Venue: Maharaja Agrasen College, Deoria.
Deoria Job Fair- December, 2016 was help to connect technical-skilled candidates from Deoria
and Khushinagar to job opportunities across India. The event is an outcome of Honourable
Union Cabinet Minister for MSME, ShriKalraj Mishra ji’spersistent efforts and action towards
youth employment. 2,081 candidates who have completed their BE/B.Tech or ITI/Diploma have
participated in the event. 20 employers from across the country have interviewed candidates
and released 413 offers.
The Job Fair was held on 16th and 17th, December, 2016 at Maharaja Agrasen Inter College
(Boys), Jalkal Road, Deoria, Uttar Pradesh. The event was conducted by the National Institute
for MSME (NI- MSME) Hyderabad, an autonomous arm of the Ministry of MSME, as the nodal
agency. JobsDialog team of the TMI Group, a Hyderabad based 25 year old HR solutions
company supported NI- MSME in organising the Job Fair.
This event was free for job seekers and employers. Companies could hire for both entry level
and supervisory level positions. The infrastructure required to conduct assessment tests and
interviews was provided by the organising committee. The stay at Deoria, for the
representatives of the companies was also be arranged by the committee, free of charge.

Deoria: District Deoria is surrounded by district Kushinagar in the North, district
Gopalganj&Siwan (Bihar state) in the East, district Mau & district Ballia in the South and district
Gorakhpur in the West .Deoria district headquarter is situated at 53 km. milestone from
Gorakhpur by road towards east. Ghaghara, Rapti & ChhotiGandak are the main rivers in this
district.
Deoria is the headquarters of Deoria District,
under the Gorakhpur Division.
Deoria has 293 micro, small and medium
enterprises from the food products, hosiery
&garments, wood products, paper products, metal
products, machinery products, manufacturing and
repair and servicing industry providing
employment to over 1200 people.
The 66th round of the National Sample Survey
Organisation (NSSO) report puts the projection of
unemployed youth in Uttar Pradesh in the age group of 15-35 at whopping 1 crore by the end
of the ongoing 12th Five Year Plan (2012-17). Put in simple words, today, Uttar Pradesh has the
highest number of students enrolled in higher education. This relates to Deoria also, which has
a population of 3 million of which 80% are literate. This job fair is a platform for all these
educated jobseekers to find suitable employment.
Deoria is also the birthplace of ShriKalraj Mishra ji and the constituency from which he won the
2014 elections. Mishra ji holds the city
close to his heart and has often
reiterates his commitment to give it
back to Deoria community by
empowering its youth.

Ni-msme, since its inception in 1960 by the Government of India, has taken gigantic strides to
become the premier institution for the promotion, development and modernisation of the
MSME sector. An autonomous arm of the Ministry of Micro,
Small and Medium Enterprises (MSMEs), the institute strives to
achieve its avowed objectives through a gamut of operations
ranging from training, consultancy, research and education, to
extension and information services.
Aligning its activities with the ambitions and initiatives of
Ministry that extend to connecting the educated and skilled
youth to employment opportunities, NI- MSME has been
actively conducting Job Fairs across the country. Motivated by
the success of these job fairs, NI- MSME confidently accepted
the assignment to conduct a Job Fair in Deoria.
JobsDialog:
JobsDialog, an offering by the TMI Group, is India’s first mobile-based recruitment solution,

Fair was another opportunity for the team to prove their passion and mettle for recruitment.
How it all began:
The Idea:
The Ministry of MSME has been passionately working to come up with initiatives that are in line
with the Prime Minister’s missions like ‘Make in India’ and ‘Skill India’. However, there is an
increasing gap between ‘Skill India’ and ‘Make in India’. Bridging this gap is critical for the
success of both the initiatives. Put in simple words, the skilled candidates have to be connected
with suitable job opportunities so that they become productive and put the country on the path
of socio economic development. The Ministry recognised Job Fairs as excellent platforms to
bring together educated candidates and employers. NI- MSME rendered the best of its services
to ensure the success of the Job Fairs.
In the Job Fair conducted in Deoria in March, 2016, close to 14,000 candidates from various
academic backgrounds had participated, 30 employers from various industries.The event was a
huge success with employers filling close to 802 job vacancies in the two days, however the fair
was largely focused on Non-Technical graduate candidates. ShriKalraj Mishra Ji had expressed
that the technically qualified candidates of Deoria and Kushi Nagar will be given special
attention through a specific job fair focused on bringing in companies and employers wanting
to hire technically qualified candidates. Therefore ni-msme along with JobsDialog with support
from the Ministry of MSME started on this endeavor to bring out a job fair focused for
technically qualified candidates.

