Q I submit the following Information that I believe may be an election law violation, please review 4 and take appropriate action. 4 4 Candidate for U. 5. House of Representative Judy Herschel campaigned In fall of 2017 and 7 beginning of 2018 for the primary in 2018. I believe according to the FEC campaign limits that a single 4 individual can only donate $2700.00 per election cycle. I also believe that In Kind Services also count A against the limitation. With the attached you will see where Rachael Thomas (an attorney) using an 0 address of 1220 Main Street Susquehanna made 18 contributions totaling $5475.00. All of these entries
state In-Kind lawyer consult. In addition, there are 2 more contributions first quarter of 2018, but this time Rachael Thomas using an address of 1070 Oak Hill Rd, Susquehanna Pa. This address Is registered to Barbara and Dennis Ballard (see attached Courthouse online record) which Is Rachael Thomas's parents I believe. Also note that they restarted the monetary election cycle to date back to zero for Rachael Thomas In contributions for 2018 even though it Is still the primary election cycle. I also noticed a distribution to Rachael Thomas of $4500.00 on 3/31/2018 also marked as in-kind received.
This is the violation that I believe that needs to be addressed, however I would recommend that someone review her entire expense report. It seems to many people are getting paid.
