methods used on surfaces to destroy or eliminate a specific species of infectious microorganism through physical (e.g. heat) or chemical (e.g. disinfectant) means. A combination of methods may be required.
“existing equipment” means all equipment supplied to or made available by Transnet SOC Ltd to the Service Provider within or on the Premises;
“furniture” means all items such as chairs, tables, etc.;“litter” means cans, bottles, paper, plastic, cardboard, cigarette stubs, leaves
and all other rubbish;“person” includes, a natural person, a partnership, a business trust, a
foundation, any company or close corporation incorporated or registered in terms of any law, and other body of persons corporate or unincorporated;
“premises” means any site or place regardless of whether it is or forms part of a permanent or temporary structure or building which is the property of, or

is occupied or used by, or is under the control and / or management of Transnet SOC Ltd;
“property” means any movable, immovable or intellectual property or any right to such property;
“visitor” a person who visits a tenant, staff member on the Premises or who attends a meeting on the Premises;
“virus elimination” means Cleaning and Decontamination measures conducted with the primary purpose to destroy or eliminate all viruses on the premises.
“safety equipment” protective equipment required, which the Service Provider is obliged to procure at his own cost and which he is required to utilise or deploy in performing, rendering or supplying the Service;
“service” means the work, functions, tasks, services to be rendered , and / or goods to be supplied by the Service Provider, including any subsequent variations or changes to such work, functions, tasks, services, or goods as may be agreed in terms of this the contract (Deliverables);
“service equipment” means all tools, appliances, machinery and equipment which the Service Provider is obliged to procure at his own cost and which he is required to utilise or deploy in performing, rendering or supplying the Service;
“service manager” means any person appointed by Transnet SOC Ltd from time to time as the person responsible for the management of the term service contract;
“site” means any site or place regardless of whether it is or forms part of a permanent or temporary structure or building which is the property of, or is occupied or used by, or is under the control and / or management of Transnet SOC Ltd;
“SOC” means Transnet SOC Ltd including Transnet Freight Rail, Transnet Engineering, Transnet Port Terminals, Transnet National Ports Authority, Transnet Pipelines, Transnet Property, Transnet Group Capital and Transnet Foundation
“specifications” the document which is referred to in the contract in which the method and standards applicable to the rendering of the Service, as well as the materials to be provided and used, are described;
“service provider” means the successful tenderer that has been awarded the term service contract for the period stipulated;
“stakeholder” means a person or group that can affect, be affected by, or perceive itself to be affected by Transnet decisions or activities (internal and external stakeholder).

“supervision” means any person appointed by the Service Provider from time to time to be on-site and responsible for the management of the Service Provider’s staff and service provided in terms of this Agreement;
“third party” means any person other than the Service Provider or Transnet SOC Ltd;
“tenant” means any person with his staff, clients and service providers with whom Transnet SOC Ltd has entered into a lease agreement for the whole or a portion of the Premises;
“Transnet Property” is a specialist unit of Transnet SOC Ltd, a public company duly incorporated in accordance with the laws of South Africa with registration number 1990/000900/30;
“year” means 12 consecutive months;
Clause headings are inserted for convenience and shall not be used in its interpretation;
Where figures are referred to in numerals and in words, if there is any conflict between the two, the words shall prevail;Expressions defined in this maintenance standard shall bear the same meanings in the specifications, schedules or annexures to Agreements which do not themselves contain definitions;

Chief Executive: Transnet Property/Chief Executive of affected OD.

Facilities Manager (Transnet representative responsible for maintenance and Facilities Management)
Ensure that the team complies with all the procedures drafted by Transnet to ensure safety and health of the employees and to prevent any outbreaks.
Maintain communication between the maintenance contractor and the Transnet SOC Ltd (TP) or Center Management regarding operational activity, and maintenance.
Manage the maintenance contractor, including adherence to performance agreement in line with service level

