DISCLAIMER: This document is a result of speculation and

independent research by someone who is not a lawyer. Nothing in

this document should be considered a formal indictment. The

following report assumes that the owner(s)/operator(s) of

arrests.org and removeitnow.com, and their associated websites,

are either the same people/companies or are otherwise in

collusion with each other. During the course of this research,

evidence for alternate theories presented itself. These alternate

theories are presented after the conclusion of this report.

The website arrests.org (a.k.a. florida.arrests.org, a.k.a.

floridamugshots.us) harvests data from Florida law enforcement

websites, copying all information pertaining to new arrests. This

includes mugshots, charges, personal information including street

address, date of birth, occupation, etc. This data appears to be

retained on arrests.org indefinitely. The information is not

removed if charges are dropped, expunged, the suspect is found

not guilty, etc. These inaccurate results are returned on Google,

often on the front page, which has a dramatic negative impact on

a person's reputation and future job prospects.

The website offers no recourse for those affected.

It is not unreasonable to assume that many victims will turn to a

search engine in an attempt to find out how to remove their

information. The first search of "arrests.org" on Google and

YouTube, as of 06/20/2011, return links to the following videos:

It appears as if arrests.org is the first half of a two-part

system designed to extort people out of their money. The victims

eventually stumble upon a removal site such as removeslander.com

(a.k.a. removeitnow.com, a.k.a. removeitnow.co.uk, a.k.a.

punchgoogle.com, a.k.a. tyronnejacques.com), which promises to

remove their mugshot and related information from Google. (As a

quick aside, it should be noted that these websites seem to know

that such false listings would constitute a violation of the law

by virtue of using the term "slander" --- though it's technically

libel...) The removeslander.com website claims "We Can Also

Remove Your Mug Shot Photo" for $399.95.

Before we continue, we need to introduce a technical concept. A

website can create a "robots.txt" file, which directs search

engine software (e.g., Google) to ignore certain pages. You can

read about this technology here:

Remember removeslander.com's earlier claim of "We Can Also Remove

Your Mug Shot Photo"? arrests.org has a robots.txt file which

almost entirely consists of a list of mugshots to exclude from

search results. We can reasonably infer that these are the

mugshots of those who have paid the fee. This file is located at

http://florida.arrests.org/robots.txt, and a copy of its contents

as of 06/20/2011 can be found in Appendix B.

According to WHOIS records (Appendix A), floridamugshots.us

(which redirects to arrests.org) is owned by CRUNCHLINE LLC (FEI

#273293570). floridamugshots.us lists "Robert Wiggen" as the

owner.

CRUNCHLINE LLC's paperwork names "Robert Wiggen" and "James C

Wiggen" as managers of the business. The registering agent is Dan

Keen of Northwest Registered Agent LLC.

It appears as if 68.67.74.57 is a server controlled solely by

those involved with CRUNCHLINE LLC, since it hosts a total of 4

websites according to http://www.whois.sc/. The WHOIS record for

arrests.org appears to be fraudulent. The relevant contact

Misc. information:

arrests.org also allows for profiles to be "tagged". Sample tags

include but are not limited to "Handicap", "Hotties", "Scary",

and "Tranny". Tags must be approved by the site owner(s) before

they appear; the profile will say "Tag awaiting moderation" until

a tag has been approved. These tags are used to draw attention to

profiles and cause further embarassment. These comments are

almost exclusively used to post statements that are lewd,

defamatory, threatening, humiliating, etc. Each profile also

contains personal information including street address and date

of birth. Additionally, each profile contains links to search for

the accused on Facebook, MySpace, and Intelius. The victims

appearing on arrests.org are subject to potential physical harm

by vigilantes, sexual predators, stalkers, etc.

The Facebook page boasts, "With over 3 million bookings and

arrest records searchable and browsable. See your friends, co-

workers, ex's and who-ever else you might know. Almost 2,000 new

mugshots are added every day."

removeslander.com and related domains utilize stat tracking

services from realtracker.com with user ID "1756025742".

The footer of removeslander.com, depending on the exact page,

mentions the following: "Punch Google PR Mandeville, La 70448",

"Contact Us: [email protected]" [sic], "Remove It Now LLC.

Remove It Now.com Mandeville, La 70448", "Contact Us:

[email protected]" [sic]

It appears that the domains removeitnow.org and removeitnow.net

have been registered, but currently do not point to a website.

Payments use the e-junkie.com framework and are processed through

PayPal. At the payment confirmation screen on PayPal, the source

code contains the e-mail address "[email protected]".

Some links on removeslander.com and removeitnow.com go to content

that is hosted at imagemaxpr.com (e.g.,

http://www.imagemaxpr.com/Florida-Arrest-Mug-Shot-Search.html).

This was the company that issued the phony press release

mentioned earlier. The phone number 985-633-1413 is listed on the

site. Curiously, it claims "The 5 day money back offer is for

Florida Arrest.org website only". Why would these techniques only

be valid for 1 specific website? "Image Max PR" also appears to

operate the YouTube account "ImageMaxPR". There is also a

Facebook "Like" widget at the top of the page which may yield

more information on persons involved. Also of note are the

following quotes, "Sites like Florida Arrest.org are vigilante

sites established to make money from ad impressions as people

visit the site to view your mugshot. Every time someone clicks on

your page to view your mug shot sites like Florida Arrest earns a

little more cash from Google.", "Hire Remove Slander.com And Put

Both the removeitnow.com and imagemaxpr.com websites claim:

"In 5 Days You Will Notice The Following

1. We Were Successful In Getting Your Mug Shot Deleted From

Google Images.