Precursors:
NI- MSME Talent Mela:
ni-msme had conducted a job fair in October, 2014. The event attracted an unprecedented
14,078 job seekers with 0-7 years experience along with 611 Ex Service Men. 46 MSMEs
assessed 3,400 candidates for 802 vacancies across 103 different job roles. Totally 1,120
candidates were shortlisted over the two days, pending final offer.
DavanagereUdyogaMela:
NI- MSME supported the district administration of
Davanagere, Karnataka to conduct DavagereUdyogaMela.
The event was held on 23rd and 24th August 2015. During
the Mela, 85 employers engaged with over 9000
candidates and provided 655 offer letters to aspiring job
seekers.
BHEL Job Fair:
BHEL, as part of its CSR activities, conducted a Job Fair
in Hyderabad, in partnership with NI- MSME, on 19th
and 20th March, 2016. It was an exclusive event for
candidates of Hyderabad, Medak and Ranga Reddy
Districts. Through this job fair, 4563 candidates gained
valuable interview experience, 1353 candidates got
shortlisted and 493 candidates received job offers. 28
employers introduced their companies to candidates.
Deoria Job Fair – March, 2016:
In the Job Fair conducted in Deoria in March,
2016, close to 30 employers from various
industries, and 14,000 candidates from various
academic backgrounds had participated. The
event was a huge success with employers filling
close to 802 job vacancies in the two days.
Motivated by the success of this Job Fair,
the Ministry of MSME has decided to conduct a
similar event once again for the benefit of
employers looking for skilled candidates to hire
and candidates looking for meaningful jobs.

Ground Work:
NI- MSME’s trusted partner, JobsDialog, a recruitment solution by the TMI Group was
appointed to implement the action plan of the Jobs Fair.
Putting together this event involved the following key steps:
1. Preparing a budget and timeline for implementation of the Job Fair
2. Field visit to understand the availability of infrastructure, meet various stakeholders like
district-commiserate, Local administration, bureaucrats, party workers and
academicians to understand their perspective and expectations, and acquire necessary
approvals and permissions.
3. Drawing a project plan and investing key components required for the effective
organisation of the event viz software, communication strategy, promotional
constituents, infrastructure and other resources.
4. Providing back end support- ensuring SME and job seeker registrations. JobsDialog’s
representatives engaged with the through calls, SMSes and emails.
5. Providing event management support for two days- mobilizing appropriate people and
material under adequate supervision
6. Ongoing improvement based on feedback and situation
7. Collecting details of short-listed and selected candidates

15.6% of the total candidates attended were offered a job which is a unique distinction of
this job fair. An additional 11 % of candidates have also moved to second rounds of
selection.