Ensure that a Site Manager/ Customer Services Manager and adequate Supervisors are appointed to ensure effective Management of the maintenance services. Required to adequately staff each Transnet premise or building with personnel to carry out the maintenance activities.
Maintain the Health and Safety management file.
Provide a maintenance checklist to be used by maintenance personnel to ensure that work is carried out according to specified maintenance scheduled.
Provide Material Safety Data Sheets (MSDS) for cleaning chemicals and materials.
Provide Maintenance Plans and Procedures for maintenance activities.
Ensure the induction and orientation of new maintenance personnel, and annual orientation of all cleaning maintenance is carried out, by relevant OD.
Supervisor for the Maintenance Contractor (HVAC, Electrical & General Building)
Be on the premises daily to report and where possible remedy any faults or irregularities which may affect daily operation.
Draw-up daily work schedules for maintenance under their management.
Ensure relevant personnel are registered in the work schedules including areas to which they are assigned.
Keep accurate records of attendance of personnel and work schedules.
Perform daily walk-about and evaluation of all maintenance operations for areas under their supervision.
Manage the routine and ad-hoc maintenance activities.
Maintenance artisan(s) Responsible to carry out all maintenance activities in line with the Service Level Agreement.
Employees Complying with all the requirements stipulated in this procedure.

Ensuring employees are trained and competent for the work they are required to do in line with any changes.
Take accountability for assigned activities; and

SCOPE
This SOP is applicable to all Transnet buildings (owner and tenant occupied) and all its employees (including temporary and contract employees) and visitors.
STANDARD OPERATING PROCEDURE
Transnet will take action to manage their facilities as to eliminate the risks at their workplaces, and if that is not possible, Transnet will minimise the risks so far as is reasonably practicable.
1. Emergency Plans• Emergency plans must be prepared for all workplaces.• Emergency plans must provide for:
o Emergency procedures that include; An effective response to emergencies; Evacuation procedures; Notification of emergency services at the earliest
opportunity; Medical treatment and assistance; and Effective communication between the authorised person
coordinating the emergency response and all persons at the workplace.
o Testing of emergency procedures, including frequency of testing; and

o Information, training and instruction to employees in relation to the implementation of emergency procedures.
• Emergency plans must consider:o The work being carried out at the workplace; o The specific hazards at the workplace; o The size and location of the workplace; and o The number and composition of the employees and other people
at the workplace.2. Existing Facilities
2.1. Maintenance of Existing Facilities
It is essential that all Transnet (owner and tenant occupied) facilities are appropriately maintained. An unmaintained workplace can create several hazards and has the potential to cause injuries/illness to employees, tenants and visitors.If repair work or maintenance work is required at any Transnet facilities, the process to be followed depends on the location, team and function of the site:

House, hostels, shops (Transnet and tenants occupied)
- Log maintenance request via email or telephone to the Leasing Manager or leasing representative
2.2. General Requirements for Existing FacilitiesThe following requirement for existing Transnet facilities must be adhered to.
EXISTING FACILITIES GENERAL REQUIREMENTS
Access Control - Biometric or card reader systems must be used. - Robust boom gates and turnstiles must also be
used to control traffic
Air Quality - Air-conditioning must be maintained to provide a comfortable environment in relation to air temperature, humidity and air movement.
- Air-conditioning and other ventilation systems must be regularly serviced and maintained in

accordance with the OEM instructions.- Cooling towers must be maintained to prevent
Legionella bacteria contamination - Employees must never be exposed to
substance/mixture in an airborne concentration that exceeds the exposure standard for that substance/mixture
- Work processes that release harmful levels or airborne contaminants (e.g. gas welding) must have specific control measures in place to remove the contaminants at the source (e.g. local exhaust ventilation).
- If it is suspected that an employee may be exposed to an airborne substance/mixture that exceeds its exposure standard, air monitoring must be carried out by AIA.
- Workplaces must have appropriate ventilation.- Fresh, clean air (uncontaminated by discharge
from flues or other outlets) must be circulated throughout the workplace via natural ventilation, mechanical ventilation (e.g. fans or extraction units) or air-conditioning.
- Comfortable rates of air movement must be supplied to enclosed workplaces (usually between 0.1m and 0.2m per second).
- if natural ventilation is being used in the workplace it must consist of permanent openings, including windows and doors that:
o In total, are the size of at least five percent of the floor area of the room; and
- Are open to the sky, an open covered area or an appropriately ventilated adjoining room.
-Aisles and walkways - Aisles and walkways must be maintained at a
width of at least 600mm and kept free of obstructions (e.g. furniture, stored items) at all times.
Changerooms - If employees have to change in and out of clothing due to the nature of their work, access to private changing areas with secure storage for personal belongings must be provided. This includes employees who need to:
Wear personal protective clothing or uniforms while they are working; or

