Anglicare SA acknowledges with sincerity and respect the Kaurna people, as the traditional custodians of the Adelaide Plains region; the region in which most of our sites and services are situated. We acknowledge Kaurna peoples’ cultural, spiritual, physical, emotional, intellectual and economical connection with the land.

We honour and pay our respects to Kaurna elders, both past and present, and all generations of Kaurna people, including children, young people and families for their continuing struggle for recognition and respect in their country.

We further honour and pay our respects to Aboriginal elders, both past and present, and all generations of Aboriginal people from other language groups within South Australia and from across this sacred land, Australia.

Australia is home to the oldest continuing cultures in the world – this is something Anglicare SA believes should be more widely recognised, promoted and celebrated.

Message from Chair of Anglicare SA Board

Anglicare SA has joined the national movement to publicly acknowledge and formalise our organisation’s commitment and contribution to reconciliation in Australia through the development of our first Reconciliation Action Plan (RAP).

We have committed to a number of actions in our RAP, but emphasise that our plan is a living document and the actions we have committed to are only a part of our journey. We have not waited to produce this plan before moving forward; our journey has already begun. Amongst other actions, Anglicare SA was the first non-government organisation in South Australia to launch a campaign, ‘Count Me In – 50% Plus YOU!’ advocating for constitutional recognition of Aboriginal and Torres Strait Islander people. We have also pledged our support to the Australian Employment Covenant to increase the employment of Aboriginal people in our workforce to four per cent, and we are ensuring our staff are able to access training in developing respectful service responses in working with Aboriginal people.

Our RAP affirms our commitment to practical and symbolic actions that contribute to our shared vision for a reconciled Australia. Our Plan is underpinned by the principles set out in the UN Declaration on the Rights of Indigenous Peoples1 and our own vision of justice, respect and fullness of life for all.

We have a strong commitment to strengthening existing relationships and building new partnerships with Aboriginal people, communities and services providers. Anglicare SA respects and values the unique place of Aboriginal people in this nation and will create new opportunities for engagement and participation of Aboriginal people with our organisation.

Anglicare SA honours the tireless and inspirational work of many Aboriginal and Torres Strait Islander peoples and other Australians, communities and organisations that have, and continue to strive towards reconciling Australia. We recognise there is much more to be done and that Anglicare SA has a leadership role in this.

I commend our first Reconciliation Action Plan to you, our staff and volunteers, and seek your full support as we continue on our journey to achieve a fair, just and reconciled Australia.

Message from Dr Lynn Arnold, Ambassador for Reconciliation and Sonia Waters, Anglicare SA Director of Aboriginal Services

Some 20 years ago, during the Year of the World’s Indigenous People, Paul Keating, former Prime Minister of Australia, delivered a landmark speech – the Redfern Speech.2 As he spoke of the injustices experienced by Aboriginal people, he asked a simple, yet testing question, “How would I feel if this were done to me?” He went on to say:

“It might help us if we, non-Aboriginal Australians imagined ourselves dispossessed of land we had lived on for fifty thousand years – and then imagined ourselves told that it had never been ours. Imagine if ours was the oldest culture in the world and we were told that it was worthless. Imagine if we had resisted this settlement, suffered and died in the defence of our land, and then were told in history books that we had given up without a fight. Imagine if non-Aboriginal Australians had served their country in peace and war, and were then ignored in history books. Imagine if our feats on sporting fields had inspired admiration and patriotism, and yet did nothing to diminish prejudice. Imagine if our spiritual life was denied and ridiculed. Imagine if we had suffered the injustice, and then were blamed for it.”

We suggest another – “Imagine waiting for the acknowledgement of the injustices you experience as the first peoples of your country, the disadvantages these injustices have brought about for you and your people ... then imagine having to wait over 200 years for your country to turn towards you and reach out?” We say over 200 years because although many point to the unprecedented success of the 1967 Referendum as the catalyst for reconciliation in this country, the formal process of reconciliation only began in 1991.

Anglicare SA reaches out to all South Australians. Along with many other individuals and organisations, we have taken a number of steps on our journey of reconciliation. But there

is still a long way to go. We point to the life expectancy gap, and the injustices and disadvantage still experienced by Australia’s first peoples as a measure of how much more there is to be done. Anglicare SA recognises that to close the unacceptable life expectancy gap between Aboriginal people and other Australians, to redress the inequities in life outcomes and the injustices experienced by Aboriginal people we need to reach further, partner much better, build deeper and more culturally respectful relationships, and we need to work harder, more innovatively and with urgency. Anglicare SA also recognises that our shared vision cannot be fully realised if we only take action in our own organisation; we will take action and influence in the community, across the state and nationally.