2. We Were Successful In Getting Your Mug Shot Deleted From

Florida Arrest.org.

3. We Were Successful In Getting The Florida Arrest Link Deleted

& Removed From Of Google.

4. We Were Successful In Getting The Content Associated With Your

Arrest Deleted From Florida Arrest.org.

5. Once We Have The Link Deleted Then You Can Rest Because It

Will Not Return To Google Or Florida Arrest."

Every single one of these claims would require action on the part

of arrest.org's owner. Claims (1) and (5) could be accomplished

by robots.txt, and it should be noted that arrests.org's

robots.txt is explicitly tailored for Google images as seen by

the following line: "User-agent: Googlebot-Image". All 5 of the

above claims would require arrest.org's owner to remove the

content from the website and could not be done by a third party.

181721, and a snapshot of this page as of 06/21/2011 is located

in Appendix C.

arrests.org utilizes Google Urchin tracking services with ID "UA-

5662101-3".

Though owned by the same people affiliated with CRUNCHLINE LLC, I

have decided not to discuss agilelegalmarketing.com until now

because it is not the main focus of this report. It is, however,

a moneymaker for CRUNCHLINE LLC. agilelegalmarketing.com appears

to sell personal information (such as street address) of recently

arrested persons to third parties. This information is marketed

as being useful for targeted mailings; perhaps customers of this

data may have more nerfarious purposes in mind.

agilelegalmarketing.com utilizes Google Urchin tracking services

with ID "UA-5662101-4". The following phone numbers are listed on

the site: (888) 316-7516, (Fax)(888) 435-3097. A screenshot of

the main page can be viewed in Appendix C.

In conclusion, the websites operated by CRUNCHLINE LLC are predatory in every aspect. The accused are subjected to

intimidation, ridicule, harm to their professional and personal

reputation, harassment by site visitors and targeted postal mail,

stalking risks, and much more. It is important to note that

businesses have people behind their actions, anyone involved in

this scheme must answer for their actions in a court of law. For

those affected, Appendix F includes a list of relevant

organizations to contact.

Alternate Theories

Establishing a definitive link between arrests.org and

removeslander.com would require subpoenas. These websites may be

separate entities owned/operated by different people/companies.

If this is the case, alternate theories must be considered. Two

such theories are presented below:

1) They are in collusion and have formed a symbiotic

relationship: arrests.org makes money from ad impressions, and

removeslander.com makes money by somehow getting content removed

from arrests.org and promoting book(s)/software/etc. Perhaps they

share revenue.

2) The websites have no relationship, and removeslander.com

charges a fee to send threats to arrests.org forcing them to

remove records. removeslander.com may also engage in other valid

techniques such as SEO manipulation, "Google bowling", etc. If

this is the case, removeslander.com is clear of any legal/moral

wrongdoing.

In either case, arrests.org would still be potentially liable for

defamation/libel, harassment, stalking, etc. Appendix D contains

relevant Florida statutes.

The editor of this report initially believed the personalities of

removeslander.com to be fictional. However, this may have been an

erroneous assumption, and hence the above alternative theories

Appendix B2 - robots.txt scrape

It is trivial to "scrape" (copy) the "removed" mugshots from

arrests.org. robots.txt is not a strict rule to abide by, merely

a polite request. By ignoring it, we can view the faces everyone

who has been "removed" from arrests.org. Identification of the

victims would be easy with either a court order to seize the

arrest.org databases, e-mails, phone logs, and/or financial

transactions OR the cooperation of the law enforcement agencies

that first distributed these photos. It is also likely that an

ordinary citizen could identify someone from a mugshot via

Facebook's facial recognition algorithm, TinEye.com, or through

other means.

Here is how easy it is to scrape the removed mugshots:

In this case, "robots.txt" was the contents of the images from

Appendix B. These files can be found in removed-mugs.zip

(removed-mugs.zip md5: 87d714b7593ae21df67325dd216cd1f5)

In 3 days of monitoring, arrests.org's robots.txt file grew by

approximately 15 people each day.

784.048 Stalking; definitions; penalties.—

(1) As used in this section, the term:

(a) “Harass” means to engage in a course of conduct directed at a

specific person that causes substantial emotional distress in

such person and serves no legitimate purpose.

(b) “Course of conduct” means a pattern of conduct composed of a

series of acts over a period of time, however short, evidencing a

continuity of purpose. Constitutionally protected activity is not

included within the meaning of “course of conduct.” Such

constitutionally protected activity includes picketing or other

organized protests.

(c) “Credible threat” means a threat made with the intent to

cause the person who is the target of the threat to reasonably

fear for his or her safety. The threat must be against the life

of, or a threat to cause bodily injury to, a person.

(d) “Cyberstalk” means to engage in a course of conduct to

communicate, or to cause to be communicated, words, images, or

language by or through the use of electronic mail or electronic

communication, directed at a specific person, causing substantial

emotional distress to that person and serving no legitimate

purpose.

(2) Any person who willfully, maliciously, and repeatedly

follows, harasses, or cyberstalks another person commits the

offense of stalking, a misdemeanor of the first degree,

punishable as provided in s. 775.082 or s. 775.083.

(8) The punishment imposed under this section shall run

consecutive to any former sentence imposed for a conviction for

any offense under s. 794.011, s. 800.04, or s. 847.0135(5).