Leave their work clothing at the workplace.
- Separate changing rooms must be provided for male and female employees.
- The changing room must allow a clear space of at least 0.5m² for each employee.
- The temperature in changing rooms must be maintained at a comfortable level for employees when changing (this may necessitate additional heating or cooling).
- Change rooms must be conveniently located.- Change rooms must be equipped with:
o Seating that allows the numbers of employees changing at one time to sit when using change room;
o Mirrors (within or directly outside change rooms); and
o Adequate amount of hooks/shelves.- Lockers for storing clothing and personal
belongings must be provided, unless not practicable. Lockers must:
o Be well ventilated, accessible and secure;o Be of sufficient size to accommodate
clothing and personal belongings; o Have a clear space of at least 1800mm
between rows of lockers facing each other; and
Have a clearance of at least 900mm between lockers and a seat/wall.
Dining Facilities - Employees must be provided with access to hygienic dining facilities for eating their meals and for preparing and storing food.
- A separate dining room must be provided if:o 10 or more employees usually eat at the
workplace at the same time; oro There is a risk of substances or processes
contaminating food.- For small workplaces:
o The dining facility must be protected from the weather.
o The dining facility must be free of tools

and work materials;o The dining facility must be separated from
toilet facilities and any hazards (e.g. noise, heat, atmospheric contaminants).
o The dining facility must be supplied with: Seating; A sink with hot and cold water and
washing utensils/products; Boiling water; Clean storage, including a fridge;
and - Vermin-proof bins, emptied daily.
- For large workplaces, in addition to the above requirements for small workplaces:
o A dedicated dining room must be provided.
o The dining room must have 1m² of clear space for each person likely to use the dining room at any one time. This clear space must be free of any furniture, fittings or obstructions (e.g. pillars).
o The dining room must be supplied with: Adequate numbers of tables and
seats; Crockery and cutlery; and
Food warming appliances (e.g. microwave).Doors and gates - Safety devices should be fitted to doors and
gates where necessary.- Doors on main traffic routes must have a
transparent viewing panel (unless they are fire-rated doors).Power-operated doors and gates must be fitted with an effective device to prevent them falling back (e.g. ratchet devices or counterbalance springs).
Drinking Water - An adequate supply of clean drinking water must be provided free of charge for all employees at all times.
- Water must be supplied hygienically, so that employeers do not drink directly from a shared container.
- The drinking water supply must be:o Positioned where it can be easily accessed
by employees;o Close to where hot or strenuous work is
being undertaken to reduce the likelihood

of dehydration or heat stress; ando Separate from toilet or washing facilities
to avoid contamination.- If there is water onsite that is not suitable for
drinking (e.g. water used for fire protection or industrial processes), these water supply points must be marked with signs warning that the water is unfit for drinking.
Entrance and Exit points
- The means of entrance and exit to and from Transnet workplaces must be kept in safe condition.
- Entries and exits must be safe for all persons, including those with special needs or disabilities.
- Entries and exits and must be slip-resistant under both wet and dry conditions.
- The location of exits must be clearly marked, and evacuation signs must show the direction to exit doors.
- Where practicable, separate entry and exit points must be provided for mobile plant (e.g. forklifts, trucks etc.) and pedestrians to minimise the risk of persons being struck by moving vehicles.
- If a shared traffic route for mobile plant and pedestrians is the only option, kerbs, barriers or clear markings must be used to clearly designate a safe walkway.
Flooring - Floor surfaces must be suitable for the work area to ensure no additional hazards are created.
- Floor surfaces must have sufficient grip to prevent slipping, particularly in areas that may become wet or contaminated.
- The choice of floor surfaces/coverings must take into consideration:
o The type of work carried out at the workplace;
o The materials used during work processes at the workplace;
o The likelihood of spills and other contaminants (e.g. dust) at the workplace;
o The potential for the floor surface to become hazardous during certain work situations (e.g. welding can produce hot

sparks that require a floor surface safe from fire risk); and
o The need for cleaning at the workplace.- Employees who are required to undertake work
in a static standing position on hard surfaces (e.g. concrete, masonry or steel floors) must be protected from discomfort. Examples of protection include the provision of anti-fatigue matting, shock absorbent underlay, carpet, cushion-backed vinyl, grates or duckboards.
- If tasks require the use of wheeled equipment (e.g. trolleys), floor covering selection must consider the minimisation of friction and resistance.
- Unless impracticable, carpets should be provided in offices to provide a comfortable walking surface and to reduce noise, reflected light and the risk of slips and falls.
Hand washing basin - Hand washing facilities must be provided to enable employees to maintain good standards of personal hygiene.
- In most cases, hand washing basins should be provided in a least the ratio of 1 basin for every 30 employees, however the amount of basins may need to be increased due to the nature of the work carried out at the workplace (e.g. where work involves exposure to infection substances or other contaminants, separate hand washing basins should be provided in addition to those provided with toilets).
- Hand washing facilities must:o be accessible at all times to work areas,
eating areas and the toilets;o be separate from troughs or sinks used in
connection with the work process;o contain both hot and cold water taps (or
temperature mixers);o be protected from the weather;o be supplied with non-irritating soap
(preferably from a soap dispenser); and o contain hygienic hand drying facilities
(e.g. air dryers or paper towels).
Housekeeping - Any waste must be regularly removed (e.g. by engaging cleaners).
- Spills on floors must be cleaned up immediately.

