Now, industry has submitted application for obtaining consent of theBoard under section 21 of the Air (Prevention & Control of Pollution) Act, 1981for Sponge Iron Plant rs" Kiln) - 2,00,000 Metric Tonnes Per Annum and Co-generation Power Plant Based on WHRB - 10 Megawatt vide applicationdated: 17/01/2017 and subsequent correspondence ending dated 22/05/2017(online application no. 364078). Industry has also applied for extension ofvalidity of "Permission to Establish" of Chhattisgarh Environment ConservationBoard, Raipur issued vide letter no. 3718/TS/CECB/2011, Raipur, dated24/09/2011 for Sponge Iron Plant (5th Kiln) - 2,00,000 Metric Tonnes PerAnnum and Co-generation Power Plant Based on WHRB - 10 Megawatt videletter dated 19/04/2017.

Regional Officer, Chhattisgarh Environment Conservation Board,Bilaspur has informed that industry has provided air pollution control systemsfor Sponge Iron Plant (5th Kiln) - 2,00,000 Metric Tonnes Per Annum and Co-generation Power Plant Based on WHRB - 10 Megawatt. Regional Officer,Chhattisgarh Environment Conservation Board, Bilaspur has recommendedfor grant of consent under section 21 of the Air (Prevention & Control ofPollution) Act, 1981 for Sponge Iron Plant (5th Kiln) - 2,00,000 Metric TonnesPer Annum and Co-generation Power Plant Based on WHRB - 10 Megawatt.

The facts submitted by the industry have been examined. After carefulconsideration of the facts & materials in record and in the view of the above"Permission to Establish" issued by Chhattisgarh Environment ConservationBoard, Raipur vide letter no. 3718ITS/CECB/2011, Raipur, dated 24/09/2011for Sponqe Iron Plant (5th Kiln) - 2,00,000 Metric Tonnes Per Annum and Co-

. generation Power Plant Based on. WHRB - 10 Megawatt is extended forfurther period up to the commissioning of Sponge Iron Plant (5th Kiln) and Co-generation Power Plant Based on WHRB and consent letter issued undersection 21 of the Air (Prevention & Control of Pollution) Act, 1981 vide thisoffice letter no. 7128/TS/CECB/2012 Raipur, dated: 22/02/2012 is herebyamended for Sponge Iron Plant (5th Kiln) - 2,00,000 Metric Tonnes PerAnnum and Co-generation Power Plant Based on WHRB - 10 Megawattsubject to the fulfillment of terms and conditions mentioned in consent letter,subsequent renewal letters and following additional terms & conditions:-

. 2. Sponge Iron 2.0 Lakhs Metric Tonnes Per Annum(5th Kiln) [Two Point Zero Lakhs Metric Tonnes

Per Annum]3. Co-generation Power 10 Megawatt

Plant Based on WHRB [Ten Megawatt]Note:-

This amendment of consent is being granted to the industry withoutprejudice to the proceeding pending in the Hon'ble Court. Thisamendment of consent in no way to be taken as measure of proof thatindustry has not violated any related pollution laws at any time in past.Hence, what-ever decision taken by Hon'ble Court shall be binding onthe industry.

(2) The consent/ renewal of consents validity:-

I. Renewal of consents issued vide letter no. 3126/TS/CECB/2016,Raipur, dated: 29/08/2016 for Sponge Iron - 8.0 Lakhs MetricTonnes Per Annum, Co-generation Power Plant Based on WHRB- 37 Megawatt, Coal Based Captive Power Plant (FBB 1 to 7) -162.5 Megawatt and Steel Manufacturing - 9.4 Lakhs MetricTonnes Per Annum shall be valid up to 31/08/2019.

ii. Amendment of consent issued vide this letter for Sponge IronPlant for (5th Kiln) - 2,00,000 Metric Tonnes Per Annum and Co-generation Power Plant Based on WHRB - 10 Megawatt) shall bevalid for a period of three months starting from the commissioningof the plant.

(3) Additional Condition: -

(1) This amendment is being issued to check the adequacy of pollutioncontrol systems installed and for monitoring of stack emission.