We call on each other, to dedicate ourselves to achieving the actions and outcomes in this RAP in the spirit of social justice, humanity and reconciliation.

Our Reconciliation Journey

To set Anglicare SA’s vision and actions for our RAP we spoke with and listened carefully, in many different ways, to many Aboriginal people and other Australians over the past few years, both within our workforce and across the community. We also asked – “What are the real actions that would significantly contribute to a reconciled Australia?”

This question drew out some common themes.

Firstly, while a number of successes have already been celebrated on our journey towards reconciliation, not all words and actions have translated into meaningful difference in the lives of Aboriginal people. In fact, one elder put it very eloquently; she told us, “When all is said and done – there is more said than done.”

The second most common theme was the pace of change is too slow.

Thirdly, Aboriginal people said they have communicated many times what must happen for Australia to be reconciled, but feel only parts of what they have said have been actioned to any meaningful extent. We must listen and respond.

Those we spoke with expressed the need for Australia to accept and honour its history and identity. They emphasised the need for Aboriginal cultures to be promoted and celebrated as the oldest continuing cultures in the world and to value the significant contribution Aboriginal people make to this country. The need to formally recognise and support Aboriginal people to protect their inherent cultural rights and to recognise Aboriginal people in the political and legal frameworks of this nation echoed throughout our conversations. Most implored that Australia should by now be a country in which all people, especially Australia’s first people, are able to live their lives with purpose and happiness, with satisfaction and fulfilment, with dignity and pride, free from racism, discrimination and disadvantage.

These themes shaped our shared vision for reconciliation.

Our reconciliation journey, described on the previous page has led us to Our Shared Vision for Reconciliation.

We want an Australia:

> that accepts and honours its shared history and identity

> that promotes and celebrates Aboriginal and Torres Strait Islander cultures as the oldest continuing cultures in the world, and values the important contribution that Aboriginal and Torres Strait Islander peoples make to this country

> that formally recognises and supports Aboriginal and Torres Strait Islander peoples to protect the inherent cultural rights they hold as Australia’s first peoples, and formally recognises Aboriginal and Torres Strait Islander peoples in the political and legal frameworks of this nation

> in which Aboriginal and Torres Strait Islander peoples are able to live their lives with purpose and happiness, with satisfaction and fulfilment, with dignity and pride, free from racism, discrimination and disadvantage.

These are the areas of focus in our RAP.

Anglicare SA recognises that our shared vision cannot be fully realised if we only take action in our own organisation; we will take action and influence in the community, across the state and nationally.

Our RAP has been endorsed by Reconciliation Australia, and is framed within the values set out by Reconciliation Australia, being Respect, Relationships and Opportunities. The symbols below indicate the focus of each action throughout this plan.

Relationships: Actions that explain the importance of building strong and meaningful relationships between Aboriginal and Torres Strait Islander peoples and other Australians.

Respect: Actions that aim to demonstrate the organisation’s respect for Aboriginal and Torres Strait Islander peoples, culture and history.

Opportunities: Actions that aim to improve life opportunities for Aboriginal and Torres Strait Islander peoples for the benefit of the nation as a whole.

Our Business

Anglicare SA works to make a positive difference to people’s quality of life by responding to their needs and issues in ways which enhance and promote equity, dignity and integrity. We live by – and give meaning to – our vision of justice, respect and fullness of life for all, demonstrated through the diverse range of services available and the outcomes of these activities during our 150-year history.

Through our work, and partnerships with other organisations, Anglicare aims to create a more just and sustainable society, and develop capacity and opportunity for individuals and whole communities. We believe all people deserve to live with dignity and be able to positively contribute to the community.

Anglicare’s community-based programs make a difference to the lives of 50,000 people every year, including children, families, Aboriginal people, the elderly, homeless, unemployed and the financially or socially disadvantaged. Our workforce of over 2400 staff and volunteers includes 27 Aboriginal people – a figure we are committed to increasing over the next four years.

We work with people and communities to provide and where possible, maintain the services and supports needed to rebuild and enhance lives. Our role extends to advocating on key issues that affect disadvantaged people, which stop them from getting the help they need, when they need it. Anglicare provides a voice through public campaigning and raising community awareness to assist in changing community attitudes and creating public support for such issues.