- Walkways must be kept clear of obstructions.- Suitable containers for waste must be provided,
conveniently located and regularly emptied.- Work materials must be neatly stored.- Employees must maintain good housekeeping
procedures to keep their workplace tidy.Lighting - Lighting must be maintained to ensure it is
appropriate for the work being carried out. Faulty lighting (e.g. blown light bulbs) must be replaced.
- Appropriate lighting must be provided to allow employees to be able to move and perform their job safely.
- Emergency lighting must be fitted on entry and exit routes, stairs and walkways.
Work Area - Sufficient clear space between furniture, fixtures and fittings must be maintained at all times so that employees can move about freely without strain or injury and evacuation procedures can be carried out safely.
Personal storage - Accessible and secure storage must be provided for personal items belonging to employees.
- In cases where contamination is possible, personal storage must be separate from storage provided for PPE.
- Where work involves the use of tools provided by a employer, secure and weatherproof storage during non-work hours must be provided for those tools.
Shower Facilities - Certain jobs require the provision of showering facilities (e.g. dirty, hot or hazardous work such as welding or work near live sewage).
- At least 1 shower for every 10 employees who may need to shower must be provided.
- Each shower must be supplied with clean hot and cold water and individual non-irritating soap/cleaning product.
- If grime or other by-products of the work process cannot be removed by simply washing, individual nail or scrubbing brushes must be provided.
- Showers must have:

o A minimum floor area of 1.8m²;o A slip-resistant surface that is capable of
being sanitised;o Partitions between each shower
(measuring at least 1650mm high and no more than 300m above the floor);
o An adjacent dressing area for each shower containing a seat and hooks; and
o A lockable door enclosing the shower and dressing cubicle.
Staircases - A handrail must be provided on at least one side of every staircase.
- Handrails must have an upper rail at 900mm or higher, and a lower rail.
- Additional handrails may be required down the centre of wide staircases.
Toilets - Access to clean toilets must be provided for all employees while they are at work.
- Toilets must be accessible, preferably located inside a building or as close as possible to the workplace
- For workplaces within buildings, toilets must meet the ratios and requirements specified in the National Building Regulations
- Toilets must be:o Fitted with a hinged seat and lid;o Provided with adequate lighting and
ventilation;o Clearly signposted;o Fitted with a hinged door capable for
locking from the inside;o Designed to allow emergency access;o Positioned to ensure privacy for users;
and o Separated from any other room by an
airlock, sound-proof wall and a separate entrance that is clearly marked.
- Toilets must be supplied with:o An adequate supply of toilet paper for

each toilet;o Hand washing facilities;o Rubbish bins; ando For female employees, sanitary bins.
Waste material handling
- Each workstation is provided with the waste bin which is cleaned daily.
- The kitchens are provided with bins which are emptied daily.
Workstation - Work areas must be designed to have sufficient clear space between furniture, fixtures and fittings.
- Adequate space must be provided for aisles, passages, access areas and around workstations.
- Adequate space must be provided for aisles, passages, access areas and around workstations.
- To determine how much space is needed, the following must be considered:
o The physical actions needed to perform the task;
o The need to move around while working;o Whether the task is to be performed from
a sitting or standing position;o Access to workstations;o The equipment to be handled;o The personal protective equipment that
may be required to be worn to perform the work;
o Environmental factors (e.g. heat or noise), as these may necessitate a larger working space;
o Manual tasks, as these may necessitate a larger working space; and
- The use of tools (e.g. knives) where the risk of injury is increased due to close working conditions.