(2) Industry shall operate and maintain the existing pollution controlsystems effectively and regularly. The particulate matter emissionfrom any point source shall not exceed 50 rnq/Nrn" under anycircumstances. Industry shall ensure particulate matter emission lessthan 50 rnq/Nrrr' by proper & efficiently operating the electro staticprecipitator(s) and by controlling/optimizing the flue gas flow/production etc. all the time, failing which this consent may becancelled. Effective steps shall be taken to control fugitive emissioninside the factory premises. Industry shall ensure fugitive dustemission within standards specified by Ministry of Environment,Forest and Climate Change, Government of India published inGazette notification G.S.R. 414 (E), dated 30/05/08 (as amended).Industry shall also maintain the ambient air quality within the factorypremises within prescribed limits. All the air pollution control systemshall be kept in good running condition all the time and failure (ifany), shall be immediately rectified without delay; otherwise, similaralternate arrangement shall be made. In the event of any failure of

any pollution control system adopted by the industry, the respectiveproduction unit shall not be restarted until the control measures arerectified to achieve the desired efficiency. Chhattisgarh EnvironmentConservation Board may further stipulate stringent particulate matteremission limit depending upon environmental conditions.

(3) The height of all stacks attached with various particulate matter andair pollutants emission units shall be maximum of the following: -

a. Based on H=14(Q) 0.3 (where Q is emission rate of S02 in Kg/Hr.,and H is Stack height in meters) or;

b. As per standards specified by Ministry of Environment, Forest andClimate Change, Government of India published in GazetteNotification GSR 414(E) dated: 30/05/2008 (as amended) forsponge iron plant.

Height of all the stack(s) attached with bag filters shall be minimum30 meters. Minimum height of other stack shall not be less than 30meters. Adequate arrangement of stack monitoring shall be providedfor all the stacks.

(4) Industry shall ensure regular running of Continuous Online AirPollutant(s) Monitoring Systems for monitoring of pollutants levelsboth in the ambient and the stack. Industry shall also ensure regularonline transfer of data (stack and ambient monitoring) in theRegional Office, Chhattisgarh Environment Conservation Board,Bilaspur and Head Office, Chhattisgarh Environment ConservationBoard, Naya Raipur.

(5) Industry shall provide safe and scientific arrangement for handling,storage and disposal of all solid wastes such as iron ore fines,Char/dolochar, ESP dust, dust collected in air pollution control

. devices coal fines, sludge etc. Char/dolochar generated from spongeiron process shall be utilized in Captive Power Plant as fuel. Coalfines shall be recycled and reused in the process. All other solidwaste(s) including broken refractory mass shall be properly disposedoff in environment-friendly manner or in a suitably designed landfillas per CPCB guidelines to prevent leaching to the subsequent-soiland underground aquifer within the premises and efforts shall bemade to make further utilization. Waste oil shall be sold to authorizedrecyclers. Industry shall not store/dump solid wastes outside thefactory premises in any circumstances without prior permission of theBoard.

(6) Industry shall ensure use of properly covered vehicles for thetransportation of raw materials, products, wastes etc. so as to avoidenvironmental hazards in the surroundings.

-(7) Balance internal roads (if any) shall be made pucca shortly. Industryshall improve the house keeping within premises. Goodhousekeeping practices shall be adopted by the industry.

(8) Industry shall use fly ash brick, fly ash block and fly ash basedproducts in the construction/repairing activities.

(9) A thick green belt of broad leaf local species shall be developed allalong the periphery of the plant premises. As far as possiblemaximum area of open spaces shall be utilized for plantationpurposes. Industry shall abide by the decisions taken by the Ministryof Environment, Forest and· Climate Change, Government of India /Central Pollution Control Board / Government of Chhattisgarh /Chhattisgarh Environment Conservation Board from time to time inthis regard. Industry shall develop 100 meter wide green belt towardsthe Village-Hathneora and the Hasdeo River. Industry shall carry outextensive tree plantation in this monsoon.

(10) Industry shall submit Environment Statement to this Board as perprovision of Environment (Protection) amendment Rule, 1993 for theprevious year ending 31st March on or before ao" September everyyear.

The other terms and conditions mentioned in consent letter issuedunder section 21 of the Air (Prevention and Control of Pollution) Act, 1981 videthis office letter no. 7128/TS/CECB/2012 Raipur, dated: 22/02/2012 andsubsequent renewal letters shall remain unchanged. Please keep this letteralong with original consent/renewal letters.

(i) Renewal of consents issued vide letter no.3124ITS/CECB/2016, Raipur, dated: 29/08/2016 for SpongeIron - 8.0 Lakhs Metric Tonnes Per Annum, Co-generationPower Plant Based on WHRB - 37 Megawatt, Coal BasedCaptive Power Plant (FBB 1 to 7) - 162.5 Megawatt and SteelManufacturing - 9.4 Lakhs Metric Tonnes Per Annum shall bevalid up to 31/08/2019.