Focus Area 1An Australia that accepts and honours its shared identity and history

Anglicare SA acknowledges the many important steps that have been taken throughout this nation to bring about positive outcomes for Aboriginal and Torres Strait Islander peoples. However there is still a lot more that must be done to achieve recognition for Australia’s first peoples and equality with other Australians. The proposed Constitutional Recognition of Aboriginal and Torres Strait Islander peoples3 is an important next step. Anglicare SA commits to leading a statewide advocacy campaign to encourage South Australians to embrace the historic opportunity to set things right in our nation’s constitution; by removing provisions that permit discrimination based on race, by ensuring Australia’s Constitution protects the rights of all its citizens, and by recognising the unique place Aboriginal people hold in our nation’s history, contemporary society and global identity. Anglicare SA will also continue to publicly acknowledge Aboriginal people as Australia’s first people, and grow our organisation, staff and volunteers to be culturally respectful, inclusive and competent in the delivery of our services to Aboriginal people and communities.

Focus Area 2

Australia is home to the oldest continuing cultures in the world – this is something Anglicare SA believes should be promoted and celebrated. We will invite staff and volunteers, Anglican schools and members of the Anglican church to participate in events of cultural significance to Aboriginal people. Anglicare SA will partner with Aboriginal communities and organisations when hosting our annual National Reconciliation Week event and other events that further promote and celebrate Aboriginal cultures. We recognise that Aboriginal people have, and continue to contribute significantly to the cultural richness and social fabric of our society, and this contribution deserves to be more widely shared and valued.

Anglicare SA will introduce an annual award that celebrates the contributions of Aboriginal people to Anglicare SA, and will ensure we nominate Aboriginal people, communities, programs and services for recognition awards. We will also promote positive stories and achievements of Aboriginal people widely through our publications and networks.

8. Co-host an annual National Reconciliation Week Event.

Australia is a signatory to the United Nations Declaration on the Rights of Indigenous Peoples. As such, Anglicare SA has a role to play in ensuring that we embed the principles of this important Declaration into our daily work practices. The UN Declaration sets out basic standards for the recognition and protection of Indigenous peoples’ rights internationally. It provides a framework to help reduce levels of disadvantage and discrimination experienced by many of the world’s 370 million Indigenous people. The Declaration also expresses Aboriginal and Torres Strait Islander people’s rights to participate in decisions that affect their lives and to cultural respect. Based on evidence of what works around the world, the Declaration prioritises the dignity and aspirations of Aboriginal and Torres Strait Islander peoples, and gives Aboriginal and Torres Strait Islander peoples a leading role in working together with others to Close the Gap. In applying the principles of the Declaration, Anglicare SA will create opportunities for Aboriginal and Torres Strait Islander peoples to have a voice in the decision-making of our policies, programs and services and other initiatives that affect their lives. We will include the cultural rights of Aboriginal and Torres Strait Islander peoples who use our services within our Charter of Rights and we will lead a state-wide advocacy campaign to build public awareness and advocate strongly to recognise Aboriginal and Torres Strait Islander peoples in Australia’s Constitution. Anglicare SA is committed to leadership development, and as such we will support Aboriginal young people to participate in Youth Parliament and Indigenous Youth Parliament and we will support Aboriginal employees to participate in the National Indigenous Leadership Development Programs.

Anglicare SA will contribute to improving life outcomes and closing the unacceptable life expectancy gap between Aboriginal people and other Australians. Over the past 20 years, various studies have compared Australian Indigenous life expectancy, and the life expectancy gap between Indigenous and other Australians, with that of Indigenous people in the other Anglo-settler countries of New Zealand, Canada and the United States of America. Without exception, life expectancy of Indigenous Australians has been found to be lower, and the gap far greater. We must work harder, more innovatively and with urgency to improve the life expectancy of our nation’s first peoples. Building relationships between Aboriginal people and other Australians founded on mutual respect and understanding, trust and compassion is vital. We all have the right to live our lives with purpose and happiness, with satisfaction and fulfilment, with dignity and pride, free from racism, discrimination and disadvantage. However, this is not the experience for many Aboriginal people. We must turn this around; and we can. The international evidence, from the World Health Organisation points towards addressing what is commonly known as the Social Determinants of Indigenous Health. These are the economic and social conditions, and their distribution among the population, that influence individual and group differences in health status, such as education, employment, housing, social and economic exclusion, racism and discrimination. Anglicare SA will take steps in this action plan to address the Social Determinants of Indigenous Health, with our initial focus being on Cultural Respect training (as identified in Focus Area 1), strengthening and building new relationships with Aboriginal people and communities, and investing in training and employment of Aboriginal people.

Our Reconciliation Action Plan (RAP) is a four-year plan, July 2012 – June 2016.