CHRONOLOGY OF EVENTS
� October 1st week: Chairman of TMI Group, T. Muralidharan met the Honourable Union
Cabinet Minister for MSME, ShriKalraj Mishra ji to discuss the Job Fair in Deoria
� October 1st week: A series of meetings between representatives of JobsDialog of the
TMI Group and ni-msme to discuss way forward.
� October 1st week: Field visit of Jobs Dialog’s representatives to understand the profiles
of candidates in Deoria and talent requirements of employers in the Uttar Pradesh
� October 1st week: Venue Finalization & confirmation obtained from respective
authorities along vendor Finalization & Hotel Bookings were completed.
� October 1st week: Meeting with District Magistrate & Superintend of Police to review
planning for the Jobfair.
� October 2nd week: Review of learning from the first Job fair and accordingly strategizes
and way forward meeting along with Shri. Govind Jaiswal formulation for Technical Job
fair.
� October 2nd week: ni-msme Job Fair portal development initiated at TMI
� October 2nd Week: Communication and promotion strategy freezing. Promotions for
SME finalised. Press Advertisement design and content; email design and content, social
media design and content
� October 2nd Week: Procurement of Employer Data base from various sources &
industry associations.
� October 2nd Week: Employer Contact center was setup for employer acquisition
� October 2nd Week: Invitation letters to industry associations & PSU’s were personally
sent by the OSD Shri. Govind Ram Jaiswal on behalf of ministry of MSME.
� October 3rd Week: SMS and email campaigns were initiated for employers
� October 3rd Week: A four member team was constituted to physically meet employers
in key cities of Uttar Pradesh- Varanasi, Allahabad, Gorakhpur, Lucknow, Kanpur and
Meerut for inviting employers to participate. An invitation letter was prepared in that
context and was personally handed over to all the employers who were visited.
� November1st Week: Registration of employers commences.
� November1st Week: Job Fair scheduled to be held on November 26th and 27th
November postponed
� November 1st Week: Communication sent to employers about postponement of Job
Fair.
� November 2nd Week: Meeting with NI- MSME and communication with Ministry to
freeze a date for the Job Fairs
� November 2nd week: Rework on communication strategy
� November 3rd Week: SMSes and email campaigns were sent to employers respectively
notifying them about the date of Job Fair
� December 1st Week: Advertisement for candidate registration was released on 4th
December.
� December 1st Week: Team from JobsDialog starts for Deoria.
� December 1st Week: Short listing of candidates begins & their HET was sent by SMS /
Emails.
� December 1st Week: Candidate Awareness camps were held in DEORIA & KUSHINAGAR
with the help paper inserts, Handbills, Rickshaw Advertisement. This has greatly
improved the candidate awareness & registrations.
� December 2nd Week: Final travel & participations conformations were obtained from
the employers & accordingly necessary hotel rooms were allocated.
� December 2nd week: Review Meeting with SP to ensure adequate security measures
are in place at the venue and necessary protocols for crowd management are followed.
� December 2nd week: Venue branding. Barricading done to manage crowd and branding
materials was placed at appropriate locations inside & outside the Venue.
� December 16th and 17th: Deoria Job Fair held
� December 17th: Closing ceremony & Offer letter Distribution from the hands of Hon.
Minster Shri. Kalraj Mishra Ji, OSD Mr. Govind Jaiswal , Mr. Chandra Shekar Reddy .
Challenges and Key differentiators to create maximum impact:
Language barrier: Organising a Job Fair of a large scale involves communication with several
people who come with different language preferences. Vernaculars spoken in Deoria include
Bhojpuri, Bihari and Hindi. So language was a potential barrier in organising the job fair.
However, hailing from Hyderabad, JobsDialog team was proficient in speaking Hindi. The team
was able to aptly communicate their ideas to people connected with the event and keep the
ball rolling.
Logistics: Events like Job Fair require a lot of logistics like branding material and stationary
items to be supplied/used. Deoria being close to 1500 km away from Hyderabad, arranging
logistics was a tedious task. However, multiple field visits and proper planning helped the team
arrange for the required logistics with minimum effort and investment.
Candidate registration:The newspaper advertisement announcing the job fair was done on 4th
December asking candidates to go online and register for the job fair. The challenge was to
bring in maximum participation of technically qualified candidates to register for the job fair,
both Deoria and Kushinagar have higher density of Non Technically qualified candidates, data of
candidates who had registered from the previous job fair was available and multiple rounds of
SMSes were sent asking candidates to register for the job fair. Rickshaw Advertising as well as
pamphlet distribution, Newspaper advertisement as well as news paper insertsaround both the
cities to bring about awareness for the job fair to improve the candidate registrations.
Employer registration: Location turned out to be barrier in terms of connecting with employers
and convincing them to participate in the fair. However, JobsDialog, equipped with
accomplished sales and call centre teams handled this challenge by building a strong outreach
programbased on feet on street outreach program deploying 4 executives to cover Varanasi,
Meerut, Allahabad, Kanpur, Lucknow and Gorakhpur. Our contact center based in Hyderabad
also reached out through our outreach program to register employers through frequent follow
ups on call and emails.
Employer mobilisation: Ensuring participation of registered employers is a challenge in any Job
Fair. JobsDialog team kept the employers engaged and motivated by discussing with them the
advantages of participating in the fair and working closely with them on their travel plans, and
routes.
Bad Weather: The cold weather as well as heavy fog on 15th
, 16th
and 17th

impacted employer turnout as trains and flights were delayed indefinitely due to low visibility
due to the fog.There were 27 employers who could not reach Deoria due to this sudden turn of
bad weather.
Postponement: Due to unforeseen circumstances, the Job Fair that was scheduled to be held
on 26th and 27th of November had to be postponed. This meant rework on communication,
additional efforts for informing employers and candidates about the new schedule, and
extended period of engagement with stakeholders.
Venue readiness: Getting the venue ready involves activities right from cleaning the place to
placing the branding material in proper locations, allotting rooms to employers to conduct
interviews, ensuring free flow of necessary logistics to employers, demarcating important
places like registration desks and waiting areas, and planning movement of crowd. JobsDialog
team efficiently planned and executed these activities, with some support from local volunteers
comprising of Teachers and local teams deputed with the assistance of District Inspector of
Schools, Deoria; NCC cadets and volunteers deputed by RSS. The team demonstrated excellent
team work and leadership by working in coordination with academicians and party workers.
Crowd management: Crowd management is the biggest challenge in any job fair. While
facilitating smooth flow of crowd from one place to the other is one important aspect to it, the
success lies in ensuring that every candidate gets an opportunity to attend at least one
interview and employers get to meet only the right kind of candidates. These aspects demand a
lot of physical strength, patience, empathy and ability to think on foot. To ensure that there
were no untoward incidents; police deployment across the venue was done through support
from the district administration and S.P’s office in Deoria, setting up of police stalls as well as
manning the venue and classrooms was done with the support of 30 police officials. To further
streamline this Interview Passes were used through the JobsDialog’s technology to match
candidates and shortlist each candidate for multiple interview, this also allowed Employers to
only meet candidates matching their requirements. Candidates were allotted specific interview
slots including date and time for interview to prevent crowding at the venue. Barricading at the
entrance since this job fair was focused on technically qualified candidates each and every
candidate was given an opportunity to meet up with multiple employers .
