pandemic
SATS Edenvale Conference
13 May 2011
Some introductory thoughts…..
• Source of all blessings - intimacy with the Lord and in communion with with each other
• We need to be open creative innovative ways
• Source of strategy, tactics, principles, ethics, ideas, sustainability, innovation, creativity, funding
• Stewardship and Talent Management
Objectives for Workshop
• Locate the 4/14 and HCD movement within an HIV and AIDS context
• Focus on orphans and children made vulnerable as a result of HIV and AIDS
• Introduce an innovative funding model for HCD
Why focus on children at risk (CAR) within an HIV and AIDS
pandemic• 5,7 million South Africa’s living with HIV • Levels of new infections – behaviour
change critical• 4 % of children are maternal orphans• Conservatively estimated to be 1 million• Children orphaned as a result of HIV and
AIDS 25% more likely abused• Reality of Child Headed Households
Exercise: Who is Responsible?
• The Lord • Children• Adults in the Home• Local Community• Church• State• Business • Civil Society
A Biblical Response
J A M E S 1 V E R S E 2 7
Pure and lasting religion in the sight of God our Father means that we must care for orphans and widows in their troubles, and refuse to let the world
corrupt us.

Funding through Partnership with Government
• Children’s Act – (support processes)• Support access and administration of Social
Security• Child Support Grants (9,5 million)• Foster Care Grants (Children’s Act Process)• Adoption• Early Child Development Centres• After School Drop in Centres• VCT Support• Home-based and child care workers
Funding through Partnership with Business
• Creation of Social Value – new intent to CSI• Section 18 (A) Tax Benefit• Social and Ethics Report Companies Act• Consumer Protection Act• Brand Association• Transfer of Technology• Social Capital (employee involvement)• Internships• Mentoring and Coaching
Funding through Partnership with Civil Society
• Movement away from philanthropy to social entrepreneurship
• Advocacy• Creation of Social Enterprises• Business Principles within Social Justice• Networks • Social Capital (friends, family, ..)• Competitive Advantage?• Social Value
Markers in development of the Trust as a care-based
organisation• Advocacy – defending the cause• Innovation – scaling / new ideas / technology• Social Entrepreneurship – business model,
product & service, competitive advantage, go to market
• Social Enterprise, social organisation within a business structure: (finance, HR etc)
• Leadership, strategy, governance, diplomacy
Innovation
• Social Innovation – Virtual Adoption
(Supplementary support by an ‘extended family’ that is located virtually)
• Technology Transfer – business management systems to civil society
(Management System for Orphans and Vulnerable Children, MSOVC)
Some Keys
• In the Global Village – sufficient resources• Need to create people to people contact -
emotional link makes for sustainability• Put a face and identity to poverty and suffering
(statistics paralysing)• Menu driven – choice• Matched – individuals, households, cluster,
village• Secure• Reporting - Narrative emotional basis for long
term support
….Social Capital Mobilisation
•
Social Capital
• Social Network Theory – 1960s• Norms and Values (including regulations) • Sanctions• Each person has a social network • National Mobalization and International
Solidarity• African Diaspora• Example Anti-Apartheid Movement (Role of
Church)

CHILD STATUS INDEX
The CSI was developed in response to the request by PEPFAR, OGAC and OHA to assess vulnerabilities, needs and desired outcomes for OVCs.
It is used in Ethiopia, Rwanda, India, Cambodia and Swaziland.
It measures and produces in a simple way, based on a standardized evaluation form, a status index which is expressed as:
1 = Very Bad 2 = Bad 3 = Fair 4= Good
For the following Domains:

Objectives
What do we want to achieve: – Objective evaluation of the
need– Matching of resources to the
need– Creating a budget to meet the
need– Measuring of expenses
against budget– Measuring of progress and
determining that goals have been reached
– Reliable reporting

What is the JRT?
SBO

JRT Functionality
What This Means
• It is technically possible by relying on virtual support clusters to mobilize resources to fund care cycles and development plans at individual, household, cluster and village level.
• The use of business information management systems and business intelligence tools to manage the whole system and process
• An automated administration system can be used to ensure security and efficiency and to cope with complexity
• We therefore scale care-based organisations from 15% to 60%
Opportunity
• Promote good practice• Child Rights Framework• Family Based Care (family care units) UNHRC• Integrated community development• Employment creation• Poverty alleviation• Weave together holistic development • Real opportunity for the Church (Mat 25)
MillenniumDevelopmentGoals (MDG’s)
1. Eradicate extreme poverty and hunger
2. Achieve universal primary education
3. Promote gender equality and empower women
4) Reduce child mortality
5) Improve maternal health
6) Combat HIV/AIDS, malaria and other diseases
7) Ensure environmental sustainability
8) Develop a global partnership for development
Challenges?
• Selection of children• Support without increasing risks • Conflicting Rights, Sponsors,
Caregivers, Children, NGO • Direct contact with Children?• Risks of dependency
Some Risks
• Building a Rolls Royce engine with 4 wheel drive capability!
• Technical sustainability• Funding• Manage expectations
Concluding Thoughts
• HCD Nation Building• Identifying Next Generation of
Leaders• Kingdom Expansion• Protocol of Heaven• Partnership with the Holy Spirit
“…Adoption” Worshippers
It is morally indefensible that we choose to live with problems
that can be solved