(ii) Amendment of consent issued vide this letter for Sponge IronPlant for (5th Kiln) - 2,00,000 Metric Tonnes Per Annum andCo-generation Power Plant Based on WHRB - 10 Megawatt)shall be valid for a period of three months starting from thecommissioning of the plant.

(3) Additional Conditions: -

(1) This amendment is being issued to check the adequacy of pollutioncontrol systems installed and for monitoring of treated effluent.

(2) Industry shall operate and maintain the effluent treatment systemeffectively and regularly. Industry shall ensure treated effluent qualitywithin the standards prescribed by Board published in GazetteNotification dated 25.03.88. Industry shall not discharge any

treated/untreated effluent in to the river or any surface water bodies.No effluent shall be discharged outside of the factory premises in anycircumstances.

(3) Industry shall provide safe and scientific arrangement for handling,storage and disposal of all solid wastes such as iron ore fines,Char/dolochar, ESP dust, dust collected in air pollution controldevices coal fines, sludge etc. Char/dolochar generated from spongeiron process shall be utilized in Captive Power Plant as fuel. Coalfines shall be recycled and reused in the process. All other solidwaste(s) including broken refractory mass shall be properly disposedoff in environment-friendly manner or in a suitably designed landfill asper CPCB guidelines to prevent leaching to the subsequent-soil andunderground aquifer within the premises and efforts shall be made tomake further utilization. Waste oil shall be sold to authorizedrecyclers. Industry shall not store/dump solid wastes outside thefactory premises in any circumstances without prior permission of theBoard.

(4) Industry shall ensure regular running of Continuous Online EffluentMonitoring System for monitoring of treated effluent. Industry shallalso ensure regular online transfer of data (Online Effluent MonitoringSystem) in the Regional Office, Chhattisgarh EnvironmentConservation Board, Bilaspur and Head Office, ChhattisgarhEnvironment Conservation Board, Naya Raipur.

(5) Balance internal roads (if any) shall be made pucca shortly. Industryshall improve the house keeping within premises. Goodhousekeeping practices shall be adopted by the industry.

(6) Industry shall use fly ash brick, fly ash block and fly ash basedproducts in the construction/repairing activities.

(7) A thick green belt of broad leaf local species shall be developed allalong the periphery of the plant prermses. As far as possiblemaximum area of open spaces shall be utilized for plantationpurposes. Industry shall abide by the decisions taken by the Ministryof Environment, Forest and Climate Chance, Government of India /Central Pollution Control Board / Government of Chhattisgarh /Chhattisgarh Environment Conservation Board from time to time inthis regard. Industry shall develop 100 meter wide green belt towardstheViliage-Hathneora and the Hasdeo ~.ivel'·. Industry shall carry outextensive tree plantation in this monsoon.

(2) Industry shall operate and maintain the existing pollution controlsystems effectively and regularly. The particulate matter emissionfrom any point source shall not exceed 50 rnq/Nrn" under anycircumstances. Industry shall ensure particulate matter emission lessthan 50 rnq/Nrrr' by proper & efficiently operating the electro staticprecipitator(s) and by controlling/optimizing the flue gas flow/production etc. all the time, failing which this consent may becancelled. Effective steps shall be taken to control fugitive emissioninside the factory premises. Industry shall ensure fugitive dustemission within standards specified by Ministry of Environment,Forest and Climate Change, Government of India published inGazette notification G.S.R. 414 (E), dated 30/05/08 (as amended).Industry shall also maintain the ambient air quality within the factorypremises within prescribed limits. All the air pollution control systemshall be kept in good running condition all the time and failure (ifany), shall be immediately rectified without delay; otherwise, similaralternate arrangement shall be made. any pollution control system adopted by the industry, the respectiveproduction unit shall not be restarted until the control measures arerectified to achieve the desired efficiency. Chhattisgarh EnvironmentConservation Board may further stipulate stringent particulate matteremission limit depending upon environmental conditions.

(3) The height of all stacks attached with various particulate matter andair pollutants emission units shall be maximum of the following: -

a. Based on H=14(Q) 0.3 (where Q is emission rate of S02 in Kg/Hr.,and H is Stack height in meters) or;

b. As per standards specified by Ministry of Environment, Forest andClimate Change, Government of India published in GazetteNotification GSR 414(E) dated: 30/05/2008 (as amended) forsponge iron plant.

Height of all the stack(s) attached with bag filters shall be minimum30 meters. Minimum height of other stack shall not be less than 30meters. Adequate arrangement of stack monitoring shall be providedfor all the stacks.