Covid-19 & Related Pandemics Facilities Management Requirements
The objective for meeting Covid-19 and related pandemics facilities management requirements are as follows: -
Ensuring that facilities are compliant Disaster Management Act Reducing the risk of employees from being infected by the pathogens.
These COVID-19 requirements are additions to the general FM requirements for Transnet facilities as highlighted above.
COVID-19 Additional facilities requirements
The following FM requirements in response to COVID-19 will be added.
COVID 19 FACILITIES SPECIFIC REQUIREMENTS
Access Control
- Minimise/eliminate multiple contact points.- To adhere to the above, the following shall be implemented:
o All biometric system shall be de-activated.
o A system that allows for the use of Transnet issued access cards shall be implemented to ensure safety and security of the employees and assets is adhered.
o Where access cards readers are not in place, employees shall be required to present the access cards to the security personnel at the entrance before entering the precinct.
Main Entrances to the building
- To combat the spread of the COVID-19 virus through surfaces, items, etc. on the persons entering any of the Transnet buildings, the following shall be put in place at all entrances to the building: o Walk-in sanitisers,o Hand sanitisers,o Glass shields on reception areaso All personnel manning the entrance points must have full
PPE gear.
Reception, Passageways and lobbies
- Where possible, walkways shall be adjusted by creating “one way” primary circulation paths to avoid bottlenecks in passageways and lobbies.
- Place markers on the floor, 2m apart, to separate visitors lining up for security clearance

Workplaces - Space planning solutions will be used to reduce the transmission of the contagious disease amongst colleagues at work through social distancing.
- Solutions may differ depending on how many people are expected to return to work versus continuing to work from home.
- To ensure social distancing is adhered to, workstation in the open plan offices shall be redesigned to allow for a minimum of 2m radius between adjacent workstations.
- ODs responsible management shall ensure the number of employees returning to work are in line with the available workstations.
Ablution facilities
- Each allocated ablution facilities should maintain minimal touch surfaces as practicable as possible.
- The following shall be installed or put in place in each ablution facility:
o Automated hand sanitizer
o Toilet paper hand drier.
o Biohazardous bin fitted with bags.
o Where possible, swing doors can be installed.
o Regular disinfection/sanitization of door handles must be done daily.
Doors and gates
- Regular disinfection/sanitization
- Where possible, shall be kept open throughout the shift.
Drinking Water
- Pathogenic surveys in and around potable water plants/storage plants must be conducted regularly.
- Where practicable, reduce/minimise the number of people sharing dispensers/sources.
- Increase the frequency of sterilisation of dispensers, holding tanks, etc.
Housekeeping - Refer to Transnet SOC standard for cleaning and hygiene.
Lighting - Lighting must be maintained to ensure it is appropriate for the work being carried out. Faulty lighting (e.g. blown light bulbs) must be replaced.
- Appropriate lighting must be provided to allow employees to be able to move and perform their job safely.
- Emergency lighting must be fitted on entry and exit routes, stairs and walkways.
Work Area - All work areas must comply to the required minimum social distancing requirements, i.e. radius of 2m between persons.

- Cleaning and disinfection regime must be per Transnet SOC standard for cleaning and hygiene.
- Each working area must be sanitised at predetermined intervals, this includes shared areas such as printers.
Personal storage
- Lock rooms must be disinfected as per Transnet SOC standard for cleaning and hygiene.
- Must be subjected to regular deep cleaning and disinfection. - Redesign the density of storages.- Provide biohazardous bas for disposing of COVID-19 related

- Must be subjected to regular deep cleaning and disinfection.- Reduce the number of users per shower facility (1 shower
per every 5 persons). - Provide biohazardous bas for disposing of COVID-19 related
PPE.
Staircases - Refer to Transnet SOC standard for cleaning and hygiene.- Persons using the staircases and walks must ensure they
are wearing gloves as they are required to maintain 3 point contact.
Boardrooms and Training rooms
- Employees are encouraged to conduct virtual meeting where possible.
- Should the virtual meeting not possible, the use of boardrooms shall comply to the social distancing requirements, i.e. minimum radius of 2m between persons.
- Refer to Transnet SOC standard for cleaning and hygiene for cleaning requirements.
Kitchens - Refer to Transnet SOC standard for cleaning and hygiene for cleaning requirements.
- Deep cleaning and disinfection of kitchens and canteens regularly.
Waste material handling
- Provide specialised biohazardous bins with bags for COVID-19 related waste PPE/implements.
- COVID-19 related waste PPE/implements must be separated from other general building waste streams.
Resumption of Business
Prior to the resumption of the business post COVID-19, the following minimum requirements shall be put in place or at least be operational:
