    Subject: ERECTION, TESTING, COMMISSIONING, TRIAL OPERATION & HANDING OVER OF ALL MECHANICAL, ELECTRICAL, C&I, BALANCE OF PLANT & MATERIAL HANDLING WORK OF 1x36.15 MW STG, 1x62.25 MW FRAME 6FA+e GTG AND 110 TPH HRSG AT MONARCHAK CCPP, NEEPCO, Monarchak, Tripura

    Sealed tenders in three part bid are invited by the undersigned on behalf of NTPC BHEL Power Projects Private Limited for subject mentioned work. 1.0 Please find enclosed tender documents as per following details: Tender document No:

    2.0 Last date and time of submission of tender: 23/04/2012 by 11:00 AM (Indian Standard Time). 3.0 Date and time of tender opening : 23/04/2012 at 11:30 AM (Indian Standard Time) 4.0 Cost of Tender Documents: Nil. Tenderers are requested to download the tender documents

    from NBPPL’s web site and take the print out to prepare of tender documents for submission or may request by email to kcpatra@nbppl.in for soft copy of tender documents in PDF format.

    5.0 The offers shall be sent in three separate sealed envelopes all put in one envelope as under:

    Cover No SHALL CONTAIN FOLLOWING Cover-I ( Earnest Money Deposit)

    Earnest Money Deposit of Rs.2,00,000/- (Two Lakh) shall be put in the envelope. The Earnest Money Deposit shall be by way of “Pay Order” or “Demand Draft “in favour of NBPPL, Payable at New Delhi.

    Cover-II (Un-priced techno-commercial Bid)

    Covering letter of offer, Documents meeting Pre-Qualifying Requirement with all credential documents as per Pre-Qualifying Requirement. Un-priced Techno- Commercial Bid Duly filled all annexures, references of subsequent correspondences, if any Copy of records notes of Pre Bid Conference, if applicable/ pre-bid MOM. Rate Schedule – Un-priced but mentioning only quoted / unquoted against each item, Copy of Tender Change Notice (TCN), if applicable. All supporting documents/ annexures etc as applicable. No deviation certificate in Tenderer’s letterhead as per format given in SCC/ GCC.

    Cover-III (Price Bid) Copy of covering letter given in Cover-I duly filled in Rate Schedule.

  • SPECIAL NOTE:

    a) Above two separately sealed covers shall together be enclosed in a separate cover (Cover-III). All the three sealed covers shall be clearly super scribed with

    b) Offer & documents submitted with the offer shall be signed and stamped in each page by authorized representative of the Tenderer. No overwriting/correction in tender documents by Tenderers shall be allowed.

    Cover No. with nomenclature, name of the work, Tender No. with Due Date of Submission.

    c) All documents / Annexures submitted with the offer shall be properly annexed and placed in respective places of the offer as per enclosure list mentioned in the covering letter. NBPPL shall not be responsible for any missing documents.

    6.0 NBPPL reserves the right to accept or reject any or all offer without assigning any reasons thereof.

    NBPPL also reserve the right to cancel the offer wholly or partly without assigning any reason thereof. NBPPL also reserve the right to split the job.

    7.0 Tenderers are free to visit the site and study the prevailing site condition including law & order etc. before quoting.

    8.0 NBPPL may decide holding pre-bid conference [PBC] with Tenderers. On such communication from NBPPL, the Tenderer shall ensure participation for the same at the appointed time, date and place as may be decided by NBPPL.

    9.0 In case of absence of any queries from Tenderer(s), their quoted price will be PRESUMED to be final and complete with reference to the tender documents (including TCNs, clarifications, corrigendum issued by NBPPL, if any). Tenderers are requested to study the tender documents in detail and prepare their queries/clarifications accordingly. All such queries / clarifications shall be cleared / replied by NBPPL. Such clarification letters, corrigendum and/or Tender change notes (TCNs), if issued by NBPPL, shall form part of tender document.

    10.0 In the event of any conflict between requirement of any clause of this specification/ documents /drawings /data sheets etc or requirements of different codes/ standards specified/ contradictions between any two clauses of tender document, the same to be brought to the knowledge of NBPPL by Tenderers in writing for clarification before due date of seeking clarification, otherwise, more stringent requirement as may be interpreted by NBPPL shall prevail and shall be binding on you . Any typing error/missing pages/ other clerical errors in the tender documents, noticed by you must be pointed out before submission of offer, or else, NBPPL’S interpretation shall prevail & binding on you.

    12.0 For any clarification on the tender document, you may seek the same in writing within 10 days of press advertisement from the office of the undersigned which will be clarified to all the Tenderers. NBPPL shall not be responsible for receipt of queries after due date of seeking clarification due to postal delay, and receipt of any query after due date shall not be entertained.

    Offers satisfying the Pre-Qualifying Requirement and Techno Commercial conditions will be sent for Customer’s acceptance and will be considered for further processing based on their acceptance/approval.

    13.0 The date & time of Price Bid opening shall be intimated after evaluation of techno-commercial bids and approval of Customer to the Tenderers.

    SL. CRITERION

    1.0 BIDDERS SHOULD HAVE AVERAGE ANNUAL TURNOVER OF MINIMUM Rs 14 CRORE IN LAST 3 (THREE) FINANCIAL YEARS, ENDING ON 31-03-2011 AND MUST HAVE EARNED PROFIT IN ANY ONE OF LAST 3 (three) FINANCIAL YEARS, ENDING ON 31-03-2011 & SHOULD HAVE POSITIVE NET WORTH AS ON 31-03-2011. AUDITED BALANCE SHEET AND PROFIT & LOSS ACCOUNT OF THE COMPANY NEED BE SUBMITTED FOR LAST 3 (THREE) FINANCIAL YEARS, ENDING ON 31-03-2011 IN SUPPORT OF THIS REQUIREMENT.

    2.0 BIDDER SHOULD HAVE EXECUTED / EXECUTING ERECTION, TESTING & COMMISSIONING OF ANY HRSG OR WHRB OR UTILITY BOILER OF CAPACITY NOT LESS THAN 100 TPH IN ANY INDUSTRIAL/ POWER/ INFRA-STRUCTURAL PROJECT DURING LAST 7 (SEVEN) YEARS, ENDING ON LATEST DUE DATE OF SUBMISSION OF OFFER. IN CASE OF EXECUTING, HYDRAULIC TEST OF HRSG/WHRG/BOILER SHOULD HAVE BEEN CONDUCTED. RELEVANT SUPPORTING DOCUMENT SHALL BE SUBMITTED.

    3.0 a) BIDDER SHOULD HAVE EXECUTED / EXECUTING ERECTION, TESTING, COMMISSIONING ETC. OF Frame –VI / EQUIVALENT GAS TURBINE & GENERATOR WITH AUXILIARIES (GTG) OF CAPACITY NOT LESS THAN 7 0 MW IN ANY INDUSTRIAL/ POWER/ INFRA-STRUCTURAL PROJECT DURING LAST 7 (SEVEN) YEARS, ENDING ON LATEST DUE DATE OF SUBMISSION OF OFFER.

    OR, b) BIDDER SHOULD HAVE EXECUTED / EXECUTING ERECTION, TESTING, COMMISSIONING ETC OF ANY STEAM

    TURBINE & GENERATOR WITH AUXILIARIES (STG) OF CAPACITY NOT LESS THAN 30 MW IN ANY INDUSTRIAL/ POWER/ INFRA-STRUCTURAL PROJECT DURING LAST 7 (SEVEN) YEARS, ENDING ON LATEST DUE DATE OF SUBMISSION OF OFFER.

    IN CASE OF EXECUTING, GTG/STG SHOULD HAVE BEEN SYNCHRONISED. RELEVANT SUPPORTING DOCUMENT SHALL BE SUBMITTED.

    4.0 a) BIDDER SHOULD HAVE EXECUTED ERECTION, TESTING, COMMISSIONING OF TRANSFORMER OF CAPACITY NOT LESS THAN 40 MVA & BUS-DUCT IN ANY INDUSTRIAL / POWER/ INFRA-STRUCTURAL PROJECT DURING LAST 7 (SEVEN) YEARS, ENDING ON LATEST DUE DATE OF SUBMISSION OF OFFER.

    OR, b) BIDDER SHOULD HAVE EXECUTED ERECTION, TESTING, COMMISSIONING OF CONTROL & INSTRUMENTATION

    WORK CONSISTING OF DCS / DDC / STATION C&I OF ONE UNIT OF CAPACITY NOT LESS THAN 30 MW RATING IN ANY INDUSTRIAL/ POWER/ INFRA-STRUCTURAL PROJECT DURING LAST 7 (SEVEN) YEARS, ENDING ON LATEST DUE DATE OF SUBMISSION OF OFFER.

    RELEVANT SUPPORTING DOCUMENT SHALL BE SUBMITTED.

    5.0 BIDDER SHOULD HAVE VALID PAN AND PF ACCOUNT.

    RELEVANT SUPPORTING DOCUMENT SHALL BE SUBMITTED. 6.0 IN CASE OF CONSORTIUM BIDDING, FOLLOWING POINTS SHALL BE COMPLIED.

    6.1 NO OF CONSORTIUM PARTNER(S) INCLUDING PRIME BIDDER SHALL NOT BE MORE THAN 2 (TWO). 6