(4) Industry shall ensure regular running of Continuous Online AirPollutant(s) Monitoring Systems for monitoring of pollutants levelsboth in the ambient and the stack. Industry shall also ensure regularonline transfer of data (stack and ambient monitoring) in theRegional Office, Chhattisgarh Environment Conservation Board,Bilaspur and Head Office, Chhattisgarh Environment ConservationBoard, Naya Raipur.

(5) Industry shall provide safe and scientific arrangement for handling,storage and disposal of all solid wastes such as iron ore fines,Char/dolochar, ESP dust, dust collected in air pollution control

. devices coal fines, sludge etc. Char/dolochar generated from spongeiron process shall be utilized in Captive Power Plant as fuel. Coalfines shall be recycled and reused in the process. All other solidwaste(s) including broken refractory mass shall be properly disposedoff in environment-friendly manner or in a suitably designed landfillas per CPCB guidelines to prevent leaching to the subsequent-soiland underground aquifer within the premises and efforts shall bemade to make further utilization. This amendment of consent is being granted to the industry withoutprejudice to the proceeding pending in the Hon'ble Court. Thisamendment of consent in no way to be taken as measure of proofthat industry has not violated any related pollution laws at any time inpast. Hence, what-ever decision taken by Hon'ble Court shall bebinding on the industry.

(2) The consent/ renewal of consents validity:-

(i) Renewal of consents issued vide letter no.3124ITS/CECB/2016, Raipur, dated: 29/08/2016 for SpongeIron - 8.0 Lakhs Metric Tonnes Per Annum, Co-generationPower Plant Based on WHRB - 37 Megawatt, Coal BasedCaptive Power Plant (FBB 1 to 7) - 162.5 Megawatt and SteelManufacturing - 9.4 Lakhs Metric Tonnes Per Annum shall bevalid up to 31/08/2019.

(ii) Amendment of consent issued vide this letter for Sponge IronPlant for (5th Kiln) - 2,00,000 Metric Tonnes Per Annum andCo-generation Power Plant Based on WHRB - 10 Megawatt)shall be valid for a period of three months starting from thecommissioning of the plant.

(3) Additional Conditions: -

(1) This amendment is being issued to check the adequacy of pollutioncontrol systems installed and for monitoring of treated effluent.

(2) Industry shall operate and maintain the effluent treatment systemeffectively and regularly. Industry shall ensure treated effluent qualitywithin the standards prescribed by Board published in GazetteNotification dated 25.03.88. Industry shall not discharge any

treated/untreated effluent in to the river or any surface water bodies.No effluent shall be discharged outside of the factory premises in anycircumstances.

(3) Industry shall provide safe and scientific arrangement for handling,storage and disposal of all solid wastes such as iron ore fines,Char/dolochar, ESP dust, dust collected in air pollution controldevices coal fines, sludge etc. Char/dolochar generated from spongeiron process shall be utilized in Captive Power Plant as fuel. Coalfines shall be recycled and reused in the process. All other solidwaste(s) including broken refractory mass shall be properly disposedoff in environment-friendly manner or in a suitably designed landfill asper CPCB guidelines to prevent leaching to the subsequent-soil andunderground aquifer within the premises and efforts shall be made tomake further utilization. Waste oil shall be sold to authorizedrecyclers. Industry shall not store/dump solid wastes outside thefactory premises in any circumstances without prior permission of theBoard.

(4) Industry shall ensure regular running of Continuous Online EffluentMonitoring System for monitoring of treated effluent. Industry shallalso ensure regular online transfer of data (Online Effluent MonitoringSystem) in the Regional Office, Chhattisgarh EnvironmentConservation Board, Bilaspur and Head Office, ChhattisgarhEnvironment Conservation Board, Naya Raipur.

(5) Balance internal roads (if any) shall be made pucca shortly. Industryshall improve the house keeping within premises. Goodhousekeeping practices shall be adopted by the industry.

(6) Industry shall use fly ash brick, fly ash block and fly ash basedproducts in the construction/repairing activities.

(7) A thick green belt of broad leaf local species shall be developed allalong the periphery of the plant prermses. As far as possiblemaximum area of open spaces shall be utilized for plantationpurposes. Industry shall abide by the decisions taken by the Ministryof Environment, Forest and Climate Chance, Government of India /Central Pollution Control Board / Government of Chhattisgarh /Chhattisgarh Environment Conservation Board from time to time inthis regard. Industry shall develop 100 meter wide green belt towardstheViliage-Hathneora and the Hasdeo ~.ivel'·. Industry shall carry outextensive tree plantation in this monsoon.

(8) Industry shall submit Environment Staterner t to this Board as perprovision of Environment (Protection) amendment Rule, 1993 for theprevious year ending 31 st March on or befpre ao" September everyyear.
