Subject: R AND PRI Sir, I We have been requesting for review of new Rand P Guidelines in the wake of such I review already undertaken in the case of non-executives vide letter \ i No.PERS/MPP/1126/1/2006/325 dated 10th March, 2008, but in spite of our persistent I I requests no such review has been ordered in the case of Executives. . Normally, the Management had been taking decisions on such ,policy issues collectively for both Executives and Non-Executives but surprisingly Executives have been ommitted from this .,mcercisethis time for reasOnsnot known,to us. . Whereas, we welcome the conscious decisions taken in the case of Non-Executives, 1\\1. we further understand that a Personnel Audit Team has been appointed to study the implications of implementation of new Rand P Guidelines and recommend further review of the above Regulations in the wake of difficulties/ disparities experienced while. implementing the same. It is unfortunate that the constitution of the said Personnel Audit Team has not been notified to us and the said Team has not interacted with us. We further understand that the Team is at the verge of finalising amendments to the Rand P I guidelines in the case of non-executives only. . .., ~H In the interest of equality, it shall be highlyappreciated if the said Team is asked to I interact with the Associations as well and take note of our proposals before giving final '>.shape to its recommendations. The areas which require attention in the. case of Executives are enumerated below for your kind ~nsideration and passing on to the Committee .for examination/ consideration, as considered appropriate:- '1. The Executives may be placed in Clusters with Asstt. Manager/Manager (E-2 and E-3) forming one Cluster and Asstt. Manager with 3 years service be allowed to move to Manager's grade within the Cluster. lIlt \ I , I I \"1' 1 I.... I 2. Promotion from (E-2/3) Cluster to Sr. Manager's grade and from (E-4/E- 5) Cluster to. Dy. Genl. Manager's grade in next dusters shall be.vacancy based but in case of non-availability of vacancy, the Executive be placed in the lower scale of next duster as SG on completion of total 6 years service in the lower duster. 3. DGM/Jt.DGM(E-6and E-7) be made next Cluster and DGMwith 3 years service be movedto the grade of Jt. DGM,which may be redesignated as Addl. GM,as was in vogue earlier and the post of Jt. General Manager (proposed to be redesignated as Addl.General Manager) be not treated as functional post.. 4. For promotion as General Manager, the present eligibility provision is Jt. General Manager with 2 years service and total 5 years service as Jt. General Manager/ Dy.General Manager combined. This provisionappears to be superfidal since an Executive is promoted as Jt. General Manager only. after three years service as DGM. In the new dispensa.tion, we propose that DGM/ Addl.
